poverty. A new study has found that rising debt is pushing some to the

limit, despite having a job. In 2012, poverty is defined as living

on less than 60% of the average income. Debt advice charities in

:01:07.:01:11.

the forest are warning many are struggling to cope. Our

Gloucestershire reporter has been investigating. Once a thriving area

with big employers like Rang Xerox the forest is a shadow of its

That has a knock on effect for local businesses. We are finding a

big differences. The real scale of the problem is seen among those

trying to help. At the Citizens Advice Bureau, they say 60% of

people coming in for debt advice are in work, and owe on average

:02:09.:02:14.

�15,000. It is a huge growing problem, within the forest. So they

:02:14.:02:18.

are using their credit cards to manage priority expenditure and

:02:18.:02:22.

they get to a crisis when the credit cards are maxed out and they

:02:22.:02:26.

can't afford the repayments. where is a fix coming from? The

:02:26.:02:30.

forest has labelled its deprived, but there are hopes that future

:02:31.:02:34.

investment will help. One is to freeze council tax, so ensure we

:02:34.:02:38.

don't put any additional tax burden on anybody in the forest. Things

:02:38.:02:43.

like regeneration projects. We have brought in the superfast broadband

:02:43.:02:47.

pilot. That should help all of these micro businesses. It is true

:02:47.:02:50.

to say not everybody in the Forest of Dean is in financial difficulty,

:02:50.:02:55.

but for those that are, it is a problem and there are warnings from

:02:55.:02:58.

organisations such as Citizens Advice Bureau, that with changes to

the benefit systems, it is a problem that is going to get worse

before it gets better. It has merged that people everying on the

:03:08.:03:11.

lowest incomes have been hit the hardest by the big financial

:03:11.:03:16.

Banking customers this morningful I went to Swindon to meet a man

called Tom Mulligan. He is a single dad. That is his daughter Ellie. At

the weekend he was expecting �200 of benefit, all week he has been

checking his phone, checking to see the balance. When I looked it was

40 pence on my account. There was nothing else there. That is

having no money to fall back on, there is, you know nothing I could

charged with his murder. Our Home Affairs correspondent was in court.

Rico Gordon was gunned down in the early hours of Sunday morning July

3rd in the centre of Easton. The jury had been told that two gunmen
