remarkable story to tell. As a Welsh Guard in Afghanistan, he | :01:42. | :01:46. | |
escaped death four times. Shot twice and involved in two bomb | :01:46. | :01:56. | |

blasts. Three days ago, tortured by his experiences, he hanged himself. | :01:59. | :02:04. | |
What happened on Sunday was not the first attempt. It has been really | :02:04. | :02:14. | |
tough. Seeing in try a few times and obviously the lead he has felt | :02:14. | :02:17. | |
for everyone and the strength he had inside him and pulled him | :02:18. | :02:21. | |
through. Lance Sergeant Collins took part in | :02:21. | :02:24. | |
Operation Panther's Claw in Helmand Province in 2009. During that tour | :02:24. | :02:27. | |
of duty, he was shot in the back, but miraculously survived because | :02:27. | :02:32. | |
of his body armour. He later got his wish of buying the man who | :02:32. | :02:42. | |
designed that armour a pint to say thanks. I would not be here today | :02:42. | :02:48. | |
if it was not for you and your team. But behind the smiles lay a dark | :02:48. | :02:50. | |
reality. Lance Sergeant Collins had lost his best friend Lance Corporal | :02:50. | :02:54. | |
Dane Elson during that tour of duty, and when he returned home, it | :02:54. | :02:55. | |
haunted him. There were the nightmares and | :02:55. | :03:05. | |
screams. He was shouting out for help. That obviously worried me. | :03:05. | :03:09. | |
That is when I suggested he got some help. | :03:09. | :03:12. | |
For nearly a year and a half, Dan Collins struggled with post- | :03:12. | :03:14. | |
traumatic stress. Seeking help and receiving counselling, but nothing | :03:14. | :03:18. | |
seemed to get through. He remained a committed rugby fan, playing for | :03:18. | :03:21. | |
Haverfordwest and relishing the time he met his hero Shane Williams. | :03:21. | :03:25. | |
His best friend told me he was in the process of being discharged | :03:25. | :03:32. | |
from the army and had been hoping to retrain as a fitness instructor. | :03:32. | :03:39. | |
When he was good, he was very good. He would be the life and soul. | :03:39. | :03:44. | |
Always smiling. Playing pranks on people. He was not always depressed. | :03:45. | :03:48. | |
Those who loved him have watched a man struggle daily with what he | :03:48. | :03:51. | |
experienced. Now they want more support for one charity set up to | :03:51. | :04:01. | |
:04:01. | :04:02. | ||
help. The charity, a Welsh charity for so tears, tree -- deals with | :04:02. | :04:09. | |
problems like postal mastic stress and more mental issues. -- post | :04:09. | :04:14. | |
traumatic stress. If we could save one soldier, it would mean the | :04:14. | :04:17. | |
world to us. Well, I'm joined by Falklands | :04:17. | :04:27. | |

veteran Simon Weston. What is your view on whether there is enough | :04:27. | :04:32. | |
help around? The biggest problem we have got is that there does not | :04:32. | :04:39. | |
seem to be a very good signpost. He was clearly getting help. But the | :04:39. | :04:43. | |
sad fact was that he was not getting the right help. Clearly, it | :04:43. | :04:48. | |
did not work. We have to find a way of not relying on the NHS to | :04:49. | :04:53. | |
provide the care. Men who have been in the forces do not always respond | :04:53. | :04:57. | |
to civilians who know nothing about what they have seen. They need | :04:57. | :05:02. | |
somebody who can be more empathetic as well as sympathetic. They are | :05:02. | :05:06. | |
not looking for sympathy, they are looking for understanding and | :05:06. | :05:11. | |
coping strategies. This man was living a nightmare when he was a | :05:12. | :05:15. | |
way come when he was asleep, he had no control. You said that people | :05:15. | :05:20. | |
are not getting the right help. What about the military? Do you | :05:20. | :05:25. | |
feel it is giving enough help? There is an awful lot of issues | :05:25. | :05:29. | |
around the military itself. The military, if you get help for | :05:29. | :05:32. | |
mental health problems, the big problem is that it can blight your | :05:32. | :05:37. | |
career. He lot of men do not present as quickly as they should. | :05:37. | :05:41. | |
If he was getting the right sort of help, this would not have been an | :05:41. | :05:48. | |
eventuality. There is help. Whether we can get people signposted to the | :05:48. | :05:53. | |
right places, where they will be able to deliver their lives as | :05:53. | :05:58. | |
happy as they possibly can. It is debatable. By supper did for a long | :05:58. | :06:02. | |
time. But I was very lucky that something else brought it out of me. | :06:03. | :06:06. | |
But it can be something you can live with. But for some people, it | :06:06. | :06:11. | |
just goes too far, too deep and it cannot be stopped. The eventual | :06:11. | :06:16. | |
outcome, we saw so many people who took their own lives. It is | :06:16. | :06:21. | |
something that has happened. At least we are aware of it now. | :06:21. | :06:24. | |
Parents in Wales who can't afford to heat their homes aren't getting | :06:24. | :06:27. | |
the help they need from energy suppliers. That's according to the | :06:27. | :06:31. | |
charity Save The Children. It found more than 45,000 families here are | :06:31. | :06:35. | |
able to apply for a discount, but most are missing out. The big | :06:36. | :06:38. | |
energy firms say they've already spent millions helping their most | :06:38. | :06:43. | |

son. He is more prone to get ill quicker. It is very worrying. I | :07:23. | :07:26. | |

are losing out this winter, according to the charity Save The | :07:29. | :07:32. | |
Children. It says some of the poorest families in Wales are | :07:32. | :07:35. | |
entitled to a discount on their fuel bills, but energy companies | :07:35. | :07:38. | |
should be doing more to tell people about it and to make the discount | :07:38. | :07:45. | |
more readily available to those who desperately need it. Power | :07:45. | :07:48. | |
companies need to make good on their commitment and their promises | :07:48. | :07:54. | |
and make sure the money is there to help families and know that these | :07:54. | :07:58. | |
families know how to apply a for that money. It is no good if you do | :07:58. | :08:02. | |

The exhibits may be historically important, but unlike services like | :11:44. | :11:47. | |
education or social services, the council does not have a legal | :11:47. | :11:54. | |
responsibility to fund them. council has to list these | :11:54. | :11:59. | |
priorities. We all realise that it is a difficult time, but money is | :11:59. | :12:05. | |
are available. Grants are available. It is for us to decide which | :12:05. | :12:09. | |
organisations and institutions we want to keep. Definitely, as far as | :12:09. | :12:13. | |
