wait. Good evening. First tonight, the remarkable recovery of a young

dancer who was savagely attacked on a night out last year. It was

feared Jack Widdowson, from Bath, may never walk again, as his spine

was badly damaged. But doctors say he's making great progress, not

:01:17.:01:20.

only walking but starting ballet moves again. Our reporter, Lizzie

Way, was with him, as he returned to his old dance school. Last year

Bristol's history is entwined with the industry. It was one of the

major employers here at the turn of the 20th century. Until the 1980's

Imperial Tobacco offered free cigarettes to employees. The

previous ledge of smokers here has been linked to that legacy. One in

:04:55.:04:59.

four people living in Bristol enjoy a smoke. That's a significantly

:04:59.:05:02.

higher percentage than across the south-west as a whole. One in five

:05:02.:05:07.

smokers are thought to have used illegal tobacco or cigarettes.

:05:07.:05:13.

worry is that people will end up buying cheap counterfeit cigarettes

:05:13.:05:17.

and people have no idea what's in them. These are coming into the

:05:17.:05:20.

country by their millions and many end up in the hands of children,

:05:21.:05:24.

because criminal gangs don't care who they sell to. They are quite

:05:24.:05:28.

happy to sell to teenagers. those trying to win the anti-

:05:28.:05:34.

smoking battle, that argument is a distraction. Big tobacco say that

:05:34.:05:37.

the evidence is poor, so in countries like Spain and Italy,

:05:37.:05:41.

where they have the lowest taxation, they've had some of the biggest

:05:41.:05:44.

smuggling problems, so I wouldn't be worried about that. The

:05:44.:05:49.

Chancellor could always rebalance it. I think it is shroud waving and

:05:49.:05:55.

not really a true risk. There's a gaggle of smokers outside this pub.

:05:55.:05:57.

Mr Osborne's financial penalty was convincing some to think about

:05:57.:06:04.

will have more choice about where they're treated and that could mean

south Bristol will be competing for �60 billion worth of funding, held

by the new GP commissioning groups. For someone with heart disease,

really there will be a growing need for general practice and hospitals

The hospital opens its doors for business next month. How much

business there will be though depends on the choices patients and

GPs now make. Well, a short while ago I spoke to the Health Minister,

Simon Burns, and asked him if the new hospital was being undermined

by the NHS reforms. No, not at all, because doctors, with consultations

with their patients, will determine, as they do now, which provider is

going to provide the care. If the hospital that you are taking about,

I'm sure it's a first-class NHS hospital, and patients will want to

go there, then they'll choose it with their GP. If the GPs don't

refer there, then what happens to it? Well, it will be up to the

patient to exercise their choice as to where they want to go for their

treatment. Obviously in consultation with their GPs. If the

hospital, which I'm sure it will be, is providing first-class care for

patients, then they will want to go to their local community hospital,

where they leave. -- live. There is nothing to stop an NHS hospital

going bust if it doesn't get enough patients? The fact is, though, that

work from the NHS that is the work that generates income rather than

business friendly Budget? Overall we thought it was a neutral Budget.

We are pleased he stuck to plan A, with the deficit and for big

members, we are delighted they had a corporation tax cut, 30% over two

:12:47.:12:52.

years, it's a huge cut, but most of the members here aren't large

:12:52.:12:55.

companies. They don't pay corporation tax. They pay small

:12:56.:13:01.

companies tax. They haven't had any cut at all. Worse than that, they

:13:01.:13:07.

have 6% in uniform business rates starting next month, so overall not

:13:07.:13:11.

so good. We'll get an expert view from a tax accountant. Steve, the

:13:11.:13:18.

Government says it will cut loads out of tax loopholes. What do you

:13:18.:13:23.

reckon to that bringing in the money? They'll introduce a general

:13:23.:13:26.

anti-avoidance rule. They've done that in Canada, US and Australia

and it hasn't worked there. I don't think it will work. They should

:13:31.:13:36.

concentrate on simplifying the rules so we all have a level

:13:36.:13:40.

playing field. Keep an eye on this man. He has a little trick up his

sleeve. Whilst everyone talks, here entrepreneurs have been getting on
