in Swindon is just one organisation now gathering supplies. Fiona Lamdin

has spent the day watching the aid being collected.

It is now four days since the typhoon struck and 7000 miles away

on the other side of the world, this community in Swindon is still

waiting for news. I haven't heard from my mum yet. The first thing you

do when you wake up, grabbed the phone and try and ring. You are

always hopeful that it will ring. You get an out of coverage area

message and it has been like that since Friday. For others, good news

volunteers have spent the day backing 600 boxes of water survival

kits. These boxes will save lives. We will get them there as quickly as

possible. Our boxers will take over from the short term and will be

:03:09.:03:12.

allocated on an individual family basis. At the Red Cross just as I

bristle is sending kits for the emergency teams on the ground. All

these supplies will be used in the rescue centres. Everything has been

A west country conman who made millions selling fake bomb detectors

:03:56.:03:58.

to countries around the world, including Iraq, has failed in a bid

:03:59.:04:02.

to appeal against his ten year jail sentence.

:04:03.:04:04.

Jim McCormick was convicted in April. Today he went to the court of

:04:05.:04:10.

appeal in London. His case became one of the first to be televised,

:04:11.:04:13.

under new arrangements which have just come into force.

:04:14.:04:16.

Our Somerset correspondent Clinton Rogers, who has covered this story

:04:17.:04:19.

from the beginning, was in court today.

:04:20.:04:23.

Three High court judges heard McCormick's team make their appeal

:04:24.:04:28.

today. They argued that the original ten year jail sentence was excessive

:04:29.:04:31.

because the trial judge placed too much weight on whether McCormick's

:04:32.:04:34.

bogus detectors had actually been responsible for loss of life in

:04:35.:04:46.

Iraq. The barrister said the issue of bomb deaths in Iraq had never

:04:47.:04:50.

been put before the Old Bailey jury and hear today he went further,

:04:51.:04:55.

suggesting that as a deterrent, perhaps the devices actually

:04:56.:04:58.

prevented terrorists from planting bombs. But the appeal court judges

:04:59.:05:01.

were quick to dismantle the arguments. For that argument, it

:05:02.:05:11.

would have to be right. The position now, post conviction of him, that

:05:12.:05:19.

fewer lives were being lost in Iraq. There are different circumstances

:05:20.:05:23.

giving rise to loss of life. You are not comparing like to like. Don t

:05:24.:05:28.

use the word logic when that is not coming into it. And after a hearing

:05:29.:05:31.

which lasted about 40 minutes, the court refused the application to

:05:32.:05:34.

appeal saying the original sentence, the maximum for fraud, was fair If

the appeal against his conviction, McCormick's lawyers say they now

plan to appeal against the conviction itself.

It's been revealed that a senior doctor had concerns about a

:06:38.:06:42.

colleague who used a spy style watch to film himself abusing patients. Dr

:06:43.:06:47.

Davinder Bains from Swindon wore a wristwatch with a tiny built in

:06:48.:06:49.

camera and recorded himself assaulting dozens of patients. He

:06:50.:06:58.

was jailed for 12 years this May. A report published today says that a

:06:59.:07:02.

fellow GP at his surgery in Royal Wootton Bassett had raised concerns

:07:03.:07:05.

about Bains' attitude to patients, but was unsure what to do about

:07:06.:07:06.

them. Dr Bains is now appealing against

:07:07.:07:15.

his prison sentence but his victims will be living with their traumatic

should be raised externally. We have to remember he was a criminal who

:08:14.:08:17.

seriously abused his position as a doctor and he was reportedly quite

:08:18.:08:22.

charming and plausible. He deliberately lied about what he was

:08:23.:08:27.

doing and what was going on and gave plausible responses. The report

:08:28.:08:30.

found that within this all male GP practice there was no policy about

:08:31.:08:33.

chaperoning patients and there were also problems around the way

:08:34.:08:36.

complaints were being managed and safeguarding of children. Today no

:08:37.:08:44.

one from the surgery was prepared to be interviewed but in the

:08:45.:08:48.

statements, they point out that staff had been fully trained in

:08:49.:08:51.

safeguarding and they want to reassure patients that it is

:08:52.:08:56.

business as usual. And Matthew joins me in the studio

happen when a patient needs an examination at the GPs surgery? They

:09:03.:09:11.

did a review of many surgeries in Wiltshire and found there are

variations between what different practices were doing. What they

should be doing according to the guidelines, is if you are having any

:09:19.:09:23.

kind of intimate examination, the removal of clothing, irrespective of

the sex of the dogs or patient, a chaperone should be automatically

offered. It should be documented. `` irrespective of the sex of the

:09:38.:09:43.

doctor or patient. There are some situations where it is not

:09:44.:09:47.

appropriate for an intimate examinations. Sometimes GPs going to

:09:48.:09:52.

the community and sometimes they don't have a chaperone. They have to

:09:53.:09:56.

judge the situation and it is their personal reputation on the line

:09:57.:10:04.

Those are the guidelines and this case is going to mean that GPs will

:10:05.:10:11.

A Bristol man who attacked his elderly mother with a claw hammer,

has today been sentenced to nine and a half years in prison. Andrew Deans

admitted carrying out the attack in February. The court heard Deans had

:10:48.:10:50.

warned a mental health worker he would harm someone if he was

:10:51.:10:53.

released, after he was detained two days before the attack. His

:10:54.:10:56.

79`year`old mother survived the ordeal but was left with serious

:10:57.:11:01.

head injuries. The former Somerset explosives plant

:11:02.:11:04.

at Puriton is set to be turned into a site for renewable energy

:11:05.:11:08.

companies. Permission has been granted to turn the old Royal

Ordnance Factory into a so`called energy park, housing firms which

An inquest has heard harrowing details of what may have been the

last moments of two young boys who are thought to have been killed by

their father before he took his own life. Three`year`old Bryn Anderson

:11:32.:11:34.

and his brother Jack, who was 1 , were heard screaming in the flat

:11:35.:11:40.

where they lived in Tidworth. The boys were living with their

:11:41.:11:43.

father after their parents separated and were being supported by social

:11:44.:11:50.

services. James Ingham has been following events at Wiltshire

:11:51.:11:52.

Coroners Court. Earlier I asked him what's the background to the case?

:11:53.:11:59.

It was on the 1st of September that three bodies were discovered in a

:12:00.:12:03.

flat in Tidworth. It's believed 36`year`old Graham Anderson took his

:12:04.:12:06.

own life after killing his two young sons, 11`year`old Jack and three

:12:07.:12:10.

year old Bryn who were found dead in their beds. The boys had recently

:12:11.:12:13.

moved in with their father after a period spent in foster care. Despite

:12:14.:12:16.

having a history of violence, anti`social behaviour and drink and

:12:17.:12:19.

drug abuse, social workers said he was fit to care for his children.

:12:20.:12:23.

Their mother Victoria was drinking heavily so wasn't considered

:12:24.:12:26.

capable. And it seemed to be going well. The childrens' social worker

:12:27.:12:29.

said Mr Anderson had created a settled family life saying he was a

:12:30.:12:33.

calm and loving father. But he was facing eviction from his flat after

:12:34.:12:36.

failing to pay rent, and was worried about continuing custody of his

:12:37.:12:39.

children. He'd seen a doctor because he said he was having problems

:12:40.:12:42.

sleeping. There's been some harrowing evidence today, hasn't

:12:43.:12:45.

there? Yes, the families in court were warned by the coroner about the

:12:46.:12:48.

shocking nature of some of what they'd hear. She said she heard

:12:49.:12:59.

frightened screams from two children and one boy shouting repeatedly

:13:00.:13:03.

"What are you doing to me?" Two days later, the bodies of the children

:13:04.:13:06.

and their father were found by a letting agent showing new tenants

:13:07.:13:10.

around the flat. What have agencies who were involved with this family

:13:11.:13:12.

said? Well, following these deaths, the Hampshire Safeguarding Children

:13:13.:13:15.

Board has conducted a serious case review. It's concluded that these

:13:16.:13:18.

deaths could not have been predicted and were therefore not preventable.

:13:19.:13:23.

But it did say there could have been better multi`agency assessment of

:13:24.:13:25.

Graham Anderson before he was awarded care of the children. It

:13:26.:13:32.

said the children were happy and thriving and there's no evidence to

:13:33.:13:35.

suggest they had ever been harmed by their father during their lifetime.

:13:36.:13:39.

The coroner said he would consider very carefully what lessons can be

:13:40.:13:45.

learned from this tragic case. The inquest will continue tomorrow.

:13:46.:13:50.

A deal to stop two of Somerset's councils from going broke has passed

:13:51.:13:53.

a major hurdle. This afternoon members of West Somerset Council

:13:54.:13:56.

voted to merge staff and services with Taunton Deane Borough Council.

:13:57.:13:59.

But the deal faces another crucial vote this evening. Our political

:14:00.:14:04.

editor Paul Barltrop joins us live from Taunton Shortwood's historic FA

:14:05.:14:05.

Cup run is how important is this deal? One

:14:06.:14:21.

council leader described it as the biggest most important day in 2

:14:22.:14:26.

years as a counsellor. West Somerset and Taunton Deane want to share

services and save money. It is risky. Bringing forward that

transformation will raise ?2.7 million. Most West Somerset

given a huge amount of thought to this and they work closely with the

deferred. What is that about? It is about who is in on the deal. A

with bigger savings. Has there been pressure from on high

about this? Because the leaders were summoned to

London. They met with the Secretary of State and he has been putting

pressure on them saying a three wheel `` a 3`way deal would be

better. Taunton Deane councillors are debating and will be voting on

work helps benefit youngsters. I come here every day. I think it is

nice to come here and see the animals. All the animals, they come

out. I come every Saturday as well. My job is to get them on board and

give them something fun and engaging to do with their time and get

involved with looking after the animals. We work with eight to

11`year`old children who live locally. They need some positive

activities to engage them. They come and they work on the farm and they

learn about how to look after the animals. It is fun and I like to

look after the animals very well. You want me to do something? Yes!

Get the brush. Some of the children come from homes that may not have

:20:13.:20:14.

outside space, they may struggle making friends, they may be bullies.

There is a range of needs. Why do you love coming here? We come to

here, I'm frantic, running around. Susan, off you go. David, you are

Thousands of people have been making their way for this evening's switch
