the government to act tonight, following the deaths of three people | :01:08. | :01:11. | |
in two separate crashes on a notorious stretch of road. Both | :01:12. | :01:14. | |
happened here on the A417 on the outskirts of Gloucester ` one of the | :01:15. | :01:20. | |
West's busiest main road junctions. Tonight the leader of | :01:21. | :01:22. | |
Gloucestershire County Council has written to the Transport Secretary | :01:23. | :01:30. | |
demanding an urgent meeting. A devastating day on one of the | :01:31. | :01:33. | |
county's most infamous roads. Just after 3am, a 54`year`old man from | :01:34. | :01:36. | |
Cheltenham, was killed instantly when his car apparently veered into | :01:37. | :01:40. | |
a lorry as he heading down Crickley Hill. Only an hour after we'd filmed | :01:41. | :01:48. | |
these pictures another unrelated accident further up the road. Again | :01:49. | :01:52. | |
involving a car and a lorry. This time two elderly women were killed. | :01:53. | :01:57. | |
This is two to three miles from the one we spoke to you about this | :01:58. | :02:03. | |
morning. The vehicles pulled out of the junction and it has failed to | :02:04. | :02:06. | |
judge the other vehicles path not seen it. It is early days in the | :02:07. | :02:11. | |
investigation. They will work that out over the coming weeks. This is a | :02:12. | :02:15. | |
busy road at the best of times but produce fatal accidents to happen on | :02:16. | :02:19. | |
the same stretch within hours of each other is highly unusual. | :02:20. | :02:23. | |
However, it has increased calls for something to be done to make this | :02:24. | :02:32. | |
road safe to delete with macro With roads closed off the local school | :02:33. | :02:36. | |
closed early too ` the accidents on the road nearby all too common now. | :02:37. | :02:40. | |

A417 is the main route from Cheltenham and Gloucester towards | :03:00. | :03:02. | |
Swindon. It's always busy at rush hour as two lanes of dual | :03:03. | :03:05. | |
carriageway becomes one. There have been proposals and plans to improve | :03:06. | :03:09. | |
safety on this road for many years ` but nothing's been done. Today the | :03:10. | :03:12. | |
leader of the county council wrote the secretary of state demanding an | :03:13. | :03:15. | |
urgent meeting to address the issues. We need a commitment from | :03:16. | :03:18. | |
the government that their road, and it is theirs, will be improved. We | :03:19. | :03:22. | |
need to tackle some of the safety issues we see here and we need to | :03:23. | :03:26. | |
stop this being not only a bottleneck but a really dangerous | :03:27. | :03:29. | |
stretch of road which has claimed more life today. Tonight the | :03:30. | :03:32. | |
Highways Agency told us they'll continue to work with the council to | :03:33. | :03:35. | |
try and improve the road. Recent figures showed a 61% rise in the | :03:36. | :03:38. | |
number of fatalities on Glouestershire's roads. Today's | :03:39. | :03:42. | |
deaths come just weeks after three people were killed in accidents here | :03:43. | :03:47. | |
in one weekend. Road Safety is now being pushed up the agenda ` as more | :03:48. | :03:52. | |
people are losing their lives. Joining us now from our newsroom in | :03:53. | :03:55. | |
Gloucestershire is Martin Surl, who is the county's Police and Crime | :03:56. | :04:03. | |
Commissioner. Thank you for joining us. This is terrible news today | :04:04. | :04:10. | |
What is your reaction? It is very dreadful news. I'm saddened but not | :04:11. | :04:16. | |
shocked. This is an exceedingly is dangerous as oh ` road. It's | :04:17. | :04:21. | |
happened before and it will happen again unless something sorted out. | :04:22. | :04:24. | |
The answer to that lies with the county and the highways agency. We | :04:25. | :04:28. | |
need to sort it out. What needs to be done? This is a design failure, | :04:29. | :04:33. | |
undoubtedly. The road is dangerous. I know it very well. We know what | :04:34. | :04:39. | |
the problem is, it's a very fast and dangerous road. There are lots of | :04:40. | :04:44. | |
side roads coming into it. It is almost motorway standard coming into | :04:45. | :04:48. | |
a minor road. It will take money to sort it out. That money must be made | :04:49. | :04:52. | |
available. We need all of the leaders of the Council, the MPs and | :04:53. | :04:57. | |
the police, to be very clear. This does need to resolve now. We know | :04:58. | :05:02. | |
what needs to be done. If not, we should be ashamed of ourselves. I | :05:03. | :05:06. | |
was surprised when researching this today to find out how much lobbying | :05:07. | :05:10. | |
there has already been over the last decade. The Council say they've been | :05:11. | :05:15. | |
lobbying for almost a decade to the highways agency because the road | :05:16. | :05:18. | |
belongs to them. The local MP has raised it in the Commons repeatedly. | :05:19. | :05:24. | |
Do you think it is going to take for these deaths to have taken place for | :05:25. | :05:29. | |
something to have been done? It could be. We've had deaths before. | :05:30. | :05:34. | |
This isn't the first. If things don't change, it will not be the | :05:35. | :05:37. | |
last. I know people who have died there. I think it is time for the | :05:38. | :05:45. | |
talking to stop. What will it take? Is it for the leaders of the | :05:46. | :05:49. | |
Council, yourself, people in positions of power to group | :05:50. | :05:53. | |
together? The pressure needs to go on to government. The leader of the | :05:54. | :05:58. | |
council is right, this is a highways agency road so we have limited | :05:59. | :06:05. | |
influence. This is a highways agency matter, it will take funding to do | :06:06. | :06:09. | |
it and it cannot be done on the cheap. They've made some | :06:10. | :06:12. | |
improvements. They are halfway but it is not the whole deal. Government | :06:13. | :06:19. | |
has to say, put up the cash or be prepared for more people to die | :06:20. | :06:32. | |
A grieving mother's told Points West of her anger after her 16`year`old | :06:33. | :06:35. | |
daughter died of brain and spine cancer ` which went undiagnosed for | :06:36. | :06:38. | |
two years. Natasha Simmonds from Radstock was seen by 13 doctors in | :06:39. | :06:43. | |
the last year of her life ` but her symptoms were mistaken for | :06:44. | :06:45. | |
migraines. Scott Ellis has been to meet her mother Sarah. | :06:46. | :06:50. | |
These are my two daughters, Natasha with blonde hair and Fiona with the | :06:51. | :06:55. | |
dark air. Natasha Simmonds died aged 16. A teenager who'd had cancer for | :06:56. | :07:00. | |
at least two years. An illness of which she was unaware. One that went | :07:01. | :07:09. | |
undiagnosed. If I could say anything to her, it would be to let him know | :07:10. | :07:16. | |
how brave she was. She was still going to college. She was still | :07:17. | :07:21. | |
doing her job. Natasha's symptoms from 2010 onwards included | :07:22. | :07:23. | |
headaches, numbness, personality change and vomiting. All put down to | :07:24. | :07:29. | |
migraine. She was admiited to Bath's Royal United Hospital in June 2 10. | :07:30. | :07:32. | |
But was diagnosed with glandular fever. In January of this year, a | :07:33. | :07:39. | |
scan at the RUH picked up cancer of the brain and spine. Despite surgery | :07:40. | :07:43. | |
at Frenchay hospital, Natasha died a few days later. In the last year of | :07:44. | :07:50. | |
her life she'd been seen by doctors 24 times. She broke down in the car | :07:51. | :07:59. | |
and said they didn't believe me I was pulled to the side when we went | :08:00. | :08:03. | |
in on that occasion and asked if she was putting on. In a statement, the | :08:04. | :08:08. | |
hospital in Bath has said the many clinicians who looked after Natasha | :08:09. | :08:13. | |
said ` will be meeting to discuss what they are calling a very sad | :08:14. | :08:16. | |
case to find out if lessons could be learned. But it's important to note | :08:17. | :08:20. | |
that at an inquest into her death, a coroner decided there was no need to | :08:21. | :08:25. | |
make medical recommendations. The Tasha 's mother says she was told on | :08:26. | :08:29. | |
one occasion that scans were only for life and death situations. The | :08:30. | :08:35. | |
medical charity HeadSmart thinks doctors should have acted sooner. We | :08:36. | :08:40. | |
wouldn't expect the clinicians to diagnose everyone with a headache | :08:41. | :08:43. | |
but when you look further, with serious migraines which continue, we | :08:44. | :08:48. | |
would expect that to be treated with an MRSA ice can. Make sure you get | :08:49. | :08:55. | |

lost a fortune in Amesbury's bookmakers. He's been a problem | :12:35. | :12:40. | |
gambler for 20 years. I've been homeless, sleeping in car, lost | :12:41. | :12:46. | |
jobs. I've tried to give up but the addiction takes hold and with these | :12:47. | :12:49. | |
terminals you're doing twice as much, twice as fast. These are the | :12:50. | :13:00. | |
machines that he's come to loathe. They're called Fixed Odds Betting | :13:01. | :13:04. | |
Terminals. They look like other slot machines. But the stakes can be | :13:05. | :13:14. | |
huge. You can plough in a hundred pounds every 20 seconds. On these | :13:15. | :13:20. | |
machines, it is so quick. It's almost as fast as playing a fruit | :13:21. | :13:25. | |
machine. These machines were ?1 0 a spin. They first arrived 12 years | :13:26. | :13:34. | |
ago. The average machine makes ?40,000 profit per year. Bookmakers | :13:35. | :13:36. | |
insist they're not problematic for most customers. But there's concern | :13:37. | :13:43. | |
among MPs ` with demands for action. Will the Prime Minister consider | :13:44. | :13:47. | |
banning these addictive machines as has recently happened in Ireland? It | :13:48. | :13:50. | |
brought a hint there could be change. Yes, we want to have | :13:51. | :13:56. | |
bookmakers that are not overregulated but on the other | :13:57. | :14:00. | |
hand, a fair approach and a decent approach that prevents problem | :14:01. | :14:06. | |
gambling. Back in Wiltshire James Petherick resorted to baring his | :14:07. | :14:12. | |
soul online. There is no point to my life. There's no point to | :14:13. | :14:15. | |
everything. I've had enough. I gambled for most of my life, 30 | :14:16. | :14:20. | |
years. It is only now that I have opened up to friends, family, the | :14:21. | :14:25. | |
rest of the world by doing a you Tube blog. That is how I managed to | :14:26. | :14:32. | |
give up. He is just about coping but thousands of others are not. | :14:33. | :14:36. | |
Joining me now is the MP for Bath Don Foster. Don, why are you so | :14:37. | :14:44. | |
against these gambling machines I think it is really important that we | :14:45. | :14:48. | |
accept that people should be allowed to go and have a flutter, to enjoy | :14:49. | :14:52. | |
themselves if they want to. But as with all types of gambling, there | :14:53. | :14:56. | |
are legislative rules around them and I think the rules around these | :14:57. | :14:59. | |
particular machines are not tight enough. As we have heard, many | :15:00. | :15:03. | |
people call the crack cocaine of gambling. We now know that betting | :15:04. | :15:07. | |
shops get something like 70% of their profits from them. We are | :15:08. | :15:11. | |
seeing clustering of betting shops on our high streets, largely because | :15:12. | :15:21. | |
of these machines. I think it is urgent that we have action to | :15:22. | :15:23. | |
address some of those concerns are addressed like the level of the | :15:24. | :15:27. | |
stake, the spin rate, how rapidly you can keep playing and also the | :15:28. | :15:30. | |
number of machines that are allowed in any one betting shop. How can you | :15:31. | :15:34. | |
tighten up these rules? Would it be cutting the number of machines, | :15:35. | :15:39. | |
cutting the access people have to them? The important thing is we ve | :15:40. | :15:43. | |
got to have the proper research done. The research in this area has | :15:44. | :15:51. | |
been very limited. Sufficient to allow Ireland to ban them all | :15:52. | :15:54. | |
together. I'm delighted the government has accepted my challenge | :15:55. | :15:57. | |
that we should be having full research done on this and done | :15:58. | :16:03. | |
quickly. In the second reading of the gambling bill tomorrow, these | :16:04. | :16:06. | |
machines are not even being mentioned, are they? The bill you're | :16:07. | :16:09. | |
talking about is another issue that I have been campaigning on for some | :16:10. | :16:14. | |
seven years. That is to address the problem we have of overseas `based | :16:15. | :16:17. | |
Internet gambling sites who don t even pay any tax here. They don t | :16:18. | :16:23. | |
pay anything into research, education and treatment of gambling | :16:24. | :16:26. | |
addiction and yet they can advertise here. That cannot be right. That is | :16:27. | :16:33. | |
being changed. Now, for these.. I want to see is moving rapidly to | :16:34. | :16:37. | |
reduce the level of stakes, reduce the rate at which you can play and | :16:38. | :16:40. | |
reduce the number of machines in anyone betting shop. | :16:41. | :16:46. | |

incident". The place that Bijan Ebrahimi lived and died. | :17:10. | :17:12. | |
Beaten to death and set on fire just yards from his front door ` in what | :17:13. | :17:16. | |
has been described as a vigilante attack. Some local wrongly believed | :17:17. | :17:19. | |
he was a paedophile. Bijan Ebrahimi was 44 years old. He was Iranian, | :17:20. | :17:30. | |
and disabled. He is described as having been a quiet man, keen on | :17:31. | :17:34. | |
gardening. But to his family and friends Ben as he was known, was | :17:35. | :17:37. | |
friendly and loving. No video spoken to today wanted to appear on camera | :17:38. | :17:40. | |
but lots of people told me they were shocked and saddened by what | :17:41. | :17:44. | |
happened here. One lady who knew him well told me the whole community has | :17:45. | :17:48. | |
changed, that there is a real sense of unease and lots of people ideally | :17:49. | :17:53. | |
would just like to move away. Over the weekend, a BBC radio reporter | :17:54. | :17:57. | |
was able to record some reaction from local people. You cannot | :17:58. | :18:03. | |
believe it. You don't think of it happening on your doorstep. It's | :18:04. | :18:07. | |
disgusting, makes me feel physically sick. He was just a normal, quiet | :18:08. | :18:17. | |
chap. Mr Ebrahimi had been arrested four days before his death ` after | :18:18. | :18:20. | |
neighbours complained about him taking photos ` but he had been | :18:21. | :18:23. | |
released without charge. Now the Independent Police complaints | :18:24. | :18:26. | |
commission is looking into the conduct of officers involved. And | :18:27. | :18:28. | |
Bristol city council is also conducting its own review into their | :18:29. | :18:33. | |
dealings with Mr Ebrahimi. Today, the chief constable of Avon and | :18:34. | :18:37. | |
Somerset police told us it was time for the city to pull together. The | :18:38. | :18:43. | |
IP CC will have their say. Other reports will have their say. I'm | :18:44. | :18:47. | |
sure we'll hear more sad and bad news about the case but already | :18:48. | :18:54. | |
