known as "fracking" is widely used in America, but is proving | :01:00. | :01:02. | |
controversial and the proposals here have already run into problems | :01:02. | :01:05. | |
too with campaigners warning the drilling could prove dangerous and | :01:05. | :01:15. | |

threaten water supplies. John Even on a day like today the | :01:17. | :01:21. | |
Mendips offer spectacular views from the Bristol Channel to | :01:21. | :01:25. | |
Dorset's Jurassic coast. The hills provide water, tourism, farming, | :01:25. | :01:32. | |
but could they provide so much more? A huge gas supply? | :01:32. | :01:39. | |
The company UK Methane wants to sink test holes across 564 | :01:39. | :01:44. | |
kilometres of Somerset in search of gas that it would access through | :01:44. | :01:54. | |

fracking. So what is fracking? Well, its full name is hydraulic | :01:55. | :02:01. | |
fracturing. Bores drill down 9,000 feet to access the gas. Explosions | :02:01. | :02:05. | |
strip the rock and water, sand and other chemical are pumped in to | :02:05. | :02:09. | |
release the gas. And my concern is that any activity, | :02:09. | :02:13. | |
is going to come back and through the caves and pollute the water and | :02:13. | :02:18. | |
out into the atmosphere. Explosives expert, Nigel Taylor | :02:18. | :02:24. | |
says the geology in the Mendips is just too unstable to handle process. | :02:24. | :02:29. | |
The fracking will damage the limestone and the gases will expand | :02:29. | :02:32. | |
out through the rocks. These gases will come out and | :02:32. | :02:36. | |
pollute the water supplies and the area. It is not to be treated | :02:36. | :02:40. | |
lightly. We must get the checks and balances in place before | :02:40. | :02:48. | |
permissions are given. In America, there are claims that | :02:48. | :02:52. | |
the methane can leak into the domestic water supply with alarming | :02:52. | :03:02. | |

And in Lancashire, drilling has stopped for an investigation after | :03:04. | :03:09. | |
two small earthquakes occurred in recent months. The company mined | :03:09. | :03:15. | |
the Somerset plans says its work is approved by the Government and is | :03:15. | :03:18. | |
tightly controlled. I know there has been a lot of | :03:18. | :03:23. | |
controversy over fracking, but if you go by the Government Select | :03:23. | :03:26. | |
Committee's report and the Environment Agency comments, then | :03:26. | :03:30. | |
it is quite safe and this is all very, very strictly governed. We | :03:30. | :03:36. | |
wouldn't be able to do do anything that was not safe. | :03:37. | :03:42. | |
If fracking comes here, UK Methane says thousands of jobs will be | :03:42. | :03:46. | |
created and the the gasworks could be concealed underground. Right now, | :03:46. | :03:51. | |
there are more questions than answers. Crucially, is there gas in | :03:51. | :04:01. | |

the hills in the the first place? Friends and family of a Bristol | :04:02. | :04:04. | |
student, who has now been missing for four days, say they're | :04:05. | :04:07. | |
extremely concerned for his safety. 19-year-old William Appleby was | :04:07. | :04:12. | |
last seen inside a nightclub in the early hours of Sunday morning. | :04:12. | :04:16. | |

William Appleby with his group of friends. They were celebrating the | :04:34. | :04:37. | |
end of their first year at university. We are told it wasn't a | :04:38. | :04:42. | |
wild night out, but we know that William had been drinking. None of | :04:42. | :04:46. | |
his friends saw him leave the club and it was later on Sunday that the | :04:46. | :04:50. | |
alarm was raised. A a keen skateboarder, William | :04:50. | :04:55. | |
Appleby and his friends regularly go to Motion Nightclub in Bristol. | :04:55. | :04:58. | |
The club has a skate park inside and is busy on Saturday nights. He | :04:58. | :05:04. | |
is a student at UWE studying for a media degree and he and his friends | :05:04. | :05:08. | |
were relaxing before starting their summer break. They saw him inside | :05:08. | :05:13. | |
the club at around 2.30 am. Usually after nights out, he would | :05:13. | :05:17. | |
be the first one awake. He would be knocking on our doors trying to get | :05:17. | :05:23. | |
us up and stuff. For him to go the opposite and not be about is out of | :05:23. | :05:26. | |
character. Avon and Somerset Police say his | :05:26. | :05:31. | |
mobile phone was in use at 3.30 am. We know Will had been drinking with | :05:31. | :05:35. | |
his friends. It wasn't unusual for Will to leave the nightclub by | :05:35. | :05:38. | |
himself and his friends who tried to text him were not concerned at | :05:38. | :05:43. | |
the time, but it wasn't until the following morning that Will wasn't | :05:43. | :05:47. | |
at their accommodation that they raised the alarm and we were aware | :05:47. | :05:53. | |
and we started the investigation. William's family family contacted | :05:53. | :05:58. | |
police after he failed to catch a bus. In the back of their minds | :05:58. | :06:02. | |
students like James Bubear and Casper Flagg who died in Bath after | :06:02. | :06:08. | |
after nights out. Although term has finished at UWE. The university is | :06:08. | :06:12. | |
advising students to be careful. We have a clear message around that | :06:12. | :06:17. | |

Overall there were 1,306 reports of safeguarding concerns for the over | :10:39. | :10:44. | |
65s to local authorities in the last year. More than half were | :10:44. | :10:52. | |
found to be true. 594 of them were categorised as Physical abuse. 402 | :10:52. | :10:56. | |
were financial and 342 were about neglect. We've all been shocked by | :10:56. | :10:59. | |
the cases of abuse of elderly people in our care homes, most | :10:59. | :11:03. | |
recently at the hands of nurse manager, Rachel Baker. She is | :11:03. | :11:06. | |
serving ten years after the manslaughter of an elderly resident | :11:06. | :11:10. | |
at Parkfields Care home in Somerset. Concerns have also been raised | :11:10. | :11:13. | |
about a number of homes run by Mimosa Health Care in Bristol | :11:13. | :11:17. | |
including worries about the alleged neglect of a patient. They have | :11:17. | :11:21. | |
been told to improve by the regulator or face legal action. Now | :11:21. | :11:24. | |
we also have data from Bristol City Council revealed under the Freedom | :11:24. | :11:27. | |
of Information Act which shows that last year 654 vulnerable adults | :11:27. | :11:29. | |
were referred to Social Services because of suspected abuse, but | :11:29. | :11:38. | |
there was not a single serious case review. That's something which | :11:38. | :11:44. | |
review. That's something which concerns the charity, Elder Abuse. | :11:44. | :11:51. | |
That's a concerning statistic for Action on Eld abuse. Within child | :11:51. | :11:59. | |
pro tux, serious case reviews are are mandatory. | :11:59. | :12:04. | |
But we are concerned out of that many referrals, there hasn't been a | :12:04. | :12:08. | |
Serious Case Review because serious case reviews are about learning | :12:08. | :12:11. | |
lessons and ensuring there is better protection for other older | :12:11. | :12:14. | |
people. Bristol City Council says there | :12:14. | :12:17. | |
would only be a serious case review if there was a death caused by | :12:17. | :12:20. | |
institutional failure, but one thing all parties do agree on is | :12:20. | :12:23. | |
the need for people report concerns to councils and if that abuse could | :12:23. | :12:26. | |
be life threatening then the police should also be involved and on this | :12:27. | :12:36. | |
