pretty soggy. Thank you. That is all from the BBC. We

:00:00.:00:00.

Good evening, the headlines on BBC Newsline: Echoes of Greece - I'm in

:00:00.:00:25.

Dublin where the authorities have taken into care a blonde blue eyed

:00:26.:00:27.

girl living with a Roma family. A significant ruling for gay and

:00:28.:00:37.

unmarried couples wanting to adopt - we've the details.

:00:38.:00:43.

Tomorrow marks the 20th anniversary of the Shankill bombing - tonight,

:00:44.:00:46.

hundreds are turning out to remember those killed in terrorist

:00:47.:00:55.

atrocities. It would not be the Turner Prize if

:00:56.:01:00.

there was not some element of controversy. This year is no

:01:01.:01:05.

different. Some pupils have already been banned from visiting this one.

:01:06.:01:11.

Northern Ireland has a new world champion.

:01:12.:01:16.

And there's a risk of localised flooding in places tonight, and

:01:17.:01:20.

parts of the east could again be the target.

:01:21.:01:25.

A seven-year-old girl has been taken into care in Dublin, while it's

:01:26.:01:30.

established if a Roma couple who say she's their daughter, are telling

:01:31.:01:38.

the truth. Following a case of alleged abduction in Greece, the

:01:39.:01:41.

Gardai used emergency laws to remove the child from a house in Tallaght

:01:42.:01:44.

in the south west of the city. Shane Harrison has more information.

:01:45.:01:48.

Shane, how did Gardai find out about this?

:01:49.:01:58.

Well, because of the Republic's laws, guidelines and rules

:01:59.:02:01.

protecting children, very little is being set on the record. What we do

:02:02.:02:06.

know is that a member of the public contact the gardai on Facebook and

:02:07.:02:11.

alerted them to her concerns that a blonde haired, blue-eyed

:02:12.:02:16.

seven-year-old girl was living with a Roma family. She looked very

:02:17.:02:19.

different from the parents and her siblings. Embers of the child

:02:20.:02:26.

protection unit went to the family to see for themselves. -- members.

:02:27.:02:30.

The family insisted the girl was born in 2006 at a hospital in

:02:31.:02:37.

Dublin. That he was -- she was a member of their family. The gardai

:02:38.:02:41.

were not satisfied with their explanations were with the documents

:02:42.:02:44.

they produce. They sought an emergency health care order to place

:02:45.:02:51.

the child in care. Local people have been giving their reaction about a

:02:52.:02:55.

case that is similar to that of Maria in Greece. It is really too

:02:56.:03:02.

shocking to hear about. All I heard about it was about

:03:03.:03:09.

Greece. I am really shocked. I would be very concerned. I hope there is

:03:10.:03:15.

an innocent explanation. I would hate to think any child was taken or

:03:16.:03:21.

abducted. Until proven guilty, everyone is innocent. You can point

:03:22.:03:25.

the finger all you want, what there is no proof just yet.

:03:26.:03:31.

It is our understanding that even as we speak there is an attempt to get

:03:32.:03:37.

an order extending that emergency childcare for up to 28 days, to

:03:38.:03:42.

allow for DNA tests and to allow for the authorities to see if the

:03:43.:03:46.

documents stand up and whether there is an innocent explanation for this.

:03:47.:03:52.

Next, a big announcement for unmarried and gay couples who want

:03:53.:03:55.

to adopt. The Health Minister has been told he cannot appeal a court

:03:56.:03:58.

ruling lifting the ban. Marie-Louise Connolly can take us through this.

:03:59.:04:08.

As it stands, you can only adopt if you are married. What has changed?

:04:09.:04:14.

This decision, which brings us in line with the rest of the UK, means

:04:15.:04:18.

that gay and unmarried couples can adopt. Because the ruling comes from

:04:19.:04:25.

the highest court in the land, it means it cannot be challenged. This

:04:26.:04:29.

will be seen as a major victory for same-sex couples and unmarried

:04:30.:04:36.

couples who want to have family. The Supreme Court dismissed the case as

:04:37.:04:41.

the application did not satisfy the criteria of raising an arguable

:04:42.:04:45.

point of law of general public importance. It was immediately

:04:46.:04:49.

dismissed. The Health Minister had wanted the decision to be

:04:50.:04:53.

overturned. It is not now happening. What has been his reaction? The

:04:54.:05:00.

Minister has released a statement. He has said that it is with

:05:01.:05:03.

disappointment he cannot appeal that decision. The minister says he is

:05:04.:05:08.

currently considering the implications for the adoption bill,

:05:09.:05:14.

which is being drafted and which he hopes to introduce to the assembly

:05:15.:05:17.

next year. This is the second major ruling that has gone against Edwin

:05:18.:05:22.

Poots in less than a week. Last Friday, the decision came on the

:05:23.:05:31.

issue of gay blood. That decision was described as irrational that gay

:05:32.:05:34.

men would not be able to give blood in Northern Ireland. Among the

:05:35.:05:38.

criticism directed at the Health Minister was the fact that he was

:05:39.:05:42.

allowing his own religious beliefs to cloud his judgement. Something he

:05:43.:05:48.

denied. Just before I came on air, there was a statement from the

:05:49.:05:51.

Alliance Party who said that his position as Health Minister has been

:05:52.:05:55.

seriously undermined eye success of legal failures.

:05:56.:06:03.

-- undermined by successive legal failures. Hundreds of people in the

:06:04.:06:06.

Shankill area of West Belfast are taking part in a special remembrance

:06:07.:06:09.

event this evening. The walk takes in five locations, where 25 people

:06:10.:06:12.

were killed in attacks during the Troubles. Tomorrow is the 20th

:06:13.:06:15.

anniversary of the attack at Frizzell's fish shop, where ten

:06:16.:06:19.

people died. Chris Page is on the Shankill Road for us now.

:06:20.:06:29.

Yes, there is a real spirit of community and remembrance here. The

:06:30.:06:33.

ceremony has just started. Several hundred people have gathered. Over

:06:34.:06:38.

40 years ago there was a furniture shop here. A bomb killed four

:06:39.:06:44.

people. This is one of the five locations people will be visiting

:06:45.:06:50.

tonight. 25 people were killed in those places, more than 200

:06:51.:06:55.

injured. Jackie is one of the organisers. What are people thinking

:06:56.:07:00.

tonight? It is a very sad occasion but we are here to show compassion

:07:01.:07:06.

and solidarity with the families. We will be doing it tomorrow at West

:07:07.:07:12.

Kirk. We are also aware there were four other no warning bombs in which

:07:13.:07:16.

25 people were killed in total and 300 injured. This is to remember all

:07:17.:07:24.

of that. And this particular Balmoral showroom bomb was one of

:07:25.:07:27.

the five no warning bombs that killed people. We're here remember

:07:28.:07:33.

this. We hope that it helps to bring about healing for those who were

:07:34.:07:37.

briefed and for those who were injured, and for this whole

:07:38.:07:43.

community which suffered so much during the Troubles. How important

:07:44.:07:52.

is it for people to remember? Crewe this is a genuine outpouring of

:07:53.:07:59.

community spirit. -- this is a genuine outpouring of community

:08:00.:08:02.

spirit. This should never, ever happen again. That is all from the

:08:03.:08:08.

Shankill for now. We will have a full report on the late News at

:08:09.:08:13.

10:25pm. A secret journal being written by

:08:14.:08:16.

the high profile Sinn Fein official and Republican informer Denis

:08:17.:08:19.

Donaldson shortly before he was shot dead, is at the centre of a dispute

:08:20.:08:22.

between the Gardai and the Police Ombudsman. The journal was found by

:08:23.:08:28.

police in a County Donegal cottage where he was killed.

:08:29.:08:35.

For 20 years, Denis Donaldson led a secret life as an informer for MI5

:08:36.:08:46.

and the police. In April 2006, his body was found in this remote family

:08:47.:08:50.

cottage in Donegal. He had gone there after being told by the police

:08:51.:08:54.

that the media were going to expose his role as an agent. His family

:08:55.:08:59.

have alleged that PSNI officers who knew about his secret role, may have

:09:00.:09:04.

exposed him as an agent and contributed to his death. They

:09:05.:09:09.

believe a journal written by Denis Donaldson could contain crucial

:09:10.:09:12.

evidence about his killers. The journal was removed from the cottage

:09:13.:09:17.

by gardai. They initially said they would return it to the family but

:09:18.:09:22.

have refused to do so. Now they have refused repeated requests to send it

:09:23.:09:27.

to the police ombudsman here. His investigators want to read it as

:09:28.:09:31.

part of inquiry into allegations that police officers may have

:09:32.:09:35.

contributed to Denis Donaldson's death. A solicitor for the family

:09:36.:09:39.

said they cannot understand why one law-enforcement agency will not

:09:40.:09:44.

share information with another. I think it is ridiculous. It is

:09:45.:09:52.

nonsensical. It is nonsensical that the police ombudsman is only trying

:09:53.:09:59.

to investigate an issue, and it is simply beyond the family's reason as

:10:00.:10:03.

to why the gardai would obstruct it. The honours man has told the BBC

:10:04.:10:07.

that despite the gardai refusal to make the journal available,

:10:08.:10:12.

investigators have discovered new lines of inquiry which are well

:10:13.:10:17.

underway. The gardai have not responded to questions about their

:10:18.:10:23.

decision. Coming up before seven, find out why

:10:24.:10:30.

a shortage of office space could be threatening job creation.

:10:31.:10:34.

It's a big day for Londonderry as the city prepares for what it hopes

:10:35.:10:40.

will be an influx of thousands of art fans. The ?25,000 top Turner

:10:41.:10:45.

Prize will be awarded in December. But first, our arts correspondent

:10:46.:10:51.

reveals the contenders. We have had a preview of the

:10:52.:10:57.

exhibition of the Turner Prize. This used to be the living quarters for

:10:58.:11:01.

the soldiers in the barracks. It is the first time the Turner Prize has

:11:02.:11:05.

been outside England and it is a bit of a coup for the UK city of

:11:06.:11:10.

culture. Sometimes unorthodox, sometimes controversial. First up in

:11:11.:11:16.

Gallery number four, well, we're not allowed to film. It is an empty room

:11:17.:11:21.

with people starting up conversations with the visitors. The

:11:22.:11:30.

other exhibits include large paintings by a Canadian painter. A

:11:31.:11:37.

public spat has caused a four raw here. Visitors can sketch this

:11:38.:11:47.

figure of a naked man. No I'm quite surprised that there have been a

:11:48.:11:53.

couple of schools that have not allowed their children to come and

:11:54.:11:56.

join. It was not a problem when I showed it in Manchester. Maybe there

:11:57.:12:02.

is a pocket of conservatism in this part of the world. How does a

:12:03.:12:05.

veteran of other Turner Prize is in England view this opposition? --

:12:06.:12:12.

exhibition? It is astonishing. To somebody who has never been to Derry

:12:13.:12:16.

before, this set of buildings look beautiful. The galleries are

:12:17.:12:20.

possibly slightly smaller than at Tate Britain. But there is a real

:12:21.:12:24.

intimacy. Personally I think the show looks great. Tate Britain shows

:12:25.:12:31.

Derry for its first trip outside England. -- chose. We want the

:12:32.:12:37.

Turner Prize to travel. I think it becomes more interesting when it

:12:38.:12:42.

leaves London. I have not got a favourite. I am the chair of the

:12:43.:12:49.

jury! No! This showing was for the media only. It opens proper to all

:12:50.:12:53.

visitors first thing in the morning. The good news is that unlike the

:12:54.:12:57.

Turner Prize when it is held in London, this exhibition is free.

:12:58.:13:00.

Unless you want the catalogue at ?3. The winner will be decided in

:13:01.:13:12.

December. It's been reported today that the local construction industry

:13:13.:13:15.

has finally come out of recession after five years. But in another

:13:16.:13:19.

part of the economy, BBC Newsline has been told that there is a crisis

:13:20.:13:22.

situation. A shortage of 'quality' office space in Belfast is so bad it

:13:23.:13:26.

threatens to undermine attempts to win jobs from the UK and overseas.

:13:27.:13:29.

This report from our business correspondent Julian O'Neill. The

:13:30.:13:36.

locked doors lies abandoned office space. Much of what is gathering

:13:37.:13:43.

dust is too old and too small. A report due from commercial agents

:13:44.:13:47.

Lisney will say that Belfast lacks a supply of quality offices. Try

:13:48.:13:55.

selling this to an inward investor. Typically a lot of these guys are

:13:56.:13:59.

footloose, they will look at Glasgow, Manchester and Birmingham

:14:00.:14:03.

and Belfast. Belfast has a competitive edge in terms of

:14:04.:14:07.

pricing, but in terms of availability we are low in stock. We

:14:08.:14:12.

are close to crisis point. Belfast has 9000 square -- 900,000 square

:14:13.:14:18.

feet of empty office space. Quarter of the stock is known as grade A. --

:14:19.:14:27.

a quarter of the stock. Desirable space will soon be met. Occupancy

:14:28.:14:36.

deals are close leaving stock low. Some help is in the pipeline.

:14:37.:14:40.

Belfast Harbour is developing new offices on the waterfront at a cost

:14:41.:14:45.

of ?10 million. There have been detailed discussions with invest NI

:14:46.:14:51.

on who might fill them. A recent investment conference have given us

:14:52.:14:56.

a lot of positivity in terms of foreign investment coming to Belfast

:14:57.:14:59.

and we have had a number of discussions with clients and we are

:15:00.:15:04.

quite buoyant about the level of demand that we can satisfy. One big

:15:05.:15:11.

factor in this, there has been precious little finance available in

:15:12.:15:15.

recent years for private sector developments. There have been

:15:16.:15:20.

exceptions, like this building down by the law courts. The problem may

:15:21.:15:29.

now need more radical thinking with Invest NI looking to see if Stormont

:15:30.:15:35.

needs to intervene. Still to come on BBC Newsline... The Belfast student

:15:36.:15:39.

setting the gold standard in archery. The only secondary school

:15:40.:15:50.

in Crumlin in County Antrim could close next year, even though there

:15:51.:15:53.

are thousands of school pupils in the area. Crumlin Integrated College

:15:54.:15:56.

has been hit by several years of controversy. But as Mark Simpson

:15:57.:15:59.

reports, the Ulster Unionist Party says the school must be kept open.

:16:00.:16:11.

Pupils leaving Crumlin Integrated College today, unsure whether their

:16:12.:16:14.

school has a future. It is not the first time it has been in the

:16:15.:16:19.

spotlight. Last year some parents and pupils staged a protest,

:16:20.:16:24.

following a highly critical inspectors report, which led to the

:16:25.:16:28.

principle being suspended and having to undergo retraining. This protest

:16:29.:16:33.

was over plans for her to return to the school. Also last year, police

:16:34.:16:38.

investigated reports of a death threat against the principle.

:16:39.:16:42.

Numbers have dropped in recent years at the school and a committee at the

:16:43.:16:49.

education board has recommended its closure. A former school governor

:16:50.:16:52.

says doing that would be a huge mistake. There are plenty of pupils

:16:53.:16:59.

in Crumlin and I would like to see support coming from across the board

:17:00.:17:06.

and keeping the school thriving. The family which lives across the road

:17:07.:17:09.

from the school has two primary schoolchildren and their father is

:17:10.:17:15.

worried about the future. Our alternatives are to go to Lurgan,

:17:16.:17:21.

Lisburn or Belfast. We feel that it has been closed down for people who

:17:22.:17:26.

live here. This is an increasing problem -- population. If the board

:17:27.:17:33.

decides to close the school, the gates would not shut immediately,

:17:34.:17:37.

there would be a two-month public consultation period and the decision

:17:38.:17:41.

would have to be approved at the highest level, by the Education

:17:42.:17:45.

Minister. The future of the school will be discussed at a board meeting

:17:46.:17:50.

next week. Tonight the Board said all options would be considered

:17:51.:17:53.

Now - in a moment we'll meet our latest world champion. But first,

:17:54.:18:03.

Stephen Watson has news on Rory McIlroy. He may not have won much

:18:04.:18:06.

this year and he's been talking about that. It has been

:18:07.:18:13.

disappointing. As his troubled year draws near an end, Rory McIlroy has

:18:14.:18:17.

admitted to being 'undergolfed' in the early part of the season. He's

:18:18.:18:20.

now looking to end on a high, starting with the BMW Masters in

:18:21.:18:28.

Shanghai. He is so popular in the Far East. After his second place

:18:29.:18:34.

finish at the Korean Open, he has now arrived in China, where he

:18:35.:18:37.

remains a huge draw. Nikki Gregg's report includes flash photography.

:18:38.:18:47.

In this part of the world, they cannot get enough of Rory McIlroy.

:18:48.:18:51.

Fans turned out for a golf clinic with him and he was happy to give

:18:52.:18:56.

advice to both the smallest and the tallest, including this seven foot

:18:57.:19:02.

one NBA star. He is rethinking his own approach to the game, admitting

:19:03.:19:06.

that his schedule at the start of the year could have been better

:19:07.:19:12.

planned and has affected his form. I felt like I was under golf to.

:19:13.:19:16.

Especially with a few changes that I had to go through. You identify

:19:17.:19:23.

things in competitive play, more than practice, and it has definitely

:19:24.:19:28.

been a transitional year and a learning year and hopefully I can

:19:29.:19:33.

put all the things I have learned into practice going forward. The

:19:34.:19:38.

next up is a strong finish to an inconsistent year. It is hugely

:19:39.:19:47.

important this week and next week. I want to get myself into the race for

:19:48.:19:53.

Dubai and give myself a shot at defending my title in a few weeks.

:19:54.:19:58.

He remains a huge hit in the Far East and he is keen to prove he has

:19:59.:20:02.

rediscovered his rhythm on the golf course. Northern Ireland has a new

:20:03.:20:11.

double world Champion. 17-year-old Patrick Houston, a schoolboy at

:20:12.:20:14.

Campbell College in Belfast, won gold at the weekend in both

:20:15.:20:17.

individual and team events at the World Archery Youth Championships in

:20:18.:20:20.

China. Thomas Niblock has been to meet him. Patrick Euston is an Irish

:20:21.:20:31.

champion, a British champion, a European champion and I am the

:20:32.:20:38.

lighted to say now, you are a world champion. Congratulations. It is

:20:39.:20:42.

brilliant. I am pleased with how I have done. You just got back from

:20:43.:20:51.

China. The runway was flooded when we arrived in Belfast and we had to

:20:52.:20:56.

take off again. You made it into school? I came in for an hour and

:20:57.:21:04.

then I went home. What was the experience like in China? I was

:21:05.:21:10.

pleased with how little nerds I felt. When I finished shooting, the

:21:11.:21:16.

raw joy of winning was indescribable -- nerve. What about the

:21:17.:21:25.

Commonwealth Games and the Olympics? There are a series of selection

:21:26.:21:29.

shoots which will be held before the Olympics. There is no reason why I

:21:30.:21:35.

cannot beat the other archers. Is that the ultimate aim? Ever since I

:21:36.:21:41.

started winning competitions, I have that as a view. That has become more

:21:42.:21:51.

realistic. We wish you all the best. Who knows? He could be a possible

:21:52.:21:57.

Olympic champion. And congratulations are also due to

:21:58.:22:00.

Rebecca Lennon from Banbridge who won a bronze medal at the world

:22:01.:22:03.

championships. And there's more on those archery successes on BBC Sport

:22:04.:22:07.

online. A good week for Ulster Rugby continued today with news that

:22:08.:22:10.

back-row forward, Chris Henry, has signed a new three year deal that

:22:11.:22:13.

will keep him at Ravenhill until at least June 2017. Meanwhile John Afoa

:22:14.:22:17.

says he hasn't decided where he'll be playing rugby next season. The

:22:18.:22:20.

All Black's contract with Ulster comes to an end in May and there's

:22:21.:22:23.

ongoing speculation that he may be tempted to return to New Zealand.

:22:24.:22:34.

And when to try and look and do things now. I want to get back and

:22:35.:22:39.

playing around Christmas. I will speak to my wife and see what we

:22:40.:22:43.

want to do. Last year I was looking to go home, but I am now hoping to

:22:44.:22:48.

stay on. I am at the end of my contract and looking at everything.

:22:49.:22:54.

At the World Amateur Boxing Championships, Flyweight Paddy

:22:55.:22:56.

Barnes has won again and joins Michael Conlan and Tommy McCarthy in

:22:57.:22:59.

the quarterfinals, which are live behind the BBC Red Button tomorrow

:23:00.:23:04.

from 9am. Through the best and worst of times in the last 40 years, one

:23:05.:23:08.

television programme's been there. BBC Northern Ireland's award winning

:23:09.:23:10.

Spotlight programme is synonymous with investigative journalism.
