part of British Steel. In 1999, the name changed to Corus, with a | :03:05. | :03:08. | |

Indian firm, Tata, in 2007. Currently, the workforce at Port | :03:15. | :03:21. | |
Talbot stands at 3,500. A further 1,400 work at the rolling mill at | :03:21. | :03:24. | |

watering hole for steel men past and present. The licensees say the | :04:21. | :04:24. | |
extra investment will be welcomed in this community still dependent | :04:24. | :04:33. | |
on work at the plant. I think it is absolutely wonderful. Everyone | :04:33. | :04:37. | |
working at Tata and everybody in the community, it does have a | :04:37. | :04:42. | |
knock-on effect. It is absolutely brilliant. Although Tata say it's | :04:42. | :04:46. | |
too early to say precisely how this �800 million will be spent. They | :04:46. | :04:48. | |
did say that because steelmaking is such an energy intensive business, | :04:48. | :04:52. | |
a lot of their focus will be on new technology to further improve | :04:52. | :05:02. | |

Closing that gap is one of the company's priorities, but perhaps | :05:17. | :05:19. | |
the most significant development in the pipeline is the so-called | :05:19. | :05:24. | |
Margam mine. Tata have been investigating digging down from the | :05:24. | :05:27. | |
steelworks to a rich underground coal seam. Currently, two million | :05:27. | :05:30. | |
tonnes of coking coal are brought in by ship every year to fuel the | :05:30. | :05:33. | |
plant's two blast furnaces. An announcement on the mine could come | :05:33. | :05:35. | |
this autumn, an investment which it's believed could generate 500 | :05:36. | :05:39. | |
jobs, and would be in addition to the �800 million confirmed today. | :05:39. | :05:42. | |
It would also make Port Talbot the only steelworks in Europe with | :05:42. | :05:45. | |
access to its own coal. There are concerns over river | :05:45. | :05:49. | |
levels in some parts of Wales, after unusually low rainfall. The | :05:49. | :05:52. | |
Environment Agency Wales says, there is no current risk to the | :05:52. | :05:57. | |
public water supply, unlike some areas of England. But in south east | :05:57. | :06:01. | |
Wales, the Wye, Usk and Ebbw are at, or near, record low levels. Our | :06:01. | :06:04. | |

February and March. Parties wide the Environment Agency has come out | :06:30. | :06:39. | |
with this warning. -- that is why. Why are we having this warning now? | :06:39. | :06:45. | |
We are not facing the same problems as in England. That is correct. It | :06:45. | :06:49. | |
is important to stress this is not a public water drinking supply | :06:49. | :06:55. | |
issue, as it is in England. But at the Environment Agency, we are -- | :06:55. | :07:00. | |
concerned about reducing river levels and the impact on wildlife | :07:00. | :07:05. | |
within the river system. We are particularly concerned about | :07:05. | :07:09. | |
migratory fish. We are equally concerned that if there was a | :07:09. | :07:12. | |
pollution, there would not be as much water in the river for | :07:12. | :07:17. | |
dilution. And we are concerned that a lot of people use the water from | :07:17. | :07:23. | |
Bass for businesses. If levels were to reduce, we would have to look at | :07:23. | :07:31. | |
certain conditions. There could be problems if the river levels keep | :07:31. | :07:35. | |
on decreasing. If the river levels keep on decreasing, we will have to | :07:35. | :07:42. | |
look at balancing the use of all users. But yes, it could lead to | :07:42. | :07:49. | |
conditions being imposed. The other issue, of course, is how this | :07:50. | :07:53. | |
affects migratory fish and spawning. This is one of the famous rivers in | :07:53. | :08:00. | |
Wales. What are the concerns affecting | :08:00. | :08:10. | |
fresh? It is principally salmon but there are other species. There non- | :08:10. | :08:18. | |
European listed species. They all used this river. If this lack of | :08:18. | :08:25. | |
rainfall continues, what then? This is a Special Area of Conservation? | :08:25. | :08:30. | |
Yes, the problem is getting the young salmon out and they are going | :08:30. | :08:35. | |
out very shortly. If we do not have a decent flow, they will be delayed | :08:35. | :08:41. | |
and the numbers of salmon will go down. That knocks on for future | :08:41. | :08:44. | |
generations. We have to do everything we can under European | :08:44. | :08:49. | |
law to make sure these fish have the best possible opportunity. We | :08:49. | :08:53. | |
cannot make it rain but we cannot go -- we can control all the other | :08:53. | :09:01. | |
things by licences and all -- so on. The good news is, there might be | :09:01. | :09:06. | |

concerns have been raised whether VAT demand on councils is | :16:18. | :16:24. | |
sustainable long-term. The question is whether they will be able to | :16:24. | :16:26. | |
carry on finding money for the other two-thirds of the programme | :16:26. | :16:33. | |
that is not yet funded. The first seven years represents only one | :16:33. | :16:38. | |
