Hello. Welcome to Wales Today. Tonight's top stories: | :00:03. | :00:07.
A hard price to pay - 40 per cent more of us are turning to loan | :00:07. | :00:10.
sharks. One victim tells us her experience almost drove her to | :00:10. | :00:20.
:00:20. | :00:21. | ||
suicide. It was horrific. I was worried my children would be better | :00:21. | :00:26.
off with someone else. I thought I should end it all. It was | :00:26. | :00:36.
:00:36. | :00:40. | ||
Also tonight: Sprinklers will soon be fitted in | :00:40. | :00:44.
all new homes. Developers say the cost will mean fewer houses will be | :00:44. | :00:48.
built here. Just 30 places on the plane - it's | :00:48. | :00:52.
time to impress for a world cup spot. Warren Gatland names his side | :00:52. | :01:02.
:01:02. | :01:04. | ||
to face England on Saturday. I will be getting the summer sales | :01:04. | :01:07.
as sailors take part in a major competition. | :01:07. | :01:10.
We're onstage as the Modern National Eisteddfod celebrates a | :01:10. | :01:12.
special birthday. We've been delving into the archive, looking | :01:12. | :01:22.
:01:22. | :01:23. | ||
Good evening. Many families here are struggling in these difficult | :01:23. | :01:26.
financial times and for some, it means taking drastic measures to | :01:26. | :01:31.
get money. More of us in Wales than ever before are turning to loan | :01:31. | :01:35.
sharks. The number of people using them has risen by a staggering 40% | :01:35. | :01:41.
in the last four years. And more families are going to them as a | :01:41. | :01:45.
last resort. The figure's jumped from 15,000 to 25,000. Carwyn Jones | :01:45. | :01:55.
:01:55. | :01:56. | ||
has been speaking to one victim. There is no paperwork, no Inbox, | :01:56. | :02:02.
just fear. As more of us stuck -- struggle with debt, it is a boom | :02:03. | :02:07.
time for loan sharks. This is Katie. It is not her real name as she does | :02:08. | :02:13.
not want to be identified. A single mum with two small children, she | :02:13. | :02:18.
was drowning in debt and turned to a loan shark. She borrowed 3,000 | :02:18. | :02:27.
but had to pay back five and a half 1000. He was a very big man. I knew | :02:27. | :02:33.
what he was capable of doing. I knew -- I made sure I always had | :02:33. | :02:36.
money to pay them back. I was worried that my children would be | :02:36. | :02:42.
better off with someone else. That I should just end it all. It really | :02:42. | :02:47.
was horrendous. The loan shark who was lending Katie money it was | :02:47. | :02:53.
eventually arrested and jailed. That was down to a team of Trading | :02:53. | :02:57.
Standards in forces and police officers who together make up the | :02:57. | :03:02.
Wales illegal money-lending unit. It was set up in 2007 to tackle | :03:02. | :03:05.
money-lending in Wales. During that time, it has seen the amount of | :03:05. | :03:13.
people using loan sharks rise by 40%. In other parts of the UK, | :03:13. | :03:19.
quite often it can be around drugs or gambling debts or alcohol. We do | :03:19. | :03:23.
find that, but more than anything the picture in Wales is that people | :03:23. | :03:27.
want to provide for their families and sometimes that tries them to go | :03:27. | :03:32.
to a loan shark. The unit has identified the areas in Wales they | :03:32. | :03:38.
see as loan shark hot spots. This includes Cardiff, and the North | :03:38. | :03:44.
Wales coast. This credit union in the City is advising people to use | :03:44. | :03:48.
their services, not those of a legal moneylenders. They know that | :03:48. | :03:55.
they're always be someone prepared to cash in on people's debt. | :03:55. | :03:59.
issue you have is that they have someone has been using that as a | :03:59. | :04:02.
source of credit, and credit is taking away, they have nowhere else | :04:02. | :04:08.
to go and there will be another illegal moneylender who will come | :04:08. | :04:15.
in and takeover that patch. Some stories, like Katie's, have a happy | :04:15. | :04:20.
ending. Years of living in fear though have proven hard to forget. | :04:20. | :04:23.
You saw Stephen Hay in that report, he's head of the Wales Illegal | :04:23. | :04:27.
Money Lending Unit and is here with me now to go through this in more | :04:27. | :04:33.
detail. Talk us through the process of how | :04:33. | :04:39.
you work. It is twofold. The first is to take strong enforcement | :04:39. | :04:45.
action against loan sharks. If we have a 24 hour hotline. We work | :04:46. | :04:49.
with the police to identify potential loan sharks and victims | :04:49. | :04:54.
and then be provide Abbas -- as a poor service. How successful have | :04:54. | :05:01.
you been on clamping down? What are the figures? It has been successful. | :05:01. | :05:05.
Around two-and-a-half million of a legal money lender's loan books | :05:05. | :05:13.
have been identified. Huge figures. We never managed to eradicate | :05:13. | :05:17.
around half-a-million pounds of the legal debt and identified 1,700 | :05:17. | :05:21.
victims. The figures are large and we feel like there is a lot of work | :05:21. | :05:27.
to do. What is left to do? How can you improve what you're doing? If | :05:27. | :05:32.
people are watching and they are in trouble, can get in touch with you? | :05:32. | :05:38.
They can. There is a 24 hour hotline. Have trust and faith in | :05:38. | :05:43.
what we can do. Come forward in confidence. In no action will be | :05:43. | :05:52.
taken before we have met you. you very much. | :05:52. | :05:56.
Leading housebuilders are warning that fewer houses will be built in | :05:56. | :06:00.
Wales because of a new law that will make fire sprinklers | :06:00. | :06:08.
compulsory. They are not something you would | :06:08. | :06:13.
notice necessarily unless they go off. But little sprinklers like | :06:13. | :06:16.
this are something that is getting housebuilders rather hot and | :06:16. | :06:23.
bothered. There is no doubt that they save lives and in April and | :06:23. | :06:27.
new Welsh law was passed making it compulsory to install fire | :06:27. | :06:31.
sprinklers in all homes being built here. But developers say it is | :06:31. | :06:35.
going to cost them around three- and-a-half 1,000 per house, and | :06:35. | :06:40.
this, coming on top of new energy efficiency regulations, means that | :06:40. | :06:45.
in certain parts of north-east Wales and the south-west valleys, | :06:45. | :06:51.
where housing prices are lower, it will not be cost-effective to build. | :06:51. | :07:00.
Acosta involving -- involved has fallen. It is going to be unviable | :07:00. | :07:04.
to develop properties in some of those areas, if not in all of them. | :07:04. | :07:14.
:07:14. | :07:15. | ||
Last year a report commissioned by the Welsh Government find that to - | :07:15. | :07:20.
- around 14,000 a year at new homes are needed in Wales. The rate of | :07:20. | :07:26.
them being built has been falling and releases 2007. Redrow is one of | :07:26. | :07:31.
the UK's biggest development -- developers. Now it says it will | :07:31. | :07:35.
have to pull out of the areas that it has always build homes in the | :07:35. | :07:40.
past. Its chairman told the BBC that the new lock added to their | :07:40. | :07:44.
new regulations on energy efficiency could prove -- Bridge | :07:44. | :07:52.
Wales in two at housing crisis. The Government representative says this | :07:52. | :07:58.
is a cynical threat. He is trying to protect his profit margins. This | :07:58. | :08:03.
is about safety of homes. The home is probably the biggest investment | :08:03. | :08:08.
you make, surely you want to know it is safe? En 1998, Caroline | :08:08. | :08:14.
Tucker was bad be burned in a house fire as she tried to rescue her | :08:14. | :08:20.
sister. Since then she has campaigned for a sprinklers to be | :08:20. | :08:27.
installed in all homes. If the sprinklers had been installed in | :08:27. | :08:33.
1998, I would not have been scarred for life. The flames would have | :08:33. | :08:38.
been confined to that one room. Welsh Government says it is waiting | :08:38. | :08:45.
for our report into the costs and has no timetable for bringing in | :08:45. | :08:48.
are the regulators. One its economic targets, it will continue | :08:48. | :08:53.
to consult with the housing industry over the coming months. | :08:53. | :08:58.
With me now is Anthony Newman who install Springer's. What you make | :08:58. | :09:03.
of the comments by Redrow? cannot put a price on somebody's | :09:03. | :09:09.
wife. I know I can do an installation for up around one-and- | :09:09. | :09:19.
:09:19. | :09:19. | ||
a-half 1,000. For a new house, you can do it cheaper. I must ask you, | :09:19. | :09:25.
how sensitive are these? Will it go off if I buy my toast? They are a | :09:25. | :09:31.
lot of misconceptions. The cover plate, the outside cap, will drop | :09:31. | :09:35.
off at 57 degrees. Underneath the cat you have the sprinkler head | :09:35. | :09:42.
which looks like that. At 60 degrees, that will activate. To | :09:42. | :09:48.
give you an idea, if you think of some of the hot as parts of the | :09:48. | :09:54.
world, they are 40 degrees. You were 28 degrees higher before that | :09:54. | :09:58.
black kid -- battle at a rate. you ever see a time when it will be | :09:58. | :10:03.
a law for all houses? I would love to see at a loss for the whole of | :10:03. | :10:13.
:10:13. | :10:15. | ||
the UK. -- a law. You cannot put a price on people's wife. In certain | :10:15. | :10:19.
states of America they argue the point as well. They are saying that | :10:19. | :10:23.
Wales is leading the way. Hopefully the UK will be totally covered with | :10:23. | :10:33.
:10:33. | :10:42. | ||
We are backstage for a special birthday bash. Celebrating 150 | :10:42. | :10:48.
years off their Modern Eisteddfod. As you can hear, they are squeezing | :10:48. | :10:58.
:10:58. | :11:00. | ||
More than 150,000 people in Wales are living with diabetes. Our | :11:00. | :11:05.
reporter has recently been diagnosed with Type 2, a condition | :11:05. | :11:09.
commonly associated with obesity. He is trying to reverse his | :11:09. | :11:13.
condition through diets and exercise. | :11:13. | :11:18.
I wanted to press quick starter then it will count down. I have | :11:18. | :11:22.
been going to the gym on the GP referral scheme and as you saw last | :11:22. | :11:27.
month, I have been enjoying it. Funded by the Welsh Government it | :11:27. | :11:31.
has proven successful in helping adults with chronic conditions. | :11:32. | :11:36.
have had a lot of people use a -- lose a lot of weight. One gentleman | :11:36. | :11:45.
has lost nine-stone through falling our advice. -- falling our advice. | :11:45. | :11:49.
But it is not all about turning into a fitness fanatic. But | :11:50. | :11:54.
research has shown that even a moderate amount of exercise can | :11:54. | :12:00.
vastly improve health. This women is a PhD student. She has been | :12:00. | :12:05.
running a study on people who walk briskly just three times a week. | :12:05. | :12:11.
want to encourage people to do more physical activity. Just be a bit | :12:11. | :12:16.
more active in their everyday lives. 40 minutes of walking, three times | :12:16. | :12:21.
a week. It is not very taxing but changes have been fantastic. I have | :12:21. | :12:26.
just had a baby and so I am trying to keep fit. It is getting easier | :12:26. | :12:32.
and easier. I am really improving my health. They have been studying | :12:32. | :12:36.
the blood of people taking part in their experiment and the lab | :12:36. | :12:40.
results have unearthed some interesting data. It seems a | :12:40. | :12:44.
regular exercise can prevent against or even delay the onset of | :12:44. | :12:49.
type 2 diabetes. We have find that cholesterol levels have adjusted | :12:49. | :12:55.
during exercise. An increase in good cholesterol and a decrease in | :12:55. | :13:02.
bad cholesterol. This is very beneficial. We have also looked as | :13:02. | :13:07.
certain genes and it has shown that some genes are regulated upon | :13:07. | :13:11.
exercise and these have been shown to be beneficial in Type 2 diabetes, | :13:11. | :13:15.
in the risk factors and the complications associated with the | :13:15. | :13:19.
disease. Armed with the results of this | :13:19. | :13:23.
study, had been following their advice. I took part in a charity | :13:23. | :13:28.
what along the beaches of Normandy. Being in France had his own | :13:28. | :13:32.
tranches on the doubt front. I am in the land of gourmet food but it | :13:32. | :13:37.
is really annoying. I have to boycott the baguette. Small steps | :13:37. | :13:42.
often lead to bigger achievements. High in the countryside, a man who | :13:42. | :13:47.
refuses to let his condition role was life. He and his training | :13:48. | :13:52.
partner are on a regular Trek, but Paul has had type 1 diabetes since | :13:52. | :14:02.

It has been a sad day at Glamorgan Cricket Club. Allan Watkins has | :15:19. | :15:26.
died following a short illness. He was 89 and one caps for England as | :15:26. | :15:34.
well as being the first Glamorgan player to score essentially. | :15:34. | :15:39.
Her one regret was that he would come back as the coach but that was | :15:39. | :15:46.
not to be. He got all sorts of accolades and it would have been | :15:47. | :15:53.
nice if they work with Glamorgan but he will never be forgotten as a | :15:53. | :15:58.
true all-rounder. Day three of the game it against | :15:58. | :16:08.
Essex. Glamorgan have lost an early wicket. They were 118 for one a | :16:08. | :16:14.
short while ago. In a rugby, Wales face South Africa | :16:14. | :16:24.
:16:24. | :16:25. | ||
in Wellington in just a few days. Twickenham on Saturday first. | :16:25. | :16:30.
Preparing to face England is something which Stephen Jones has | :16:30. | :16:38.
done many things -- many times before. He will win as 101st cap, a | :16:38. | :16:44.
Welsh record. One of his team-mates will be starting for just the very | :16:44. | :16:54.

huge amount to play for and there will be no lack of motivation. | :17:32. | :17:36.
The players know just how important these games can be in terms of | :17:36. | :17:42.
realising ambitions. We know how important it is as | :17:42. | :17:47.
players and as a team collectively. Exciting times and you always want | :17:47. | :17:56.
to be involved in these games. With just a 30 places on the plane | :17:56. | :18:02.
to New Zealand this will be a last chance to impress. | :18:02. | :18:06.

Matthew has been sailing since the age of eight and enjoys the | :19:00. | :19:04.

time as host of a major event. We are always delighted to hold | :20:03. | :20:10.
these events. It showcases Pwllheli and it showcases Wales. We have a | :20:10. | :20:15.
programme of international events over the next four years and the | :20:15. | :20:19.
more that will spread work across the world. | :20:19. | :20:23.

150 years of Eisteddfod. This in 1948 was one of the first to be | :21:15. | :21:25.
filmed. Many of the previous traditions live on. But the | :21:25. | :21:30.
Eisteddfod as we know it today would be unrecognisable from the | :21:30. | :21:36.
original. It is now much more of a festival. But organisers are keen | :21:36. | :21:42.
not to forget the past. The Welsh National Archive has been busy all | :21:42. | :21:52.

years. But the organisers are determined never to forget the past. | :23:03. | :23:11.
I am joined now by the organiser. Tell us about this concert. | :23:11. | :23:19.
Ed is a celebration of the 150 years. We started in 1861 and we | :23:19. | :23:24.
will go back to Victorian times to begin at the beginning, as Dylan | :23:24. | :23:30.
Thomas would save. Can you give us a taste of what | :23:30. | :23:36.
people can expect? We will move through the evolution | :23:36. | :23:43.
of Welsh music during that 150 years. From the first ever win a us | :23:43. | :23:50.
and finishing with a modern event like this. -- the first ever winner | :23:50. | :24:00.

A very busy day. Back to Thomas. Members of Cymdeithas yr Iaith | :24:06. | :24:12.
Gymraeg, the Welsh Language Society to date called on S4C to be | :24:12. | :24:19.
protected from cuts. The BBC as a due to take over most of its | :24:19. | :24:26.
funding from 2013. Individuals were encouraged to get in touch with a | :24:26. | :24:33.
Jeremy Hunt to make their opposition clear. Now, the drama | :24:33. | :24:40.
medal was awarded today and it went to a play dealing with when the | :24:40. | :24:47.
promises of youth are not fulfilled. The winner was Rhian Staples. The | :24:47. | :24:56.
Welsh learner of the year when two K Holder. She began learning last | :24:56. | :25:02.

It was frustrating because I expected it to fit in with the | :25:07. | :25:13.
language of other European languages. It did not. But once I | :25:13. | :25:17.
got the hang of some of the mutations I realised that that was | :25:17. | :25:25.
the beauty of the Welsh language. Two young singers living 150 miles | :25:25. | :25:29.
apart who could only celebrate on the Internet were celebrating | :25:30. | :25:38.
tonight after winning in the duet competition. Are rehearsing from | :25:38. | :25:42.
opposite ends of the country was not easy for Jessica Robinson and | :25:42. | :25:47.
Meilir Jones. They decided to their hairs over the Internet and had to | :25:47. | :25:52.
overcome the inevitable glitches. But it was all worth it as they | :25:52. | :25:59.
clinched first prize. The distance caused a problem so we | :25:59. | :26:05.
came up with the idea of practising on line. There is a delay so it was | :26:05. | :26:10.
difficult. We finish the phrases are at different times. But it was | :26:10. | :26:15.
a laugh and it all came together in the end. | :26:15. | :26:23.
To begin with people were wearing wellies but it has all changed now. | :26:23. | :26:29.
Yes, we started off with a drop of rain but lose skies and sunshine | :26:29. | :26:36.
now. Fine weather. That is what we want. 25 is Celsius in Wrexham | :26:36. | :26:44.
