President Trump appeals for unity in his first speech to Congress

:00:08.:00:10.

saying the time for "trivial fights" has passed.

:00:11.:00:13.

Democrats listened mostly in silence but the President

:00:14.:00:16.

struck a softer tone, urging people to come together

:00:17.:00:18.

From now on, America will be empowered by our aspirations, not

:00:19.:00:26.

We'll be asking our correspondent in Washington whether this does

:00:27.:00:33.

really signal a change in the President's style.

:00:34.:00:35.

Do we need to have girlfriends and boyfriends at this age?

:01:13.:01:15.

following Claudio Ranieri's sacking last week.

:01:16.:01:39.

Good afternoon and welcome to the BBC News at One.

:01:40.:01:43.

President Trump has used his first speech to Congress to declare

:01:44.:01:46.

"a renewal of the American spirit" and a "new chapter of

:01:47.:01:48.

He adopted a more measured tone than in his inauguration address,

:01:49.:01:56.

condemning the recent vandalism of Jewish cemeteries and the fatal

:01:57.:01:58.

Here's our Washington correspondent Laura Bicker.

:01:59.:02:05.

Donald Trump's trip to Congress gave him a few last moments

:02:06.:02:07.

Yet again, the President delivered what few had expected -

:02:08.:02:18.

What we are witnessing today is the renewal

:02:19.:02:23.

Our allies will find that America is once again ready to lead.

:02:24.:02:35.

He softened his tone on immigration, talked of reform

:02:36.:02:38.

and a new merit-based entry system - a slight shift in policy.

:02:39.:02:41.

But he said it was still important to keep out those

:02:42.:02:43.

Those given the high honour of admission to the United States

:02:44.:02:54.

should support this country, love its people and its values.

:02:55.:02:57.

We cannot allow a beachhead of terrorism to form inside America.

:02:58.:03:00.

We cannot allow our nation to become a sanctuary for extremists.

:03:01.:03:06.

Then the announcement the Republicans were waiting for.

:03:07.:03:10.

Tonight, I am also calling on this Congress to repeal

:03:11.:03:14.

Still, no detail on how health care would be reformed

:03:15.:03:24.

There was also little mention of foreign policy.

:03:25.:03:27.

President Trump stuck mostly to his "America first" mantra.

:03:28.:03:29.

But there was this reassurance for Nato,

:03:30.:03:31.

We strongly support Nato, an alliance forged through the bonds

:03:32.:03:43.

of two world wars, that dethroned fascism, and the Cold War,

:03:44.:03:46.

There was much in the speech for Democrats to like,

:03:47.:03:55.

a trillion-dollar investment in infrastructure, talk of paid

:03:56.:03:58.

family leave, but most stayed stony-faced throughout.

:03:59.:04:03.

Others showed their displeasure and dressed in the white

:04:04.:04:06.

colours of suffrage, despite the President's

:04:07.:04:07.

We all salute the same great American flag and we all

:04:08.:04:20.

Democrats decided to focus their message on the division they feel

:04:21.:04:28.

Real leaders don't spread derision and division.

:04:29.:04:36.

Real leaders strengthen, they unify, they partner and they offer

:04:37.:04:40.

real solutions instead of ultimatums and blame.

:04:41.:04:46.

The speech was prime-time television and his supporters loved it.

:04:47.:04:49.

When he spoke about the economy, when he spoke about jobs,

:04:50.:05:04.

Harley-Davidson, I had my biker hat on, Bikers For Trump.

:05:05.:05:07.

I like to ride once in awhile, go out west.

:05:08.:05:10.

I get goose bumps, the hairs on my back stand up every time he speaks.

:05:11.:05:31.

After such a rocky first month, Republicans will be delighted

:05:32.:05:33.

There were a lot of big promises and very few real details.

:05:34.:05:40.

But the speech was inclusive, optimistic.

:05:41.:05:42.

How long will this good feeling last?

:05:43.:05:45.

All eyes will be on Twitter for that answer.

:05:46.:05:52.

Our correspondent Jane O'Brien is in Washington.

:05:53.:05:58.

Is this softer tone the start of a new approach or not?

:05:59.:06:04.

It is too early to tell but Twitter has been quiet so far. This was all

:06:05.:06:12.

about tone. The president did not change the substance of what he has

:06:13.:06:15.

been saying for the last two years during the campaign and in the early

:06:16.:06:20.

days of his presidency but what he proved last night is he can present

:06:21.:06:25.

his ideas and policies in a far more conciliatory fashion. That is

:06:26.:06:29.

important because during his campaign he had been talking about

:06:30.:06:34.

draining the swamp, chastising, lambasting the lawmakers he spoke

:06:35.:06:38.

before last night. Last night it was all about unity. It will take longer

:06:39.:06:45.

to bring Democrats onside. Uniting his party. Republicans concerned

:06:46.:06:52.

about he has been focusing on things they consider to be a distraction

:06:53.:06:56.

and not on their priorities of tax reform and overhauling the

:06:57.:07:00.

affordable care act. Many of them will be greatly relieved he did not

:07:01.:07:05.

start any new controversies, he stuck to the script, they rose in

:07:06.:07:08.

applause and gave him many standing ovation. They will be very satisfied

:07:09.:07:13.

with what he had to say. Whether or not the rest of the country is ready

:07:14.:07:17.

to come on board after that speech, the cliche, we have to wait and see.

:07:18.:07:23.

And if you want to watch President Trump's speech

:07:24.:07:25.

to Congress in full, you can on the BBC iPlayer.

:07:26.:07:33.

Sex education is to become compulsory in

:07:34.:07:40.

The Education Secretary, Justine Greening, says that children

:07:41.:07:56.

as young as four will be taught about relationships and secondary

:07:57.:07:58.

school pupils will learn about sex and relationships.

:07:59.:08:00.

There will be a particular emphasis on the dangers of sexting, online

:08:01.:08:03.

We must make sure nobody takes embarrassing pictures of us. Even

:08:04.:08:07.

the youngest children are taught about their bodies and relationships

:08:08.:08:11.

with other people. Soon such lessons will be compulsory in all schools in

:08:12.:08:17.

England. Sex and relationship education updated for the cyber age.

:08:18.:08:24.

The widespread use of sexting, sexual bullying of girls in

:08:25.:08:28.

secondary school and the ready availability of hard-core online

:08:29.:08:31.

Perl graffiti have made MPs call for new compulsory lessons. The guidance

:08:32.:08:38.

schools are looking to in terms of how they teach relationships and sex

:08:39.:08:42.

education was developed in 2000 and Britain is a very different place.

:08:43.:08:47.

That is really important we have an updated approach that means our

:08:48.:08:51.

children are safe and protected and they are prepared for life in modern

:08:52.:08:55.

Britain. All children from the age of four onwards will be taught about

:08:56.:09:00.

relationships while older children will be taught age-appropriate sex

:09:01.:09:04.

education. Previously such lessons were only compulsory in council run

:09:05.:09:09.

schools not academies. Teaching unions and the Church of England

:09:10.:09:12.

have welcomed the announcement but others are not impressed. Very often

:09:13.:09:17.

children are being interested -- introduced a things at school they

:09:18.:09:21.

have not seen before. Topics introduced far too young we have not

:09:22.:09:25.

yet seen. We have to be aware of this. It is not always about

:09:26.:09:30.

protecting them, we are sexualising them through state programmes. This

:09:31.:09:35.

cannot be good idea. Of course we have to care for our children.

:09:36.:09:39.

Parents will have a right to withdraw their children from lessons

:09:40.:09:40.

if they wish. The Government faces its first

:09:41.:09:45.

defeat over the Brexit bill Opposition peers want

:09:46.:09:47.

the legislation amended to guarantee the rights of EU nationals to remain

:09:48.:09:50.

in the UK. Our Assistant Political Editor

:09:51.:09:53.

Norman Smith is in Westminster. How likely is a defeat and what

:09:54.:10:00.

would that do to the government's timetable? So far Theresa May has

:10:01.:10:05.

pretty much pummelled her opponents into the dust when it comes to

:10:06.:10:10.

Brexit. Tonight she is going to be on the receiving end in the House of

:10:11.:10:15.

Lords despite the fact she went in there at the start of the debate to

:10:16.:10:20.

give peers a killer Jeffrey stare. This evening they are almost certain

:10:21.:10:25.

to defy her and vote to guarantee the rights of EU nationals living

:10:26.:10:29.

here. Why? They think it is morally unacceptable to leave these people

:10:30.:10:34.

in limbo. They argue it is far better for Britain to seize the

:10:35.:10:38.

moral high ground in these negotiations. It is unlikely to

:10:39.:10:42.

happen. Theresa May will overturn that result in the Commons because

:10:43.:10:47.

she insists she cannot guarantee the position of EU nationals until the

:10:48.:10:51.

position of British nationals living elsewhere in the EU is also

:10:52.:10:55.

guaranteed. That may not happen for some time because other EU countries

:10:56.:11:01.

are not willing to discuss it until the negotiations get under way. It

:11:02.:11:05.

may take their many months to come up with an agreed position and the

:11:06.:11:09.

danger is the whole issue gets messed up into the argy-bargy of the

:11:10.:11:15.

Brexit negotiations. EU negotiators may say you want to talk about EU

:11:16.:11:20.

migrants, we want to talk about your Brexit bill, which means it could

a test of leadership. And in Northern Ireland

these are testing times. The collapse of

of this election. The cause of this election of course

:22:30.:22:33.

and we can learn it the easy or the hard way. I learnt hard way but it

:22:34.:22:36.

is an easy problem to solve. Just put your phone away. Back in

:22:37.:22:43.

Cambridgeshire, a two-minute call will have serious consequences for

:22:44.:22:43.

this HGV driver. In the 20 odd years I've been

:22:44.:22:46.

on the road I've seen I've seen phone in one hand,

but no, I should know better. Unfortunately your

mum has been killed. Police operations will now run

alongside a media campaign centred Higher penalties are only

:23:06.:23:07.

part of the answer. In the end, we must all be conscious

:23:08.:23:13.

of the lives we put at risk. There is nothing that is

:23:14.:23:16.

so important it cannot wait. Don't use your phone

Cambridgeshire. Liverpool's Lime Street station

:23:22.:23:29.

will be closed for several days after a wall collapsed and blocked

:23:30.:23:32.

all four lines into the station Passengers are being advised

:23:33.:23:34.

to check alternative routes. How much disruption is it causing?

:23:35.:23:50.

This could have been a really serious incident last night. It

:23:51.:23:54.

happened at about quarter to six when an 80 foot high retaining wall

:23:55.:23:59.

right next to the West Coast Main Line, about three quarters of a mile

:24:00.:24:02.

up the track behind me, gave way. We had our helicopter up in the last

:24:03.:24:07.

hour or so looking into that deep cutting were all the debris is now

:24:08.:24:12.

in place. What happened is the rubble collapsed, it set off centres

:24:13.:24:18.

on overhead power lines and alerted a signalman. Then they stopped

:24:19.:24:22.

services running and put all the signals to read. So luckily no train

:24:23.:24:26.

hit the rubble because that could have been very serious. The Rail

:24:27.:24:29.

Accident Investigation Branch are looking at this now to see if they

:24:30.:24:34.

will have to take any action. In the meantime the railway station remains

:24:35.:24:37.

shut to all services for the next several days because they have got

:24:38.:24:40.

to get into that cutting to remove the rubble which they say was caused

:24:41.:24:50.

by a third party pudding shipping containers on top of the ball, five

:24:51.:24:53.

of them, with a lot of stuff in them which has caused the wall to

:24:54.:24:55.

crumble. It will take some time to put right and in the meantime buses

:24:56.:24:58.

are being laid on for passengers and it will cause a lot of disruption

:24:59.:25:00.

for people. 14 of Britain's para-cyclists

:25:01.:25:02.

are set to compete at the track World championships

:25:03.:25:04.

in Los Angeles on Thursday. But with the International Cycling

:25:05.:25:06.

Union providing just seven weeks' warning to prepare for the event

:25:07.:25:09.

many cyclists are frustrated. And some including Britain's most

:25:10.:25:12.

decorated Paralympian, Dame Sarah Storey, have opted out

:25:13.:25:14.

of competing all together. Kate Grey has been to meet the GB

:25:15.:25:18.

team in their final preparations It was the culmination

:25:19.:25:21.

of years of training. In Rio the velodrome

:25:22.:25:28.

was a gold medal factory. Contributing to Britain's most

:25:29.:25:32.

successful Paralympic Games. From the high of 2016, 2017

:25:33.:25:36.

was expected to be a quieter year. But with just seven weeks

:25:37.:25:45.

notice, cyclists were told the World Championships were just

:25:46.:25:47.

around the corner. And it's left many questioning

:25:48.:25:51.

the way the sport is run. I can't imagine any other sport

:25:52.:25:53.

getting away with it. I mean, we're talking about para-

:25:54.:25:54.

cycling, we had four days in Rio, four days in London where we had

:25:55.:25:57.

6000 people in the standings. It's not a little sport,

:25:58.:26:00.

it's quite a big sport It's not very good for the athletes,

:26:01.:26:03.

it's not good for the nations. I mean, there's nations

:26:04.:26:07.

that aren't going. It kind of makes a mockery

:26:08.:26:09.

of the whole thing, it makes everything look a little bit

:26:10.:26:12.

Mickey Mouse and like its just organised by people who don't

:26:13.:26:15.

know what they're doing. For tandem rider Sophie Thornhill

:26:16.:26:25.

it's an opportunity to take a relaxed approach

:26:26.:26:27.

to the championships. Everyone's going to go

:26:28.:26:29.

in there with new targets, you know, not as high

:26:30.:26:31.

as you would expect from Rio. And that's a good thing

:26:32.:26:34.

because we are going in there These British athletes are making

:26:35.:26:36.

the most of a far from ideal situation and it raises concerns

:26:37.:26:40.

about why these sorts of problems are still occurring

:26:41.:26:42.

in Paralympic sport. The head of the British Paralympic

:26:43.:26:44.

Association told me big improvements need to be made in the years

:26:45.:26:47.

between the games. When people see the track cycling

:26:48.:26:51.

at the Paralympic Games and the stadium being full and a key

:26:52.:26:54.

part of the event schedule, you really want to see that

:26:55.:26:57.

replicated over the four years. And I think a lot of international

:26:58.:27:01.

federations really need to see that For Jody, at 38 years old, his time

:27:02.:27:04.

is running out in the sport. But he's determined to make

:27:05.:27:09.

a difference for those If I make a voice about it and I get

:27:10.:27:10.

out there and talk about it, then hopefully for the generation

:27:11.:27:17.

after me, they can benefit And it would be nice to develop

:27:18.:27:19.

the sport and be part of developing The challenges in para-

:27:20.:27:24.

cycling will continue But for the athletes,

:27:25.:27:27.

it's now about delivering on the track and continuing

:27:28.:27:35.

the momentum from Rio. Proposals have been unveiled that

:27:36.:27:37.

if adopted will be the biggest shake-up of the rules of golf

:27:38.:27:41.

"in a generation". They include easier ways to take

:27:42.:27:44.

free and penalty drops, and reducing the time allowed

:27:45.:27:47.

to search for a lost ball Our sports correspondent

:27:48.:27:49.

Katie Gornall reports. Cotton is open champion for the

:27:50.:28:07.

second time... Few sports are steeped in tradition of golf with

:28:08.:28:11.

laws dating back to 7044. The game has evolved but the rules remain

:28:12.:28:14.

notoriously difficult to navigate. I think you would need a degree to

:28:15.:28:18.

understand them. Anything they can do to make "Has to be a bonus. Today

:28:19.:28:23.

we need to be a bit more mindful that people who are new to the game

:28:24.:28:27.

need to understand the rules more quickly. And start playing imagery

:28:28.:28:31.

without worrying about being penalised. Even the professionals

:28:32.:28:35.

find it tricky. At the Masters last year confusion over a rolling

:28:36.:28:45.

overshadowed the first major triumph for Dustin Johnson. I think he has a

:28:46.:28:49.

two shot penalty. He will have made the ball moves, that is one shot.

:28:50.:28:52.

Situations like this, the golf authorities want to avoid. If it is

:28:53.:28:57.

too intimidating for people then we need to look again and I think that

:28:58.:29:01.

was the circumstances we face. These proposals have been described as the

:29:02.:29:06.

biggest set of changes to golf in a generation. The aim is not just to

:29:07.:29:10.

simplify the rule book but also make it more accessible, to remove male

:29:11.:29:14.

only references and speed up the game.

:29:15.:29:20.

We also have the 42nd rule, to play the next shot, you need to play

:29:21.:29:24.

within 40 seconds. So that will speed that up. That is a big deal

:29:25.:29:28.

these days, keeping the play going. Then we have to drop rule, typically

:29:29.:29:33.

you do not have to drop from shoulder height but just drop on the

:29:34.:29:37.

ground like this. That is quite a big change. It is a big change. Then

:29:38.:29:43.

also parting with the flagging, there is now no penalty with that.

:29:44.:29:49.

The change of pace has been inspired by other sports. Meanwhile golf is

:29:50.:29:54.

often seemingly resistant to change. The new rules should come into

:29:55.:29:59.

effect in 2019, a significant attempt to move with the times.

Europe's most active volcano has erupted in a fiery show of lava.

A look at the weather now with Nick Miller.

:30:21.:30:35.

It is a date for the daffodils today especially in Wales. Climate, it is

:30:36.:30:43.

the first day of spring but not a huge amount of sunshine on offer.

:30:44.:30:49.

Plenty of cloud around in southern England and outbreaks of rain edging

:30:50.:30:52.

a little further north this afternoon. For the north of England,

:30:53.:30:57.

Northern Ireland and Scotland, still some sunny spells. A few showers

:30:58.:31:03.

around, some of these wintry on the hills. Not really feeling like

:31:04.:31:06.

spring with single figure temperatures for most. Tonight we

:31:07.:31:12.

have wet weather leading in and strong winds developing along the

:31:13.:31:17.

coast of south Wales and along the south coast and inland. The wind is

:31:18.:31:23.

strengthening into the Midlands as well. Then rain, sleet and snow no

:31:24.:31:30.

feeding north through Wales and into parts of northern England. We could

:31:31.:31:35.

see some accumulations and some snow possible even at lower levels. Wet

:31:36.:31:40.

and windy weather overnight, not very pleasant. To the north of that,

:31:41.:31:44.

Northern Ireland drive for a time but could see some rain and feels no

:31:45.:31:50.

feeding in later in the night. Still some wintry showers in the north and

:31:51.:31:55.

north-west of Scotland. Tomorrow is quite windy to start with a

:31:56.:31:58.

specially crossed South East England, East Anglia. Some wet

:31:59.:32:04.

weather for Northern Ireland, the Midlands, using. Some showers in the

:32:05.:32:09.

North West of Scotland. Coming back to Wales and the South West but into

:32:10.:32:12.

the afternoon, a lot of fine weather, the best of the sunshine

:32:13.:32:17.

across central and eastern parts of the UK. Tomorrow evening the rain

:32:18.:32:20.

comes back to Northern Ireland and into parts of Scotland. Again some

:32:21.:32:26.

sleet and snow on higher ground. Then by Friday another area of low

:32:27.:32:32.

pressure coming up from the. That means for England and Wales, rain

:32:33.:32:37.

spreading north, some about quite heavy. But most of that mainly dry,

:32:38.:32:40.

the best of the sunshine on Friday in Scotland. And for the weekend,

:32:41.:32:46.

the huge amount of sunshine, looking unsettled at times but not all the

:32:47.:32:51.

time. And it is the first weekend of meteorological spring. You can look

:32:52.:33:01.

to the Equinox or the solstice to understand why seasons changed at

:33:02.:33:03.

the beginning of the month. Take a look on the website and also get the

latest forecasts there. A reminder of our main
