hours with Milford Haven campaigners today. They are | :01:46. | :01:50. | |
understandably delighted at the decision to retain their coastguard | :01:50. | :01:56. | |
station. Here in Mumbles, it is the opposite end of the scale. They are | :01:56. | :01:59. | |
losing their station. A number of Labour MPs are claiming Milford | :01:59. | :02:04. | |
Haven received preferential treatment because both | :02:04. | :02:08. | |
Pembrokeshire constituencies have Conservative MPs. Whichever filter | :02:08. | :02:14. | |
you look at this through, it has been an intriguing day. | :02:14. | :02:17. | |
We have decided to retain the coastguard centre at Milford | :02:17. | :02:19. | |
Haven... The moment of victory. These | :02:19. | :02:22. | |
campaigners fought long and hard against the decision to shut the | :02:22. | :02:25. | |
Milford Haven coastguard station, calling it reckless. They met at | :02:25. | :02:32. | |
their local to hear the transport minister announce a U-turn. | :02:32. | :02:37. | |
In light of a further review of the potential costs of the they Keating | :02:37. | :02:41. | |

Their campaign was well organised and unrelenting. It included | :03:03. | :03:06. | |
rallies in Milford, a journey to Downing Street to deliver a 20,000 | :03:06. | :03:09. | |
strong petition, and an angry confrontation with the head of UK | :03:09. | :03:12. | |
Coastguard Service. He said he'd listen to their concerns. It | :03:12. | :03:20. | |
appears he has done. Absolute elation. Absolute elation. | :03:20. | :03:24. | |
So many emotions running through our minds right now, after that | :03:24. | :03:29. | |
announcement this morning, that Milford Haven's disturbs station | :03:29. | :03:34. | |
has been saved. It is the right decision. -- coastguard station. | :03:34. | :03:38. | |
But if the mood was one of elation in Milford, it was one of despair | :03:38. | :03:41. | |
in Mumbles. Their station will now shut, leading to the loss of nearly | :03:41. | :03:44. | |
30 jobs. That means rescue operations like this one on the | :03:44. | :03:50. | |
Gower will have to be coordinated from much further away. | :03:50. | :03:54. | |
The Secretary of State has failed to justify his decision to close | :03:54. | :03:59. | |
Swansea and keep Milford Haven open. It makes no sense in maritime | :03:59. | :04:03. | |
safety terms, it may make sense in terms of narrow party-political | :04:03. | :04:07. | |
advantage. Swansea is better placed strategically, Swansea deals with | :04:07. | :04:13. | |
twice as many incidents as Milford Haven does, Swansea had a history | :04:13. | :04:17. | |
of liaising with different police services across South Wales and the | :04:17. | :04:21. | |
south-west of England. Milford Haven has only ever dealt with | :04:21. | :04:28. | |
Dyfed-Powys. Celebrations at Tom Maynard. -- at | :04:28. | :04:32. | |
Holyhead. A decision was made to shut the station in Liverpool | :04:32. | :04:36. | |
instead. It is a reflection of the hard work | :04:36. | :04:39. | |
that has gone into the campaign to keep the station opened. Local | :04:39. | :04:43. | |
support from the public and shipping companies, and other water | :04:43. | :04:47. | |
users, has been absolutely phenomenal. It is a reward for | :04:47. | :04:51. | |
these people as much as anything. Hundreds of people get into trouble | :04:52. | :04:57. | |
in waters like these around the Welsh coastline every year. The | :04:57. | :04:59. | |
case Guard Service has always maintained the modernisation | :04:59. | :05:03. | |
programme would lead to a more efficient and safe the system. | :05:03. | :05:06. | |
Campaigners disagreed and today their voices have been heard, but | :05:06. | :05:16. | |

their victory has been bittersweet. Elation at Milford and for Holly | :05:20. | :05:27. | |

potentially a chance for a reprieve. There is a consultation period on | :05:47. | :05:50. | |
these new proposals until October. Swansea can still potentially | :05:51. | :05:53. | |

about the Milford decision but can you assure people that two stations | :06:03. | :06:09. | |
will keep waters safe? The Welsh government says UK ministers will | :06:09. | :06:14. | |

consultation. There have been 2000 responses to that, dozens of | :06:24. | :06:29. | |
alternatives ideas. This being very much evidence led and risk assessed | :06:29. | :06:33. | |
and I believe the right decision has been made for south-west Wales. | :06:33. | :06:37. | |
Is this political? Labour MPs in Swansea claimed Milford Haven was | :06:37. | :06:41. | |
saved because there are two Conservative MPs in Pembrokeshire. | :06:41. | :06:44. | |
There are too conservative colleagues of mine in Cornwall and | :06:44. | :06:48. | |
they are not so pleased because their local station is earmarked | :06:48. | :06:54. | |
for closure. Absolutely not political. It was based on evidence | :06:54. | :06:57. | |
and the saved Milford Haven action group have come up with fantastic | :06:58. | :07:03. | |
evidence about the importance of maintaining the station. | :07:03. | :07:08. | |
It was thought that Swansea station would stay open. It is claimed it | :07:08. | :07:13. | |
is twice as busy as Milford Haven. What strings did duple? | :07:13. | :07:20. | |
I didn't pull any strings. We have been active campaign group in | :07:20. | :07:25. | |
Pembrokeshire through. That is what a good Member of Parliament does. | :07:25. | :07:29. | |
This has been a real consultation and the government has looked at | :07:29. | :07:33. | |
the proposals. Normally, governments get criticised for not | :07:33. | :07:40. | |
listening during consultations and ram-raiding proposals through. Here | :07:40. | :07:43. | |
they have lessons. We have heard from our reporter | :07:43. | :07:48. | |

evidence that Labour would benefit from the change I am suggesting. We | :18:00. | :18:04. | |
have to make a change to avoid the chaos and Scotland of Welsh | :18:04. | :18:07. | |
Assembly members having different boundaries from March | :18:07. | :18:13. | |
parliamentarians, causing chaos for parties and confusion for voters. | :18:13. | :18:17. | |
Labour have tended to win most first-past-the-post seats in the | :18:17. | :18:25. | |
Assembly. For the former coalition partners, it is a deal breaker. | :18:25. | :18:28. | |
This is not for the good of Wales and we will not support a | :18:28. | :18:33. | |
government that advance this as the future for us democracy. It is a | :18:33. | :18:38. | |
travesty of the gains we have made in having a more proportional and | :18:38. | :18:42. | |
representative Assembly over the years. It would create an Assembly | :18:42. | :18:47. | |
which was biased towards the south- east of Wales in particular. It | :18:47. | :18:51. | |
would be stacked with Labour Party members and this is political | :18:51. | :18:56. | |
manipulation. The UK Government is looking at the idea of having more | :18:56. | :19:00. | |
members elected proportionately with just 30 elected by first-past- | :19:00. | :19:04. | |
the-post. It is natural that officials will look at all sorts of | :19:04. | :19:09. | |
options. There needs to be wide consultation. Two months ago, Peter | :19:09. | :19:14. | |
Hain was talking about a proportional system and they want | :19:14. | :19:17. | |
to change it in the interest of the Labour Party not in the interest of | :19:18. | :19:23. | |
Wales. A Although we are talking about Assembly elections, the rules | :19:23. | :19:28. | |
are decided by Parliament. So Labour's Peter Hain is going to | :19:28. | :19:32. | |
have to convince a Conservative and Liberal Democrat coalition | :19:32. | :19:36. | |
government and that might be easier said than done. | :19:36. | :19:38. | |
