building programme has been sent back to the drawing board. In | :01:12. | :01:14. | |
December, local authorities submitted ambitious plans to make | :01:14. | :01:17. | |
schools fit for the 21st Century. Parents were due to learn this | :01:17. | :01:20. | |
month which projects would be given the go ahead. But instead, councils | :01:20. | :01:23. | |
will look again at plans and will be asked to contribute hundreds of | :01:23. | :01:25. | |
millions of pounds more towards their cost. Our education | :01:25. | :01:35. | |

We are talking about the Welsh government's biggest ever school | :01:43. | :01:46. | |
melding programme. In some of learning about which schools will | :01:46. | :01:50. | |
be built, parents, pupils and teachers are learning that councils | :01:50. | :01:56. | |
have been asked to think again. This is Coldicott School, badly in | :01:56. | :02:00. | |
nerd -- in need of a completely new start. When I visited in December, | :02:01. | :02:07. | |
pupils told me the buildings were not up to scratch. I am sure that | :02:07. | :02:10. | |
if the environment was nicer, I am sure everybody would be more | :02:10. | :02:17. | |
engaged. It just feel like it is lacking. You go to a society and | :02:17. | :02:21. | |
you see all the technology that is there and you think, why hasn't my | :02:21. | :02:24. | |
school got that technology? And going to be going into a world that | :02:24. | :02:29. | |
I am not prepared for. But will pupils get the classrooms they | :02:29. | :02:35. | |
need? Monmouth Show submitted plans as part of the world's governments | :02:35. | :02:38. | |
biggest-ever school buildings programme. Now, they have been | :02:38. | :02:41. | |
asked to go back to the drawing board to make hard decisions and | :02:41. | :02:46. | |
come up with more cash. 18 out of 22 councils have told BBC Wales | :02:46. | :02:52. | |
what their plans would have cost. �1.3 billion for priority projects | :02:52. | :02:57. | |
over the next three years. Most councils plan to contribute 30 % of | :02:57. | :03:01. | |
costs with the large government paying the rest. Now, the Education | :03:01. | :03:05. | |
Minister has said that councils should pay 50 % of the costs. | :03:05. | :03:09. | |
Hundreds of millions of pounds more. He blames budget cuts imposed by | :03:09. | :03:12. | |
the UK Government. There were questions being asked as to whether | :03:13. | :03:18. | |
some of them would be able to reach the 30 % but we have to ask serious | :03:18. | :03:25. | |
questions as to whether this programme will be delivered at all. | :03:25. | :03:32. | |
We are very disappointed in the state Benn today. -- statement. It | :03:32. | :03:37. | |
is a blow for Education in Wales. It will not dip -- increase the | :03:37. | :03:41. | |
standards. With councils being asked to review their plans, there | :03:41. | :03:46. | |
is no uncertainty over which will go ahead. I am obviously | :03:46. | :03:50. | |
disappointed. I am not surprised. We had heard messages from the last | :03:51. | :03:54. | |
government that we were going to have to look again at our programme. | :03:55. | :04:01. | |
I am disappointed for a number of our schools but we are very keen to | :04:01. | :04:05. | |
continue our engagement with the last government and to discuss what | :04:05. | :04:12. | |
we can do with our strategic programme. It is not surprising. | :04:12. | :04:17. | |
We've seen huge cuts to the Welsh Assembly's capital budget and the | :04:17. | :04:23. | |
result is that we expected some three privatisation to occur. The | :04:23. | :04:30. | |
conditions of the school stock readers need modernisation. -- | :04:30. | :04:39. | |
really does need. I think we need is in discussions with the | :04:39. | :04:43. | |
government to see how we go forward. It is time now for councils to make | :04:43. | :04:47. | |
difficult decisions. That may mean some school building projects will | :04:47. | :04:51. | |

We are saying that the programmes after 2014 may now need to come | :05:13. | :05:19. | |
back for more work to be done on them. Our budgets have been cut by | :05:19. | :05:23. | |
the Conservative-led government in Westminster. Instead of learning | :05:23. | :05:26. | |
which projects will be going ahead which was due this month, parents | :05:26. | :05:33. | |
are now finding out they will be cut back. We have a whole series of | :05:33. | :05:36. | |
programme under way and we need to work with our local authority | :05:36. | :05:43. | |
partners on what is the best way of spending the money we have. | :05:43. | :05:47. | |
Councils have to find an extra 20 % for each of the projects they want | :05:47. | :05:51. | |
to build. They can't find that money. Is it inevitable that many | :05:51. | :05:56. | |
of these projects will be scrapped? No. Some local authorities are very | :05:57. | :06:00. | |
good in the way they have been using their money. If you're going | :06:00. | :06:06. | |
to borrow, it makes sense to borrow when interest rates are low. I want | :06:06. | :06:09. | |
local-authority is to work with us to find the best way of using the | :06:09. | :06:19. | |

money that we have and they have. What is going on in Blaenau Gwent? | :06:23. | :06:28. | |
We have taken steps today. We got the report this morning and I have | :06:28. | :06:34. | |

what the council leader has to say. What my administration is doing now | :07:00. | :07:03. | |
sensitive over his right to address the problems that have been | :07:03. | :07:13. | |

highlighted in this report. A lot of the things we're doing is | :07:14. | :07:23. | |
building a new Learning Zone, 3-16 schools, a new breed -- a | :07:23. | :07:28. | |

system. That was the leader of Blaenau Gwent council. | :07:45. | :07:48. | |

also today, he's unveiled a radical plan that would mean just two Welsh | :07:51. | :07:53. | |
universities would avoid merger proposals. Cardiff and Swansea | :07:53. | :07:56. | |
would remain as stand alone institutions, but every other | :07:56. | :08:01. | |
university is expected to merge with others. Jenny Rees reports. | :08:01. | :08:04. | |

But by 2013 Glamorgan as an independent 'brand' might be a | :08:07. | :08:12. | |
thing of the past, along with other institutions in Wales. The | :08:12. | :08:15. | |
Education Minister has given his backing to proposals by the higher | :08:15. | :08:20. | |
education funding body for radical changes, including several mergers. | :08:20. | :08:22. | |
They include a merger between the University of Glamorgan, the | :08:23. | :08:25. | |
University of Wales Institute Cardiff and University of Wales | :08:25. | :08:27. | |
Newport, and in the longer term, a merger between Aberystwyth and | :08:28. | :08:34. | |
Bangor. Glyndwr University in Wrexham would work to this new | :08:34. | :08:38. | |
super university in the north. Although, the man at the helm of | :08:38. | :08:45. | |
Glyndwr insisted they want to remain independent. I think the | :08:45. | :08:49. | |
public here once the university in Wrexham. We are close to our | :08:50. | :08:53. | |
community and we have a different mission to the universities. We | :08:53. | :08:57. | |
were set up by the government to meet ambition in this area. Cardiff | :08:57. | :08:59. | |
and Swansea universities would continue to exist as separate | :08:59. | :09:01. | |
institutions. Meanwhile, a streamlining of the University of | :09:01. | :09:04. | |
Wales has started today. It awards degrees at five of our universities, | :09:04. | :09:07. | |
but today it announced plans to merge with Swansea Metropolitan and | :09:07. | :09:14. | |
trinity St David in West Wales. think there is quite a lot of | :09:14. | :09:18. | |
support. It is true to say that even one year ago they would not | :09:18. | :09:24. | |
have been the support there is now. I think it has recognised the very | :09:24. | :09:32. | |
challenging times that education faces. It is very difficult for | :09:32. | :09:39. | |
small institutions to be viable. This is a process that we are | :09:39. | :09:42. | |
seeing all the Europe. proposals would have a huge impact | :09:42. | :09:45. | |
on staff and students at the universities. The minister has said | :09:45. | :09:47. | |
more consultation will be carried out with those affected before a | :09:47. | :09:54. | |
final decision is made. The Education Minister, Leighton | :09:54. | :09:59. | |
Andrews, is still with me. Just how radical a change would this be if | :09:59. | :10:03. | |
you got your way? The proposals that have been put forward are in | :10:03. | :10:08. | |
line with the strategy. They said last year they wanted most of Welsh | :10:08. | :10:12. | |
universities to be about the medium size. We have too many small | :10:12. | :10:17. | |
universities. We need a smaller number of strong universities. | :10:17. | :10:25. | |
are talking here about some universities disappearing and | :10:25. | :10:30. | |
changing into the universities. There has been a lot of change in | :10:30. | :10:32. | |
the higher education sector and the proposals that the Conservative-led | :10:32. | :10:39. | |
government and making in England to ratchet up tuition fees mean that | :10:40. | :10:44. | |
the situation will become uncertain. We want to be able to plan our | :10:44. | :10:50. | |
higher education system in Wales. Is it your place as Education | :10:50. | :10:56. | |
Minister to tell universities who they should be merging with? I am | :10:56. | :11:04. | |
not telling them. This is the recommendation by the Higher | :11:04. | :11:08. | |
Education Council for Wales. There will be dialogue between the | :11:08. | :11:11. | |
universities and other stakeholders and the proposals have widespread | :11:11. | :11:16. | |
support. It has been an ambition of the last government of the last | :11:16. | :11:21. | |
decade to have a smaller number of strong the universities. Will these | :11:21. | :11:26. | |
mergers actually happen? My own view is that once we've had the | :11:26. | :11:30. | |
consultation, this will probably look like the future map of | :11:30. | :11:33. | |
university provision in Wales and I think people will come to terms | :11:33. | :11:43. | |

A convicted murderer has told a jury that he alone was guilty of | :11:47. | :11:50. | |
the brutal murder of Lynette White in Cardiff in 1988. Jeffrey Gafoor | :11:50. | :11:53. | |
is a prosecution witness in a Swansea trial of eight ex-police | :11:53. | :11:55. | |
officers accused of conspiracy to pervert the course of justice. | :11:56. | :11:58. | |
Gafoor said he felt "terrible" that three innocent men were jailed for | :11:59. | :12:05. | |
the murder. Matt Murray was in court. | :12:05. | :12:09. | |
For 15 years, Jeffrey Gafoor got away with murder. Lynette White was | :12:09. | :12:15. | |
working as a prostitute in this area of Cardiff and Jeffrey Gafoor | :12:15. | :12:19. | |
was a client. A new investigation was launched using the latest | :12:19. | :12:25. | |
scientific techniques and the trial led to Jeffrey Gafoor. Police | :12:25. | :12:29. | |
arrested him in 2003 when he was employed as a security guard. He | :12:29. | :12:36. | |
confessed to killing Lynette White in 1988 after an argument over �30. | :12:36. | :12:40. | |
Jeffrey Gafoor took to the witness box and told the jury having met | :12:40. | :12:46. | |
Lynette White back in February 1988, he said once inside the flat he | :12:46. | :12:51. | |
changed his mind and demanded his money back. She refused. At this | :12:51. | :12:55. | |
point, he pulled a knife and threatened her. A scuffle then | :12:55. | :12:58. | |
broke out between the two which resulted in Lynette White being | :12:58. | :13:04. | |
stabbed. He told the jury he can't remember how many times he stabbed | :13:04. | :13:09. | |
Lynette White. He said his memory of the event is fuzzy. It almost | :13:09. | :13:12. | |
seemed like a dream. But in Court today, Gafoor was | :13:12. | :13:15. | |
adamant that he carried out the killing alone. In 1990, three men, | :13:15. | :13:18. | |
Steven Miller, Yusaf Abdullahi and Tony Paris, were convicted of the | :13:18. | :13:21. | |
murder but released two years later on appeal. The prosecution claim | :13:21. | :13:24. | |
that the former police officers on trial manufactured evidence that | :13:24. | :13:33. | |
led to the convictions of the men who were known as the Cardiff Three. | :13:33. | :13:37. | |
Jeffrey Gafoor told the court he had put me out of his mind but he | :13:37. | :13:39. | |
now feels terrible of the conviction of the Cardiff Three. He | :13:39. | :13:44. | |
said, their problems stemmed from my actions. He also told the court | :13:44. | :13:48. | |
he knew they were completely ever did -- innocent because I am the | :13:48. | :13:57. | |
one who killed Lynette White. All of the officers deny conspiring to | :13:57. | :14:06. | |

First came the ban on smoking in public places but now the Welsh | :14:22. | :14:26. | |

possibility but if the campaigns about the dangers of smoking don't | :14:33. | :14:38. | |
hit home, then changing the law could be the next step. | :14:38. | :14:43. | |
Mark Smith is a dad who's had a 12- year-old daughter and he's a busy | :14:43. | :14:46. | |
parent and says his car is one of the few places he can enjoy a | :14:46. | :14:51. | |
cigarette. He admits to lighting up while his child is in the back seat. | :14:51. | :14:57. | |
I have to admit that they have but I've had all the windows down. It | :14:57. | :15:02. | |
is not something I would recommend other people to do but it is the | :15:02. | :15:06. | |
last place left that I've got as well. The First Minister wants | :15:06. | :15:10. | |
drivers to change their behaviour. Today, Carwyn Jones said he was | :15:10. | :15:15. | |
prepared to make Wales the first European country to ban smoking in | :15:15. | :15:19. | |
cars carrying children. But before that, the Welsh government will | :15:19. | :15:23. | |
embark on a three-year campaign to alert adults to the harm second- | :15:24. | :15:29. | |
hand smoke has on youngsters. It is a campaign that has not been set at | :15:29. | :15:37. | |
it. We are pleased the Government is committed to this. We want to | :15:37. | :15:41. | |
see how far the public is picking it up in order to provide evidence | :15:41. | :15:45. | |
before we need to legislate. smoking ban was introduced in 2007 | :15:45. | :15:49. | |
and it affected all public buildings. Pubs, offices and | :15:49. | :15:53. | |
restaurants across the country are now smoke-free but the Health | :15:53. | :16:02. | |
Minister is keen to do more. think it is the next logical step. | :16:02. | :16:07. | |
Children cannot protect themselves. That is why you want to change mind | :16:07. | :16:12. | |
sets and hopefully, some of them will stop smoking altogether. | :16:13. | :16:18. | |
for smokers like Mark Smith, it is a step too far. I think it is a bit | :16:18. | :16:25. | |
of a nanny state. Parenting is a natural instinctive thing to do. | :16:25. | :16:30. | |
Your first instinct is to protect the child. I don't think people | :16:30. | :16:34. | |
will drive around with the windows wound up and the car full of smoke. | :16:34. | :16:38. | |
We may have got used to the smoking ban but came into force for | :16:38. | :16:42. | |
