Ofcom has told BT to drop the price it charges other internet providers | :01:30. | :01:35. | |

regulator, Ofcom, 12 local authorities in mid, north and west | :01:58. | :02:01. | |
Wales are amongst the worst connected areas in Britain. An | :02:01. | :02:05. | |
example of how that leaves you at a disadvantage is Frances Volecker's | :02:05. | :02:07. | |
business. She's an architect and works from her home in Pantglas, | :02:07. | :02:13. | |
near Penygroes in Gwynedd. If you were a young person trying to set | :02:13. | :02:18. | |
up a business and you had these kind of problems, you could not do | :02:18. | :02:22. | |
it here. You cannot set up a business in a rural area which | :02:22. | :02:28. | |
relies on broadband connections to the rest of the world. You can't | :02:28. | :02:31. | |
compete with the towns. BT largely provides the internet | :02:31. | :02:34. | |
infrastructure which more than 400 other companies use and then charge | :02:34. | :02:38. | |
their own rates to customers. Ofcom has asked BT to drop the wholesale | :02:38. | :02:41. | |
price they charge those providers who service rural areas. It costs | :02:41. | :02:45. | |
more to provide the internet in rural areas and customers there can | :02:45. | :02:52. | |
end up paying more. What will happen will be that the wholesale | :02:52. | :02:58. | |
offer that BT will sell to the 400 plus service providers out there | :02:58. | :03:02. | |
will be flexible within rural areas. I think that is partly because they | :03:02. | :03:06. | |
have been cases where the rural areas have been charged more and BT | :03:06. | :03:12. | |
has never charged more in the rural area. BT were doing the big sell | :03:12. | :03:15. | |
today at the Show, explaining a new fast broadband scheme in Cornwall. | :03:15. | :03:18. | |
The telecoms regulator feels the onus is on them to start bringing | :03:18. | :03:28. | |

prices down. What we are doing by enforcing a charge control, in | :03:28. | :03:33. | |
forcing BT to put a price cut on the charge they charge their | :03:33. | :03:41. | |

life. We use on a daily basis. My husband unit -- use it for silage | :04:08. | :04:12. | |
analysis and buys different things for the farm on it. Before, when we | :04:13. | :04:17. | |
had dial-up, which was impossible, because by the time you got to the | :04:17. | :04:21. | |
site you wanted, you were cut off. The UK Government has promised | :04:21. | :04:25. | |
almost �57 million to improve broadband in Wales. Currently | :04:25. | :04:28. | |
there's a bidding competition to see which company will take | :04:28. | :04:31. | |
advantage of public money and make our internet lives easier. BT are | :04:32. | :04:36. | |
one of the bidders. What customers want to know most is, can they have | :04:36. | :04:45. | |
better access at lower prices? This is becoming a big political | :04:45. | :04:51. | |
issue. There is a lot of political emphasis being put on this and the | :04:51. | :04:55. | |
financial and economic implications. We hear how much money the UK | :04:55. | :04:58. | |
government will put aside but the unofficial estimate is that there | :04:58. | :05:03. | |
will need to be around �200 million to roll out new generation super- | :05:03. | :05:07. | |
fast broadband right across the country. There are ongoing | :05:07. | :05:10. | |
negotiations to see how much and where that money comes from. There | :05:10. | :05:14. | |
is another issue as well which Ofcom alluded to there, that there | :05:14. | :05:19. | |
has got to be services for everyone in Wales, not just the 78 % of | :05:19. | :05:23. | |
broadband users in urban areas but also in the countryside. Mid-Wales, | :05:23. | :05:29. | |
North Wales and West Wales. They have got to have the same services. | :05:29. | :05:33. | |
Campaigners trying to save their church in the Rhondda have been | :05:33. | :05:36. | |
told they can buy it. The parishioners of All Saints in | :05:36. | :05:39. | |
Maerdy have been staging a sleep-in protest since its closure nearly | :05:39. | :05:43. | |
three weeks ago. Now, the Archbishop of Wales has offered to | :05:43. | :05:45. | |
sell them the building and agreed that two weddings, cancelled | :05:45. | :05:49. | |
because of the closure, can now take place. Dr Barry Morgan made | :05:50. | :05:52. | |
the concessions during a sometimes heated meeting at a neighbouring | :05:52. | :06:02. | |

concession to sell them their church at a knock-down price | :06:32. | :06:35. | |
failing to lift their spirits. Church in Wales is able to offer it | :06:35. | :06:43. | |
for sale far below the market value to a charity. He said we could buy | :06:43. | :06:45. | |
the church and still have to worship there but we would have to | :06:45. | :06:49. | |
pay for everything. We would have to pay the costs of the vicar. It | :06:50. | :06:53. | |
would be our building but the land would never be ours. They've been | :06:53. | :06:57. | |
worshiping at All Saints in Maerdy since 1885, but this month that | :06:57. | :07:00. | |
came to an end. With a dwindling congregation and a mounting repair | :07:00. | :07:03. | |
bill, estimated to cost hundreds of thousands of pounds, All Saints was | :07:03. | :07:13. | |

earmarked for closure. Incensed by the move, parishioners have held a | :07:18. | :07:21. | |
sleep-in protest for nearly three weeks and have been seeking to | :07:22. | :07:24. | |

campaigners invited the Archbishop to come and see their church for | :07:27. | :07:29. | |
himself. There he held an unscheduled evensong service and | :07:29. | :07:32. | |

he led his shipwrecked crew to safety after their vessel sank in | :17:44. | :17:50. | |
the Indian Ocean 1700 miles from shore. Over the years, his exploits | :17:50. | :17:54. | |
have been forgotten. But now, people in his home town of Barry in | :17:54. | :17:57. | |
the Vale of Glamorgan have restored his damaged grave in memory of | :17:57. | :18:04. | |
their local hero. August 1923. 34 merchant seamen | :18:04. | :18:09. | |
return to British shores. It was a homecoming like no other. The men | :18:09. | :18:13. | |
had survived 23 days on lifeboats in the middle of the Indian Ocean. | :18:13. | :18:17. | |
They had little food and no navigation equipment. This is the | :18:17. | :18:22. | |
man credited with saving their lives. Master Mariner Cecil Foster. | :18:22. | :18:25. | |
In June 1923, his merchant ship the Trevessa encountered high storms | :18:25. | :18:30. | |
after leaving Australia. As the ship began to sink, he ordered an | :18:30. | :18:40. | |
evacuation. The initial Lovering the boats and getting them underway | :18:40. | :18:47. | |
and so by evening was incredible. - - and surviving. The ship's anchor | :18:47. | :18:51. | |
very quickly. When the Trevessa sank, she was | :18:51. | :18:55. | |
1700 miles from shore. But Cecil Foster had been cast adrift on a | :18:55. | :18:58. | |
lifeboat during WWI after being torpedoed by German u-boats and | :18:58. | :19:02. | |
knew what to expect. He took control of the crew and led them to | :19:02. | :19:11. | |
dry land after 23 days at sea. He was hailed as a hero. The cameras | :19:11. | :19:18. | |
were there to greet the men. The King and the Queen invited them to | :19:18. | :19:23. | |
Buckingham Palace. He was a national figure at the time. | :19:23. | :19:26. | |
But Cecil Foster was a modest man and uncomfortable in the limelight. | :19:26. | :19:29. | |
He died in 1930, and it seems his fame died with him. Over the years, | :19:29. | :19:33. | |
even his gravestone began to decay. But after a recent call to arms, | :19:33. | :19:36. | |
admirers in his hometown of Barry have put their hands in their | :19:36. | :19:39. | |
pockets and raised �1,000 to restore the monument. It's their | :19:40. | :19:43. | |
way of reminding the community of a long-forgotten hero of the seven | :19:43. | :19:48. | |
seas. He may not be a household name anymore, but here at least the | :19:48. | :19:54. | |
exploits of Cecil Foster will always be remembered. | :19:54. | :19:59. | |
