A bus passenger has been describing the moment a Sunday afternoon trip | :01:12. | :01:20. | |

The man in charge of investigating complaints against the PSNI, Police | :05:38. | :05:40. | |
Ombudsman Al Hutchinson, is under renewed pressure tonight with a | :05:40. | :05:43. | |
leaked report pointing to serious failings in the way he runs the | :05:43. | :05:48. | |
organisation. The report, which was commissioned | :05:48. | :05:50. | |
by the Justice Minister, suggests the independence of the Ombudsman | :05:50. | :05:55. | |
has been undermined. It's the latest in a series of | :05:55. | :06:00. | |
difficulties for Mr Hutchinson. Last summer he was forced to | :06:01. | :06:03. | |
withdraw a report into the McGurks bar bombing when victims' families | :06:03. | :06:06. | |
complained that it contained inaccuracies. | :06:06. | :06:08. | |
In April the BBC revealed that Mr Hutchinson's Chief Executive had | :06:08. | :06:11. | |
resigned, saying the independence of the organisation had been | :06:11. | :06:14. | |
compromised. And in June an independent review | :06:14. | :06:16. | |
said Mr Hutchinson's weak leadership had undermined the | :06:16. | :06:21. | |

in Belfast City Cemetery. A wall which bears the names of dead World | :12:01. | :12:04. | |
War I servicemen was targeted, as was the Cross of Sacrifice which is | :12:04. | :12:07. | |
also dedicated to those who fought in the Great War. The city council | :12:07. | :12:11. | |
says an iron bar or hammer was used in the attacks. One councillor says | :12:11. | :12:14. | |
the community has worked very hard to help reduce vandalism in the | :12:14. | :12:24. | |

Graveyards are very dignified places and should be respected. We | :12:24. | :12:30. | |
do get a lot of tourists in here. I think the real issue is the | :12:30. | :12:37. | |
desecration of a memorial. We have to be totally opposed to that. | :12:37. | :12:41. | |
Every week in Northern Ireland one of our historical buildings is | :12:41. | :12:45. | |
damaged. That means the whole look of where we live is changing at a | :12:45. | :12:51. | |
rapid and worrying pace. Some at- risk buildings are privately-owned. | :12:51. | :12:55. | |
Dozens belong to the taxpayer. The Environment Minister has been | :12:55. | :13:05. | |
holding a summit to see how our heritage can be reserved. | :13:05. | :13:11. | |
Behind me is Holburn mail which was destroyed -- Hilden Mill which was | :13:11. | :13:18. | |
damaged by a fire several weeks ago. An average year in Northern Ireland, | :13:18. | :13:22. | |
two or three historical or listed buildings would be damaged by fire | :13:22. | :13:27. | |
here. Between April and now we have had 11 different fires in buildings | :13:27. | :13:31. | |
like this. With the fire tally mounting, it | :13:31. | :13:37. | |
was damaged to a commercial building inside bills that led to | :13:37. | :13:41. | |
the Environment Minister calling the meeting. When there was the | :13:41. | :13:46. | |
major damage to Hilden Mill I decided it was time for a summit to | :13:46. | :13:51. | |
identify what more can be done to reduce the risks to buildings, to | :13:51. | :13:57. | |
reduce crime, but also to enhance and build our heritage. Not all the | :13:57. | :14:03. | |
buildings damaged since April were listed but all were of historical | :14:03. | :14:09. | |
importance. And it is not just about fires. Many important | :14:09. | :14:15. | |
buildings here are lost because it... That is more than just | :14:15. | :14:20. | |
vandalism, says Alex. When the slates are removed from buildings | :14:20. | :14:26. | |
and led is stripped from properties, that is organised crime. Today's | :14:26. | :14:31. | |
summit also threw up another problem. Local councils which could | :14:31. | :14:35. | |
react quickly to a problem with a building often have their hands | :14:35. | :14:40. | |
tied by legislation. Often and as a building is damaged we have limited | :14:40. | :14:45. | |
powers and we would like those powers to be strengthened. When a | :14:45. | :14:48. | |
building is detrimental to the street or the community, the | :14:48. | :14:52. | |
council should have the power to require the only to bring it up to | :14:52. | :15:00. | |
a reasonable standard. -- the Oh, no!. A problem is that many of the | :15:00. | :15:05. | |
buildings are lying empty. The l'art of Government listed | :15:05. | :15:13. | |
buildings are also empty. -- a lot of the Government buildings. The | :15:13. | :15:17. | |
Government say that by 2016 they hope to dramatically reduce the | :15:17. | :15:23. | |
number of buildings heading that way for life. But of our political | :15:23. | :15:27. | |

plans were far advanced for renovation schemes to solve the | :17:45. | :17:50. | |
issues. And a lot of those plans have been put to one side because | :17:50. | :17:54. | |
of the economic downturn. Indeed, during the boom times, there had | :17:54. | :17:59. | |
been hopes that the old tech might become a luxury hotel. Instead | :17:59. | :18:04. | |
there are fears it might soon joined 40 other Government | :18:04. | :18:10. | |
buildings on the at-risk register. So the minister has had this summit. | :18:10. | :18:15. | |
He wants to preserve our heritage. Is the talking going to take us | :18:15. | :18:21. | |
anywhere at all? I hope so, because what the minister said in public is | :18:21. | :18:25. | |
that he wants to convene another summit in two months' time and that | :18:25. | :18:29. | |
means he and the civil servants would put a lot of thought into it | :18:29. | :18:34. | |
and maybe draft some potential legislation. In another two months | :18:34. | :18:39. | |
we will find out what his thinking Across Northern Ireland there are | :18:39. | :18:43. | |
villages and towns where buildings which once defined the area are | :18:43. | :18:47. | |
lying derelict, damaged or destroyed. If there is such a | :18:47. | :18:53. | |
