classrooms and ensure no pupil leaves school unable to read or | :01:20. | :01:25. | |
write. It follows a series of damning reports, as Surrey | :01:25. | :01:29. | |

Pontycymer near Bridgend they found a new way of teaching reading and | :01:39. | :01:46. | |

what they see. The boys in particular love the use of | :01:55. | :01:59. | |
technology. In essence we have a computer game which they enjoyed | :02:00. | :02:05. | |
for various different purposes, for art, literacy, music, all sorts of | :02:05. | :02:11. | |
things, and then they can put their iPads down to work on other things | :02:11. | :02:16. | |
as well. The programme aims to build on good practice like this | :02:16. | :02:21. | |
and sets clear national expectations of pupils and teachers. | :02:21. | :02:25. | |
Compulsory tests for 5-14 euros are being introduced in May next year. | :02:25. | :02:29. | |
Teachers will be trained to ensure reading and writing is embedded in | :02:29. | :02:32. | |
every subject and targeted help will be offered to schools and | :02:33. | :02:37. | |
pupils who need it. 40 per cent of pupils arrive at | :02:37. | :02:41. | |

I think we will warmly welcome the idea of teaching. They would | :02:59. | :03:03. | |
welcome the idea of a new framework -- will welcome the idea of a new | :03:03. | :03:07. | |
framework, but we wouldn't want to see the testing eating into teacher | :03:07. | :03:12. | |
training time. We don't want a situation where it affects | :03:12. | :03:16. | |
standards and we don't have the time to improve standards. Opera | :03:16. | :03:20. | |

home you should have responsibility to teach your own kids. If they are | :04:21. | :04:24. | |
struggling in school because they can't deal with the work, you | :04:24. | :04:28. | |
should help them along. personally believe that from a very | :04:28. | :04:33. | |
early age you should read your children. That is a great bases for | :04:33. | :04:37. | |
their education -- read to your children. No matter who's | :04:37. | :04:42. | |
responsibility, business leaders say poor literacy is too visible -- | :04:42. | :04:46. | |
too common in the workplace, and his hopes to change it. | :04:46. | :04:49. | |
I spoke to the Education Minister and asked him why this plan would | :04:49. | :04:55. | |
succeed when similar ones haven't. We have been working on this plan | :04:55. | :04:59. | |
now for some time. We're implementing a number of different | :05:00. | :05:06. | |
elements, including reading tests in schools, new racy -- numeracy | :05:06. | :05:09. | |
tests in schools as well, and we are also ensuring standards of | :05:09. | :05:14. | |
literacy and numeracy amongst newly qualified teachers are high and | :05:14. | :05:19. | |
looked at, and introducing a literacy and numeracy framework | :05:19. | :05:25. | |
which will guide teachers across Wales on how to improve the skills | :05:25. | :05:30. | |
of their pupils in literacy across all subject areas. So we are taking | :05:30. | :05:36. | |
a comprehensive approach and looking at best practice... You are | :05:36. | :05:40. | |
reintroducing testing, aren't you, do you admit Bennett was a mistake | :05:40. | :05:47. | |
to drop previous testing -- then, it was a mistake? That is a silly | :05:47. | :05:51. | |
way of looking at it. We are not bringing back the old tests. | :05:51. | :05:55. | |
Teachers and Wales are already testing pupils when it comes to | :05:55. | :05:59. | |
literacy and numeracy, but we are looking to have a standardised | :05:59. | :06:03. | |
reading test, and work is being done on that for us to ensure we | :06:03. | :06:08. | |
have best practice available, so we are certainly not going back to the | :06:08. | :06:12. | |
old system, but we do want rickshaw young people leave primary school | :06:12. | :06:15. | |
with an appropriate reading age, which means more standardised focus | :06:16. | :06:20. | |
across all of Wales. The National Union of teachers has given the | :06:20. | :06:23. | |
plan a cautious welcome but are concerned about the extra workload | :06:23. | :06:31. | |
for teachers. As I say, teachers already undertake tests both in | :06:31. | :06:35. | |
reading and numeracy... But this will mean more work for them, went | :06:35. | :06:42. | |

finish I would say they have already agreed, we have already | :06:45. | :06:49. | |
signed off on additional support for teachers so we can implement | :06:49. | :06:53. | |
these proposals, and they are very much welcome the fact that this a | :06:53. | :06:59. | |
pot -- plan is supported by the teachers' unions. In the end this | :06:59. | :07:03. | |
is about preparing young people for the workplace. Are you listening to | :07:03. | :07:09. | |
what employers tell you they need? Well, this is about ensuring the | :07:09. | :07:13. | |
young people of Britain are prepared for further study, whether | :07:13. | :07:17. | |
in secondary school or beyond, and for the world of work. We have had | :07:17. | :07:22. | |
a significant amount of dialogue with employers and have a for | :07:22. | :07:25. | |
qualification scheme going on at present to which employers | :07:25. | :07:29. | |
contribute, so we understand very well that they want people who come | :07:29. | :07:33. | |
to work for them to have good standards of numeracy and literacy, | :07:33. | :07:38. | |
which is why we are focusing on those issues. Education Minister, | :07:38. | :07:43. | |

access fully bilingual public services if new plans outlined for | :07:46. | :07:49. | |

community in other areas able to provide that second language choice. | :08:47. | :08:51. | |
Since 1993, public bodies like councils have been legally bound to | :08:51. | :08:55. | |
provide bilingual services. The new law back -- broadens that legal | :08:55. | :08:58. | |
duty to take into telecommunications firms, utility | :08:59. | :09:01. | |
companies and rail and bus providers. The specific standards | :09:02. | :09:05. | |
it will enshrine aim to ensure Welsh is treated no less favourably | :09:05. | :09:10. | |
than English. The new Welsh Language Commissioner says this is | :09:10. | :09:14. | |
not about loading additional bureaucracy on organisations. | :09:14. | :09:18. | |
