jobs will stay, the rest will be phased out, starting in the second | :01:52. | :01:55. | |

and experts alike expect unemployment to rise, as it has | :02:53. | :02:59. | |

A multi-million pound plan for the future of the West's rail network | :03:15. | :03:18. | |
was unveiled today by the new man in charge. His vision could see two | :03:18. | :03:20. | |
more platforms at Bristol's historic Temple Meads station, an | :03:20. | :03:23. | |
upgrade of signalling equipment across the region and improvements | :03:23. | :03:27. | |
in punctuality. From 2013, the rail line from London to Bristol will be | :03:27. | :03:32. | |
electrified. And as John Maguire reports, that is something Network | :03:32. | :03:38. | |
Rail is hoping to capitalise on. We are travelling by rail in | :03:38. | :03:42. | |
numbers not seen since the 1920s. Demand is like a runaway train, and | :03:42. | :03:47. | |
the rail industry is desperately trying to keep up. So there are | :03:47. | :03:50. | |
grand plans on the line ahead, all designed to ensure the West's | :03:50. | :03:53. | |
railway network can cope with a predicted 50% increase in traveller | :03:53. | :03:57. | |
numbers in the not-too-distant future. And passengers are clear | :03:57. | :04:06. | |
about their priorities. Capacity, capacity, and more capacity. | :04:06. | :04:10. | |
Capacity, because there is enormous growth taking place in rail usage | :04:10. | :04:15. | |
in this part of the world, and to enable us to relieve congestion on | :04:15. | :04:19. | |
the roads. Until we have a decent rail system, people will stick on | :04:20. | :04:24. | |
the roads. Dealing with the lack of seats on the trains. At the moment, | :04:24. | :04:28. | |
going to London, Paddington has more overcrowded trains than any | :04:28. | :04:32. | |
other London station. There is a long list of projects ahead, and | :04:32. | :04:35. | |
the biggest difference should come with what is called the "spark | :04:35. | :04:38. | |
effect" - the electrification of the line from London to Cardiff. It | :04:38. | :04:41. | |
means that stations off the main route will not benefit at first, | :04:41. | :04:43. | |
but hundreds of millions will be spent redoubling the Swindon to | :04:43. | :04:45. | |
Kemble line. There will be improvements at Gloucester, | :04:45. | :04:47. | |
Cheltenham and Taunton, and crucially Bristol Temple Meads, | :04:47. | :04:56. | |
where even the Victorian roof has not hampered the blue-sky thinking. | :04:56. | :05:00. | |
Here is one idea being looked at Temple Meads. This is a car fight | :05:00. | :05:04. | |
at the moment but if they want to get people out of these and back | :05:04. | :05:11. | |
onto rails, what about turning back the clock? This, obviously the old | :05:11. | :05:14. | |

What sort of cuts are bringing protesters out on a chilly night | :10:02. | :10:06. | |

they are keeping quiet at the moment, because the action has | :10:10. | :10:14. | |
moved indoors, into the council chamber, when North Somerset are | :10:14. | :10:18. | |
discussing the serious business of cutting the budget by �14 million. | :10:18. | :10:23. | |
It will be a big challenge, it will be difficult, but as councillors | :10:23. | :10:33. | |

arrived for this evening's meeting, they were met by a noisy protest. | :10:34. | :10:42. | |
Youth Club! Youth club! The young people were protesting | :10:42. | :10:46. | |
about what is happening to use services in North Somerset. Joining | :10:46. | :10:50. | |
in were union members worried about what is happening to their jobs, | :10:50. | :10:57. | |
there is a pay freeze, 160 posts are going, but the loudest voices | :10:57. | :11:00. | |
are these young people from North Somerset who have come along to | :11:00. | :11:04. | |
lobby councillors. The opposition has come most strongly from one | :11:04. | :11:09. | |
place, Portishead Youth Centre. They are determined it will not be | :11:09. | :11:14. | |
their last dance. Portishead Youth Centre is the right thing. It has | :11:14. | :11:19. | |
350 members and is one of the best in the West, and just benefited | :11:19. | :11:24. | |
from a million-pound refurbishment. There are not many places to go, | :11:24. | :11:28. | |
but since it was read done it is like a new high and four at the one. | :11:28. | :11:34. | |
It is fun, a place to hang out with two or friends -- it is like a new | :11:34. | :11:38. | |
home for everyone. So there were shocked when they learned of plans | :11:38. | :11:42. | |
to close the youth service. Most of the million-pound budget will go | :11:42. | :11:46. | |
and youth workers will lose their jobs. A campaign is underway to a | :11:46. | :11:53. | |
pose that. I was disappointed in north Somerset council. I heard | :11:53. | :11:58. | |
they were going to take this away, I was disappointed to be a part of | :11:58. | :12:02. | |
North Somerset. The Conservative Front administration insists they | :12:02. | :12:06. | |
do not want to make these cuts but with council tax frozen, government | :12:06. | :12:11. | |
funding being could yet again, services such as caring for the | :12:11. | :12:15. | |
elderly are being given priority. Our job is to do the best job | :12:15. | :12:20. | |
possible and reduce the affects of the cuts which are coming, and that | :12:20. | :12:24. | |
is the important story to get out of the public. There will be | :12:24. | :12:28. | |
difficult decisions, there will be reductions in services they have | :12:28. | :12:32. | |
got used to over the years, but we will do everything in our power to | :12:32. | :12:38. | |
plan ahead to reduce the effect of those cuts. They hope youth centres | :12:38. | :12:42. | |
like Portishead's can stay open by being taken over by others. Talks | :12:42. | :12:47. | |
have been held with councillors. Teenagers from the club are | :12:47. | :12:51. | |
demanding a rethink. Other councillors likely to be | :12:51. | :12:56. | |
influenced by the protests? -- are the councillors? | :12:56. | :13:00. | |
We will have to wait and see, but some of the young people have had | :13:00. | :13:04. | |
the chance to address the meeting and put their points to it, but it | :13:04. | :13:09. | |
comes against a backdrop of a severe financial situation in North | :13:09. | :13:12. | |
Somerset. Funding from the government is going down. This | :13:12. | :13:16. | |
place has changed enormously in the last three years, there are many | :13:16. | :13:21. | |
fewer staff, we have seen a pay freeze on going for a couple of | :13:21. | :13:24. | |
beers, conditions have changed for staff. I talked to some unions | :13:25. | :13:29. | |
earlier, and they say morale is poor. The mood is not good because | :13:29. | :13:34. | |
they have not had a pay rise for four years, and when it comes down | :13:34. | :13:37. | |
to it they are reorganising services within the council, which | :13:37. | :13:43. | |
will mean job losses. They all are in fear of losing their jobs, all | :13:43. | :13:48. | |
working very hard for less money, and basically doing more work for | :13:48. | :13:55. | |
We have heard more about North Somerset making cuts than many | :13:55. | :13:59. | |
other councils, why is that? It is not that North Somerset is | :13:59. | :14:04. | |
doing anything exceptional. Most councils are all will be doing | :14:04. | :14:08. | |
similar things. One of the reasons we hear more about North Somerset | :14:08. | :14:12. | |
is that they have been ahead of the pack, but if you look at some | :14:12. | :14:16. | |
neighbouring councils, Somerset County Council just down the road, | :14:16. | :14:20. | |
Gloucestershire County Council a little way north of fear, they, too, | :14:20. | :14:24. | |
are closing youth centres, withdrawing funding, but that has | :14:24. | :14:28. | |
been overshadowed by libraries, where they have been cutting the | :14:28. | :14:32. | |
funding and there has been a bigger legal challenge. We will find out | :14:32. | :14:36. | |
tomorrow whether that legal challenge has succeeded and we will | :14:36. | :14:41. | |
hear whether that can go a head. Thank you. We will hear how that | :14:41. | :14:45. | |
A four-day public inquiry has begun into one of the biggest | :14:45. | :14:49. | |

council said the bridge is about to fall down, so we had to shut the | :16:06. | :16:11. | |
navigation instantly and that's what caught everybody out. | :16:11. | :16:14. | |
Now, this has happened before, but it is pretty rare normally, | :16:14. | :16:17. | |
especially because the bridge is inspected quite a lot, we get a bit | :16:17. | :16:22. | |
more notice than this. They claim they didn't get more notice, which | :16:22. | :16:25. | |
meant this man was one of those caught out. Frustrated and angry | :16:25. | :16:29. | |
both at the closure of the bridge and the fact, he says, it's not a | :16:29. | :16:34. | |
new problem. It means the end of life on the | :16:34. | :16:37. | |
river until they reopen it. They've had long enough to solve this | :16:37. | :16:40. | |
problem. I, as the river champion, have been pushing for this and | :16:40. | :16:44. | |
telling them for so long, many years, that the river is in decay. | :16:44. | :16:47. | |
It's been totally ignored. It's disgraceful. | :16:47. | :16:49. | |
And there's concern the bridge closure could cause wider problems, | :16:49. | :16:54. | |
too. This is the point where the Kennet and Avon Canal joins the | :16:54. | :16:59. | |
Avon, about a mile and a half from Victoria Bridge. The bridge's | :16:59. | :17:01. | |
closure means boats heading east and joining the river are | :17:01. | :17:08. | |
effectively left with nowhere to go. Even so, this is work that badly | :17:09. | :17:18. | |

needs doing. What we've had to do in the meantime is close the river | :17:20. | :17:22. | |
to boats unfortunately, but that's absolutely essential for public | :17:22. | :17:26. | |

traffic for a month. Those on boats, barges and anything in between will | :17:29. | :17:35. | |
be watching closely. One of the West's hospitals is | :17:35. | :17:42. | |
being held up as a national example of how to support new dads. The | :17:42. | :17:45. | |
Royal United Hospital in Bath has been running a pilot scheme for the | :17:45. | :17:48. | |
past 18 months, allowing partners to sleep over after their baby's | :17:48. | :17:52. | |
birth. Now their work has been recognised in a new guide, launched | :17:52. | :18:00. | |
by the Royal College of Midwives, at their annual conference today. | :18:00. | :18:05. | |
Around 10 are born here at the Princess Anne wing every day. But | :18:05. | :18:07. | |
in most hospitals, partners have to leave after 9:00pm, whether their | :18:07. | :18:11. | |
babies are born or not, but here they can stay, at least for the | :18:11. | :18:17. | |
first night, on one of these fold- down chairs. And now, new | :18:17. | :18:20. | |
government guidance has hailed this unit as a success and says its | :18:20. | :18:22. | |
example should be copied nationally They want more support for fathers | :18:22. | :18:26. | |
and to enable them to play a much bigger role before, during and | :18:26. | :18:36. | |

did you feel approaching Jack's birth, knowing you would not be | :19:39. | :19:49. | |

feel it is quite important to bond with your children and to have that | :19:56. | :19:59. | |

period, but also the after a period when you are doing a lot of the | :20:04. | :20:07. | |
bonding. You have gone through nine months together and now you are | :20:07. | :20:13. | |
told, you can go for a bit. I would rather be there. I certainly | :20:14. | :20:19. | |
sympathise with that. I was in a similar situation with my two labs. | :20:19. | :20:24. | |
What does it mean to you to have him there? It means everything. It | :20:24. | :20:28. | |
is all part of the excitement that you while sharing this really | :20:28. | :20:32. | |
special time together. You want to talk about the birth and how it has | :20:32. | :20:38. | |
gone. Aren't we clever. We have made this little thing. They it is | :20:38. | :20:46. | |
nice to have your biggest supporter with you. What was the set-up like? | :20:46. | :20:52. | |
What was there for you? The shares that they have at the hospital now | :20:52. | :20:55. | |
are what you call, somebody described them as first class | :20:55. | :21:00. | |
flight seats. They declined, so you can sleep on them. Not that you do | :21:00. | :21:06. | |
a lot of slipping. You can get some rest. There are pretty comfortable. | :21:06. | :21:13. | |
Some people might say, OK, great, but adds get in the way. He wants | :21:13. | :21:18. | |
them peace and quiet. How do you react? I think it is the opposite. | :21:18. | :21:22. | |
I think it helps the midwives. Your husband can be there to pass you | :21:22. | :21:31. | |
things and to get you some dudes. - - some juice. We worked as a team. | :21:31. | :21:41. | |

You are having a baby. It is a team effort. They are so well behaved. | :21:43. | :21:46. | |

were told. I took myself to hospital because I could not feel | :22:46. | :22:51. | |
her moving and the hospital told me she had stopped growing and they | :22:51. | :22:55. | |
thought the placenta had stopped growing. They rushed me to the | :22:55. | :23:01. | |
hospital. Her family can barely leave her for a second. That is | :23:01. | :23:07. | |
