onto the roof to start searching for the man, who is believed to have | :01:24. | :01:29. | |
come over from the road behind. It was then that the officer fell | :01:30. | :01:31. | |
through the roof, sustaining severe head injuries. People living close | :01:32. | :01:35. | |
to the repair centre say it's not the first time someone has fallen | :01:36. | :01:38. | |
through the roof. A forensic examination is being carried out at | :01:39. | :01:42. | |
the scene. Tributes to the 26`year`old have been made from | :01:43. | :01:45. | |
Chief Constable Nick Gargan, who on Twitter says, "Everyone's thoughts | :01:46. | :01:48. | |
here, today, are with PC Chris Hardaway ` seriously injured | :01:49. | :01:51. | |

more needs to be done to stop young people in the West becoming | :04:36. | :04:39. | |
radicalised by terrorist groups The police have examined a propaganda | :04:40. | :04:42. | |
video which was released by the terrorist organisation Al`Shabab, | :04:43. | :04:44. | |
claiming to have recruited members in Bristol. Detectives say there's | :04:45. | :04:51. | |
no evidence to back the claims. However, there are concerns that | :04:52. | :04:54. | |
some young people in deprived areas of the city could be targeted. | :04:55. | :04:59. | |

organisation with links to Al`Qaeda. In this propaganda video, probably | :05:05. | :05:06. | |
filmed in Somalia where the group originate, their message is aimed | :05:07. | :05:16. | |
directly at Britain. We are accompanied by many Somali brothers | :05:17. | :05:19. | |
from London, Liverpool, Cardiff Bristol and Birmingham. The group | :05:20. | :05:23. | |
are believed to be responsible for the deaths of at least 67 people, | :05:24. | :05:26. | |
some of whom were British, when militants stormed this Nairobi | :05:27. | :05:31. | |
shopping centre on 21 September We have no evidence to back Al | :05:32. | :05:34. | |
Shabab's claims they've recruited members from here in Bristol. | :05:35. | :05:39. | |
Nevertheless, this propaganda video, has caused concern amongst some ` | :05:40. | :05:42. | |
especially in communities like here in Easton, where there's a large | :05:43. | :05:49. | |
Somali Muslim population. Hibaq Jama is the first Somali`born councillor | :05:50. | :05:52. | |
in the city. She moved to Bristol when she was two and has spent much | :05:53. | :05:56. | |
of her adult life working with the growing local community. There are | :05:57. | :05:59. | |
now thought to be over 20,000 Somalians living in the city. As | :06:00. | :06:09. | |
austerity continues to bite and communities and families are | :06:10. | :06:11. | |
poorer, youth centres continue to close and young men in particular an | :06:12. | :06:17. | |
disenfranchised and shut out from society, what are the chances of | :06:18. | :06:20. | |
them being radicalised? The Met Police and local officers from Avon | :06:21. | :06:23. | |
and Somerset have examined the video too. Here in Bristol, they say | :06:24. | :06:28. | |
community teams work closely with local mosques and Muslim leaders in | :06:29. | :06:35. | |
the city. They were tipped off by the community about Andrew Ibrahim, | :06:36. | :06:38. | |
who was a young Muslim convert, convicted of planning a terrorist | :06:39. | :06:43. | |
bomb attack in Bristol in 2009. Whilst we are never complacent about | :06:44. | :06:47. | |
these things, we are pretty relaxed about the situation because we've | :06:48. | :06:50. | |
got excellent community relations with our Somali and other diverse | :06:51. | :06:53. | |
communities within Bristol. We haven't picked up any tension and we | :06:54. | :06:58. | |
are pretty confident that we would. Working with the community is an | :06:59. | :07:03. | |
ethos share that this school, where many of the local Somali children | :07:04. | :07:12. | |
are pupils. We don't allow any sense of exclusion to allow those thoughts | :07:13. | :07:16. | |
of being different to creep in. We've spent money on blazers this | :07:17. | :07:21. | |
year so pupils are very proud of their sense of belonging and are | :07:22. | :07:34. | |
part of this community. There's no evidence to suggest any people from | :07:35. | :07:37. | |
Bristol have fallen for this Al`Shabab propaganda. But there s no | :07:38. | :07:39. | |
doubt the British authorities are keeping a close eye on things. | :07:40. | :07:43. | |

told they are facing a prison sentence, after plundering cash from | :07:50. | :07:52. | |
the sale of an elderly neighbour's house. 85`year`old Roy Coleman | :07:53. | :07:55. | |
signed over his financial affairs to his friends when he was diagnosed | :07:56. | :08:01. | |
with dementia. Instead of looking after him, they spent his money ` | :08:02. | :08:05. | |
even using it to pay for their daughter's wedding. Here's our | :08:06. | :08:07. | |
health correspondent Matthew Hill. Is your daughter's wedding more | :08:08. | :08:11. | |
important than paying for Mr Coleman's nursing home? Andrew and | :08:12. | :08:19. | |
Karen Sill and is working to get away after appearing in court this | :08:20. | :08:23. | |
morning. They ran this pub in Somerset which is now up for sale | :08:24. | :08:27. | |
but earlier this year they ran into financial problems, which is when | :08:28. | :08:31. | |
they decided to do forward and old friend of theirs who had dementia. | :08:32. | :08:35. | |
Roy Coleman now lives in this care home. The couple persuaded him to | :08:36. | :08:40. | |
hand over his finances but siphoned off ?20,000 for themselves and their | :08:41. | :08:48. | |
daughter's wedding. The judge said this was a particularly mean offence | :08:49. | :08:52. | |
` taking advantage of a friend who is in considerable distress, and | :08:53. | :08:55. | |
confused shortly after the death of his wife. The case was adjourned for | :08:56. | :08:58. | |
further reports ` but he warned the couple they face a custodial | :08:59. | :09:02. | |
sentence of at least two years. This solicitor specialises in helping | :09:03. | :09:04. | |
clients with dementia and says not enough is being done to prevent them | :09:05. | :09:07. | |
from being defrauded. We see far too many clients who are put in this | :09:08. | :09:11. | |
position by people they trust. The difficulty we find is that whilst we | :09:12. | :09:16. | |
can put in place a good and solid robust legal framework to manage | :09:17. | :09:19. | |
their financial affairs, the mechanism by which that framework is | :09:20. | :09:22. | |
subsequently policed and monitored just isn't good. Mr Coleman didn't | :09:23. | :09:27. | |
want to appear on camera today but did tell me he would have given the | :09:28. | :09:32. | |
couple the money if they'd only asked. The couple have been warned | :09:33. | :09:35. | |
they may go to prison for at least two. `` two years. | :09:36. | :09:48. | |

Forum. A lot of people are signing these documents, which are essential | :09:53. | :09:55. | |
if you want to get your bills paid etc if you're not able to do it | :09:56. | :09:58. | |
yourself. What precautions should you take? So many people just trust | :09:59. | :10:03. | |
the people that they give this too. If I ruled the world, I would say | :10:04. | :10:07. | |
that every time something like this is registered with the Court of | :10:08. | :10:11. | |
protection or the public Guardian office, a little should go on a | :10:12. | :10:15. | |
computer file saying, let's look at this in six months and see if it's | :10:16. | :10:19. | |
working. It's normally family members you would asked to look | :10:20. | :10:22. | |
after your affairs if you're not able to do so. There has to be love | :10:23. | :10:28. | |
and trust involved. You would hope so. This is an appalling thing and | :10:29. | :10:32. | |
you may not know this but there is a report that shows 500,000 older | :10:33. | :10:37. | |
people a year get ripped off by people who taken over the control of | :10:38. | :10:43. | |
their affairs. This is terrible because it's not just financial | :10:44. | :10:46. | |
abuse but emotional abuse, because they're just ripping away a part of | :10:47. | :10:51. | |
your heart. I guess in some cases, there is no excuse for it, but it is | :10:52. | :10:56. | |
mum or dad or auntie's money they are looking after and they think, " | :10:57. | :11:02. | |
it's going to come to me anyway . That is not the point, though, is | :11:03. | :11:08. | |
it? That is surely not why you would want to take care of your older | :11:09. | :11:14. | |
relative. What sort of checks are you suggesting? The government rules | :11:15. | :11:23. | |
the Court of protection and the Office of Public Guardian and they | :11:24. | :11:25. | |
are the people who are supposed to look after the powers of attorney | :11:26. | :11:31. | |
once they are registered and I'm suggesting that when it's registered | :11:32. | :11:34. | |
we should have integrated systems so that they monitored to see that they | :11:35. | :11:39. | |
are working in the interest of the person concerned. But that would | :11:40. | :11:42. | |
mean the friend or relative would have to go and say, yes, I did buy | :11:43. | :11:50. | |
mum a new bed or chair and justify that expenditure. That's exactly | :11:51. | :11:54. | |
what I did when I was doing it for my mother. I kept a record of every | :11:55. | :12:00. | |
penny I spent. I had it all the time I was doing that and nobody ever | :12:01. | :12:04. | |
asked me to account as to whether I was spending that money properly and | :12:05. | :12:07. | |

Detectives are now urging us to use new technology to guard our | :12:46. | :12:50. | |
valuables. Scott Ellis reports. Eight arrests early this morning, of | :12:51. | :12:53. | |
men in Bristol suspected of selling stolen goods. All these were | :12:54. | :12:56. | |
bicycles found in one house in Southmead. This one's already back | :12:57. | :13:01. | |
with its original true owner. The police think we can also help put | :13:02. | :13:12. | |
burglars out of business. IPhones and items like that have software | :13:13. | :13:15. | |
tracking apps that can be downloaded and you can put your details online, | :13:16. | :13:21. | |
so if we find stuff in warrants like we do today, we can get it back to | :13:22. | :13:25. | |
you very quickly. This burglary victim ` who wants to remain | :13:26. | :13:28. | |
anonymous ` was woken by a thief who made off with his laptop. It had a | :13:29. | :13:32. | |
tracking app installed. Once activated, a policeman used a mobile | :13:33. | :13:35. | |
phone to pinpoint the crook, who'd fled through the streets on a | :13:36. | :13:38. | |
bicycle. Within minutes he was caught by officers in a patrol car. | :13:39. | :13:47. | |
I never thought in a thousand years that that would work and there it | :13:48. | :13:54. | |
was. It's just incredible. How much did the Apple cost? It was a free | :13:55. | :14:04. | |
up. `` free app. The police are also targeting Bristol's 200 second`hand | :14:05. | :14:07. | |
shops, ensuring traders don't turn a blind eye to stolen goods. Giving | :14:08. | :14:15. | |
them the legislation, the advice and guidance and telling them that if | :14:16. | :14:17. | |
they don't want to adhere to what we recommend, we will be watching them | :14:18. | :14:21. | |
and using enforcement tactics like warrants. This city centre store | :14:22. | :14:23. | |
already checks serial numbers on every electrical item brought in, to | :14:24. | :14:27. | |
find out if they're reported stolen. It's system which works best if | :14:28. | :14:29. | |
everyone registers their valuables on online database sites. The more | :14:30. | :14:40. | |
people that do it, the fewer avenues there are for people to take stolen | :14:41. | :14:44. | |
goods. If it's been registered, it can always be tracked. And you can | :14:45. | :14:49. | |
tip of the police? We report everything we find as stolen. The | :14:50. | :14:52. | |
police recommend registering valuables on a site called | :14:53. | :14:55. | |
immobilise.com. In the last year in Bristol, 175 items have been | :14:56. | :14:58. | |
returned. Not this pile of stolen goods, though. They remain in | :14:59. | :15:02. | |
storage and will probably be auctioned off. | :15:03. | :15:10. | |
A field of remembrance was officially dedicated this morning | :15:11. | :15:13. | |
near Royal Wootton Bassett in Wiltshire. 46,000 crosses were | :15:14. | :15:17. | |
planted by serving soldiers and local school children at Lydiard | :15:18. | :15:23. | |
Park. One young mother came to plant a cross for her fiance, who was | :15:24. | :15:26. | |

to remember all those killed in conflict. There are 46,000 | :15:56. | :15:57. | |
individual crosses here, planted by serving soldiers, and local school | :15:58. | :16:00. | |
children learning about the sacrifices made over nearly a | :16:01. | :16:08. | |
century. The most recent, that of Warrant Officer Ian Fisher, killed | :16:09. | :16:16. | |
in a suicide bombing just days ago. It can be very important from a | :16:17. | :16:19. | |
national point of view to have formal act of remembrance but it's | :16:20. | :16:22. | |
also very personal. A lot of people have trends and families who have | :16:23. | :16:26. | |
served and who have died so it gives them a chance to come along and pay | :16:27. | :16:30. | |
their respects. Some of the inscriptions are very recent but | :16:31. | :16:33. | |
some go back a long time and the sense of loss is still immediate and | :16:34. | :16:37. | |
very, very powerful. Among the guests today was Emma Hickman. She | :16:38. | :16:40. | |
planted a cross for her fiance, Private Daniel Ward, who was killed | :16:41. | :16:43. | |
in Afghanistan last year ` three months before the birth of his | :16:44. | :16:52. | |
daughter Lexie`Mai. I have so many things to show her when she's | :16:53. | :16:55. | |
older, so she will always remember what a very brave man he was. She | :16:56. | :17:01. | |
keeps me strong because she's so much like her dad. Emma is one of | :17:02. | :17:11. | |
thousands receiving help from the Legion. The charity spends millions | :17:12. | :17:15. | |
of pounds every year, most of it raised during the Poppy Appeal. This | :17:16. | :17:18. | |
garden is one of six across the country, and will be here until | :17:19. | :17:29. | |
