first, pensions. Now pay is hit? Yes, and it is not just bus drivers. | :01:57. | :02:02. | |
There are 230,000 public sector workers in Northern Ireland and | :02:02. | :02:08. | |
what they learn today is that after the pay freeze comes the 1% rise in | :02:08. | :02:14. | |
pay until 2015. With inflation of 5%, that is a real terms of pay | :02:14. | :02:19. | |
cuts. The real surprise was a review of public sector pay across | :02:19. | :02:29. | |
the UK which could lead to regional pay rates. That was a surprise. | :02:29. | :02:33. | |
That is a bolt out of the blue. Public sector workers are now faced | :02:33. | :02:40. | |
with a further freeze on their pay up around 1% increase, and then | :02:40. | :02:43. | |
there being local pay bargaining is something that seems to have come | :02:43. | :02:48. | |
out of the blue. So, why would regional pay rates in Northern | :02:48. | :02:54. | |
Ireland mean cuts in pay? The reason perhaps is the difference | :02:54. | :02:58. | |
what people get paid in the public sector and in the private sector. | :02:58. | :03:04. | |
The median wage for a private sector worker in Northern Ireland | :03:04. | :03:09. | |
his �20,000. The median wage for a public sector worker is just over | :03:09. | :03:14. | |

A retired senior police officer who urged the Ombudsman not to use the | :04:39. | :04:42. | |

officer wrote to the ombudsman protesting at the proposed use of | :05:34. | :05:38. | |
the term and a report on a 1972 Claudy bombing in which nine people | :05:38. | :05:44. | |
were killed its when three IRA car bombs exploded without warning. The | :05:44. | :05:48. | |
report said the police had colluded with the Catholic Church to cover | :05:48. | :05:52. | |
up the suspected role of a priest. The letter to the ombudsman was | :05:52. | :05:57. | |
written by Mark McDowell who at that time was an acting assistant | :05:57. | :06:00. | |
chief constable. He told the Ombudsman to grip issue with the | :06:00. | :06:04. | |
use of the term collusion and criticised the way it was used by | :06:04. | :06:10. | |
the previous ombudsman, Nuala O'Lone, something which he said had | :06:10. | :06:14. | |
undermined the credibility of the Special Branch. Pointing out that | :06:14. | :06:17. | |
Al Hutchinson had said there was no single accepted definition of | :06:17. | :06:22. | |
collusion, he asked what was the point in using the term at all? He | :06:22. | :06:26. | |
went on to say, surely the Police Ombudsman has a public | :06:26. | :06:29. | |
responsibility to refrain from using what he called loosely | :06:30. | :06:35. | |
defined language which may be widely misinterpreted. Nuala O'Lone | :06:35. | :06:39. | |
rejected the criticism during an interview for a programme which | :06:39. | :06:44. | |
examined the work of the ombudsman's office. That is clearly | :06:44. | :06:49. | |
untrue. For that reason, I did not get their own definition of | :06:49. | :06:58. | |
collusion. The framework was said very well for examination of police | :06:59. | :07:02. | |
behaviour and there is a duty on the Police Ombudsman to examine | :07:02. | :07:06. | |
that behaviour because collusion is a form of corruption. There was no | :07:06. | :07:11. | |
loose language, I was very careful. The letter angered the former | :07:11. | :07:19. | |
executive with the Police Ombudsman. Speaking in an interview for | :07:19. | :07:25. | |
Spotlight he said. It was a very significant letter. I would have | :07:25. | :07:29. | |
described it as a courageous. It was an attack on the independence | :07:29. | :07:35. | |
of the Office as well as a very inappropriate attack on the | :07:35. | :07:41. | |
previous ombudsman. Mark Michael Holt retired from the police | :07:41. | :07:43. | |
earlier this year with the redundancy package. We have learnt | :07:43. | :07:49. | |
that he has since been we hired to work for the PSNI's legacy Branch | :07:49. | :07:54. | |
that deals with the past, including requests from investigators working | :07:54. | :07:59. | |
for the Police Ombudsman. The PSNI tonight said the suggestion that it | :07:59. | :08:03. | |

life sentence. One of his victims was a 12-year-old altar boy. Martin | :12:59. | :13:03. | |

Raphoe is a largely rural community with a deep-seated Catholic faith | :14:04. | :14:08. | |
and there is no doubt that some people look the other way when | :14:08. | :14:12. | |
others are making allegations and every new case opened up old wounds | :14:12. | :14:16. | |
for those victims who have already reached adulthood. There were so | :14:16. | :14:20. | |
many paedophiles out care that are only coming to light at the moment | :14:20. | :14:25. | |
- - out there. That is hard for me to understand, the people did not | :14:25. | :14:32. | |
realise this before. If abuse it it it - - is accepted, validated, then | :14:32. | :14:35. | |
people might be able to deal with that, but hiding it is not an | :14:35. | :14:40. | |
option any more. There have already been reports that this or that have | :14:40. | :14:44. | |
discovered at the start the 20 priests were involved in the sexual | :14:44. | :14:49. | |
assault of hundreds of people in the Raphoe diocese. These reports | :14:50. | :14:55. | |
have been called inaccurate by the Bishop of Raphoe, who says he has | :14:55. | :15:05. | |

sanctuary has taken 10 animals and the vet has been sent across to | :18:45. | :18:50. | |
treat the horses and ponies. I lot of the horses were very sick, | :18:50. | :18:57. | |
infectious, dirty noses, dirty eyes. Really miserable and someone near | :18:57. | :19:03. | |
death's door. In fact, we lost a horse yesterday. We have to have | :19:03. | :19:07. | |
