am totally trapped. Schools are constantly being told | :07:27. | :07:29. | |
they have to improve their performances and many have | :07:29. | :07:33. | |
extremely good exam results. But the latest report from the Chief | :07:33. | :07:38. | |
Inspector of Schools is not all rosy. Of particular concern is the | :07:38. | :07:48. | |

poor exam results among pupils from disadvantaged backgrounds. | :07:52. | :07:56. | |
Skills are keen to display their talents, but behind the success is, | :07:56. | :08:01. | |
there are feelings. The good news is that so exam success has | :08:01. | :08:05. | |
improved. The bad news is it has not improved enough. The target is | :08:05. | :08:10. | |

hard to reach groups, those furthest from the labour market, | :12:22. | :12:26. | |
that really need the additional help and support to gain posts | :12:26. | :12:30. | |
within the trust. The project hopes that private sector employer it | :12:30. | :12:34. | |
will also consider ring-fencing posts for young people who have | :12:34. | :12:41. | |
left care. That means, like Mark, they can avoid becoming an | :12:41. | :12:51. | |
:12:51. | :12:57. | ||
unemployment statistic. The Supreme Court in Dublin has | :12:57. | :12:59. | |
dismissed an appeal by Fermanagh businessman Sean Quinn Junior | :12:59. | :13:02. | |
against his conviction and imprisonment for contempt of court. | :13:02. | :13:05. | |
But the judges ruled that he should not have been jailed indefinitely. | :13:05. | :13:07. | |

living in fear of abuse are attack because they are seen as being | :13:33. | :13:43. | |

different from society. This week, we have been looking at our hate | :13:43. | :13:47. | |
crime legislation, which was brought in in 2004 and asking, is | :13:47. | :13:54. | |
it working? Giving so few cases result in a hate crime legislation | :13:54. | :14:01. | |
-- conviction. Michael Bailey, who was injured in the Troubles, | :14:01. | :14:04. | |
certainly doesn't think so. He has seen life from two perspectives - | :14:04. | :14:08. | |
as able-bodied and as disabled - and feels he has become a victim of | :14:08. | :14:09. | |
hate crime. 21st July, 1972, bloody Friday, one | :14:09. | :14:13. | |
of the blackest days of the Troubles. IRA bombs exploded across | :14:13. | :14:19. | |
Belfast, killing nine and injuring 130. Michael Bailey was one of the | :14:19. | :14:24. | |
injured. Although he recovered, got married and had three children, he | :14:24. | :14:27. | |
says the effects of the bomb have taken their toll. Seven years ago | :14:27. | :14:31. | |
he was diagnosed with a muscle- wasting illness, which has left him | :14:31. | :14:36. | |
in a wheelchair. That is when the trouble started. The tontine, | :14:36. | :14:40. | |
spitting in the street, his bins and shed were set on fire, his | :14:40. | :14:44. | |
mobility scooter destroyed. He says he is too scared to leave home at | :14:44. | :14:52. | |
night. It makes me feel I am totally trapped. I feel unsafe. I | :14:52. | :14:59. | |
feel like I have nowhere to go to feel safe. Apart from the daily | :14:59. | :15:02. | |
abuse, Michael has also been confronted in the street in broad | :15:02. | :15:10. | |
daylight. They were calling me names and pushing me, and digging | :15:10. | :15:16. | |
me in, I had �10 and I gave it to them. They went through my sports | :15:16. | :15:24. | |
bag and took whatever they wanted. I held on to my nature. I said, you | :15:24. | :15:33. | |
have mothers, you have grandmothers, why are you doing this? I pressed | :15:33. | :15:38. | |
my panic button and they dispersed. Michael has reported many of the | :15:38. | :15:40. | |
incidents to the police but he wonders if they realise her fright | :15:40. | :15:50. | |
:15:50. | :15:53. | ||
and he is. IPhone 999. -- I called 999. He said that it was just for | :15:53. | :15:56. | |
emergencies. He gave me the impression as if it was not an | :15:56. | :16:01. | |
emergency for me. In Leicestershire in 2007, Fiona Pilkington told | :16:01. | :16:05. | |
herself and her disabled daughter after years of torment by youths. | :16:05. | :16:11. | |
She had contacted the police many times over many years. Michael was | :16:11. | :16:15. | |
devastated by her case and fees lessons must be learned to avoid | :16:15. | :16:21. | |
such a tragedy again. And they keep saying about different parts of the | :16:21. | :16:26. | |
roads, a child is knocked down, it is only until somebody is killed | :16:26. | :16:29. | |
that something happens. After we carried out that interview, | :16:29. | :16:32. | |
the Housing Executive and the police have assured Michael they | :16:32. | :16:35. | |
will be dealing with his case and have promised extra security until | :16:35. | :16:38. | |
he can be rehoused. According to a recent report, there have only been | :16:38. | :16:41. | |
a handful of hate crime prosecutions here. The police say | :16:41. | :16:44. | |
it is down to their difficulty in proving a crime was motivated by | :16:44. | :16:50. | |
hate. Is this the right message to be sending to victims? I put that | :16:50. | :16:56. | |
question to Chief Superintendent Mark Hamilton. | :16:56. | :17:01. | |
Clearly, the needs of victims are at the heart of what we want to do, | :17:01. | :17:06. | |
but we are investigating the crimes. Edie 5% of hate crimes reported get | :17:06. | :17:11. | |
