David Cameron's new cabinet takes shape in the first reshuffle since

:00:11.:00:15.

he came to power. Andrew Lansley has been demoted to the leader of

:00:15.:00:18.

the Commons, the man had been the architect of controversial reforms

:00:18.:00:22.

to the NHS in England has been replaced by the former Culture

:00:23.:00:28.

Secretary, Jeremy Hunt. It is the biggest privilege of my life and I

:00:28.:00:31.

am incredibly honoured and looking forward to getting on with the job.

:00:31.:00:35.

And Ken Clarke will no longer be the Justice Secretary. He takes on

:00:35.:00:40.

a new role as a minister advising on economic policy.

:00:40.:00:44.

We will have all the latest comings and goings and all the analysis

:00:44.:00:49.

throughout the programme. Also today, the second night of violence

:00:49.:00:55.

in Belfast. Police fired at Tom rounds to clear the streets. 15

:00:55.:00:59.

officers are hurt. The Scottish Government prepares to outline its

:00:59.:01:02.

plans for the coming year with the independence referendum and same-

:01:02.:01:08.

sex marriage topping the agenda. Going for the hat-trick, Ellie

:01:08.:01:13.

Simmonds is in people again, aiming for her third gold medal.

:01:13.:01:20.

At coming up in sport on the BBC News Channel, Warren Gatland will

:01:20.:01:30.
:01:30.:01:45.

coach the British and Irish Lions Good afternoon. David Cameron has

:01:45.:01:50.

been making the first big changes to his government since he became

:01:50.:01:52.

Prime Minister. All morning, ministers have been coming and

:01:52.:01:56.

going from Number Ten Downing Street. You are the main changes --

:01:56.:02:01.

the main changes. Andrew Lansley, the man behind the Government's NHS

:02:01.:02:03.

the man behind the Government's NHS reforms, is no longer Health

:02:03.:02:08.

Secretary. He is now the leader of the House of Commons. He has been

:02:08.:02:12.

replaced by the former Culture Secretary, Jeremy Hunt. And there

:02:12.:02:16.

is a new transport secretary, Patrick McLoughlin, replacing

:02:16.:02:25.

Justine Greening. We will have the latest developments throughout the

:02:25.:02:27.

latest developments throughout the programme and analysis but first,

:02:27.:02:35.

this report from Ross Hawkins. Who deserves the car, the perks,

:02:35.:02:42.

the powers of office? The PM has made his decisions. This reshuffle

:02:42.:02:46.

is about looking for the future, building on reforms, focusing on

:02:46.:02:50.

delivery and bringing forward the next generation. David Cameron had

:02:50.:02:54.

stood by his Health Secretary, and made huge and controversial change

:02:54.:02:58.

to the NHS in England, until now. Andrew Lansley's days of rolling up

:02:58.:03:02.

sleeves to tackle the health service are over. He becomes the

:03:02.:03:06.

leader of the House of Commons, and the former Culture Secretary takes

:03:06.:03:11.

charge of his -- the NHS. It is the biggest privilege of my life and I

:03:11.:03:16.

am looking forward to getting on with the job. Ken Clarke swaps the

:03:16.:03:21.

job of Justice Secretary for one with a roving brief of Cabinet

:03:21.:03:26.

assistant -- Cabinet rank. I never thought I would be back in the

:03:26.:03:29.

government in the first place and at my age, you occasionally have to

:03:29.:03:35.

step down from a heavy departmental role. Chris Grayling, Work and

:03:35.:03:39.

Pensions Minister, takes over his job at justice. Elsewhere, Baroness

:03:40.:03:43.

Warsi loses her position as the chairman of the Tory party and get

:03:43.:03:45.

chairman of the Tory party and get a job but the Foreign Office. Maria

:03:45.:03:49.

Miller becomes the Culture Secretary. She was in disabilities

:03:49.:03:52.

minister. The former Chief Whip in minister. The former Chief Whip in

:03:52.:03:56.

charge of Conservative party discipline, becomes transport

:03:56.:04:00.

secretary replacing Justine Greening, who moves to

:04:00.:04:05.

international development. The incumbent, Andrew Mitchell, was

:04:05.:04:10.

appointed Chief Whip and the current Northern Ireland secretary

:04:10.:04:12.

replaces the Environment Secretary, replaces the Environment Secretary,

:04:12.:04:15.

Caroline Spelman. The Deputy Prime Minister has decisions to make

:04:15.:04:19.

about the fate of Lib Dems and was not revealing much this morning.

:04:19.:04:23.

Our priority is delivering policies to boost jobs and growth in the

:04:23.:04:27.

British economy and that is what the reshuffle will be about.

:04:27.:04:34.

knows the coalition ministers will help define his fate. And David

:04:34.:04:36.

Cameron's, come the general election.

:04:36.:04:40.

Jeremy Hunt moves from culture to health, replacing Andrew Lansley

:04:40.:04:45.

who had been in charge of health for the Conservatives since 2003.

:04:45.:04:50.

The move comes at a time for -- of enormous change for the NHS as

:04:50.:04:56.

Dominic Hughes reports. Few health secretary's new the ins

:04:56.:05:01.

and outs of the NHS as well as Andrew Lansley. Even his opponents

:05:01.:05:06.

recognise that for much of the past decade, he had been visiting

:05:06.:05:10.

hospitals and talking to NHS staff. Having promised no more top-down

:05:10.:05:14.

reorganisations, many were surprised and angered by a radical

:05:14.:05:19.

shake-up of the way the health service was to be organised. I am

:05:19.:05:23.

the daughter of 30 years. Explain how this is going to make patients

:05:23.:05:29.

better. Nobody understands the bill. The new NHS in England will look

:05:29.:05:33.

like this. GPs and other clinicians will now be responsible for the

:05:33.:05:36.

commissioning or buying of the majority of health care in England.

:05:36.:05:39.

There will be more competition. The private sector will be given

:05:39.:05:45.

greater opportunity to provide NHS care. They will compete on quality

:05:45.:05:49.

but not price. Ministers say this will make the NHS more efficient as

:05:49.:05:55.

patient numbers grow and costs rise. Getting the reforms through was a

:05:55.:06:00.

painful process. Growing opposition from health staff led to an

:06:00.:06:03.

unprecedented pause in the legislative process and a listening

:06:03.:06:07.

exercise. But Mr Lansley was insistent that there was no

:06:07.:06:13.

alternative. We are committed not just to this legislation, it is not

:06:13.:06:17.

about his bill as such, it is about what the Bill enables the NHS to

:06:17.:06:21.

achieve. It is not about me, it is about the Government. Jeremy Hunt

:06:21.:06:25.

will have to rebuild relationships with doctors and nurses bruised by

:06:25.:06:30.

the reform process. His arrival was welcomed by the British Medical

:06:30.:06:40.
:06:40.:06:44.

One such challenges the need for the health service in England to

:06:44.:06:48.

save around 20 billion over the next few years, not to mention

:06:48.:06:55.

ensuring the reforms that make up Andrew Lansley's legacy.

:06:55.:06:58.

More analysis to come but another key appointment was Patrick

:06:58.:07:04.

McLoughlin, as transport secretary, replacing Justine Greening. Her

:07:04.:07:07.

opposition to a third runway at Heathrow had angered business

:07:07.:07:11.

groups. Hugh Pym is with me. Staying with the politics, there is

:07:11.:07:17.

a real clear-out at the top of transport. Yes. In the past, people

:07:17.:07:20.

involved in policy areas have been frustrated with government when

:07:20.:07:23.

there has been a merry-go-round at the top of departments. There was a

:07:23.:07:28.

sense that this would not happen so often but with transport, this is

:07:28.:07:31.

our third Secretary of State. First Philip Hammond, then Justine

:07:31.:07:35.

Greening and now from today, Patrick McLoughlin. And a senior

:07:35.:07:39.

minister, Theresa Villiers, has moved on. There is a bulging in-

:07:39.:07:42.

tray. There is the issue of high- speed rail, the link with an West

:07:42.:07:48.

Midlands, taking that through Parliament. -- the West Midlands.

:07:48.:07:51.

There is the issue of the West Coast main line, with Justine

:07:51.:07:57.

Greening agreeing to take it away from Version. That is controversial.

:07:57.:08:04.

And, of course, the third runway. Will it go ahead or not? There is

:08:04.:08:10.

potential for a U-turn? Yes, but the intention of the coalition is

:08:10.:08:14.

to scrap the plans. Recently, there has been strong pressure from

:08:14.:08:19.

business to move ahead and developed economy. Justine Greening

:08:19.:08:23.

and Theresa Villiers, Paul MPs in or around London, were opposed to

:08:23.:08:30.

it publicly. Some will say that moving them to other jobs paves the

:08:30.:08:34.

way for a change in policy. You do not need to speculate. Boris

:08:34.:08:37.

Johnson has said today, openly, that he thinks the Government wants

:08:37.:08:42.

to ditch its promises and sent yet more planes over central London.

:08:42.:08:46.

That is his interpretation of the reshuffle. He says he will fight

:08:46.:08:53.

this all the way. Norman Smith is in Downing Street.

:08:53.:08:58.

Just begin by telling us a little bit more about these new faces. The

:08:58.:09:05.

reasons why they have been appointed. This is not some sort of

:09:05.:09:09.

thunder and lightning moment, with blood all over the walls. It is a

:09:10.:09:13.

fairly modest recasting of the middle ranks of the Cabinet,

:09:13.:09:19.

designed in large part to bring in the communicators, those ministers

:09:19.:09:22.

who are adept with the media, who can articulate the Government's

:09:22.:09:27.

case. That is why we have seen Grant Shapps Brotton as party

:09:27.:09:31.

chairman, because in the house in brief, he was viewed as an ever

:09:31.:09:34.

present optimistic, outgoing, vigorous defender of the

:09:34.:09:38.

Government's position. That is why we see Andrew Lansley moved from

:09:38.:09:42.

health because he was viewed in Number Ten as simply being unable

:09:42.:09:47.

to articulate the Government's case. What we have seen is the emergence

:09:47.:09:52.

and promotion of a coterie of a very effective media performers.

:09:52.:09:56.

Big issues, of course, as we were just discussing, with transport and

:09:56.:10:01.

health in particular. What is your assessment of the analysis?

:10:01.:10:05.

sense is that this is not a reshuffle that is going to change

:10:05.:10:09.

the political landscape. It is a reshuffle designed to solve

:10:09.:10:14.

particular political problems which Mr Cameron faces. Obviously, health,

:10:14.:10:18.

bringing in a new face to try to rebuild relations with the help

:10:18.:10:22.

profession. Transport, to bring in a new face to give the Government

:10:22.:10:26.

some flexibility over a possible rethink on Heathrow. And that the

:10:26.:10:29.

Ministry of Justice, removing Kenneth Clarke and bringing in a

:10:29.:10:34.

right winger to appease those right-wingers who believe that the

:10:34.:10:37.

Government has not taken a robust enough stance over issues like the

:10:37.:10:43.

European Court. It is a reshuffle designed to solve problems, rather

:10:43.:10:53.
:10:53.:10:54.

than change the political landscape. 15 police officers have been

:10:54.:10:58.

injured in a second night of rioting in Belfast. They were hit

:10:58.:11:01.

with petrol bombs as they tried to keep loyalist and Republican crowds

:11:01.:11:06.

apart. Officers responded with water cannon. 62 police officers

:11:07.:11:14.

have now been injured in the past 36 hours.

:11:14.:11:19.

Only one mile from Belfast city centre, another riot. It was not on

:11:19.:11:24.

the same scale as Sunday night, but damage was done and police officers

:11:24.:11:29.

were hurt. Two were knocked unconscious by bricks. Petrol bombs,

:11:29.:11:33.

golf balls and fireworks were also thrown. The police came under

:11:33.:11:36.

attack as they tried to keep rival loyalist and Republican crowds

:11:37.:11:41.

apart. Politicians across Northern Ireland have condemned the violence,

:11:41.:11:46.

but they have not been able to stop it. The fundamental problem is this.

:11:46.:11:52.

Whilst we have the structures, we have power-sharing and the

:11:52.:11:54.

partnership and a cross-community government, we have not really

:11:55.:12:00.

tackle the basic issues. The basic issue here is one of sectarianism.

:12:00.:12:06.

That is also's disease. loyalists parliamentary group, the

:12:06.:12:12.

UVF has been blamed for starting the trouble. -- Ulster's disease.

:12:12.:12:16.

People need to understand that this is genuine raw emotion. Raw anger

:12:16.:12:20.

that exists within the Unionist community. To dismiss that

:12:20.:12:27.

frustration as manipulation is a huge mistake. It is a folly.

:12:28.:12:31.

violence has been in exactly the same place each night. There is a

:12:31.:12:39.

long history of trouble in North walls which divide mainly Catholic

:12:39.:12:43.

districts from a mainly Protestant districts. The problems run deeper

:12:43.:12:47.

and they will not be solved overnight. But as the clean-up

:12:47.:12:51.

continues, behind the scenes talks are taking place to try to stop yet

:12:51.:12:58.

another night of trouble. The Olympic Games have not led to

:12:58.:13:05.

the boost many retailers had hoped for. High street sales have fallen.

:13:05.:13:10.

Sales were down by point for% in August, the worst performance in a

:13:10.:13:13.

year. People prefer to watch the Games, it seems, rather than go

:13:13.:13:20.

shopping. Stratford upon-Avon is always a

:13:20.:13:23.

popular destination for tourists. But the owner of this small gift

:13:23.:13:27.

shop says that she did not see the usual foreign visitors because of

:13:27.:13:32.

the Olympics. The wet weather did not help. August was not a golden

:13:32.:13:36.

month for sales. I think the Olympics was a niche market and

:13:36.:13:39.

they do not think that it has helped Stratford upon-Avon or the

:13:39.:13:47.

retailers are told. The Jubilee was amazing. -- the retailers at all.

:13:47.:13:51.

It is a different story in the Stratford. Olympics merchandise has

:13:51.:13:55.

been flying off the shelves. Many retailers had hoped that these

:13:55.:13:59.

games would inspire a bit of a spending spree on the High Street.

:13:59.:14:04.

But judging by today's figures, that has not happened. It seems we

:14:04.:14:09.

have been too busy enjoying the support and -- than shopping. Some

:14:09.:14:14.

say that is not a bad thing but it did lead to sales in established

:14:14.:14:18.

store has fallen by point for% compared with the last 12 months. -

:14:18.:14:28.
:14:28.:14:28.

- stores falling by point for%. Online shopping even slowed. Sales

:14:28.:14:32.

really didn't have Top Gear for this chain of bike shops. We were

:14:32.:14:35.

concerned before the Olympics. Halfway through the Games, things

:14:35.:14:42.

got better. We were able to get back took record levels, selling

:14:42.:14:49.

lots of bikes, inspired by those guys winning on a race bikes.

:14:49.:14:54.

real test for retailers is whether all this has delivered a feel-good

:14:54.:15:04.
:15:04.:15:10.

factor to consumers. Will it It is now 1:15pm.

:15:10.:15:13.

Our top story this lunchtime: Andrew Lansley loses his job as

:15:13.:15:16.

Health Secretary in the first big Cabinet changes since David Cameron

:15:16.:15:26.
:15:26.:15:27.

came to power. As another British medal to report

:15:27.:15:33.

in the Paralympics. Another sign that standards are going the sky

:15:33.:15:43.
:15:43.:15:51.

high in this sport. We will have Scotland's First Minister Alex

:15:51.:15:54.

Salmond will announce details of his policies for the year ahead in

:15:54.:15:58.

the Holyrood chamber later. A referendum on Scottish independence

:15:58.:16:03.

is due to be at the heart of the government's plans. Proposed

:16:03.:16:07.

legalisation of gay marriage is also expected. A Children's Bill

:16:07.:16:11.

may also be introduced, which will increase free childcare. Lorna

:16:11.:16:16.

Gordon is outside the Scottish Parliament with the details.

:16:16.:16:20.

The referendum is really grabbing all of their headlines, let's start

:16:20.:16:25.

with that, what is the detail? It was inevitable that it would

:16:25.:16:29.

grab the headlines. It really is such a big issue, it then it it is

:16:29.:16:35.

very far away on the horizon. How far away? We are talking a little

:16:35.:16:39.

over two years. The bill this afternoon will confirm that Alex

:16:39.:16:43.

Salmond would like that referendum to take place in autumn 2014 and

:16:43.:16:49.

all of the signals are that that timing will stick. They are also

:16:49.:16:53.

signals that 16 and 17 year-olds will be allowed to vote in this

:16:53.:16:58.

referendum. What is less clear, however, is if there will be one

:16:58.:17:03.

question on two. One dealing with a straight yes or no on independence

:17:03.:17:07.

and whether there will be a second question on the ballot paper

:17:07.:17:12.

offering the voters an option on whether Scotland should have more

:17:12.:17:17.

devolved powers. I think it is a very tricky issue. The UK

:17:17.:17:21.

government says they really feel strongly it should just be the one

:17:21.:17:26.

question. It could end up in the courts otherwise, but the Scottish

:17:26.:17:30.

Government, their referendum, Surrey, their consultation on the

:17:30.:17:35.

referendum, it will come out in a few weeks' time. So expect some

:17:35.:17:40.

negotiations, quite a lot of arguments, on one question or two.

:17:40.:17:45.

Just briefly, I mentioned same-sex marriage and child care. Other

:17:45.:17:48.

issues? There are 15 bills in total and one

:17:48.:17:51.

of the most controversial is same- sex marriage. It will have all of

:17:51.:17:55.

the backing of the political parties but some faith groups,

:17:55.:18:00.

including the Catholic Church, are bitterly opposed to it. Another

:18:00.:18:04.

interesting Bill we are expecting to date is offering additional free

:18:04.:18:13.

child care in Scotland, increasing the number of hours to 600 hours a

:18:13.:18:19.

year. -- 600 hours a year. I will be interested to see how the sums

:18:19.:18:23.

add up on that and how it will be paid for, but inevitably, that Bill

:18:23.:18:27.

on a referendum for independence will be at the heart of this

:18:27.:18:30.

process and as you say, will continue to grab the headlines.

:18:30.:18:35.

Lorna Gordon, thank you very much. There's been a breakthrough in the

:18:35.:18:44.

dairy industry dispute. Farmers said they were being forced to

:18:44.:18:46.

produce milk at a loss because of rising charges from supermarkets

:18:47.:18:52.

and distributors. Today, the Government has announced a

:18:52.:19:00.

voluntary code of practice which all sides have signed up to.

:19:00.:19:03.

In the dairy cows, a time this vision of the countryside.

:19:04.:19:09.

Farmers have argued for years, that there milk is undervalued on the

:19:09.:19:13.

market and that they are losing an unsustainable amount. Dairy farms

:19:13.:19:17.

are closing down in their hundreds. Today, finally a breakthrough in

:19:17.:19:21.

the thorny relationship between the farmers and the big buyers to

:19:21.:19:27.

supply the supermarkets. A voluntary code of practice. But

:19:27.:19:32.

those who campaigned long and hard for change, it is good news.

:19:32.:19:36.

Farmers will be offered flexible contracts and told why prices

:19:36.:19:40.

change and be given a chance to find better deals elsewhere. We are

:19:40.:19:45.

very pleased. We are still Between a Rock and a hard place. It is the

:19:45.:19:49.

responsibility of the industry from these processors, they and the

:19:50.:19:53.

retailers have a responsibility for the security of supply of food in

:19:53.:19:57.

this country for the next decade, possibly two decades. The deal has

:19:57.:20:01.

been brokered by ministers. They don't want to interfere in the

:20:01.:20:05.

market but they don't want dairy farms going bust, either. So a

:20:05.:20:10.

compromise, a new code which has been welcomed by the industry.

:20:10.:20:14.

a voluntary code of practice will do is enable farmers to understand

:20:14.:20:16.

how the price is calculated and farmers are telling me they want

:20:16.:20:19.

transparency, they want to understand why they have the price

:20:19.:20:23.

they do for milk and the code of practice is a massive step forward.

:20:23.:20:27.

The voluntary code of conduct will not solve all of the problems but

:20:27.:20:31.

it may be a first step towards peace in a dispute that has grown

:20:31.:20:37.

increasingly bitter and divisive. Fertility doctors have called for a

:20:37.:20:39.

debate asking whether freezing embryos should become the main

:20:39.:20:43.

option for IVF treatment in the future. There have been concerns

:20:43.:20:48.

that freezing may pose a health risk. However, the latest analysis

:20:48.:20:50.

of 13,000 IVF pregnancies suggested the freezing process might be

:20:50.:20:55.

better for the mother and the baby's health. The study's findings

:20:55.:20:59.

were presented at the British Science Festival.

:20:59.:21:01.

A post-mortem examination has found that a woman whose body was

:21:02.:21:05.

recovered from a Norfolk river had probably been strangled. Her

:21:05.:21:08.

partner's body was also found, but his death is not being treated as

:21:08.:21:12.

suspicious. The bodies were recovered by police divers after

:21:12.:21:15.

officers were alerted to a 13-year- old girl who'd been left alone on a

:21:16.:21:21.

hire boat. The Metropolitan Police say the

:21:21.:21:23.

number of likely phone-hacking victims has risen to more than

:21:23.:21:28.

1,000 following their investigations. Deputy Assistant

:21:28.:21:31.

Commissioner Sue Akers explained to the Home Affairs Select Committee

:21:31.:21:33.

that the large increase was because more victims had identified others

:21:33.:21:40.

who may have also been targeted for phone- hacking.

Ellie Simmonds, who stormed to her second gold of the Paralympics last

:21:43.:21:48.

night, has been back in the pool this morning. This time it was in a

:21:48.:21:52.

50m freestyle heat. She qualified for the final, where she'll be

:21:52.:21:56.

going for a hat-trick of golds. And cheering her on was Prince Harry.

:21:56.:21:58.

Our sports correspondent James Pearce reports from the Olympic

:21:58.:22:03.

Park. The last time we saw Prince Harry

:22:03.:22:07.

at poolside, it was in rather different circumstances in Las

:22:07.:22:10.

Vegas. Today, he was watching one of the few people who has made more

:22:10.:22:16.

headlines than him over the last few days. Ellie Simmonds has two

:22:16.:22:20.

golds already and was trying to golds already and was trying to

:22:20.:22:23.

qualify for another final. The 50 metres freestyle is the weakest of

:22:23.:22:28.

her events. In her heat, she was second to the world record holder.

:22:28.:22:32.

She is likely to have to settle for a medal that is not coloured gold

:22:32.:22:36.

this evening. Unlike Heather Frederiksen, he will be hot

:22:36.:22:42.

favourite to win the 100 metre backstroke. She had been aiming to

:22:42.:22:45.

become an Olympic swimmer until an accident in 2004 which left her

:22:45.:22:48.

with limited use of her right arm and leg. Told by a doctor she would

:22:48.:22:53.

never swim again, she proved her doubters wrong, eventually

:22:53.:22:58.

returning to win Paralympic gold in Beijing and finishing four seconds

:22:58.:23:00.

Beijing and finishing four seconds ahead of her closest rival. It is

:23:00.:23:05.

another glorious day for spectating. Swimming fans have been sheltered

:23:05.:23:08.

by the aquatic centre, but those in the main stadium have been enjoying

:23:08.:23:14.

the sunshine, although not some of the British performances. Shelly

:23:14.:23:17.

Woods is one of the biggest names in wheelchair racing. She would be

:23:17.:23:22.

winning a medal in the 800 metres, finishing third in her heat. She

:23:22.:23:26.

will now focus on the marathon at the weekend. Her team mate J Jones

:23:26.:23:31.

also missed out. Brazilian footballers have let-up tournaments

:23:31.:23:34.

all over the world with their skill for decades. There blind players

:23:34.:23:43.

are no exception. How about that for a goal?

:23:43.:23:45.

At Greenwich Park this morning, Sophie Wells won her second silver

:23:45.:23:50.

medal of the games in dressage. It takes the British tally at

:23:50.:23:52.

Greenwich to nine, just one behind their Paralympic record, and there

:23:52.:23:56.

are two events still remaining. Our sports correspondent Joe Wilson is

:23:56.:24:04.

there for us. Yes, thanks, Sophie Wells made it

:24:04.:24:08.

clear in her first Paralympic Games that she had come to win two

:24:08.:24:12.

individual golds. She had to settle for silver medals, but she cannot

:24:12.:24:17.

fault herself, nor her horse Pinocchio, who bounced along in the

:24:17.:24:20.

sunshine to the Pinocchio soundtrack. Proving there were no

:24:20.:24:24.

strings to hold her down. The judges loved the artistry, there

:24:24.:24:29.

were a couple of technical errors but the score was over 81%. Today,

:24:29.:24:33.

not good enough for gold and for the second time in these games,

:24:33.:24:38.

Sophie Wells found her -- found herself in second place. The

:24:38.:24:44.

standard is so high. Sophie Wells is quite some rider. She was born

:24:44.:24:47.

with a condition that affected her joints and it has left her missing

:24:47.:24:52.

several fingers but as a Junior, she won an international event for

:24:52.:24:55.

able-bodied riders, so she has a getting Paralympic career ahead of

:24:55.:25:01.

her. -- glittering. Two more disability greats could take the

:25:01.:25:05.

equestrian total to 11 medals, but they would love another gold and

:25:05.:25:09.

that is most likely to come with the remarkable Sophie Christiansen,

:25:09.:25:15.

riding at about 5:30pm. Let's have at look at the medal

:25:15.:25:21.

table. China are leading by a long way with 48 golds. ParalympicsGB

:25:21.:25:24.

are still in second with 19 golds and 66 medals in total. Russia are

:25:24.:25:29.

sitting just behind them on 17 golds.

:25:29.:25:32.

Let's get more on the Cabinet reshuffle. Our Political

:25:32.:25:38.

Correspondent Norman Smith is in Downing Street. The biggest changes

:25:38.:25:40.

in health and transport, they are the big stories.

:25:40.:25:44.

Yes, those are the two big decisions, the decision to move

:25:44.:25:48.

Andrew Lansley from Health to leader of the house and Justine

:25:48.:25:51.

Greening from transport to international development. Andrew

:25:51.:25:56.

Lansley was viewed as having to us -- having failed to sell the NHS

:25:56.:26:01.

reform agenda and alienating many health officials after the years

:26:02.:26:06.

David Cameron spent trying to detoxify the NHS as an issue for

:26:06.:26:09.

the Conservative Party. Justine Greening has moved to provide the

:26:09.:26:12.

Government with flexibility, manoeuvrability on the issue of

:26:12.:26:16.

Heathrow, because she was a committed opponent of a third

:26:16.:26:20.

runway. She is replaced by Patrick McLoughlin, who carries the baggage

:26:20.:26:25.

on Heathrow. As for the Liberal Democrats, this is not really there

:26:25.:26:29.

reshuffle, none of the Cabinet names move, but David Laws, who had

:26:29.:26:32.

to resign as chief secretary because of the expenses scandal, is

:26:32.:26:35.

brought back as an education minister.

:26:35.:26:40.

Norman, thank you. Let's take you to the weather prospects. It looks

:26:40.:26:45.

very promising indeed. You sound like somebody who has

:26:45.:26:49.

been stuck in an office all morning? It is beautiful out there,

:26:49.:26:54.

I love this September day. It is fairly indicative of across the

:26:54.:26:56.

fairly indicative of across the country. Some lovely spells despite

:26:56.:26:59.

a weather front pushing down from the north-west. You can see it

:26:59.:27:03.

clearly, sitting around the Midlands, down through Wales and

:27:03.:27:07.

into the south-west as we speak. Ahead of that into the south-east,

:27:07.:27:12.

Sunni and pretty warm, behind it is a lot of sunshine, but it is a

:27:12.:27:17.

cooler and fresher feel. In the north-west of Scotland, the wind is

:27:17.:27:23.

still a feature, gusts of in excess of 60 mph but easing up across the

:27:23.:27:27.

afternoon. Let's take a snapshot at 4pm in the afternoon, not the

:27:27.:27:31.

record-breaking heat in Aberdeenshire at you saw yesterday,

:27:31.:27:37.

but some sunshine with breezy conditions. Not too bad into

:27:37.:27:41.

Northern Ireland and with lighter winds, and a bit of warmth be the

:27:41.:27:46.

norm if -- north of England, very pleasant. The weather front is in

:27:46.:27:51.

off -- East Anglia, coming down at the South and thick enough for a

:27:51.:27:55.

spot of drizzle. The best of the sunshine is certainly reserved for

:27:55.:27:59.

the Southeastern corner, not faring too badly at all, but the cloud

:27:59.:28:04.

will descend, arriving through the evening and overnight. Bat slowly

:28:04.:28:08.

eases away and the wind drops out substantially across Scotland which

:28:08.:28:13.

will allow the temperatures to drop, so a cooler night in comparison to

:28:13.:28:18.

those that have passed. 13 or 14 in the south-east. As for the sailing

:28:18.:28:22.

on Wednesday morning, starting off on a fresh bird, a strong north-

:28:22.:28:29.

easterly for a time, the wind will be easing away. -- on a fresh note.

:28:29.:28:33.

Wednesday morning, the cloud will ease the way and it is a beautiful

:28:33.:28:38.

start to the day. It won't be long until we see a little bit more

:28:38.:28:42.

cloud generated in land. A few isolated light showers and a

:28:42.:28:47.

fresher feel, but not too bad, 16- 21 degrees, still pretty

:28:47.:28:52.

respectable. The high pressure stays with you, I promised you a

:28:52.:28:55.

decent week and the story has not really changed. These weather

:28:55.:28:59.

fronts just squeeze into the far north and west which could create a

:28:59.:29:03.

hiccup, stronger winds and some more rain. Thursday and Friday,

:29:03.:29:08.

potential in Glasgow for a slightly miserable day, but in the south,

:29:08.:29:12.

more sunshine and more importantly, more warmth. If I am going to stick

:29:12.:29:15.

my neck out, it is looking pretty promising for the weekend.

:29:15.:29:19.

I shall look forward to my cycle I shall look forward to my cycle

:29:19.:29:23.

home. At 1:30pm, a reminder of the top story. Andrew Lansley loses his

:29:23.:29:27.

job as Health Secretary in the first big Cabinet changes since

:29:27.:29:31.
