term fix to fill gaps left by the retirement of large numbers of | :07:53. | :07:56. | |
experienced police officers in a very short period of time but here | :07:56. | :08:01. | |

two former retired officers, they both spoke to the BBC and said they | :08:10. | :08:15. | |
