Calls for a wider investigation into the Metropolitan Police, as | :00:05. | :00:10.
the number of allegations of racism grows. Nearly 20 officers are now | :00:10. | :00:14.
being investigated by the police watchdog. | :00:14. | :00:18.

Senior MPs are calling for a wider investigation into allegations of | :00:58. | :01:02.
racism in the Metropolitan Police. It follows the suspension of eight | :01:02. | :01:06.
officers and a civilian staff member. In total, ten separate | :01:06. | :01:09.
incidents of alleged racism are being investigated by the | :01:09. | :01:11.
Independent Police Complaints Commission. Our home affairs | :01:11. | :01:19.
correspondent June Kelly reports. Not for the first time, Scotland | :01:19. | :01:23.
Yard in the spotlight over race. The deputy commissioner facing the | :01:23. | :01:29.
cameras, with 10 incidents being investigated, 19 people under | :01:29. | :01:33.
suspicion and nine of them suspended. It all began with the | :01:33. | :01:37.
arrest in Beckton in London of 21- year-old Mauro Demetrio. He | :01:37. | :01:47.
:01:47. | :01:58. | ||
That arrest took place after police regained control of the streets | :01:58. | :02:02.
following the summer riots. The investigation into this incident | :02:02. | :02:06.
and the others is being carried out by the Independent Police | :02:06. | :02:09.
Complaints Commission but the Inspectorate of Constabulary should | :02:09. | :02:14.
also get involved, says one MP. is important somebody else should | :02:14. | :02:20.
look at it and the inspectorate led by Denis O'Connor are capable of | :02:20. | :02:25.
doing a report and sending out a clear message of what is expected | :02:25. | :02:29.
by the public and the police service on this issue. It was | :02:29. | :02:33.
Scotland Yard's failure to investigate the murder of Stephen | :02:33. | :02:38.
Lawrence which shone a light on the Met's attitude to race. In the | :02:38. | :02:41.
Macpherson report that followed, the force was branded | :02:41. | :02:46.
institutionally racist. More than a decade on, a report into last | :02:46. | :02:55.
year's riots found that the Met had issued a Rudd positive or quality | :02:55. | :03:03.
contact. This will tear open an open wound, it is extremely serious. | :03:03. | :03:07.
The relevant authorities have to communicate, engage and reassure | :03:07. | :03:12.
very quickly. But I feel also they have to say that the vast majority | :03:12. | :03:17.
of police men and women are not racist. The focus on diversity | :03:17. | :03:21.
after the Stephen Lawrence case has slipped in recent years, according | :03:21. | :03:25.
to one long-serving police officer. Race was taken off the agenda and | :03:25. | :03:30.
these cases show that race needs to be put back on the agenda and we | :03:30. | :03:34.
need to see greater accountability and transparency. Race will always | :03:34. | :03:37.
be a highly sensitive issue for Scotland Yard and those at the top | :03:37. | :03:43.
want to show they are acting decisively in this latest crisis. | :03:43. | :03:48.
Just how damaging is this? Matthew, I think the fact that in | :03:48. | :03:53.
recent days we have had public statements from the Commissioner, | :03:53. | :03:57.
Bernard Hogan-Howe, and the deputy commissioner, that is an indication | :03:57. | :04:02.
of how damaging they realise this is. The top brass of stressing is | :04:02. | :04:06.
that this organisation employs 50,000 people and 32,000 of those | :04:06. | :04:10.
of police officers, and they say the people under investigation | :04:10. | :04:14.
represent only a tiny minority of them. They say they are heartened | :04:14. | :04:18.
by the fact that some of these allegations have only come to light | :04:18. | :04:22.
because of whistle-blowing inside the force. They say that represents | :04:22. | :04:26.
a change of culture. But after the riots, Scotland Yard acknowledged | :04:27. | :04:31.
that it has to do more to engage with ethnic communities and it is | :04:31. | :04:37.
in those communities that the damage will be most severe. | :04:37. | :04:40.
A man and a woman have been arrested, on suspicion of murder | :04:40. | :04:43.
following the death of a six-year- old girl at a campsite in the New | :04:43. | :04:47.
Forest. Officers and paramedics were called in the early hours of | :04:47. | :04:55.
this morning. Robert Hall is there. Matthew, the call was made just | :04:55. | :05:00.
after midnight. A busy time of year. A lot of people arriving at | :05:00. | :05:03.
campsites for the Easter break. When the paramedics and police got | :05:03. | :05:08.
here, they found the little girl in a very serious condition. The | :05:08. | :05:12.
events leading up to the incident are sketchy. Some people have | :05:12. | :05:17.
spoken about screams. Whatever the circumstances, it has led to a | :05:17. | :05:21.
police investigation which has intensified as the day has gone on. | :05:21. | :05:25.
A popular campsite in one of the UK's most peaceful spots but | :05:25. | :05:29.
tonight it is divided by the tapes of the police crime scene, as the | :05:29. | :05:33.
remaining visitors debate what could have happened. Inside, | :05:33. | :05:38.
forensic experts have spent much of the day working in and around the | :05:38. | :05:42.
large blue family-sized tent. The paramedics called to the side told | :05:42. | :05:46.
police they found the six-year-old fitting and not breathing. She | :05:46. | :05:50.
suffered cardiac arrest and doctors at Southampton General Hospital | :05:50. | :05:55.
were unable to revive her. A 13- year-old man and a 40-year-old | :05:55. | :06:00.
woman, from Gosport, have been arrested on suspicion of murder -- | :06:00. | :06:05.
30-year-old man. We are still undertaking an investigation around | :06:05. | :06:13.
the camp site of the deaf last evening. -- of the death. Late this | :06:13. | :06:18.
afternoon, a blue Volkswagen goth was removed, as police continue to | :06:18. | :06:20.
question visitors, many of whom were clearly shocked by what | :06:21. | :06:26.
happened. I am just sad, it is a sad thing to happen, when you are | :06:26. | :06:32.
on holiday anyway, you know. Dreadful. I have got two children, | :06:32. | :06:38.
so we are a bit worried. Tonight, with the campsite closed to new | :06:38. | :06:41.
arrivals, police said they would remain here for as long as | :06:41. | :06:44.
necessary to complete their investigations and to offer | :06:44. | :06:50.
reassurance at a difficult time. I understand that the post-mortem | :06:50. | :06:55.
began early this afternoon and it could take up to seven hours, so it | :06:55. | :06:59.
could be late this evening or maybe even tomorrow morning before the | :06:59. | :07:03.
police are able to give us a further update. | :07:03. | :07:05.
Thank you. Police in Northern Ireland say they | :07:05. | :07:09.
have recovered a bomb containing a significant amount of explosives. | :07:09. | :07:19.

cigarettes and other tobacco products, have to be kept, out of | :07:37. | :07:39.
sight. Similar bans are planned throughout the UK. | :07:39. | :07:43.
Out of sight, out of mind. That is the idea. From today, the | :07:43. | :07:47.
supermarkets will have to cover-up cigarettes, opening the screens | :07:47. | :07:52.
only when serving customers and restocking. The aim is to protect | :07:52. | :07:55.
children from tobacco promotions and encourage a shift in social | :07:55. | :08:01.
attitudes, preventing smoking as been regarded part of us -- | :08:01. | :08:05.
everyday life. One-fifth of adults smoke, a proportion that has | :08:05. | :08:11.
remained steady in recent years after decades of false. Social | :08:11. | :08:15.
norms are incredibly important. You just have to look around to see the | :08:15. | :08:19.
effect of that. The tobacco industry has used their marketing | :08:19. | :08:23.
and promotion to normalise smoking, which is incredibly dangerous, so | :08:23. | :08:27.
this is just taking a way it one more way in which they can achieve | :08:27. | :08:33.
that. The ban applies to shops with an area of more than 280 square | :08:33. | :08:38.
metres. Newsagents and small shops will not have to cover up tobacco | :08:38. | :08:44.
until April, 2015. Retailers say this has already cost them more | :08:44. | :08:49.
than 50 million. People who smoke are addicted to nicotine and they | :08:49. | :08:53.
want to smoke. Putting cigarettes behind a display than will not | :08:53. | :08:57.
change that. The only way we would change that is by culture, and by | :08:58. | :09:02.
tackling parents and the next generation of smokers. This is the | :09:02. | :09:07.
latest in a string of anti-tobacco measures, which in recent years has | :09:07. | :09:11.
seen a ban on smoking in public places. The legal-aid to buy | :09:11. | :09:15.
cigarettes has been raised to 18, and a ban on cigarette vending | :09:15. | :09:21.
machines -- the legal age. Further measures are being considered. A | :09:21. | :09:24.
plan to force manufacturers to put cigarettes in plain packets is | :09:24. | :09:32.
expected to be put out to consultation shortly. | :09:32. | :09:38.
A US Navy jet has crashed into a block of flats in Virginia. | :09:38. | :09:48.

Schools could be hit by more In navy two seater jet from the | :09:55. | :10:01.
near by a naval air station just west of downtown Virginia Beach | :10:01. | :10:05.
crashed minutes after take-off. It is not clear why. Something | :10:05. | :10:10.
obviously happened very quickly. One of the two pilots was found | :10:10. | :10:14.
strapped to his ejector seat when he was rescued by local people. | :10:14. | :10:19.
Apparently, he was apologising profusely for having crashed into | :10:19. | :10:23.
the neighbourhood. Pilots are trained to avoid crashing into | :10:23. | :10:28.
civilian areas and it does seem as though, according to eyewitnesses, | :10:28. | :10:33.
the plane circled and dumped fuel before finally crashing. They | :10:33. | :10:37.
crashed into an apartment block. We think five or six of the buildings | :10:37. | :10:42.
in that complex were completely gutted. We are told by emergency | :10:42. | :10:48.
services that between three and five people are in hospital, and | :10:48. | :10:53.
one of those may be the pilot, but no word of any fatalities or life- | :10:53. | :11:00.
threatening injuries. Thank you. | :11:00. | :11:03.
There are new macro concerns over the strength of the economic | :11:03. | :11:07.
recovery in the United States. The latest employment figures shows a | :11:07. | :11:11.
fall in the number of jobs being created after three months of | :11:11. | :11:14.
strong growth. Manufacturing is one of the few | :11:14. | :11:18.
bright spots in today's report. This company in Maryland makes | :11:18. | :11:22.
conveyor belts for the food industry. Its main export market is | :11:22. | :11:32.
:11:32. | :11:34. | ||
Britain. I would probably 12 places a week to try to find a job. I went | :11:34. | :11:42.
to three different states. 59-year- for three weeks ago but he says it | :11:43. | :11:47.
is too soon to use the word "recovery" -- Michael White. | :11:47. | :11:52.
don't think it is recovering, if it is it is not noticeable. People are | :11:52. | :11:57.
still out of jobs and jobs are hard to find. Elsewhere the retail | :11:57. | :12:02.
sector shed jobs last month, as did the construction industry, and with | :12:02. | :12:06.
his job riding on the economy you could today sense the President's | :12:06. | :12:12.
disappointment. We welcome the news that our businesses created another | :12:12. | :12:18.
121,000 jobs last month, but it is key to every American that there | :12:18. | :12:21.
will still be ups and downs along the way and that we have got a lot | :12:21. | :12:26.
more work to do. The underwhelming numbers matter to countries like | :12:26. | :12:29.
Britain, which are looking to America to drive the global | :12:29. | :12:35.
recovery. The reason this matters is because a stronger America will | :12:35. | :12:41.
be able to import more from Europe, but the second reason, which is not | :12:41. | :12:45.
stressed much, is that financial markets, when they do well in | :12:45. | :12:49.
America, they tend to do well around the world and that helps | :12:49. | :12:54.
growth in Britain. The US economy is still growing. It is creating | :12:54. | :12:59.
jobs. Just not at a pace that inspires confidence, either here or | :12:59. | :13:07.
around the world. Teaching unions have warned that | :13:07. | :13:11.
schools could be hit by more strikes. But two biggest unions, | :13:11. | :13:15.
the NUT and the NASUWT, are in dispute with the government over | :13:15. | :13:18.
pension changes. The government says the public sector schemes need | :13:18. | :13:25.
reform to make them affordable. Teachers out on strike in the | :13:25. | :13:30.
capital just last week. Part of a year of industrial action over pay, | :13:30. | :13:34.
pensions and conditions. Judging from the rhetoric at this weekend's | :13:34. | :13:39.
teaching conferences, there could be more to come. This man thinks | :13:39. | :13:45.
teachers are losing on all fronts. -- this woman. She has taught for | :13:45. | :13:48.
12 years and says the job is be made less satisfying, with fewer | :13:48. | :13:54.
rewards. Teachers are very disillusioned with what is going on | :13:54. | :13:57.
in terms of government initiatives, disillusioned with the changes to | :13:57. | :14:03.
pay, pensions, terms and conditions. We are in the classroom because we | :14:03. | :14:07.
are passionate about teaching. We want to teach and educate children | :14:07. | :14:12.
but morale is very low. Teachers' pay, like that of other public | :14:12. | :14:17.
sector workers, has been frozen for two years, and pension changes mean | :14:17. | :14:21.
they will have to contribute more and work longer. Teachers are also | :14:21. | :14:26.
angry that they can be observed in the cars are more frequently by | :14:26. | :14:29.
headteachers and fact more easily if judged poor. That has been | :14:29. | :14:33.
described by one union leader as the bullies' charter. This union | :14:33. | :14:37.
took its members out on strike last year and since then they have been | :14:37. | :14:42.
engaged in work to rule. The atmosphere is charged, with talk of | :14:42. | :14:45.
further industrial action, and members will vote on this tomorrow | :14:45. | :14:49.
for. I think the assault on the profession is the worst I have ever | :14:49. | :14:54.
seen. It is driven not by raising standards in schools, not by trying | :14:54. | :14:58.
to tackle the economic crisis, but it is actually driven by any | :14:58. | :15:03.
rational contempt that this government seems to have for | :15:03. | :15:07.
Education and four public services. But the Education Secretary Michael | :15:08. | :15:12.
Gove says he wants higher standards and will not tolerate failure. | :15:12. | :15:15.
Without compromise on either side, further industrial action cannot be | :15:15. | :15:23.
Sport now, and for a full round up of the day's action, here's Lizzie | :15:23. | :15:27.
Greenwood at the BBC Sport Centre. Good evening. | :15:27. | :15:30.
England are in a commanding position to win the second Test | :15:30. | :15:33.
against Sri Lanka in Colombo. Sri Lanka started stubbornly but | :15:33. | :15:37.
finished the day on 218 for six in their second innings, just 33 runs | :15:37. | :15:41.
ahead of England, who must win the match to keep their number one Test | :15:41. | :15:48.
ranking. Alex South watched the action. | :15:48. | :15:52.
This is foreign territory for England. A decent performance with | :15:52. | :15:56.
the bat finally gave the bowlers a chance to win a game, as opposed to | :15:56. | :16:02.
just staying in one. Jimmy Anderson clearly relished the opportunity. A | :16:02. | :16:06.
world-class performer again stepping up. Sri Lanka in all sorts | :16:06. | :16:11.
of trouble, England guilty of not taking chances. Examples included | :16:11. | :16:16.
an easy stumping missed, and a night watchman dropped. In the | :16:16. | :16:21.
stands, the army was not so barmy. It was a holy day, so no alcohol | :16:21. | :16:28.
was being served. Graeme Swann provided the perfect tonic. The | :16:28. | :16:32.
batsman was furious. He claimed not to have hit it. The review could | :16:32. | :16:37.
not show either way. Graeme Swann and England started to turn the | :16:37. | :16:42.
screw. And whenever Sri Lanka tried to relieve the pressure, another | :16:42. | :16:46.
chance presented itself. The prized wicket of Mahela Jayawardene are | :16:46. | :16:52.
was just a fingertip away. Once again, it seemed the Sri Lankan | :16:52. | :16:56.
captain was standing between England and victory. The series | :16:56. | :17:00.
top-scorer, with another 50, helping his side moved in front. In | :17:00. | :17:07.
truth, there was little drama. That was until Graeme Swann's last over. | :17:07. | :17:11.
The fans sing a song that says that Graeme Swann will tear you apart. | :17:11. | :17:17.
How apt. If he gives them the chance to keep their number one | :17:17. | :17:20.
status. It's been another great day for the | :17:20. | :17:22.
British team at the World Track Cycling Championships. Victoria | :17:23. | :17:25.
Pendleton claimed the women's sprint title, showing she's still | :17:25. | :17:29.
the one to beat at the Olympics this summer. But there was also | :17:29. | :17:32.
some criticism ahead of the London Games from the father of team-mate | :17:32. | :17:35.
Sir Chris Hoy about the ticketing policy for familes. James Pearce | :17:35. | :17:43.
has more from Melbourne. Down but not out. Victoria | :17:44. | :17:47.
Pendleton crashed to the floor in the first race of a semi-final, got | :17:47. | :17:51.
back up and not only won the next two races to beat her big rival, | :17:51. | :17:56.
Australia's Anna Meares, but one hour later was on the floor again, | :17:56. | :18:00.
this time in celebration after she had won the final, too. My dad | :18:00. | :18:04.
always said, do not do track cycling unless you were prepared to | :18:04. | :18:07.
crash, because it happens occasionally. My mum was terrified | :18:07. | :18:11.
that I would hurt myself when I started racing. It has not happened | :18:11. | :18:16.
too often, so it is one of those things. It was the kind of gutsy | :18:16. | :18:20.
performance that Sir Chris Hoy knows all about. While he prepared | :18:20. | :18:24.
to compete, his parents were taking their seats in the stands. They | :18:24. | :18:28.
have come to Melbourne to support him, as they have travelled the | :18:28. | :18:32.
world to cheer him on throughout his career. They were in Beijing to | :18:32. | :18:35.
join the celebrations when he won three gold medals at the last | :18:35. | :18:38.
Olympics. But they might have to miss some of his events in London. | :18:39. | :18:42.
Each athlete is only being allowed to buy two tickets for their | :18:42. | :18:46.
sessions. While Chris Hoy is focusing on his competition in | :18:46. | :18:51.
Melbourne today, he could be faced with an agonising decision. His | :18:51. | :18:54.
wife is here supporting him alongside his parents. He also has | :18:54. | :19:00.
a sister. Who should get his two tickets? His father says it is | :19:00. | :19:03.
unfair and he is urging the organising committee to release | :19:03. | :19:09.
more for families. Please consider how you would feel if your son or | :19:09. | :19:13.
daughter had worked for 10 to 12 years, slave to, trained really | :19:13. | :19:19.
