how working people were coping. only problem is I am looking for a | :01:33. | :01:37. | |
second job. The majority of people are doing second jop jobs and they | :01:37. | :01:42. | |
can't cope. So everybody is finding it difficult at the moment. | :01:42. | :01:46. | |
aren't going on holiday. You have to watch every penny you spend. | :01:46. | :01:52. | |
That has a knock on effect for local businesses. We are finding a | :01:52. | :02:00. | |
big differences. The real scale of the problem is seen among those | :02:00. | :02:04. | |
trying to help. At the Citizens Advice Bureau, they say 60% of | :02:04. | :02:09. | |
people coming in for debt advice are in work, and owe on average | :02:09. | :02:14. | |
�15,000. It is a huge growing problem, within the forest. So they | :02:14. | :02:18. | |
are using their credit cards to manage priority expenditure and | :02:18. | :02:22. | |
they get to a crisis when the credit cards are maxed out and they | :02:22. | :02:26. | |
can't afford the repayments. where is a fix coming from? The | :02:26. | :02:30. | |
forest has labelled its deprived, but there are hopes that future | :02:31. | :02:34. | |
investment will help. One is to freeze council tax, so ensure we | :02:34. | :02:38. | |
don't put any additional tax burden on anybody in the forest. Things | :02:38. | :02:43. | |
like regeneration projects. We have brought in the superfast broadband | :02:43. | :02:47. | |
pilot. That should help all of these micro businesses. It is true | :02:47. | :02:50. | |
to say not everybody in the Forest of Dean is in financial difficulty, | :02:50. | :02:55. | |
but for those that are, it is a problem and there are warnings from | :02:55. | :02:58. | |
organisations such as Citizens Advice Bureau, that with changes to | :02:58. | :03:02. | |
the benefit systems, it is a problem that is going to get worse | :03:02. | :03:08. | |
before it gets better. It has merged that people everying on the | :03:08. | :03:11. | |
lowest incomes have been hit the hardest by the big financial | :03:11. | :03:16. | |
scanned offal the week, the computer break down at the Royal | :03:16. | :03:18. | |
Bank of Scotland. 13 Million customers have had money go missing | :03:18. | :03:23. | |
in what the bank calls an IT system failure. Well, our business | :03:23. | :03:26. | |

people to be sorted out are the people who can least afford to lose | :03:30. | :03:33. | |

the weekend he was expecting �200 of benefit, all week he has been | :04:21. | :04:28. | |
checking his phone, checking to see the balance. When I looked it was | :04:28. | :04:32. | |
40 pence on my account. There was nothing else there. That is | :04:32. | :04:36. | |
shopping, that is electric, that is clothes, that is everything. And | :04:36. | :04:40. | |
having no money to fall back on, there is, you know nothing I could | :04:40. | :04:46. | |
do, apart from call-up and beg, which was horrible. They offered me | :04:46. | :04:51. | |

a shopping list of what I was intending to, you know, to spend | :04:55. | :04:59. | |

another car carrying young women left the scene. But it returned | :06:51. | :06:54. | |
when one of the occupants said we must go back for Rico Gordon, when | :06:54. | :06:59. | |
they got here, they found the 21- year-old lying on the ground. He | :06:59. | :07:03. | |
was unconscious but breathing. He later died from a bullet wound to | :07:03. | :07:06. | |
