After the Hillsborough disaster, now the biggest ever independent

:00:12.:00:16.

investigation into police wrongdoing. 96 Liverpool fans died

:00:16.:00:20.

in 1989. Police officers will be investigated to see if any should

:00:20.:00:25.

face criminal charges. Justice demands that we do whatever is

:00:25.:00:29.

possible to investigate cull paibility to any offence which may

:00:29.:00:34.

have been committed. We've had the term. Now it is our turn for

:00:34.:00:40.

justice. This is the beginning of it. Also - the Jimmy Savile scandal.

:00:40.:00:45.

Police are pursuing 340 lines of inquiry and talking to 40 potential

:00:45.:00:51.

victims A big hike in gas prices. 11.5 million customers will have to

:00:52.:00:56.

pay more. Heavy rain is causing flooding in parts of Scotland,

:00:56.:01:01.

blocking roads and damaging property. I'm missing half my house.

:01:01.:01:06.

I'm missing the road, the neighbours - everything. Nothing is

:01:06.:01:10.

left. I'll be here with Sportsday later in the hour on the BBC News

:01:10.:01:14.

Channel, where we will look ahead to tonight's crucial World Cup

:01:35.:01:39.

News at Six. The biggest ever independent investigation into

:01:39.:01:42.

police wrongdoing is to be carried out following a damning report into

:01:42.:01:47.

the Hillsborough disaster. The IPCC will investigate what went wrong on

:01:47.:01:53.

the day in 1989 when 96 Liverpool fans died and the alleged cover-up

:01:53.:01:58.

afterwards. A report revealed more than 100 police statements had been

:01:58.:02:01.

altered. The Director of Public Prosecutions will investigate

:02:02.:02:07.

whether there are grounds to bring charges against officers, such as

:02:07.:02:12.

manslaughter. Our correspondent is outside Hillsborough Stadium.

:02:13.:02:15.

since Britain's worst ever sporting disaster happened here, those

:02:15.:02:22.

affected by it have been on a long and winding legal quest. Last month,

:02:22.:02:24.

Hillsborough independent report provided them with many of the

:02:24.:02:30.

answers they longed for. It has also paved the way for a further

:02:30.:02:37.

long legal journey. Ever since 96 Liverpool fans were

:02:37.:02:40.

crushed at Hillsborough, the families of those who died have

:02:40.:02:44.

wanted those responsible to be held to account. South Yorkshire Police

:02:44.:02:48.

were blamed, but no-one has ever faced criminal charges for the

:02:48.:02:51.

disaster. Today, the director of criminal prosecutions said legal

:02:51.:02:55.

action could now follow. He'll investigate whether there's enough

:02:55.:02:59.

new evidence to bring charges. The Independent Police Complaints

:02:59.:03:05.

Commission has also announced its biggest ever investigation. Justice

:03:05.:03:10.

demands that we do whatever is possible to investigate blame for

:03:10.:03:16.

any offence which may have been committed. To do so thoroughly and

:03:16.:03:21.

fairly. The IPCC will concentrate its investigation on the following

:03:21.:03:26.

points - the amendment of police statements. 116 were changed to

:03:26.:03:30.

remove negative comments about the South Yorkshire force, who ordered

:03:30.:03:35.

the changes and who was involved. The supply of myself leading

:03:35.:03:39.

information. The allegation that lies were told to the media and MPs,

:03:39.:03:43.

in an attempt to shift the blame from the police to the fans T

:03:43.:03:47.

actions of police officers immediately after the disaster,

:03:47.:03:51.

including why they checked the blood-alcohol levels of the dead

:03:51.:03:55.

and injured and the role of West Midlands Police, which was involved

:03:55.:03:59.

in three previous inquiries, including providing evidence to the

:03:59.:04:07.

Coroner. Those who are bereaved and who survived have welcomed the new

:04:07.:04:11.

investigations. Now it is our turn for justice. I think is the

:04:11.:04:15.

beginning of it. Retired and current police officers could be

:04:15.:04:18.

prosecuted. Around 200 who were working at the match are still

:04:18.:04:21.

serving today. This was always going to happen, that the IPCC were

:04:22.:04:27.

going to take this on and decide to run a very large inquiry. The terms

:04:27.:04:32.

of that inquiry clearly will be very much a matter for the IPCC. We,

:04:32.:04:38.

as South Yorkshire Police, stand ready to co-operate in any way

:04:38.:04:41.

whatsoever. The Chief Constable of South Yorkshire is said to have

:04:41.:04:44.

been involved in a police cover-up campaign. That will be investigated,

:04:44.:04:49.

along with a new allegation that he attempted to influence the way

:04:49.:04:52.

complaints against him were handled. The investigations are likely to

:04:52.:04:57.

take many months. Nearly 500,000 pages of documentation will be

:04:57.:05:01.

examined. Those who have campaigned for more than two decades say they

:05:01.:05:06.

are prepared to wait longer for justice. The two investigations

:05:06.:05:10.

announced today may ultimately may not be the only measures to result

:05:10.:05:16.

from the independent report because some families would like to see new

:05:16.:05:20.

invests ordered as well. The Attorney General has said he too

:05:20.:05:22.

will examine all the fresh evidence out there to see whether that may

:05:22.:05:32.
:05:32.:05:33.

be possible. We have two inquiries, the DPP and

:05:33.:05:38.

the IPCC - why have these now and on such a large scale? The IPCC has

:05:38.:05:42.

gone probably further than a lot of people had expected today, both in

:05:42.:05:47.

terms of its remit and in its tone. There are good reasons for that. At

:05:47.:05:51.

the moment, I think the police and the body that oversees the police,

:05:51.:05:54.

the IPCC, I think their credibility, their legitimacy is at risk. There

:05:55.:05:58.

is a determination to do something to try and restore confidence in

:05:58.:06:02.

both of those. If you remember, of course, you have police officers

:06:02.:06:06.

under investigation right now for all kinds of offences after the

:06:06.:06:10.

phone hacking scandal. The IPCC itself has been the subject of

:06:10.:06:14.

criticism for not doing more to hold the police to account. In some

:06:14.:06:18.

ways they are looking for an opportunity to show that they can

:06:18.:06:24.

do something to make their point. I think it fits into a broader point

:06:24.:06:27.

here. The independent Hillsborough report, what it did is it showed

:06:27.:06:33.

that the checks and balances in our society, that effectively ensure

:06:33.:06:39.

our house is in order, did not work. We had a judicial inquiry,

:06:39.:06:41.

parliamentary scrutiny, independent oversight. Yet, we know they never

:06:41.:06:51.
:06:51.:07:28.

got to the truth and in the end the Dozens saying they were abused.

:07:28.:07:33.

Jim'll Fix It. The actress Julie Fernandez appeared on it and

:07:33.:07:38.

remembers feeling very uncomfortable. He is a predator. It

:07:38.:07:42.

was done in a studio. A room full of busy people. His hand was just

:07:42.:07:50.

on my hand, on my arm. It was too intimate. It lingered for too many

:07:50.:07:56.

seconds. He was a man with special privileges. Access to Broadmoor.

:07:56.:08:01.

Children's homes. One former resident says he was reported after

:08:01.:08:11.
:08:11.:08:26.

This afternoon, a new allegation against Jimmy Savile. Claiming he

:08:26.:08:32.

assaulted a ten-year-old boy at Jersey's children home. A number of

:08:32.:08:36.

institutions being drawn in continues to grow. Through it all,

:08:36.:08:41.

a question. What stopped this coming out sooner? For instance,

:08:41.:08:44.

Newsnight broadcast its investigation into Savile last

:08:44.:08:54.
:08:54.:09:10.

night. No matter of proving institutional failure, a key reason

:09:10.:09:13.

why it was dropped. Today, speaking on 5 Live, the Deputy Prime

:09:13.:09:23.
:09:23.:09:34.

Minister echoed what many are saying. I ask why did this remain

:09:34.:09:42.

buried. The facts about him speak for themselves. While we have been

:09:43.:09:47.

on air, the Director-General of the BBC, George Entwistle, has said

:09:47.:09:57.
:09:57.:09:59.

there'll be too internal inquiries. Our correspondent is here with us

:09:59.:10:09.
:10:09.:10:14.

now. Who snue -- who knew what, the second is more specific. That is

:10:14.:10:19.

all about Newsnight. They will look into that investigation. December

:10:19.:10:23.

last year - why was it dropped? Was there any undue influence from

:10:23.:10:29.

above, given that the BBC was about to broadcast those two tribute

:10:29.:10:33.

programmes to Jimmy Savile. When did they begin? The first can only

:10:33.:10:37.

begin when the police have completed their report. Given we

:10:37.:10:41.

have 340 lines of inquiry, who knows when that will happen. The

:10:41.:10:45.

Newsnight one, well we know already a BBC executive has been appointed.

:10:45.:10:48.

We know there have been conversations with members of the

:10:48.:10:55.

Newsnight team. Two energy companies have announced

:10:55.:11:00.

an increase in the cost of gas and electricity from next month. 11.5

:11:00.:11:09.

million million will be affected. British Gas will rise prices by 6%.

:11:09.:11:14.

Here's our chief economics correspondent. First it was British

:11:14.:11:21.

Gas with an 80 increase next month. Then N power a 10 09 price hike,

:11:21.:11:26.

burning another hole in customers' wallets. The companies blame the

:11:26.:11:31.

rising costs of gas supplies and the need to invest more in new

:11:31.:11:34.

energy. Why don't you sell energy at a loss, through the winter, but

:11:34.:11:39.

if we did, we wouldn't be able to invest in jobs. Wouldn't be able to

:11:39.:11:42.

bring new sources of energy to Britain. Wouldn't be able to help

:11:42.:11:45.

customers this their homes with energy efficiency. The explanations

:11:45.:11:50.

are no consolation for this couple. They are retired and are in poor

:11:50.:11:53.

health. They have been struggling with the bills as they are now, so

:11:53.:11:58.

news of next month's price rise has not gone down well. These bills

:11:58.:12:03.

keep going up. These companies are greedy any way. They made a lot of

:12:03.:12:07.

profit. It is profit, profit, profit. They don't give anything

:12:07.:12:14.

back to the people. So how do consumer prices relate to the cost

:12:14.:12:18.

of energy? Ofgem published this chart. A few years ago household

:12:18.:12:26.

bills closely tracked wholesale costs. The gap has widened.

:12:26.:12:31.

Consumer groups say the latest increase is harder to justify after

:12:31.:12:36.

British Gas Residential profits rose by nearly one-quarter in the

:12:36.:12:46.
:12:46.:12:46.

first half of this year. The purpose of rises costs is to

:12:46.:12:54.

There is a valid reason for the increases which have been put

:12:54.:12:58.

forward, to consider the amount of investment needed, both in terms of

:12:58.:13:05.

new power stations, but also with regards to the actual transmission

:13:05.:13:10.

and distribution, delivering the gas and electricity to customers.

:13:10.:13:13.

Suppliers blame green energy policies, with I they claim add to

:13:13.:13:17.

the cost burden. Millions of customers will be thinking about

:13:17.:13:22.

how they will afford the increases. British Gas and NPower have

:13:22.:13:24.

followed Scottish & Southern with price hikes. Other supplies seem

:13:24.:13:30.

certain to follow. Services of remembrance have been

:13:30.:13:34.

taking place in Indonesia, Australia and London to mark the

:13:34.:13:38.

tenth anniversary of the Bali bombings. 200 people, including 28

:13:38.:13:42.

from Britain, were killed in the bombings in two nightclubs. It was

:13:43.:13:46.

the worst terror attack on Indonesian soil. The Afghan

:13:46.:13:49.

Government welcomes the arrest of seven Royal Marines on suspicion of

:13:50.:13:54.

:13:54.:14:03.

laptop of a serviceman led to the arrests. 3 Commando Brigade were

:14:23.:14:27.

they saw seven of their number killed. This is believed to be the

:14:27.:14:29.

first time British forces have been arrested here in the UK on

:14:30.:14:33.

suspicion of murder in Afghanistan. Although several inquiries are

:14:33.:14:37.

continuing into incidents in Iraq. The MoD has said it will carry out

:14:37.:14:43.

an internal review to identify any less sons that need to be learned.

:14:43.:14:47.

It is understood the incident came to light after civilian police in

the UK last weeked assed an. They discovered a video on his laptop

:14:52.:14:58.

showing an Afghan compound and what appears to be an injured insurgent.

:14:58.:15:03.

It is not clear what happened next, but the arrests of the seven

:15:03.:15:05.

Marines suggest the Royal Military Police believe there is a case to

:15:05.:15:09.

answer. The basic rules of engagement for British forces are

:15:09.:15:16.

known as "Card Alpha." International rules differ. The

:15:16.:15:23.

UK's rules of engagement are strict, which state lethal force is per

parts of Scotland. Some residents had a narrow escape when an

:17:16.:17:20.

overflowing river tore down part of the house. Our correspondent is in

:17:20.:17:25.

Aberdeenshire, in Stonehaven. The river looks very high. Yes, this

:17:25.:17:29.

was not a winter storm, just a lot of heavy rain which simply kept on

:17:29.:17:34.

falling. The River Carron is lapping at the gardens of these

:17:34.:17:43.

houses this evening, but for one village in Fife, it was a lot worse.

:17:43.:17:47.

The villagers of Dura Den woke up this morning to find that their

:17:47.:17:51.

road had become a river. A fortnight's worth of rain had come

:17:51.:17:55.

down overnight. The owner of this house was woken by a neighbour,

:17:55.:18:02.

urging him to get out. They are missing half my house, the road, my

:18:02.:18:09.

neighbours, nothing is left. The damage inside the house as well,

:18:09.:18:16.

the whole of the bottom floor is a river now. Everything has gone.

:18:16.:18:19.

road could have collapsed completely, but the emergency

:18:19.:18:24.

services were on the scene anyway. Even the fire fighters were amazed

:18:24.:18:29.

at what the water had done. We have just spoken to the officer in

:18:29.:18:33.

charge, and the water level you can see at the moment, it was

:18:33.:18:40.

considerably deeper than this. It was a very precarious situation.

:18:41.:18:44.

Further north, dozens of other communities were preparing for the

:18:44.:18:49.

worst. In Stonehaven, they were doing everything they could to stop

:18:49.:18:54.

the rising waters. They have been flooded here before. For some, it

:18:54.:19:00.

was already too late. It is just worrying, clearly. It comes from

:19:00.:19:03.

the front of the street to the back of the street and then comes under

:19:03.:19:08.

the old houses. The river emptied into the sea just a few hundred

:19:08.:19:13.

yards from these homes. As high tide approached at lunchtime, the

:19:13.:19:17.

levels crept up and up. By now, there were more 30 flood warnings

:19:17.:19:22.

in place across Scotland. Although the rain is easing, for some

:19:22.:19:26.

communities, the danger has not passed, because there is still a

:19:27.:19:31.

lot of water to come down off the hills, meaning that of most of the

:19:31.:19:35.

35 flood warnings are still in place this evening, they are

:19:35.:19:39.

generally applying to the low-lying farmland. As for here in Stonehaven,

:19:39.:19:44.

the next high tide is due at about midnight, so it will still be a

:19:44.:19:50.

nervy night. The government chief whip, Andrew Mitchell, is facing

:19:50.:19:55.

renewed calls to resign over his outburst at police officers in

:19:55.:19:59.

Downing Street last month. Representatives of the Police

:19:59.:20:03.

Federation met with him in his constituency in the last hour. They

:20:03.:20:11.

have described his position as untenable. Our political

:20:11.:20:13.

correspondent Ross Hawkins it is in Sutton Coldfield. So, the meeting

:20:13.:20:20.

has just broken up - what more can you tell us about what went on?

:20:20.:20:24.

This allegation, that he called police officers plebs has hung over

:20:24.:20:28.

him for weeks. If this meeting was meant to have cleared the air, then

:20:28.:20:32.

frankly, it has been a complete failure. Andrew Mitchell stands by

:20:32.:20:37.

his denial of saying those words. But the Police Federation says he

:20:37.:20:41.

should resign. They have a political angle, they were opposed

:20:41.:20:45.

to many of the changes in policing, but the political reality this

:20:45.:20:48.

evening is that it looks like David Cameron will return to Parliament

:20:48.:20:52.

next week with Andrew Mitchell still as the Chief Whip, looking

:20:52.:20:57.

forward to hearing lots of jokes about police and plebs, which for a

:20:57.:21:01.

party which is desperate to prove that it is not privileged, will not

:21:01.:21:07.

be very funny at all. It was one prime-time TV appearance which

:21:07.:21:11.

Barack Obama would rather forget. His performance in the latest

:21:11.:21:17.

presidential TV debate was largely pound, including by himself. So,

:21:17.:21:21.

last night's Vice-Presidential debate was greatly significant.

:21:21.:21:30.

Both candidates were determined to get the other hand. The young gun

:21:30.:21:36.

and the old warrior. When Joe Biden was first elected to Congress, Paul

:21:36.:21:42.

Ryan was just two years old. They began with foreign policy, and the

:21:42.:21:47.

Beasant killing of the US Ambassador to Libya. It took the

:21:47.:21:50.

President two weeks to acknowledge that this was a terrorist attack.

:21:50.:21:55.

We are watching the unravelling of the Obama foreign policy. With all

:21:55.:22:00.

due respect, Balzac. Not a single thing he said his accurate. That

:22:00.:22:04.

set the tone for what would become quite a performance from the vice-

:22:04.:22:11.

president. It featured sarcasm, exasperated body-language and

:22:11.:22:17.

interruptions, lots of them. Mathematically possible. It is

:22:17.:22:21.

mathematically possible, it has been done before. It has never been

:22:21.:22:29.

done before. It has been done a couple of times. But Paul Ryan

:22:29.:22:33.

remained unruffled, defending Republican policies on tax and

:22:33.:22:36.

health care, and keeping the economic focus firmly on the

:22:36.:22:42.

incumbent. President Obama, he had his chance. 23 million Americans

:22:42.:22:47.

are struggling for work today, 15% of Americans are in poverty. This

:22:47.:22:53.

is not what a real recovery looks like. You deserve better. Folks,

:22:53.:22:57.

use your common sense, who do you trust on this? Out on the campaign

:22:57.:23:02.

trail, Mick Rooney was watching it over a pizza. The President was

:23:02.:23:07.

watching on board Air Force One. -- Mitt Romney. Barack Obama is no

:23:07.:23:11.

doubt relieved that his running mate has put a bit of fire back

:23:11.:23:14.

into their campaign. But the opinion polls are tightening, and

:23:14.:23:22.

much will be hinging on the two remaining presidential debates. It

:23:22.:23:27.

is a Scottish coastline so remote that it has no mains electricity,

:23:27.:23:34.

no mobile phone reception, and the nearest road is two day's hike away.

:23:34.:23:38.

A new project linking communities to the World Wide Web has been

:23:38.:23:46.

achieving speedy results. Rory Cellan-Jones reports. On a stormy

:23:46.:23:50.

Highland morning, we'll off in search of a broadband miracle -

:23:50.:23:57.

remote places, which are getting a 21st century Internet connection

:23:57.:24:00.

through a community scheme. In Arnisdale, mobile phones do not

:24:00.:24:05.

work, but they have got a decent brought them signal. Nearby is

:24:05.:24:11.

somewhere even more challenging. Over there is the most remote part

:24:11.:24:14.

of mainland Britain. We are going there to see if we can find

:24:14.:24:19.

somebody with a broadband connection. An Edinburgh academic

:24:19.:24:22.

who spends a lot of time in Arnisdale is the man who caught the

:24:22.:24:28.

broadband scheme off the ground. are doing it wirelessly across from

:24:28.:24:36.

the Gaelic college, and we are relaying it through a series of

:24:36.:24:42.

masts to several places, and back to the Isle of Skye. Waiting for us

:24:42.:24:44.

on the other side, a farmer who does not have mains electricity,

:24:44.:24:50.

who takes his sheep to market by boat, but who is also getting the

:24:50.:24:54.

new broadband connection, beamed over from Skye. It is fast enough

:24:54.:24:59.

for a video call to his son in Australia. It is a bit grey and

:24:59.:25:04.

overcast. This is DIY broadband, requiring a bit of effort from the

:25:05.:25:11.

customer. We actually put up all the masts ourselves, and all the

:25:11.:25:17.

electronics. Occasionally, we go up to rearrange everything in the box

:25:17.:25:22.

up there! Back in Arnisdale, we found more people depending on

:25:22.:25:28.

their broadband. These two were planning a big event. Willy,

:25:28.:25:32.

meanwhile, was keeping in touch with family around the world.

:25:32.:25:37.

have been really happy with it. I would hate not to have it now. I

:25:37.:25:41.

never had a computer until this happened. I am just slowly getting

:25:41.:25:47.

used to it. There are now plans to make this network much faster.

:25:47.:25:50.

These communities, and many like them, are finding that if they want

:25:51.:25:57.

decent broadband, they have to do it themselves.

:25:57.:26:00.

We have already seen that Scotland has suffered with the range. Let's

:26:00.:26:04.

have a look at the weather now. It have a look at the weather now. It

:26:04.:26:06.

is looking fairly miserable, actually, in Scotland. Yesterday,

:26:06.:26:11.

we were talking about localised floods in Devon. This is the same

:26:11.:26:19.

system, now parked across the far north of Scotland. Still an amber

:26:19.:26:23.

warning in force, due to the intensity of the rainfall across

:26:23.:26:27.

Scotland. Although the rain is starting Tricky's somewhat, with

:26:27.:26:34.

the emphasis being a cross Caithness over the next few hours.

:26:34.:26:40.

-- starting to ease. This front will be drifting towards the team

:26:40.:26:44.

or overnight tonight. And we have still got the low pressure up over

:26:44.:26:52.

the far north of Scotland. So, we will start off our Saturday with

:26:52.:26:58.

that area of low pressure, feeling quite chilly. Initially spells and

:26:58.:27:01.

scattered showers elsewhere. I suspect by the middle of the

:27:01.:27:08.

afternoon, there will not be much change in Scotland. A better day in

:27:08.:27:13.

prospect as the afternoon goes on. Northern Ireland, clouding over

:27:13.:27:18.

into the afternoon. Sunny spells and scattered showers elsewhere,

:27:18.:27:22.

some of them fairly potent across the north of England. Temperatures

:27:22.:27:32.

fairly uniform. There seems to be a level of agreement finally about

:27:32.:27:39.

Sunday. This area of low pressure stays to the south of the channel.

:27:39.:27:42.

And that weather front, still bringing some patchy rain into

:27:42.:27:45.

Scotland and Northern Ireland. Some decent sunny spells for England and

:27:45.:27:52.

Wales. So, in summary, for the Wales. So, in summary, for the

:27:52.:28:01.

weekend... Our main headline - the biggest

:28:01.:28:04.

ever of independent investigation into police wrongdoing is to be

:28:04.:28:07.

carried out, following a damning report into the Hillsborough

:28:07.:28:11.

disaster. And while we have been on air, the BBC Director-General has

:28:11.:28:15.

announced more details of the corporation's inquiry into the

:28:16.:28:19.

allegations surrounding Jimmy Savile. Despite our efforts to make

:28:19.:28:23.

clear our belief that the decision to drop the Newsnight investigation

:28:23.:28:27.

was taken properly, for sound editorial reasons, people have

:28:27.:28:33.

continued to speculate. This is damaging to the BBC, and it is a

:28:33.:28:39.

cloud of suspicion which cannot be allowed to continue. The BBC

:28:39.:28:42.

executive board and I have therefore ordered it in the

:28:42.:28:47.
