A call for root-and-branch reform of gun licensing laws, after a | :00:11. | :00:14.
coroner hears the case of a man who shot and killed three members of | :00:14. | :00:18.
his family. Michael Atherton was allowed to keep guns despite a | :00:19. | :00:22.
history of domestic violence. He shot his partner, her sister and | :00:22. | :00:26.
his partners knees after a row at their home in County Durham. | :00:26. | :00:31.
family have had a very upsetting week, but we will continue to try | :00:31. | :00:35.
to improve public safety, to ensure that no other family have to endure | :00:35. | :00:37.
what we have gone through and will go through for the rest of our | :00:37. | :00:42.
lives. A former police officer admits selling information to the | :00:42. | :00:46.
Sun newspaper, including details about the mother of Chelsea captain, | :00:46. | :00:50.
John Terry. Situation critical. The Liberal Democrats are given a dire | :00:50. | :00:55.
warning about the party's future by their own President, as they gather | :00:55. | :00:58.
for their party's spring conference. World leaders gather for the | :00:58. | :01:03.
funeral of the Venezuelan President, Hugo Chavez. And Manchester City | :01:03. | :01:06.
player Carlos Tevez is arrested on suspicion of driving while | :01:06. | :01:12.
Later on BBC London. New classes to help warn London schoolgirls of the | :01:12. | :01:14.
dangers of bullying and sexual abuse. And fighting crime at the | :01:14. | :01:17.

Good afternoon. A coroner has called for a complete reform of gun | :01:42. | :01:45.
licensing laws after hearing the case of a man who shot three | :01:45. | :01:48.
members of his family before killing himself. Michael Atherton | :01:48. | :01:52.
Trotters partner, her sister and his partners Nice after a row at | :01:52. | :01:56.
their home in County Durham and New Year's Day last year. Durham police | :01:56. | :02:00.
were also criticised by the coroner, after it was revealed he had been | :02:00. | :02:04.
allowed both a shotgun and firearms licence, despite a history of | :02:04. | :02:09.
domestic violence. Danny Savage is at the inquest for us. Remind us of | :02:09. | :02:17.
the background to this. Durham police's licensing laws have been | :02:17. | :02:21.
described as not being fit for purpose today, in the months and | :02:21. | :02:25.
years running up to this shooting. This goes back to New Year's Day | :02:25. | :02:29.
2012, when Michael Atherton went to his car, got out a shotgun that he | :02:29. | :02:33.
held legally and shot dead his partner, Susan McGoldrick, her | :02:33. | :02:38.
sister, Alison Turnbull, and her daughter, Tanya. He had been in | :02:38. | :02:43.
trouble with the police before for issues of domestic violence. At one | :02:43. | :02:46.
point mackerel he'd had his guns taken off him, but police had | :02:46. | :02:50.
decided to give them back again. They've now admitted this was the | :02:50. | :02:53.
wrong decision. This man had been in trouble with the police, he | :02:53. | :02:58.
should not have had his shotgun licence. That has been the theme of | :02:58. | :03:02.
this five-day inquest, which finished today. This is what the | :03:02. | :03:07.
IPCC, who investigated this episode, have had to say after the ruling. | :03:07. | :03:12.
It is beyond doubt that Durham Constabulary missed valuable | :03:12. | :03:15.
opportunities to assess his suitability to be granted a licence | :03:15. | :03:22.
and remain a gun owner. At each stage the decision-making process, | :03:22. | :03:25.
every person involved, irrespective of their position within Durham | :03:25. | :03:30.
Constabulary, had a responsibility to gather additional information, | :03:30. | :03:33.
especially given the history of domestic incidents involving | :03:34. | :03:40.
Atherton. The family have also been giving their reaction. Yes, a huge | :03:40. | :03:43.
group of extended family have been watching the inquest. They came out | :03:43. | :03:47.
and stood in front of the cameras. They've been left devastated. | :03:47. | :03:51.
They've lost four members of their family, three of them unlawfully | :03:51. | :03:56.
killed, and then Michael Atherton, who then took his own life after | :03:56. | :04:00.
killing his partner, her sister and her daughter. This was their | :04:00. | :04:06.
reaction. We consider the inquest has exposed some serious flaws in | :04:06. | :04:10.
the way applications for shop guns and firearms are managed by Durham | :04:10. | :04:14.
Constabulary firearms licensing unit. This includes lack of | :04:14. | :04:18.
training, if any at all, lack of process, lack of accountability, | :04:19. | :04:23.
poor leadership and poor communication structure. The family | :04:23. | :04:27.
have had a very emotional and upsetting week, but we will | :04:27. | :04:31.
continue with our commitment to improvements in public safety. | :04:31. | :04:34.
the wake of this, Durham police reviewed every single gun licence | :04:34. | :04:39.
held in the county. They revoked more than 100 of them. With | :04:39. | :04:42.
hindsight they decided that people who legally held guns should and | :04:42. | :04:46.
have had them, so they were taken away. That leaves the question - | :04:46. | :04:49.
how many more people across the UK have guns who shouldn't have them? | :04:49. | :04:53.
A senior police officer has said that where you give guns out to | :04:53. | :05:03.
people legally, there is always a risk. A former police officer and a | :05:03. | :05:07.
prison worker have admitted selling information to the Sun newspaper. | :05:07. | :05:12.
They pleaded guilty at the Old Bailey this morning. Rebekah Brooks, | :05:12. | :05:15.
the former chief executive of News International, has also appeared in | :05:15. | :05:19.
court on bribery charges. David Cameron's former communications | :05:19. | :05:24.
chief, Andy Coulson, also appeared. Their cases were adjourned to a | :05:24. | :05:29.
later date. A total of four public officials | :05:29. | :05:32.
pleaded guilty here this morning to the charge of misconduct in public | :05:32. | :05:37.
office. In the case of two of them, we can't report any details. All we | :05:37. | :05:41.
can say is one is an ex-police officer. We can report on the other | :05:41. | :05:49.
two, who have admitted their guilt. Alan Tierney, on the right, once a | :05:49. | :05:52.
serving police officer, now a convicted criminal as a result of | :05:52. | :05:56.
the fall-out from the phone hacking scandal. This morning he admitted | :05:56. | :05:59.
selling information to the Sun newspaper when he was with the | :05:59. | :06:04.
Surrey force. One story involved the family of the footballer, John | :06:04. | :06:08.
Terry. This was a front page after his mother and mother-in-law were | :06:09. | :06:13.
accused of shoplifting together. Both received a police caution. | :06:13. | :06:17.
Tierney also gave details about an incident involving the private life | :06:18. | :06:21.
of the Rolling Stones guitarist Ronnie Wood. The Broxtowe received | :06:21. | :06:26.
a caution for assaulting his then girlfriend. There was a guilty plea | :06:26. | :06:31.
from Richard Trunkfield, in the beige jacket, a one-time prison | :06:31. | :06:33.
employee who admitted selling information to the Sun newspaper | :06:33. | :06:38.
for just over 3,000. He worked at Woodhill top security jail. The | :06:38. | :06:42.
information involved a high-profile prisoner. Both these men were | :06:42. | :06:47.
arrested as part of Scotland Yard's Operation Elveden, a spin-off from | :06:47. | :06:51.
the hacking investigation. It is focusing on illegal payments to | :06:51. | :06:56.
public officials. The high-profile names charged under the operation | :06:56. | :06:58.
include Rebecca Brookes, former chief executive of News | :06:58. | :07:01.
International, who was at the Old Bailey for a hearing this morning. | :07:01. | :07:06.
In the dock with her, Andy Coulson - the man who was once editor of | :07:06. | :07:10.
the News of the World and David Cameron's Director of | :07:10. | :07:13.
Communications. Their cases have been adjourned to a later date. | :07:13. | :07:18.
Also appearing here today was the chief reporter John Kay. He has | :07:18. | :07:22.
pleaded not guilty to illegal payments to public officials. He | :07:22. | :07:29.
will now stand trial at a later date. Nick Clegg's office says as | :07:29. | :07:33.
far as it is aware, neither he nor Vince Cable nor any Liberal | :07:33. | :07:37.
Democrat appears to have known about Chris Huhne passing on his | :07:37. | :07:40.
speeding points to Vicky Pryce before the event was made public. | :07:40. | :07:45.
They are due to be sentenced next week. Supporters gathered for the | :07:45. | :07:47.
spring conference in Brighton, but its president has warned them the | :07:47. | :07:56.
party is in a critical state. This is the Liberal Democrat President, | :07:56. | :08:00.
Tim Farron. He is known as an energetic Action Man. In an | :08:00. | :08:04.
interview he said the party was in a critical state. He also called | :08:04. | :08:09.
his activists cockroaches because of their resilience, that they had | :08:09. | :08:12.
a campaign like nutters to win elections. He is being | :08:12. | :08:17.
complimentary. It is a plea did not get complacent after the Eastleigh | :08:17. | :08:22.
by-election. But it's a victory that raised spirits. We managed to | :08:22. | :08:28.
win a by-election mid-term against a background of the allegations | :08:28. | :08:32.
against Lord Rennard and the conviction of Chris Huhne. I think | :08:32. | :08:39.
that says a lot about how could the party is. As Liberal Democrat | :08:39. | :08:43.
activists lead party HQ for the convent, they will be aware that | :08:43. | :08:46.
three names will linger over the event in Brighton. Yes, the | :08:46. | :08:50.
Eastleigh by-election, that is a positive for them, and whilst the | :08:50. | :08:54.
rows involving Lord Rennard and Chris Huhne could arguably have | :08:54. | :08:58.
happened in any party, they did happen in the Lib Dems and so they | :08:58. | :09:02.
have to deal with them. Questions are still being asked about whether | :09:02. | :09:06.
the Lib Dem leader, Nick Clegg, and the Business Secretary, Vince Cable, | :09:06. | :09:09.
knew about Chris Huhne, his ex-wife and the speeding points before it | :09:10. | :09:15.
ended up in the papers. They insist they didn't. Does all this leads | :09:15. | :09:19.
one former party leader feeling gloomy? Do why look like someone | :09:19. | :09:27.
who is easily squashed? We've lived off scorched earth in the past. | :09:27. | :09:31.
issues raised by the allegations of sexual harassment by Lord Rennard, | :09:31. | :09:34.
allegations he denies, will be addressed by Nick Clegg this | :09:34. | :09:39.
evening. But a far bigger concern for the party is its appeal or lack | :09:39. | :09:47.
of it to voters. Our political correspondent is in Brighton for us. | :09:47. | :09:50.
Despite the success of the Eastleigh by-election, it's fair to | :09:50. | :09:53.
say there's a very difficult back up to the spring conference. How | :09:53. | :09:59.
are you reading the mood? You are right. Despite the fact that Lib | :10:00. | :10:03.
Dems should be coming here to Brighton in buoyant mood for this | :10:03. | :10:07.
conference, fresh from their victory in Eastleigh, they won that | :10:07. | :10:11.
by-election against the odds but also against some truly terrible | :10:11. | :10:15.
headlines. Senior figures in the party are having to deal with | :10:15. | :10:18.
questions asking whether they knew that Vicky Pryce had agreed to | :10:18. | :10:23.
accept speeding points on behalf of her then husband and former energy | :10:23. | :10:26.
secretary, Chris Huhne. The party denies any prior knowledge of that, | :10:26. | :10:30.
but they are also facing allegations against the former | :10:30. | :10:34.
chief executive, Chris Renald. An independent enquiry has been set up | :10:34. | :10:37.
looking into how those complaints have been dealt with. Nick Clegg | :10:37. | :10:42.
will address that issue at a rally here this evening. But there's no | :10:42. | :10:46.
doubt for senior Liberal Democrats here, they are very aware the party | :10:46. | :10:49.
is facing difficult times, difficult questions and they cannot | :10:49. | :10:56.
rest on their laurels. Barclays has revealed that more than 400 staff | :10:56. | :11:02.
at the bank were paid 1 million or more last year. Their annual report | :11:02. | :11:10.
also shows 70,000 workers to come less than 25,000. Let's talk about | :11:10. | :11:12.
that top figure first of all because that's going to surprise a | :11:13. | :11:19.
lot of people. Yes, it will. Particularly because of the | :11:19. | :11:24.
scandals which emerged last year at Barclays. For instance, the | :11:24. | :11:29.
attempted rigging by Barclays staff of that key set of interest rates, | :11:29. | :11:32.
the LIBOR, and the mis-selling of payment protection insurance. In | :11:32. | :11:40.
spite of that, the figures have revealed that 428 of their staff | :11:40. | :11:44.
earned over 1 million over the years, including their bonuses. | :11:44. | :11:49.
They split it down even further, so five of those staff earned more | :11:50. | :11:54.
than 5 million. As you say, it's a bank with 145,000 staff, around | :11:54. | :11:59.
half of those on less than 25,000. Would other banks be revealing | :11:59. | :12:03.
their figures to show how this compares? They are not required to. | :12:03. | :12:09.
HSBC has. They have 200 staff on over 1 million. But Barclays said | :12:09. | :12:14.
it is this has reduced since last year, so they've got 10 % fewer on | :12:14. | :12:18.
that high salary. They also say that the amount of money they've | :12:18. | :12:22.
set aside for bonuses has been reduced because of those gambles | :12:22. | :12:28.
which I mentioned. North Korea has reacted angrily to do new sanctions | :12:28. | :12:32.
imposed by the UN city council, saying it is ending all non- | :12:32. | :12:36.
aggression pact with the South. They are closing the joint crossing | :12:36. | :12:41.
area between the two countries. The sanctions target North Korean | :12:41. | :12:44.
financial transactions and cash transfers, as well as illicit | :12:44. | :12:53.
activities by its diplomats. In North Korea's nightly news | :12:53. | :12:58.
bulletins, but talk is of self- defence. And of its leaders' visits | :12:58. | :13:03.
to frontline troops to discuss the enemy targets in the south. North | :13:03. | :13:06.
Korea has announced it is withdrawing from all non-aggression | :13:06. | :13:11.
pacts with its southern neighbour - a response to new sanctions. But | :13:11. | :13:15.
those new sanctions were themselves a response to North Korea's so- | :13:15. | :13:21.
called hostile acts. Last December, North Korea successfully launched a | :13:21. | :13:25.
long-range rocket. Tensions then grew last month after it carried | :13:25. | :13:29.
out a third nuclear test. And yesterday it threatened to carry | :13:29. | :13:33.
out a pre-emptive nuclear strike in response to new UN sanctions. | :13:33. | :13:36.
think you will see the international community keep | :13:36. | :13:40.
stressing this message of calm and moderation. At the same time, you | :13:40. | :13:45.
have the competing pressure from North Korea, where Kim Jong Un does | :13:45. | :13:49.
seem to feel this need to keep acting out and taking military | :13:49. | :13:53.
steps to try to prove himself. Relations between Pyongyang and the | :13:53. | :13:57.
world's major powers have been getting steadily worse since its | :13:57. | :14:02.
new leader came to power. TRANSLATION: We don't make empty | :14:02. | :14:06.
threats. If we say we will strike, we will strike. If we say we will | :14:06. | :14:11.
fight, we will fight and be victorious. South Korea, too, is | :14:11. | :14:15.
training its forces in its annual joint exercises with the United | :14:16. | :14:18.
States. Another source of irritation to the north. It might | :14:18. | :14:23.
sound like the path to war, but the armistice agreement and the | :14:23. | :14:27.
communications hotline have been broken many times in the past. The | :14:27. | :14:31.
situation may be less predictable, less stable as a result of | :14:31. | :14:35.
Pyongyang's threats, but the risks of escalation are every bit as | :14:35. | :14:44.
Police in Birmingham say a teenager killed on a bus on her way to | :14:44. | :14:48.
school died from a single stab wound to the chest. Christine | :14:48. | :14:51.
Edkins had been described as a bright and popular student he was | :14:51. | :14:55.
much loved by staff. A 22-year-old man has been arrested on suspicion | :14:55. | :15:02.
of murder. Sinn Fein have held on to the Middle East a parliamentary | :15:02. | :15:05.
seat left by Martin McGuinness when he stepped down as an MP at the end | :15:05. | :15:08.
of last year. The election had a single Unionist candidate, whose | :15:08. | :15:15.
father was killed by the IRA, against from C Molloy, who was | :15:15. | :15:25.

cleared of being involved in the The conclave to select the next | :15:25. | :15:31.
Pope will start next week. Pope Benedict stepped down, the first to | :15:31. | :15:39.
do so in over 600 years. Seeking guidance they believe God | :15:39. | :15:43.
will provide. The Cardinals must choose the next Pope, they have | :15:43. | :15:50.
spent the past week at worship and impress. These princes of the | :15:50. | :15:53.
Church have been holding daily meetings, preparing the secret | :15:53. | :16:00.
conclave, when they must cast their ballots. All are aware this will be | :16:00. | :16:05.
a conclave like no other, prompted by a paper resignation at a time of | :16:05. | :16:11.
crisis for the Catholic Church. -- papal resignation. The 115 Cardinal | :16:11. | :16:15.
Electors have been summoned from all corners of the world. Their | :16:15. | :16:19.
secret conclave places them behind the locked doors of the Sistine | :16:19. | :16:24.
Chapel, entirely cut off from the world outside. Voting takes place | :16:24. | :16:28.
at a four times a day, twice in the morning and twice in the afternoon | :16:28. | :16:32.
until a two-thirds majority backs one man. All the ballot papers are | :16:32. | :16:37.
burned until famously white smoke announces a decision. Although the | :16:37. | :16:41.
electoral conclave takes place here in the Vatican at the heart of a | :16:41. | :16:43.
church historically rooted in Europe, this time there is pressure | :16:43. | :16:47.
from some cardinals to break decisively with the past, | :16:47. | :16:52.
especially the immediate, painful past, that could, just could, mean | :16:52. | :16:55.
the cardinal's choose a non- European Pope. They would be | :16:55. | :16:59.
defying more than 1000 years of tradition. Predicting the next Pope | :16:59. | :17:04.
is hazardous. Cardinal Schoeller from Milan is a safe choice, some | :17:04. | :17:13.
favour the one from Canada. Others talk of a cardinal born in | :17:13. | :17:18.
Argentina but also a long time Vatican insider. Choosing one from | :17:18. | :17:20.
Ghana might be the most radical choice from this particular | :17:20. | :17:24.
shortlist, but it is just as likely someone quite different will emerge | :17:24. | :17:34.
:17:34. | :17:36. | ||
as Pope. The Cardinals could reach a decision in conclave very quickly, | :17:36. | :17:39.
electing Pope Benedict took only two days. But this time they made | :17:40. | :17:43.
hard -- they may take far longer to agree on a Pope meant to give the | :17:43. | :17:51.
Church a new beginning. Our main story this lunchtime. A | :17:51. | :17:54.
coroner has called for a complete reform of gun licensing laws, after | :17:54. | :17:58.
hearing the case of a man who shot three members of his family before | :17:58. | :18:05.

is important because it will allow more accurate predictions be made | :18:42. | :18:46.
about what is going to happen to the ice sheet in the future, giving | :18:46. | :18:52.
better estimates of potential sea- level rise. Pallab Ghosh reports. | :18:52. | :18:58.
Pristine and largely untouched by human activity. It is still unclear | :18:58. | :19:02.
how climate change will affect Antarctica and if the ice Mills, | :19:02. | :19:07.
how much of it will cause sea levels to rise. So to find out, | :19:07. | :19:10.
researchers create the most detailed map yet using a | :19:10. | :19:14.
combination of satellite data, radar from aeroplanes and ground | :19:14. | :19:21.
surveys. And this is what they found. Take the ice away and hidden | :19:21. | :19:30.
landscape of mountain ranges, hills and planes could by steep gorges. | :19:30. | :19:34.
We see deep valleys, deeper than for the Continent. Put the ice back | :19:34. | :19:37.
and scientist see there is more of it than previously thought, about | :19:37. | :19:47.
:19:47. | :19:48. | ||
5%. The downside, it is vulnerable to climate change. Much more of the | :19:48. | :19:55.
Antarctic ice sheets are resting on a bed below sea level. They are | :19:55. | :19:58.
potentially more vulnerable to the ocean currents coming in from | :19:58. | :20:02.
underneath a melting them from underneath. It may well be that | :20:02. | :20:05.
Antarctica might not be affected too much by climate change, but | :20:05. | :20:11.
this is the most alarming scenario from scientists. It could be an | :20:11. | :20:14.
instability in the ice sheet, but has it retreats back into ever | :20:14. | :20:19.
deeper water, deep troughs and basins that we see under the ice, | :20:19. | :20:22.
but that rate of gracea Flo could accelerate and we could see much | :20:22. | :20:27.
higher rates of ice loss. Russian researchers say they have | :20:27. | :20:31.
discovered a new bacterial life form in a giant lake in the | :20:31. | :20:39.
Antarctic. After a century of are really finding out about this | :20:39. | :20:46.
most mysterious of Continent. World leaders are gathering for the | :20:46. | :20:50.
funeral of the VES and -- Venezuelan president Hugo Chavez, | :20:50. | :20:56.
which will be held this afternoon. He died on Tuesday. His body has | :20:56. | :20:58.
been lying in state and two million people have paid their last | :20:58. | :21:02.
respects. After the funeral the body will be embalmed and placed on | :21:02. | :21:09.
permanent display. Will Grant of the Caracas for us with more. | :21:09. | :21:14.
It is set to be another very emotional day here Venezuela and | :21:14. | :21:17.
the government have ordered another seven full days of national | :21:17. | :21:21.
mourning. When you saw the size of the crowds who turned out to see | :21:21. | :21:26.
President Chavez's body lying in state, you could certainly see why. | :21:26. | :21:30.
The government had called for a celebration of Hugo Chavez and it | :21:30. | :21:36.
was certainly that. Rather than the funereal black, the colour of | :21:36. | :21:41.
choice was red, socialist red, the colour of the revolution. They came | :21:41. | :21:45.
from across Venezuela and by any means they could. They were | :21:45. | :21:49.
prepared to wait for as long as it took to glimpse a moment of | :21:49. | :21:53.
Venezuelan history. President Chavez's body, lying in state. Hugo | :21:53. | :21:57.
Chavez was so much more to these people than just Bunia President. | :21:57. | :22:02.
He was their leader, their father figure and there, and dance and | :22:02. | :22:06.
they say there will never be another quite like him. So many | :22:06. | :22:10.
turned out in fact that the government took a radical decision. | :22:10. | :22:14.
Mr Chavez's remains would stay lying in state for another seven | :22:14. | :22:19.
days. Heads from as many as 33 states around the world are due to | :22:19. | :22:24.
send representatives to the funeral. From close allies such as Evo | :22:24. | :22:28.
Morales of Bolivia, to Mr Chavez's bitter enemy, the United States. | :22:29. | :22:32.
But in death, political differences have been put to one side, briefly, | :22:32. | :22:37.
to pay respects to Chavez, the man, if perhaps not Chavez, the | :22:37. | :22:41.
politician. Meanwhile the faithful, ordinary people who have been | :22:41. | :22:45.
queuing around the clock to glimpse Mr Chavez, have been granted | :22:45. | :22:50.
another week to say goodbye. Among the leaders who have gathered | :22:50. | :23:00.
:23:00. | :23:01. | ||
of Cuba. Close allies who were wondering what his absence from the | :23:01. | :23:09.
mean for their relationship with the oil-rich nation. | :23:09. | :23:13.
Osama Bin Laden's son-in-law is to appear in court in New York charged | :23:13. | :23:16.
with conspiracy to kill American citizens. US officials say Sulaiman | :23:16. | :23:22.
Abu Ghaith played a key role in putting the 9/11 attacks and acted | :23:22. | :23:25.
as Al-Qaeda's spokesman in the aftermath, threatening more | :23:25. | :23:29.
terrorist acts. For Manchester City footballer | :23:29. | :23:32.
Carlos Tevez has been arrested on suspicion of driving while | :23:32. | :23:37.
disqualified. The striker, who was banned from driving for six months | :23:37. | :23:42.
in January, was arrested yesterday and later bailed. Andy Smith is -- | :23:42. | :23:47.
Andy Swiss is that the Etihad Stadium. What more can you tell us? | :23:47. | :23:51.
We understand that Carlos Tevez was stopped while driving near his home | :23:51. | :23:55.
in Macclesfield at around five o'clock yesterday afternoon. He was | :23:55. | :24:00.
arrested by police on suspicion of driving while disqualified and he | :24:00. | :24:05.
was later released on bail. Now, back in January, Carlos Tevez was | :24:05. | :24:09.
banned from driving for six months after he failed to reply to letters | :24:09. | :24:13.
from police about speeding offences. His team had argued he failed to | :24:14. | :24:18.
reply because he did not understand the word, Constabulary, contained | :24:18. | :24:21.
within the letters. Tevez is one of the biggest names here at | :24:21. | :24:26.
Manchester City. He has had an eventful career here. He famously | :24:26. | :24:30.
went on strike a few years ago, after a row with his manager, | :24:30. | :24:35.
Roberto Mancini, but he has since been reintegrated into the squad. | :24:35. | :24:39.
This is potentially a very serious matter indeed. The maximum penalty | :24:39. | :24:43.
for driving while disqualified is six months in prison, although it | :24:43. | :24:48.
can also be punished by a ban or indeed a fine. Manchester City for | :24:48. | :24:50.
their part are saying this is a police matter and they have | :24:50. | :24:57.
declined to comment. The number of water voles is | :24:57. | :25:01.
falling rapidly come up to 90% of the population has disappeared in | :25:01. | :25:04.
the last 30 years. Now the Environment Agency are starting a | :25:04. | :25:08.
programme tried to protect their habitats. Duncan Kennedy reports | :25:08. | :25:13.
from Bridport, in Dorset. The vanishing voles of Britain. | :25:13. | :25:20.
This is a rare site -- site, messing about in the river. Human | :25:20. | :25:25.
predators and the environment has made them the fastest disappearing | :25:25. | :25:28.
mammal in the country. The Environment Agency has stepped in | :25:28. | :25:33.
with this, a unique project in Dorset designed to clear riverbanks | :25:33. | :25:37.
and build an entirely new Ireland to try to give voles break -- | :25:37. | :25:43.
greater protection. Water voles have declined by up to 90% and the | :25:43. | :25:50.
way we can combat this is to create projects that restore habitats for | :25:50. | :25:54.
water voles, so their populations can recover and return to areas | :25:54. | :26:00.
where they previously existed. was wind In the Willows which wrote | :26:00. | :26:05.
voles into the nation's hearts 100 years ago. Since then, plays, films | :26:05. | :26:09.
and programmes about them have made sure the cute creatures have stayed | :26:09. | :26:14.
in the public eye. At this time of year the voles Arun Sarin | :26:14. | :26:18.
hibernation so they are elusive on river banks like this, so the | :26:18. | :26:21.
Environment Agency and wildlife below -- volunteers believe that if | :26:21. | :26:24.
they worked together with the public they can get the numbers | :26:24. | :26:29.
back up again in the British countryside. In rivers and ponds it | :26:29. | :26:33.
is now hard to find any voles. Unlike badgers and deer, their | :26:33. | :26:37.
numbers have dwindled. But now there are projects taking shape to | :26:37. | :26:45.
retort -- to restore more to Britain's which could decide fabric. | :26:45. | :26:49.
-- rich countryside fabric. Pop star Justin Bieber was in the | :26:49. | :26:53.
news again. He was treated by doctors after suffering breathing | :26:53. | :26:56.
problems at his concert in London last night. The 19-year-old | :26:56. | :27:05.
returned to the stage. He returned after a short break can later | :27:05. | :27:09.
posted to a photograph. You can see him having difficulties there. He | :27:09. | :27:14.
posted a photograph of himself on Twitter. He said he is recovering | :27:14. | :27:18.
and sank his fans. Rail staff had an unusual excuse | :27:19. | :27:21.
for late running train in Kent yesterday evening, the arrival of | :27:21. | :27:28.
the baby. A woman gave birth on the packed London to Vitoria still -- | :27:28. | :27:37.
service. The train was delayed. There is the proud dad, Alan | :27:37. | :27:42.
Stanley. He was on the train with his partner, whether contractions | :27:42. | :27:47.
started. He said he was on cloud nine. A lovely story, judging by | :27:47. | :27:51.
the tweets and texts, from the commuters. They were delighted to | :27:51. | :28:01.
All the excuses you will ever need to be late in the next few days, we | :28:01. | :28:03.
have everything including the kitchen sink thrown in. Today, | :28:03. | :28:08.
misty, murky, we have had some rain. Things will not change much as we | :28:08. | :28:13.
go through the afternoon. This area to the south-east of rain will come | :28:13. | :28:16.
to the forefront for the rest of today and in to tomorrow. To the | :28:16. | :28:22.
north, it is cold. An easterly wind driving Merc into the coast of | :28:22. | :28:26.
England. To the West, more bright as possible from time to time. | :28:26. | :28:30.
Across Scotland, more snow for the champions. To the west of violence | :28:30. | :28:34.
you may get sunshine for the afternoon but it will feel cold. -- | :28:34. | :28:38.
to the west of the islands. A chilly afternoon in Northern | :28:38. | :28:41.
Ireland. For Wales, lots of cloud, misty and murky particularly across | :28:41. | :28:46.
the hills. For the south-west of England, 14 degrees Celsius. If the | :28:47. | :28:51.
sun does pop out temperatures could shoot up nicely but there could be | :28:51. | :28:56.
some sharper showers this afternoon. In terms of rain, it is this area | :28:56. | :28:59.
here that we are most concerned with as we go through the remainder | :28:59. | :29:03.
of today, gone into tonight and tomorrow. Notice the darker areas, | :29:03. | :29:08.
it will be heavy in places. It will be persistent in places, | :29:08. | :29:11.
particularly eastern Kent, parts of Norfolk and Suffolk and the West | :29:11. | :29:14.
Midlands. We could see that causing some problems with localised | :29:14. | :29:19.
flooding. To the north of the UK, a frost tonight. To the south, a | :29:19. | :29:22.
comparatively mild story. Temperatures of eight or nine | :29:22. | :29:26.
degrees Celsius. We keep the difference us we going to Saturday. | :29:26. | :29:29.
To the north, cold air streaming in from the East mixing with the | :29:29. | :29:37.
the Pennines, possibly down to lower levels. Further south, a | :29:37. | :29:41.
little sunshine and maybe a mild day, highs of 11 degrees Celsius. | :29:41. | :29:45.
To the north, highs of three or four degrees Celsius. It will feel | :29:45. | :29:50.
cold. The cold air will chase the weather from further south across | :29:50. | :29:54.
the UK through Saturday, into Sunday. There is a risk of some | :29:54. | :29:58.
snow transiently, across the Midlands, may be into the south- | :29:58. | :30:04.
east. We are not a dissipating much settling. On Sunday, wintery | :30:04. | :30:06.
showers into the north-east, perhaps the area of rain turning | :30:06. | :30:09.
wintry through Sunday evening into the early hours of Monday. It is | :30:10. | :30:13.
the temperatures that make the story. Add on the effect of the | :30:13. | :30:17.
wind and it will field below zero on Sunday unfortunately that is a | :30:17. | :30:21.
taste of things to come for next week. The cold week in prospect and | :30:21. | :30:25.
a risk of some snow. It will be worth staying in tune. Winter is | :30:25. | :30:33.
A reminder of the main story. A coroner has called for a complete | :30:33. | :30:36. |
