A few weeks ago, torrential rain. This reservoir, like most in Wales, | :02:18. | :02:22. | |

England is prohibitively expensive. The Institute of Civil Engineers is | :02:58. | :03:03. | |
preparing a report on water supply. It already States, technically, a | :03:03. | :03:10. | |
transfer of water could happen, but at what price? Local transfer of | :03:10. | :03:14. | |
water works. We should be using our existing resources, the rivers and | :03:14. | :03:21. | |
canals. To build pipelines to transport it is not the way forward. | :03:21. | :03:27. | |
Of course, moving water to England is a hugely emotive subject. Think | :03:27. | :03:33. | |
back to the 1960s and this. A Welsh committee was moved so low ball | :03:33. | :03:38. | |
could take its water from Wales. If this could spell of dry weather | :03:38. | :03:43. | |
continued, there could be talk of water shortages in Wales. The | :03:43. | :03:48. | |
Environment Agency is urging us to conserve rather than waste water. | :03:48. | :03:53. | |
We should not be complacent. We have seen in the previous year, a | :03:53. | :03:57. | |
prolonged period of dry weather can lead to deterioration in water | :03:58. | :04:02. | |
resources quite quickly. We must take steps to preserve water. | :04:02. | :04:09. | |
if weepers of -- prefer sunny days, the local authorities are praying | :04:09. | :04:12. | |
for more rain. Is it totally impractical to transport Welsh | :04:12. | :04:19. | |
water over the border? We have got an electricity and gas | :04:19. | :04:21. | |

seem as if a water grid is on the cards. It has been called | :04:27. | :04:31. | |
impractical. Other people might disagree. One union said today, | :04:31. | :04:35. | |
there is no water shortage in Britain, just a lack of capacity of | :04:35. | :04:41. | |
moving it from an area where there is plenty to an area where there is | :04:41. | :04:46. | |
a shortage. Scottish Water today said they are willing to talk about | :04:46. | :04:54. | |
supplying water from trapped stricken areas in England -- | :04:54. | :05:01. | |
drought. The question is the cost. The Welsh Government has said there | :05:01. | :05:07. | |
is no consultation at the moment with the UK government about the | :05:07. | :05:09. | |
drought. Are we immune from the drought | :05:09. | :05:18. | |
problems here? We are probably not. As this dry weather continues, | :05:18. | :05:23. | |
especially if there is a lack of rainfall. Last month we had half | :05:23. | :05:28. | |

in these reservoirs would disappear and we could well be facing a | :05:31. | :05:38. | |
potential shortage in future, if we had dry weather. We only have | :05:38. | :05:42. | |

under the Assembly's new powers is set to reform how payments are made, | :11:57. | :12:01. | |

150,000 people in Wales used Social Services, care, nursing homes, the | :12:08. | :12:12. | |
vast majority getting help in their own homes with mobility and | :12:12. | :12:17. | |
preparing meals. Those numbers are set to rise because most of us are | :12:17. | :12:22. | |
living longer. But there are already tensions in the system. One | :12:22. | :12:26. | |
of the biggest problems is perceived in the quality and lack | :12:27. | :12:31. | |
of consistency. Two people in different parts of Wales may be | :12:31. | :12:36. | |
offered different types of care by different councils. The Welsh | :12:36. | :12:42. | |
Government says its new single criteria in this Bill would get | :12:42. | :12:47. | |
much greater equality. The Welsh Government is not prepared to stand | :12:47. | :12:52. | |
by to see fewer people receiving the services they need. And this | :12:52. | :13:00. | |

individuals. We employ people. At the same time, when we employ | :13:48. | :13:58. | |

people, we have to be responsible. It is chance, really. Doing what | :13:58. | :14:03. | |
you want, when you want. Of going wherever you want. And not being | :14:03. | :14:06. | |

protecting vulnerable groups. this is a wide ranging bit of | :14:13. | :14:19. | |
