patient numbers grow and costs rise. Getting the reforms through was a | :05:55. | :06:00. | |
painful process. Growing opposition from health staff led to an | :06:00. | :06:03. | |
unprecedented pause in the legislative process and a listening | :06:03. | :06:07. | |
exercise. But Mr Lansley was insistent that there was no | :06:07. | :06:13. | |
alternative. We are committed not just to this legislation, it is not | :06:13. | :06:17. | |

There is the issue of the West Coast main line, with Justine | :07:51. | :07:57. | |
Greening agreeing to take it away from Version. That is controversial. | :07:57. | :08:04. | |
And, of course, the third runway. Will it go ahead or not? There is | :08:04. | :08:10. | |
potential for a U-turn? Yes, but the intention of the coalition is | :08:10. | :08:14. | |
to scrap the plans. Recently, there has been strong pressure from | :08:14. | :08:19. | |
business to move ahead and developed economy. Justine Greening | :08:19. | :08:23. | |
and Theresa Villiers, Paul MPs in or around London, were opposed to | :08:23. | :08:30. | |
it publicly. Some will say that moving them to other jobs paves the | :08:30. | :08:34. | |

to ditch its promises and sent yet more planes over central London. | :08:42. | :08:46. | |
That is his interpretation of the reshuffle. He says he will fight | :08:46. | :08:53. | |

Just begin by telling us a little bit more about these new faces. The | :08:58. | :09:05. | |
reasons why they have been appointed. This is not some sort of | :09:05. | :09:09. | |
thunder and lightning moment, with blood all over the walls. It is a | :09:10. | :09:13. | |
fairly modest recasting of the middle ranks of the Cabinet, | :09:13. | :09:19. | |
designed in large part to bring in the communicators, those ministers | :09:19. | :09:22. | |
who are adept with the media, who can articulate the Government's | :09:22. | :09:27. | |
case. That is why we have seen Grant Shapps Brotton as party | :09:27. | :09:31. | |
chairman, because in the house in brief, he was viewed as an ever | :09:31. | :09:34. | |
present optimistic, outgoing, vigorous defender of the | :09:34. | :09:38. | |
Government's position. That is why we see Andrew Lansley moved from | :09:38. | :09:42. | |
health because he was viewed in Number Ten as simply being unable | :09:42. | :09:47. | |
to articulate the Government's case. What we have seen is the emergence | :09:47. | :09:52. | |
and promotion of a coterie of a very effective media performers. | :09:52. | :09:56. | |
Big issues, of course, as we were just discussing, with transport and | :09:56. | :10:01. | |
health in particular. What is your assessment of the analysis? | :10:01. | :10:05. | |
sense is that this is not a reshuffle that is going to change | :10:05. | :10:09. | |
the political landscape. It is a reshuffle designed to solve | :10:09. | :10:14. | |
particular political problems which Mr Cameron faces. Obviously, health, | :10:14. | :10:18. | |
bringing in a new face to try to rebuild relations with the help | :10:18. | :10:22. | |
profession. Transport, to bring in a new face to give the Government | :10:22. | :10:26. | |
some flexibility over a possible rethink on Heathrow. And that the | :10:26. | :10:29. | |
Ministry of Justice, removing Kenneth Clarke and bringing in a | :10:29. | :10:34. | |
right winger to appease those right-wingers who believe that the | :10:34. | :10:37. | |
Government has not taken a robust enough stance over issues like the | :10:37. | :10:43. | |
European Court. It is a reshuffle designed to solve problems, rather | :10:43. | :10:53. | |
:10:53. | :10:54. | ||
than change the political landscape. 15 police officers have been | :10:54. | :10:58. | |
injured in a second night of rioting in Belfast. They were hit | :10:58. | :11:01. | |
with petrol bombs as they tried to keep loyalist and Republican crowds | :11:01. | :11:06. | |
apart. Officers responded with water cannon. 62 police officers | :11:07. | :11:14. | |
have now been injured in the past 36 hours. | :11:14. | :11:19. | |
Only one mile from Belfast city centre, another riot. It was not on | :11:19. | :11:24. | |
the same scale as Sunday night, but damage was done and police officers | :11:24. | :11:29. | |
were hurt. Two were knocked unconscious by bricks. Petrol bombs, | :11:29. | :11:33. | |
golf balls and fireworks were also thrown. The police came under | :11:33. | :11:36. | |
attack as they tried to keep rival loyalist and Republican crowds | :11:37. | :11:41. | |
apart. Politicians across Northern Ireland have condemned the violence, | :11:41. | :11:46. | |
but they have not been able to stop it. The fundamental problem is this. | :11:46. | :11:52. | |
Whilst we have the structures, we have power-sharing and the | :11:52. | :11:54. | |
partnership and a cross-community government, we have not really | :11:55. | :12:00. | |
tackle the basic issues. The basic issue here is one of sectarianism. | :12:00. | :12:06. | |
That is also's disease. loyalists parliamentary group, the | :12:06. | :12:12. | |
UVF has been blamed for starting the trouble. -- Ulster's disease. | :12:12. | :12:16. | |
People need to understand that this is genuine raw emotion. Raw anger | :12:16. | :12:20. | |
that exists within the Unionist community. To dismiss that | :12:20. | :12:27. | |
frustration as manipulation is a huge mistake. It is a folly. | :12:28. | :12:31. | |
violence has been in exactly the same place each night. There is a | :12:31. | :12:39. | |
long history of trouble in North walls which divide mainly Catholic | :12:39. | :12:43. | |
districts from a mainly Protestant districts. The problems run deeper | :12:43. | :12:47. | |
and they will not be solved overnight. But as the clean-up | :12:47. | :12:51. | |
continues, behind the scenes talks are taking place to try to stop yet | :12:51. | :12:58. | |
another night of trouble. The Olympic Games have not led to | :12:58. | :13:05. | |
the boost many retailers had hoped for. High street sales have fallen. | :13:05. | :13:10. | |
Sales were down by point for% in August, the worst performance in a | :13:10. | :13:13. | |
year. People prefer to watch the Games, it seems, rather than go | :13:13. | :13:20. | |
shopping. Stratford upon-Avon is always a | :13:20. | :13:23. | |
popular destination for tourists. But the owner of this small gift | :13:23. | :13:27. | |
shop says that she did not see the usual foreign visitors because of | :13:27. | :13:32. | |
the Olympics. The wet weather did not help. August was not a golden | :13:32. | :13:36. | |
month for sales. I think the Olympics was a niche market and | :13:36. | :13:39. | |
they do not think that it has helped Stratford upon-Avon or the | :13:39. | :13:47. | |
retailers are told. The Jubilee was amazing. -- the retailers at all. | :13:47. | :13:51. | |
It is a different story in the Stratford. Olympics merchandise has | :13:51. | :13:55. | |
been flying off the shelves. Many retailers had hoped that these | :13:55. | :13:59. | |
games would inspire a bit of a spending spree on the High Street. | :13:59. | :14:04. | |
But judging by today's figures, that has not happened. It seems we | :14:04. | :14:09. | |
have been too busy enjoying the support and -- than shopping. Some | :14:09. | :14:14. | |
say that is not a bad thing but it did lead to sales in established | :14:14. | :14:18. | |
store has fallen by point for% compared with the last 12 months. - | :14:18. | :14:28. | |

very far away on the horizon. How far away? We are talking a little | :16:35. | :16:39. | |
over two years. The bill this afternoon will confirm that Alex | :16:39. | :16:43. | |
Salmond would like that referendum to take place in autumn 2014 and | :16:43. | :16:49. | |
all of the signals are that that timing will stick. They are also | :16:49. | :16:53. | |
signals that 16 and 17 year-olds will be allowed to vote in this | :16:53. | :16:58. | |
referendum. What is less clear, however, is if there will be one | :16:58. | :17:03. | |
question on two. One dealing with a straight yes or no on independence | :17:03. | :17:07. | |
and whether there will be a second question on the ballot paper | :17:07. | :17:12. | |
offering the voters an option on whether Scotland should have more | :17:12. | :17:17. | |
devolved powers. I think it is a very tricky issue. The UK | :17:17. | :17:21. | |
government says they really feel strongly it should just be the one | :17:21. | :17:26. | |
question. It could end up in the courts otherwise, but the Scottish | :17:26. | :17:30. | |

negotiations, quite a lot of arguments, on one question or two. | :17:40. | :17:45. | |
Just briefly, I mentioned same-sex marriage and child care. Other | :17:45. | :17:48. | |
issues? There are 15 bills in total and one | :17:48. | :17:51. | |
of the most controversial is same- sex marriage. It will have all of | :17:51. | :17:55. | |
the backing of the political parties but some faith groups, | :17:55. | :18:00. | |
including the Catholic Church, are bitterly opposed to it. Another | :18:00. | :18:04. | |
interesting Bill we are expecting to date is offering additional free | :18:04. | :18:13. | |
child care in Scotland, increasing the number of hours to 600 hours a | :18:13. | :18:19. | |
year. -- 600 hours a year. I will be interested to see how the sums | :18:19. | :18:23. | |
add up on that and how it will be paid for, but inevitably, that Bill | :18:23. | :18:27. | |
on a referendum for independence will be at the heart of this | :18:27. | :18:30. | |
process and as you say, will continue to grab the headlines. | :18:30. | :18:35. | |

produce milk at a loss because of rising charges from supermarkets | :18:47. | :18:52. | |

Farmers have argued for years, that there milk is undervalued on the | :19:09. | :19:13. | |
market and that they are losing an unsustainable amount. Dairy farms | :19:13. | :19:17. | |

the thorny relationship between the farmers and the big buyers to | :19:21. | :19:27. | |

Farmers will be offered flexible contracts and told why prices | :19:36. | :19:40. | |
