Welcome to Wales Today.. Two employees are questioned on

:00:13.:00:15.

suspicion of manslaughter over the blast at the former Chevron

:00:25.:00:29.

Tonight's other headlines... Airbus orders checks on its entire

:00:29.:00:31.

fleet of Superjumbos, after more cracks are found in the wings,

:00:31.:00:36.

which were made in Flintshire. So what impact could this have on

:00:36.:00:40.

the Broughton plant? The staggering rise in the number

:00:40.:00:50.
:00:50.:00:53.

of oil thefts - up 500% in five years. I get so frustrated with

:00:53.:00:57.

some of the rabble which where outside today.

:00:57.:01:00.

These were among the comments that led to a no confidence vote in the

:01:01.:01:04.

leader of Carmarthenshire council. Meryll Gravell narrowly survives.

:01:04.:01:07.

Bradley Davies is banned for seven weeks after this tackle. He will

:01:07.:01:14.

miss the rest of the Six Nations. He knows it was a bit of a silly

:01:14.:01:22.

error to make. And the racecourse is the new stage

oil refinery in Pembroke have been questioned by police about the

:01:36.:01:41.

explosion which caused the death of four people last summer. They have

:01:41.:01:43.

been questioned on suspicion of manslaughter by gross negligence,

:01:43.:01:48.

as part of investigation into the explosion. Caroline Evans is in our

:01:48.:01:55.

Cardiff newsroom. It was in June last year that this

:01:55.:01:58.

explosion happened. Four people were killed and one seriously

:01:58.:02:03.

injured when a storage tank exploded. Robert Broome, who was 48,

:02:03.:02:06.

Denis Riley, 52, Julie Schmitz, who was 54, and Andrew Jenkins, 33, all

:02:06.:02:13.

died. It was a disaster that has had huge

:02:13.:02:17.

impact on the community. 1.400 people work at the refinery, which

:02:17.:02:22.

is one of the largest in Europe. Two months after the explosion, it

:02:22.:02:27.

was sold to Valero Energy for more than 400 million.

:02:27.:02:31.

So what is the latest about the police investigation?

:02:31.:02:34.

The invesigation into what happened has been going on and today it has

:02:34.:02:37.

been confirmed that two employees of Valero Energy Ltd have been

:02:37.:02:40.

questioned under caution by police and that both interviews were in

:02:40.:02:48.

relation to potential offences of manslaughter by gross negligence. A

:02:48.:02:51.

police spokesperson says that one employee was interviewed on 24

:02:51.:02:53.

January and the other yesterday, but added that these interviews

:02:54.:02:56.

were part of the continuing joint police and Health & Safety

:02:56.:02:58.

Executive investigation, which is of "an extremely complex nature",

:02:58.:03:01.

which is why the statement continues with "no conclusions

:03:01.:03:11.
:03:11.:03:13.

should be drawn from it at this stage".

:03:13.:03:16.

One of Wales' biggest employers, Airbus, is to carry out checks on

:03:16.:03:18.

its entire fleet of A380 superjumbos currently in operation,

:03:18.:03:26.

after more cracks were found in some of the wings. The company,

:03:26.:03:29.

which makes the wings at its plant at Broughton in Flintshire, says

:03:29.:03:39.
:03:39.:03:45.

The A380 superjumbos is the largest passenger jet in the world. They

:03:45.:03:52.

are now carrying out checks on all the fleet. This is because of small

:03:52.:03:58.

cracks on the bracket which connects the skeleton in the wing

:03:58.:04:07.

with the wing itself. This was after a routine check on 20 of the

:04:07.:04:17.
:04:17.:04:24.

It now means the rest of the current fleet, 48 other aircraft,

:04:24.:04:34.

will now be tested. One of them has been temporarily grounded. It is an

:04:34.:04:38.

issue which could present itself for very long period of time, but

:04:38.:04:44.

right now, in terms of the aeroplanes that are flying around

:04:44.:04:53.

the world, this is not a big problem. Airbus say the safety of

:04:53.:04:59.

the aeroplane is not affected. The EC permanent fix is will be carried

:04:59.:05:05.

out shortly. Any problems with the A380 superjumbos obviously have a

:05:05.:05:10.

global impact. Thefts of heating oil have

:05:10.:05:15.

increased over 500% in the last five years. It has coincided with

:05:15.:05:19.

massive prices rises. Figures released to BBC Wales, under a

:05:19.:05:22.

Freedom of Information request, showed there was the equivalent of

:05:22.:05:31.

one theft of oil every day by the end of last year. Roger Pinney is

:05:31.:05:41.
:05:41.:05:42.

at a fuel depot in Bangor for us. Hear the send out Orwell to

:05:42.:05:46.

customers throughout north-west Wales. All this the, this is a very

:05:46.:05:55.

time of year, as the temperatures drop, the demand for oil rises. But

:05:55.:06:01.

there has been a huge spate of thefts. Even one of the smaller

:06:01.:06:07.

tanks will have hundreds of litres of oil sitting in it. Heating oil

:06:07.:06:17.
:06:17.:06:18.

has become a target for thieves. The vicar it the Church says both

:06:18.:06:25.

his judges have fallen victim to Oriel thefts. There has been a

:06:25.:06:34.

spate of theft in this area. Not just the Church has been targeted.

:06:34.:06:43.

It is not just here. Elsewhere,, but mostly the rural areas, where

:06:43.:06:47.

people can often not be seen what they're getting up to, it has been

:06:47.:06:56.

a massive problem. The theft of heating oil is primarily, but not

:06:56.:07:06.
:07:06.:07:07.

exclusively, in rural project. As the prices of oil have rocketed,

:07:07.:07:13.

saw her of the thefts. Five years ago, there were six the reported

:07:13.:07:20.

thefts. By two years ago, 260 had been reported. Last year, that had

:07:20.:07:29.

risen to 364. Farmers are particularly vulnerable. And I know

:07:29.:07:38.

of few that have been caught out. You're talking about the theft of

:07:38.:07:43.

400 or 500 each. When you have got to work hard to get it, then

:07:43.:07:53.
:07:53.:07:54.

someone just comes to take it. means they you do not want to fill

:07:54.:08:03.

them up with oil. It has meant we will have to be very careful.

:08:03.:08:10.

were told that heating oil is fast- moving up as business's biggest

:08:10.:08:15.

costs. The thefts have risen from one a week to one a day and that

:08:15.:08:20.

figure is still increasing. And I believe this could maybe be the tip

:08:20.:08:24.

of the iceberg, because many people may be do not realise there has

:08:24.:08:30.

been stolen, but simply think that their tank has run dry. They should

:08:31.:08:35.

take note of when they bought the oil, how much has been used and

:08:35.:08:44.

keep an eye on how much their supply is going down. The

:08:44.:08:48.

representative from this heating oil company supplies homes around

:08:48.:08:57.

the region. All of their trucks now have the tracking device. This is

:08:57.:09:01.

because some customers have complained that oil has not been

:09:01.:09:05.

delivered, when a fact they actually had, but subsequently been

:09:05.:09:12.

stolen. We have got a delivery sensory between the computer which

:09:12.:09:19.

will track the truck from the storage depot to the house is

:09:19.:09:28.

involved. The main worry is about security and increased vigilance.

:09:28.:09:35.

This depot could not be more Secure. There is high fences and alarms,

:09:35.:09:39.

not to mention all the security cameras, but what can people or do

:09:39.:09:47.

they do not have the sort of things? Firstly, we would recommend

:09:47.:09:56.

a lock on the tank, maybe disguise their tanks in the garden with

:09:56.:10:04.

something. If they are thinking of having or oil installation in, make

:10:04.:10:09.

sure they do not put it in a prominent position. We offer a

:10:09.:10:15.

facility where a fuel alarm can be fitted. When the level suddenly

:10:15.:10:20.

drops, and alarm will call from the house, which would allow them to a

:10:20.:10:30.
:10:30.:10:33.

possible theft. We have seen a large decrease in the size of

:10:33.:10:38.

orders. A lot of people used to order 1,000 litres, but they have

:10:38.:10:46.

now dropped that to 500. There will be so concerned about the value

:10:46.:10:56.
:10:56.:11:00.

valuable commodity in their tank. It is all about security. They are

:11:00.:11:03.

saying that some drivers even felt they have been followed when they

:11:03.:11:08.

had been going out into rural areas. The leader of Carmarthenshire

:11:08.:11:11.

Council has narrowly survived a vote of no confidence. The motion

:11:11.:11:14.

was prompted by a controversial speech made by the leader during a

:11:14.:11:18.

visit to Llanelli last month. Meryl Gravelle says her comments at the

:11:18.:11:28.
:11:28.:11:29.

event had been misinterpreted. I get so frustrated and so cross

:11:29.:11:37.

about some of the rabble who were outside today. Meryl Gravelle makes

:11:37.:11:44.

comments about the protesters outside. Today, a no confidence

:11:44.:11:49.

motion was brought forward after reviewed the footage. The see the

:11:49.:11:56.

leader of Carmarthenshire Council insulted not only the protesters,

:11:56.:12:03.

but every staff member in the council. If everybody worked as

:12:03.:12:08.

hard as us and women as enthusiastic as those, we would not

:12:08.:12:14.

have a problem at all. Meryl Gravelle has always said she did

:12:14.:12:19.

not mean to criticise her staff and said she has the backing of them.

:12:19.:12:29.

She survived the vote of no confidence. They have been very

:12:29.:12:36.

kind. The staff know that I did not mean that and they have been very

:12:36.:12:46.

supportive. The motion of no confidence was lost by five wards.

:12:46.:12:50.

Opposition leaders said that her comments when a nasty kick in the

:12:50.:12:56.

:12:56.:13:04.

their part. A it was not election leaving. She spoke as she spoke.

:13:04.:13:11.

She criticised the rabble outside and her own staff. She has been the

:13:11.:13:17.

leader of the Council for 13 years. It is may be no surprise that she

:13:17.:13:21.

could survive this, but perhaps she will be more careful with her

criminals in Wales and England says he'd like to see Wales take the

:16:17.:16:19.

lead in introducing cameras in court. The Director of Public

:16:19.:16:22.

Prosecutions Keir Starmer says the scheme could be tested here because

:16:22.:16:25.

we are already leading the way in other areas. This week broadcasters

:16:25.:16:28.

called for the ban on filming in court to be lifted.

:16:28.:16:31.

British courts have a reputation for tradition. It is a place where

:16:31.:16:34.

pen and paper are preferred to the keyboard and computers and where

:16:34.:16:37.

the public gallery is the closest you'll come to witnessing justice

:16:37.:16:44.

first-hand. But things are changing. Amanda Knox won her appeal against

:16:44.:16:48.

her murder conviction in Italy in front of millions of people. Doctor

:16:48.:16:51.

Conrad Murray's conviction for the involuntary manslaughter of Michael

:16:51.:16:57.

Jackson got prime time billing on American TV. Now the government is

:16:57.:17:03.

looking to introduce cameras here. The plan is to start by filming

:17:03.:17:07.

judges in the Court of Appeal in London. However, there Director of

:17:07.:17:09.

Public Prosecutions Keir Starmer feels that after that, Welsh courts

:17:09.:17:18.

would be the perfect place to continue the pilot.

:17:18.:17:26.

Wales has shown already. In far as is so advanced already could it

:17:26.:17:32.

lead the way on introducing cameras in court? Wales has a track record

:17:32.:17:38.

of trial in the modernisation of criminal justice and I would

:17:38.:17:42.

certainly welcome any moves by a Wales to take the lead on this as

:17:42.:17:45.

well. The Crown Prosecution Service say this man, Geoff Thomas, based

:17:45.:17:49.

in Cardiff is already changing the way our trials take place. He's the

:17:49.:17:52.

first person in Wales and England to prosecute using this, a new

:17:52.:18:01.

computer being tested here. You can scroll through the pages.

:18:01.:18:05.

If they need to make any of the text bigger they can. They can

:18:05.:18:09.

shrink it down. The BBC, Sky and ITN have called on the Prime

:18:09.:18:12.

Minister to introduce a bill in the Queen's Speech lifting the ban on

:18:12.:18:15.

cameras in court. Journalists are already using twitter during trials

:18:15.:18:19.

to report proceedings as they happen. Chris Evans, the Labour MP

:18:19.:18:22.

for Islwyn and a member of the Justice Select Committee, backs a

:18:22.:18:31.

more open system but urges caution when it comes to cameras.

:18:31.:18:34.

I would qualify that statement was some sort of protection as I have

:18:34.:18:39.

said before for witnesses and in some cases the defendant.

:18:39.:18:41.

sensitivities around filming in court were highlighted recently

:18:41.:18:44.

when a judge in Cardiff jailed a man for using his camera phone

:18:44.:18:47.

during a trial. Cameras in court allow people to witness justice as

:18:47.:18:50.

it happens but some people think they hinder rather than help the

:18:50.:18:54.

process. Nonetheless, it may be that courts like this and in

huge character, very determined. She never ceases to amaze me. The

:21:03.:21:09.

course has got lot of undulations, it is a tough uphill finish and she

:21:09.:21:15.

has to have her wits about her. To go from riding on the gallops and

:21:15.:21:21.

then taking on to Cheltenham, I don't think people can appreciate

:21:21.:21:27.

the challenge she has undertaken. It is 9 o'clock come this is her

:21:27.:21:30.

second session on the gallops today. A cause in Cheltenham is a mile-

plenty more early mornings ahead. She has raised in Ascot and closer

The jockeys make it look easy but that is the art. You have to have

hold them you are in trouble. It is very well getting selected for this

race but the course has got such history, it is fantastic. It is

The natural beauty of the Welsh coastline attracts millions of

visitors to our shores each year. But it is also a landscape littered

:24:47.:24:50.

with the relics from our industrial past if you know where to look for

them. One man who does is documentary photographer, Roger

for Roger Tiley. He has spent the last six months photographing the

really is how man has develop the coastline for industrial purposes,

set himself a challenge. He is photographing the entire coastline

begins the process of painting with light. This is the result. By

September his year-long journey along the Welsh coast will have

finally come to an end. The photographs will be exhibited in

galleries across Wales next year. A reminder of tonight's headlines.
