Welcome to Wales Today. From ambulance to hospital bed,

:00:08.:00:13.

delays in transferring patients cost the NHS 10 million in three

:00:13.:00:16.

years. It is a bank holiday weekend, what

:00:16.:00:21.

more could we expect? Flash flooding hits the Port Talbot area.

:00:21.:00:27.

We were just enjoying our day, and a van went into the water, he was

:00:27.:00:33.

basically swimming. Is this the future? The UK culture

:00:33.:00:37.

secretary is in Wales to encourage bidders for a new local TV station.

:00:37.:00:42.

Wind farm jobs on the horizon, but will there be a workforce to cash

:00:42.:00:48.

We are also looking ahead to London 2012. Neil Hughes lost his legs

:00:48.:00:52.

serving for the Welsh Guards, now he is training to get to the

:00:52.:00:55.

Paralympics, and he tells us how it has turned his life around.

:00:55.:00:59.

For I thought that was it. If it was not for this, or I would not

:00:59.:01:09.
:01:09.:01:16.

know where I would be forced -- Good evening.

:01:16.:01:19.

Over 10 million has been lost to the NHS in Wales over the last

:01:19.:01:23.

three years because ambulances are not getting patients into hospitals

:01:23.:01:28.

quickly enough. Research shows tens of thousands of hours are wasted

:01:28.:01:33.

when ambulances wait outside hospitals.

:01:33.:01:39.

They provide a vital role and saved countless lives. But our ambulances

:01:39.:01:43.

are being hindered from getting out there to do their job. When they

:01:43.:01:47.

arrived at the hospital, they should be ready to answer the next

:01:47.:01:52.

emergency call within 20 minutes. But a Freedom of Information

:01:52.:01:55.

request found that tens of thousands of hours have been lost

:01:55.:02:00.

in Wales. Three years ago, over 37,000 hours were lost as

:02:00.:02:05.

ambulances waited over that 20 minute target. That had increased

:02:05.:02:09.

to over 40,000 by the following year. Last year, the figure jumped

:02:10.:02:16.

to over 54,000. A 44% increase in just three years. The ambulance

:02:16.:02:21.

service calculate that each and were an ambulance is out of service

:02:21.:02:25.

costs them 76. That would mean that over 10 billion have been

:02:25.:02:31.

lost over the last three years. -- 10 million. It is not great for

:02:31.:02:36.

the patients, when they need to be transferred. It also means that if

:02:36.:02:39.

somebody is phoning for an ambulance, this calls are often

:02:39.:02:43.

delayed, because they are stuck outside a hospital. One reason for

:02:43.:02:48.

the increase is that ambulances cannot transfer their patients to

:02:48.:02:55.

A&E departments. The A&E departments are full. It is a whole

:02:55.:03:01.

system approach that is needed. The health boards, the ambulance

:03:01.:03:04.

service and the social services need to get around the table and

:03:04.:03:08.

discussed how they are coming to improve on their times. Schemes

:03:08.:03:12.

like this may be part of the answer. When Bill Roberts had a fall on

:03:12.:03:17.

Wednesday, he was taken to hospital in an ambulance. To avoid any

:03:17.:03:20.

further calls, a charity working with the ambulance service put him

:03:20.:03:25.

in touch with a carer. Had he fallen again, it would have been

:03:25.:03:29.

another call, and it would have been another three hours before the

:03:29.:03:34.

ambulance would have been able to get to him. He has had two strokes,

:03:34.:03:39.

3 fours, and had he fallen again, it might have been a lot more

:03:39.:03:43.

serious than the previous times. The ambulance service said that an

:03:43.:03:47.

increase in demand is responsible. Patients should consider their

:03:47.:03:53.

options before tiling 999. Could they phoned the local GP's out of

:03:53.:03:58.

our service or NHS Direct? Could they pot-bound to the local

:03:58.:04:02.

chemist? All of these options would free ambulances to do what they are

:04:02.:04:07.

supposed to do, to be there when we beat them, but only in an emergency.

:04:07.:04:17.
:04:17.:04:21.

We know that budgets are tight, 10 million is money that the NHS

:04:21.:04:27.

cannot afford to lose. It is a lot of money. This is not a new problem.

:04:27.:04:32.

It is a problem that has been around for some time. It is caused

:04:32.:04:37.

in the main by increasing demand in a Andy, and a 15% rise in emergency

:04:37.:04:44.

calls made by the ambulance service. Exponentially, this increase puts

:04:44.:04:47.

pressure on the service. You would expect a paramedic to be able to

:04:47.:04:51.

transfer his patient to another health professional, but they

:04:51.:04:55.

cannot do that if the other half professional is tied up with

:04:55.:05:01.

another patient, because of the demand. It is very difficult. I

:05:01.:05:05.

understand the frustrations, but the ambulance service has to be

:05:05.:05:10.

risk-averse. Otherwise, they did not respond to incidents where they

:05:10.:05:16.

need to respond. If A&E is getting busier, what is the solution?

:05:17.:05:20.

solution, and the service has already started investigating

:05:20.:05:25.

putting money into it, his alternative care pathways. If you

:05:25.:05:30.

ring up 999, 90% of the journeys, you will end up in hospital. We

:05:30.:05:35.

have to convince the public there are alternative pathways, in the

:05:35.:05:40.

community, GPs, pharmacies, but regrettably, the ambulance seems to

:05:40.:05:48.

have become the default service if you need an emergency.

:05:48.:05:52.

A 22-year-old man who died after getting into difficulty in the sea

:05:52.:05:56.

off Anglesey on Wednesday has been named as there was direct. An

:05:56.:06:00.

inquest has been opened and adjourned. The search for his front

:06:00.:06:06.

was called off yesterday afternoon at Cable Bay. The death of the man

:06:06.:06:09.

has been felt throughout the Community.

:06:09.:06:13.

I believe he has done well at college, said this is compounded.

:06:13.:06:18.

It is hard to put into words, but our hearts go out to the whole

:06:19.:06:22.

family. The leader of Pembrokeshire council

:06:22.:06:26.

has admitted children have been harmed by a small number of

:06:26.:06:29.

employees. In a letter to the bus government, the council says it is

:06:29.:06:35.

liaising with the police on 25 cases -- Welsh government. Leighton

:06:35.:06:38.

Andrews made allegations of shortcomings in the protection of

:06:38.:06:44.

children and the education system in the county.

:06:44.:06:48.

What does this letter say? This is a response to the letter that

:06:48.:06:53.

Leighton Andrews and Glenda Thomas sent to the council, complaining

:06:53.:06:58.

about a number of things. The key sentence that the government wanted

:06:58.:07:01.

to see was an admission by Pembrokeshire that children had

:07:01.:07:06.

been harmed by members of their staff, and that is because,

:07:06.:07:11.

following the publication of two reports, Pembrokeshire gave the

:07:11.:07:15.

impression that this was about potential harm, that children have

:07:15.:07:21.

not been harmed. This contradicts that. There is an exploration.

:07:21.:07:24.

Pembrokeshire were trying to say that nobody had been harmed because

:07:24.:07:29.

of failures in their disability procedures. But those procedures

:07:29.:07:33.

have taken place because children have been harmed. You can think of

:07:33.:07:38.

it as pedantry or whatever, but at last we have a straightforward

:07:38.:07:43.

admission, children were harmed by employees at the authority, and in

:07:43.:07:47.

25 cases, the incidents was serious enough to be reviewed by the police,

:07:47.:07:50.

which begs the question, why were they not reported in the first

:07:50.:07:58.

place? To be no any more about the sort of cases we are talking about?

:07:59.:08:04.

What we are talking about his physical abuse. I do not want to

:08:04.:08:09.

downplay that, but because of the stomach-churning case about the

:08:09.:08:12.

headmaster sexually assaulting pupils, people might have thought

:08:12.:08:16.

there was some connection, that it was something of that nature. It is

:08:16.:08:21.

not, it is physical. We are probably looking at things like

:08:21.:08:27.

hitting, in appropriate punishment, and the bulk of these cases are to

:08:27.:08:34.

do with the education department. The Culture Secretary has been in

:08:34.:08:39.

Wales Today, chairing a summit on plans for local TV. Earlier this

:08:39.:08:42.

month, 65 towns and cities across Britain were invited to bid for

:08:42.:08:44.

licences. Here, Cardiff, Swansea, Carmarthen, Haverfordwest, Bangor

:08:44.:08:54.
:08:54.:08:56.

and Mold were named as areas earmarked. 40 billion from the BBC

:08:56.:09:01.

licence fee will go towards start- up costs. -- 40 million. The rest

:09:01.:09:07.

of money will come from advertising. Chairing a summit in Newport,

:09:07.:09:12.

Jeremy Hunt says he wants to mirror the American model, where cities

:09:12.:09:17.

have their own television stations. He says there is a gap in the media

:09:17.:09:21.

market for community-based television. We have very popular

:09:21.:09:26.

local radio stations and newspapers, but this is a multimedia age, and

:09:26.:09:30.

it seems crazy that we can have local information on Al iPod but

:09:30.:09:38.

not on our TV. It does not get much more local than this. Mon TV run

:09:38.:09:43.

from a stable block, and it could be the model for this new breed.

:09:43.:09:46.

They can read the broadcast on the internet, but the directors believe

:09:46.:09:50.

they have got a winning format that could transfer to local digital TV

:09:50.:09:57.

anywhere. It is a huge growth area, people want to see their own lives

:09:57.:10:01.

on their own TV, and we feel that the system we have built and the

:10:01.:10:06.

way we do things has really worked and is booming. People really do

:10:06.:10:10.

want to know what is happening in their own area, not their own

:10:10.:10:17.

region. We are starting to channels in Ebbw Vale. Members of the

:10:17.:10:21.

Committee of invited to help produce the content. This team also

:10:21.:10:25.

film at local events, which date have promoted on there, providing

:10:25.:10:31.

advertising revenue. Open days and events are great, and it is that

:10:31.:10:34.

advertising that we really specialise in and target.

:10:34.:10:39.

Advertising will be the key to the survival of these services. At this

:10:39.:10:44.

Agency, they believed achieving enough revenue will be tough.

:10:44.:10:49.

job will be to demonstrate to agencies and advertisers that they

:10:49.:10:53.

do have the numbers of people watching of the by demographics

:10:53.:10:59.

that will then attract the advertising revenue in. Back at Mon

:10:59.:11:03.

TV, they believe the simple local video advertising they have

:11:03.:11:07.

pioneered will provide adequate revenue. It is just local shops,

:11:07.:11:14.

local butchers, they say, come and buy my sausages. Local services

:11:14.:11:18.

could be in English or Welsh, with Ofcom deciding which will be best

:11:18.:11:22.

for the area. The BBC licence fee will provide 40 million towards

:11:22.:11:26.

start-up costs. The licences will be up for grabs later this year,

:11:26.:11:34.

and anyone with a business plan can apply.

:11:34.:11:37.

Jeremy Hunt met members of the Welsh Language Society, protesting

:11:37.:11:42.

that S4C had been unfairly targeted for spending cuts. The UK

:11:42.:11:46.

government plans to cut its budget, with the BBC taking over much of

:11:46.:11:51.

its funding from 2013. Jeremy Hunt told them that the Welsh language

:11:51.:11:56.

channel would be protected. I think we have got a good plan in

:11:56.:12:00.

place, we are totally committed to Welsh-language broadcasting, but I

:12:00.:12:05.

hope that the partnership with the BBC, combined with operational

:12:05.:12:09.

independence, will mean that S4C can be more successful in the

:12:09.:12:19.
:12:19.:12:29.

coming years than it has been in There has been a flash flooding in

:12:29.:12:36.

Port Talbot today. I can tell you that between Cardiff

:12:36.:12:43.

and Port Talbot, it took two hours and the driving conditions were

:12:44.:12:50.

appalling. If you take a look through this and a pass behind me,

:12:50.:12:54.

it is absolutely flooded. One man tried to go through on his mobility

:12:54.:12:58.

scooter this afternoon and had to be rescued by fire crews. Those

:12:58.:13:03.

fire crews have been busy this afternoon. They have had to pump

:13:03.:13:10.

water out of homes and businesses. This was not the start to a bank

:13:10.:13:14.

holiday weekend that anybody would have hoped for. A burst of heavy

:13:15.:13:19.

rain was enough to lead areas of Neath and Port Talbot under two

:13:19.:13:25.

feet of water. Residence in this street have faced similar problems

:13:25.:13:31.

in the past. It started this morning at 10:30am. It went on

:13:31.:13:36.

until midday. This is the first time we have seen the boys come out

:13:36.:13:43.

from the fire service. They are doing a good job. As the water

:13:43.:13:47.

level rose, driving conditions became increasingly difficult.

:13:47.:13:52.

Lanes on the M4 were close for a time this afternoon and even after

:13:52.:14:00.

the reopened, the knock-on effect was clear. The sheer amount of

:14:00.:14:05.

water took many by surprise. Earlier on, there was an old man

:14:05.:14:10.

and he went straight down here into the water and he was basically

:14:10.:14:17.

swimming. The police came first of all and he went into a car and

:14:17.:14:22.

somebody gave him a blanket. outlook for the weekend does not

:14:22.:14:26.

make promising reading. Rain will continue into the weekend. Some

:14:26.:14:34.

showers will again turn heavy. The rain has not stopped yet

:14:34.:14:39.

tonight. There is concern. Crews are still in the area. There are

:14:39.:14:44.

warning of a particularly high tide in this area this evening. It has

:14:44.:14:50.

not been a great start to the bank holiday weekend.

:14:50.:14:54.

Still to come on Wales Today: Just a teenager, but Ellie Simmonds is

:14:54.:15:04.
:15:04.:15:05.

playing a starring role in the build up to next year's Paralympics.

:15:05.:15:09.

They have turned into a cartoon character. It will encourage

:15:09.:15:15.

children to get into sport. He And this save earned them a draw on

:15:15.:15:19.

the weekend. Now Swansea go looking for their first home win in the

:15:19.:15:24.

Premiership. Schools and colleges in North Wales

:15:24.:15:29.

are being urged to gear-up for a jobs boost in renewable energy. It

:15:29.:15:33.

comes as work is about to begin on a third wind farm off the North

:15:33.:15:35.

Wales coast, and with long term plans for another massive

:15:35.:15:38.

development between Anglesey and the Isle of Man. Here's Roger

:15:38.:15:45.

Pinney. For this job, you need a head for

:15:45.:15:54.

heights. It is one of the 25 turbans which makes the wind farm

:15:54.:16:03.

five miles from Abergele. This will be intensively developed for wind

:16:03.:16:10.

energy. The wind farm of Prestatyn was the first UK offshore wind farm

:16:10.:16:15.

and work on the new Gwynt y Mor is due to start later this year. A

:16:16.:16:20.

massive area north of Anglesey is already in the sights of developers.

:16:20.:16:25.

The message is that with the right training there are jobs to be had.

:16:25.:16:29.

It is about developing the right skills and developing an interest

:16:29.:16:34.

in an industry like Engineering and the opportunities that can provide.

:16:34.:16:38.

For schools, they can get their kids interested at an early stage

:16:38.:16:44.

and parents can support that. Universities can help with specific

:16:44.:16:47.

training and courses appeared to this type of industry. It is a

:16:47.:16:53.

great opportunity. James Jones from Llandudno has already seized that

:16:53.:16:59.

opportunity. He works, skippering one of the support vessels. At the

:16:59.:17:06.

moment, around 40 people work here. The larger Gwynt y Mor would imply

:17:06.:17:16.
:17:16.:17:18.

100. -- employee. People should take note of the opportunities. The

:17:18.:17:24.

industry is expanding and is struggling to find people to

:17:24.:17:30.

qualify to do the various jobs. These are massive projects in terms

:17:30.:17:37.

of cost. Gwynt y Mor is worth 2 billion. Out here, you get a real

:17:37.:17:44.

idea of the size of the Serb lines. They will be using exactly the same

:17:44.:17:49.

technology on the new Gwynt y Mor wind farm. But there will be more

:17:49.:17:58.

of them and there will be further out. -- they. Onshore, work at the

:17:58.:18:03.

sub-stations is already well advanced. Critics of wind power

:18:03.:18:08.

question not just the visual impact but whether the industry can be a

:18:08.:18:12.

significant run -- reliable source of electricity. Despite local

:18:12.:18:17.

opposition, Gwynt y Mor was going ahead. It will generate electricity

:18:17.:18:25.

in around three years. 160 turbans. There will be capable of powering

:18:25.:18:28.

400,000 homes. Let's get the sports news. Tomos

:18:28.:18:30.

Dafydd is here. Football, and to growing tensions

:18:30.:18:32.

behind the scenes at Wrexham. The Supporters Trust, which wants to

:18:33.:18:35.

take control of the club, says it's found it difficult getting the

:18:36.:18:38.

information it needs from club bosses in order to complete the

:18:38.:18:41.

deal. In a leaked e-mail, it's also suggested that Dean Saunders could

:18:41.:18:49.

walk away from the Racecourse. Days after voting to proceed with

:18:49.:18:53.

the takeover of Wrexham, and e-mail it lays bare the tensions behind

:18:53.:18:57.

the scenes. The supporters' Trust says information about the

:18:57.:19:00.

financial set-up at the Racecourse has not been made available and in

:19:00.:19:05.

the e-mail, members of the supporters' Trust suggested that

:19:05.:19:07.

manager Dean Saunders could quit the club. Tonight, he has been

:19:07.:19:14.

backed by the Trust. It is disappointing that anybody could

:19:14.:19:21.

say that about the club and me. But what can we do? I am getting used

:19:21.:19:26.

to hand-grenade been thrown at me. I will plough on like I usually do.

:19:26.:19:34.

I can't control anything so I will just concentrate on the football.

:19:34.:19:39.

Elsewhere, after the disappointing defeat in the Carling Cup, Swansea

:19:39.:19:43.

City are aiming for their first win in the Premier League. They welcome

:19:43.:19:50.

Sunderland to the Liberty Stadium. The performance as good and that

:19:50.:19:55.

helps our confidence level. We did well against Wigan without getting

:19:55.:20:00.

that finishing touch. But the sooner you can win, the better.

:20:00.:20:04.

With just days left until the transfer window closes, Cardiff

:20:04.:20:07.

City midfielder Peter Whittingham has ended speculation about his

:20:07.:20:12.

future by signing a three-year contract extension at the club. The

:20:12.:20:16.

Bluebird's play Portsmouth tomorrow. I am delighted he has committed his

:20:16.:20:23.

future to us. I have made commitments it -- to him in terms

:20:23.:20:32.

of how much we're Going To push him in training. He is a top player.

:20:32.:20:36.

Former Cardiff City striker Craig Bellamy's move out of Manchester

:20:36.:20:40.

City is a step closer after his manager admitted there is a

:20:40.:20:44.

possibility he could be allowed to live -- return to Liverpool.

:20:44.:20:47.

Gavin Henson has held talks with the Ospreys over a possible return

:20:47.:20:50.

to the Liberty Stadium. Henson, who'll miss the World Cup through

:20:50.:20:52.

injury, could return after 10 months away. But he's not expected

:20:53.:20:56.

to be fit until mid November. This time next year, the Paralympic

:20:56.:20:59.

Games in London will be set to begin. Last time around in Beijing,

:20:59.:21:02.

Welsh athletes won a quarter of all of Team GB's medals, returning with

:21:02.:21:05.

10 gold, three silvers and one bronze medal. One man, who's hoping

:21:05.:21:08.

to make it next year, is Neil Hughes. A former soldier from near

:21:08.:21:11.

Aberdare, he lost his leg while serving with the Welsh Guards. But

:21:11.:21:21.
:21:21.:21:24.

now he's hoping to qualify for the volleyball event.

:21:24.:21:27.

Training for a place in the Paralympic Games, Neil Hughes looks

:21:27.:21:31.

in good form. But that has not always been the case. While serving

:21:31.:21:36.

in Northern Ireland in 1992, he leapt over a 4 ft wall which has a

:21:36.:21:41.

12 ft drop the other side. He shattered his leg and had to face

:21:41.:21:46.

26 operations. I was in so much pain, I could not do anything. I

:21:46.:21:53.

was putting on weight and getting depressed. I had my leg amputated

:21:53.:21:59.

in April 2005. I was fine for seven months but then I started to get

depressed again. It was a vicious circle. I was getting lazy. It was

:22:09.:22:14.

horrible. He heard about how the get involved in sport through a

:22:14.:22:20.

neighbour and is now a member of a sitting volleyball team. I am 40

:22:21.:22:25.

years old so I honestly thought that was it. If it was not for this,

:22:25.:22:32.

I don't know where I would be. It is amazing. Following the success

:22:32.:22:36.

of Welsh athletes in the Beijing Paralympics, he now has his sights

:22:36.:22:41.

set on next year's Paralympic Games in London. If I am going to do

:22:41.:22:47.

something, I am going to give it 110 %. It is not worth doing it

:22:47.:22:54.

otherwise. I will do my best. would it feel to be involved?

:22:54.:23:04.
:23:04.:23:06.

would be amazing. The best thing ever. A dream come true.

:23:06.:23:09.

Ellie Simmonds knows all about competing at the Paralympics. Ever

:23:09.:23:12.

since winning two gold medals in Beijing, she's become one of our

:23:12.:23:14.

best known athletes. After passing nine GCSE's at school in Swansea,

:23:15.:23:17.

the 16-year-old is now focusing on her training for 2012. Here's Matt

:23:18.:23:24.

Murray. A gold medallist, and a sports

:23:24.:23:28.

celebrity, all while still just a schoolgirl. Now, Ellie Simmonds has

:23:28.:23:33.

become an animated star too. Ellie joins some of Britain's greatest

:23:33.:23:35.

Olympic and Paralympic hopefuls starring in this new cartoon

:23:35.:23:39.

adventure. It's screened around cinemas before some of this

:23:39.:23:43.

summer's blockbusters. It's all part of the build up to London 2012

:23:43.:23:47.

and designed to try to get more young people into different sports.

:23:47.:23:50.

And this morning ,Ellie with help of the 2012 mascots, was happy to

:23:50.:24:00.
:24:00.:24:00.

swap the pool for the paps. It was really great to do it. This

:24:01.:24:07.

cultured me and turned me into a cartoon character. It is an honour

:24:07.:24:13.

to be in there with so many talented athletes. It is going to

:24:13.:24:16.

be a big event and hopefully it will inspire people to get into

:24:16.:24:25.

sport. What inspired you? Watching the Athens 2004 Paralympic Games.

:24:25.:24:28.

Ever since winning two Paralympic gold medals in Beijing three years

:24:28.:24:31.

ago, Ellie has rarely been out of the spotlight. From TV appearances

:24:31.:24:35.

to endless accolades. But now the focus is back on training. The 16-

:24:36.:24:45.

year-old swims 40,000 metres a week. That's 25 miles. It is like the

:24:45.:24:51.

biggest event of my career. It is going to be amazing. It is also

:24:51.:24:55.

scary because it is coming up soon and there will be a lot of pressure

:24:55.:25:04.

on us all to do really well. I have just got back into training and I

:25:04.:25:08.

am going to train hard. But the training is fitted in round the

:25:08.:25:11.

studying. Yesterday, Ellie picked up her GCSE results. More reason to

:25:11.:25:14.

celebrate after she passed nine. It's A-levels next, but she'll be

:25:14.:25:19.

glad to see the back of one subject. I will never have to do maths ever

:25:19.:25:25.

again because I hate it! So from revision to the red carpet, this

:25:25.:25:28.

16-year-old is already a star and will shine even brighter in a

:25:28.:25:38.
:25:38.:25:46.

year's time. In the south, we have seen heavy

:25:46.:25:55.

showers. But there is some hope. It will become dry and brighter as we

:25:55.:25:58.

go through into the latter stages of the weekend. Some heavy showers

:25:58.:26:04.

at the moment but they will gradually fade away. There will be

:26:04.:26:08.

a few showers across the northern and western districts. That north-

:26:08.:26:15.

westerly wind means it is not going to be a desperately chilly night.

:26:15.:26:22.

This is the chart for Saturday. A deep low to the east of the UK.

:26:22.:26:27.

Very unstable so we will have some showers but they will not be as

:26:27.:26:36.

intense. In the south and east, a few showers and more in the way of

:26:36.:26:43.

brighter weather. Temperatures will be a few degrees higher than today.

:26:43.:26:48.

Tomorrow night, one or two showers dotted around but most people will

:26:48.:26:55.

have a dry night. Feeling a little bit cooler. For Sunday, slightly

:26:55.:27:00.

lighter winds. We will still have one or two showers, particularly

:27:00.:27:03.

across the north and east of the country. To was the South West,

:27:03.:27:07.

more in the way of sunshine because of a ridge of high pressure

:27:07.:27:12.

building in. For the Bank Holiday Monday, the driest day of the

:27:12.:27:16.

weekend. Enough of a breeze to stop temperatures shooting up to much.
