Welcome to Wales Today. Our top story: the class of 2012 will be | :00:11. | :00:15.
regraded on English language. I'll be speaking to the Education | :00:15. | :00:18.
Minister and asking why he's chosen to intervene. | :00:18. | :00:20.
Our other headlines tonight: Seven-year-old Luke Jenkins from | :00:20. | :00:23.
Cardiff - bank holiday hospital staff shortages contributed to his | :00:23. | :00:33.
:00:33. | :00:34. | ||
Half a century after Penrhys was built, the brickies are back as one | :00:34. | :00:44.
:00:44. | :00:46. | ||
of the country's largest ever housing estates gets a make over. | :00:46. | :00:49.
Almost 70 Welsh athletes played their part in the Games, helping | :00:49. | :00:52.
win 21 medals. Now our Olympians and Paralympians enjoy their moment | :00:52. | :00:58.
in the spotlight on the streets of London. | :00:58. | :01:02.
It was incredible, really nice to see everybody come out and | :01:02. | :01:09.
congratulate us. And is this the legacy of the | :01:09. | :01:12.
Paralympics already? The national pool in Swansea sees a new wave of | :01:12. | :01:22.
:01:22. | :01:26. | ||
Good evening. The victims of an injustice is how the education | :01:26. | :01:28.
minister described students awarded lower GCSE grades than expected | :01:29. | :01:31.
this summer. Now Leighton Andrews has asked for this year's English | :01:31. | :01:34.
Language papers to be regraded. His decision marks a break with England, | :01:34. | :01:37.
where ministers have refused to intervene. Let's talk to our | :01:37. | :01:47.
:01:47. | :01:55. | ||
And thank you. Well, yes, the man in charge in | :01:55. | :02:00.
England, Michael Gove, was clear - and there had been an unfairness. | :02:00. | :02:05.
But as a politician, it was not his place to intervene. The man in | :02:05. | :02:10.
charge of education in Wales has today come to a quite different | :02:10. | :02:15.
conclusion, and he has intervened. In a moment I will ask him why, but | :02:15. | :02:20.
first, for the back row, here is an education correspondent. | :02:20. | :02:24.
-- background. Results day was more emotional this | :02:24. | :02:28.
year, with hundreds of students getting an English-language grade | :02:28. | :02:31.
lower than expected. The education minister says the situation is an | :02:31. | :02:37.
injustice. I ask the committee to reach grade | :02:37. | :02:43.
English language to the disease -- to reach grade English language | :02:43. | :02:51.
GCSEs. We expect that to be done in a matter of days. | :02:51. | :02:55.
To ensure fairness to all candidates, each exam board has to | :02:55. | :02:59.
agree to a consistent marking system. But according to the | :02:59. | :03:03.
minister, the way the system was adopted in Wales puts students at a | :03:03. | :03:10.
disadvantage. Wells' main board says it has received 1,000 appeals | :03:10. | :03:16.
about the exam results. Teaching unions have welcomed the rich -- | :03:16. | :03:20.
result. It is a speedy solution. It is | :03:20. | :03:26.
better than what has happened in England. It will be too late for | :03:26. | :03:36.
:03:36. | :03:36. | ||
youngsters there to change course. Even though the English exam | :03:36. | :03:40.
regulator has already ruled out regrading the exams, the Education | :03:40. | :03:44.
Minister here says the results of the regrading should be achievable | :03:44. | :03:52.
within days. He has power to force the exam board to accede to his | :03:52. | :03:57.
request. But more questions will now be asked about the reliability | :03:57. | :04:04.
of GCSEs. Leighton Andrews joins me now. So | :04:04. | :04:09.
it is wrong for a politician to intervene in England, not in Wales. | :04:09. | :04:12.
Why? We have looked at the evidence, and | :04:12. | :04:19.
we have seen a report today on the conclusions they have drawn from | :04:19. | :04:25.
the results for GCSE English language. They have concluded that | :04:25. | :04:30.
the results were unfair to candidates in Wales. As a result, I | :04:30. | :04:36.
have asked the well as examining body to read grade. -- the Welsh | :04:36. | :04:46.
:04:46. | :04:49. | ||
Isn't it true that you are putting pressure on Michael Gove? | :04:49. | :04:53.
It has been clear that he has made a series of announcements about | :04:53. | :05:01.
GCSEs and A-levels without reference to the fact that they are | :05:01. | :05:06.
three kinds of qualifications. The Northern Ireland minister and I | :05:06. | :05:09.
wrote to Mr Gove in the summer about the announcements that he has | :05:09. | :05:14.
made. This is about fairness to individual candidates in Wales. | :05:14. | :05:20.
That is why I have asked the committee took grade again and the | :05:20. | :05:26.
results this summer. I don't think they were fair. If you read the | :05:26. | :05:32.
detailed report that we have, that was the conclusion. | :05:32. | :05:38.
Are you sure it is not a taste of his own medicine for Mr Gove? The | :05:38. | :05:42.
Conservatives in Wales are saying you are on the hunt for headlines. | :05:42. | :05:46.
This is about fairness to candidates in Wales. Candidates who | :05:46. | :05:50.
work hard for their exams, who sat them and did not get the grades | :05:50. | :05:55.
they were expecting. We, having looked at the evidence, believe | :05:55. | :05:59.
there's a case to answer. We found the results were unfair and we have | :05:59. | :06:03.
acted. They don't think your motives are | :06:03. | :06:07.
the right ones. I suspect they did not even read | :06:07. | :06:11.
the report before they did the press blitz. We are here to support | :06:11. | :06:18.
candidates in Wales. -- the press release. But as what we have done | :06:18. | :06:23.
and I think it will be welcomed by pupils, by their parents, by | :06:23. | :06:25.
teachers and by the profession as a whole. | :06:25. | :06:32.
At thank you very much. Wales' Olympic and Paralympic | :06:32. | :06:34.
athletes are celebrating their achievements in London tonight | :06:34. | :06:38.
after a parade through the city to mark the end of the Games. Between | :06:38. | :06:41.
them, Welsh athletes won 21 medals in record hauls for the British | :06:41. | :06:44.
teams. They're due to arrive in Wales on Friday for a special | :06:44. | :06:46.
celebration in Cardiff Bay. Ashleigh Crowter now on the | :06:46. | :06:52.
celebrations in London. It was a condensed carnival of the | :06:52. | :06:56.
last six weeks of pride and competition, with Olympians and | :06:56. | :07:03.
Paralympians standing side by side. We get so wrapped up in our own | :07:03. | :07:08.
world, and we just want to do well for our family and friends, but to | :07:08. | :07:14.
see people out there who are so passionate about it was a great | :07:14. | :07:19.
feeling. Like I say, we will not understand this until decades down | :07:19. | :07:28.
the line. The most successful Welsh athlete, | :07:28. | :07:34.
Mark Colbourn, seemed to be orchestrating the crowds. Some, | :07:34. | :07:39.
like David Davies, was saying farewell to combat the sport. | :07:39. | :07:46.
Others were soaking it up. -- farewell to competitive sport. | :07:46. | :07:49.
Nobody had seen in the like it before. | :07:49. | :07:56.
It was really nice to see everybody come out and congratulate us. We | :07:56. | :08:00.
never had that kind of support before. One of the main aims for | :08:00. | :08:06.
the games was to come out and be recognised. | :08:06. | :08:16.
:08:16. | :08:18. | ||
A 2012, 12 -- which Olympians won Our Paralympians also did well, | :08:18. | :08:24.
matching the 14 medals they won four years ago. But they won fewer | :08:24. | :08:27.
golds and missed their target of exceeding their haul from China. | :08:27. | :08:33.
No doubt that new Welsh heroes have been created. New sports have been | :08:33. | :08:37.
showcased, too. That is where the real legacy of 2012 will be found, | :08:37. | :08:42.
according to the First Minister. The legacy will be mainly sporting. | :08:42. | :08:47.
More people will take up sport. Many more sports we have seen this | :08:47. | :08:50.
time did not have a structure in the past, or, if they did, people | :08:50. | :08:58.
did not notice them as much. Taekwondo, for instance. A lot more | :08:58. | :09:04.
people will want to take it up now. A J had plenty of fans in London. | :09:04. | :09:10.
Some had travelled from her home town to join the party. -- Jade and | :09:10. | :09:15.
plenty of fans. We really enjoyed the whole few | :09:15. | :09:20.
weeks. The final Welsh gold was won by | :09:20. | :09:24.
Josie Pearson on Friday. Today was the end of a weekend of | :09:24. | :09:28.
celebrations for her. She had not had time to go home yet, but when | :09:29. | :09:36.
she does, she will find a golden postbox. It is the seventh in Wales. | :09:36. | :09:39.
The parade climaxed with performances in front of Buckingham | :09:39. | :09:44.
Palace. Catherine Jenkins joined the athletes on stage to sing God | :09:44. | :09:50.
Save the Queen. The world Olympians and | :09:50. | :09:55.
Paralympians will be celebrated again on Friday at a special public | :09:55. | :10:01.
celebration at the scene of Cardiff Bay. | :10:01. | :10:03.
Later on we'll be live outside Buckingham Palace. Our reporter | :10:03. | :10:06.
Tomos Dafydd will be there, and fingers crossed he'll be catching | :10:06. | :10:09.
up with one of the Olympians who was on the parade today. | :10:09. | :10:11.
Schools in Wales will face disruption on September 26th. | :10:11. | :10:14.
Members of the National Union of Teachers and NASUWT are taking | :10:14. | :10:18.
action short of a strike as part of their ongoing dispute over pay and | :10:18. | :10:20.
pensions. The last time the NUT walked out | :10:20. | :10:23.
was in November as part of a wider day of strike action by public | :10:23. | :10:33.
:10:33. | :10:45. | ||
sector workers over changes to pensions. | :10:45. | :10:48.
The parents of a seven-year-old boy from Cardiff who died following a | :10:48. | :10:51.
cardiac arrest after having heart surgery say they're frustrated and | :10:51. | :10:54.
feel let down by the care their son received in hospital. Luke Jenkins | :10:54. | :10:57.
was expected to make a full recovery after surgery at Bristol | :10:57. | :11:00.
Children's Hospital two years ago. A report into the case says bank | :11:00. | :11:03.
holiday staff shortages contributed to his death, and there was a | :11:03. | :11:06.
series of human errors which could have been avoided in his care. Our | :11:06. | :11:10.
health correspondent Owain Clarke reports. | :11:10. | :11:17.
Luke was a happy child, as these pictures show. But he lived with a | :11:17. | :11:21.
serious heart condition, but even when he was ill, he pretended he | :11:21. | :11:25.
was a doctor. He wanted to be a doctor to help | :11:25. | :11:32.
other children like him. It is what he really wanted to do. | :11:32. | :11:37.
At the end of March, Luke went into hospital to have corrective surgery. | :11:37. | :11:41.
The original operation went according to plan, but in the days | :11:41. | :11:45.
after surgery, his parents were worried about his recovery. | :11:45. | :11:50.
He started to deteriorate. We were concerned. They were trying to get | :11:50. | :11:57.
in out of bed but he could not even get out of bed. He was just drained. | :11:57. | :12:01.
With us raising concerns, they were not listening. | :12:01. | :12:04.
An investigation found that staff at the Children's Hospital had | :12:04. | :12:08.
failed to recognise the deterioration and escalate concerns | :12:08. | :12:18.
:12:18. | :12:20. | ||
in a timely manner. The report The trust says it is continuing to | :12:20. | :12:26.
investigate, but Luke's parents say lessons need to be learned now. | :12:26. | :12:30.
We don't want it to happen to me anybody else. It should not be | :12:30. | :12:34.
happening in a children's unit. In the meantime, they remember the | :12:34. | :12:43.
smile of a boy who would warp -- always wanted to be a doctor. | :12:44. | :12:47.
Much more to come before 7pm: Why all roads lead to Pembroke Dock for | :12:47. | :12:53.
the world's Alvis owners. 40 million is to be spent on the | :12:53. | :12:57.
Penrhys estate in Rhondda to try to encourage people back to live there. | :12:57. | :13:00.
Most of the once troubled estate was knocked down in the 90s as | :13:00. | :13:03.
tenants looked to move out. The plan now is to create a new | :13:03. | :13:13.
:13:13. | :13:19. | ||
sustainable community. Caroline Moving day is here. When it was | :13:19. | :13:28.
officially opened, it was state-of- the-art. 951 houses, the biggest | :13:28. | :13:32.
councillor the rising cost of heating homes on the mountain, and | :13:32. | :13:38.
a rising unemployment, saw its fortunes decline. By the 1990s, | :13:38. | :13:43.
most of the homes had to be demolished. They started pulling | :13:43. | :13:47.
the houses down. People got afraid that they were always going to come | :13:47. | :13:54.
down. They need to brighten it up, and may give a better place. It | :13:54. | :13:59.
will go from strength to strength. Like the original idea, this is | :13:59. | :14:05.
about creating a new model, that will be successful, and can be | :14:05. | :14:12.
replicated across Wales. The plans are to construct their community | :14:12. | :14:22.
that works, and will be sustainable. -- a community. The plan is to | :14:22. | :14:28.
upgrade the homes of all 320 families that remain here. They | :14:28. | :14:32.
also want to build private homes, which will be sold below market | :14:33. | :14:39.
value, encouraging people to return. These new buildings will bring more | :14:39. | :14:44.
people in, and bring greater affluence. That will also bring | :14:44. | :14:54.
:14:54. | :14:55. | ||
shops, doctors, maybe even businesses. This is not be -- the | :14:55. | :15:02.
first attempt to revive the community. The this man has lived | :15:02. | :15:11.
here all his life, he helped draft plans. There has been a lot of | :15:11. | :15:20.
interest, people have moved away, some of them not to come back. | :15:20. | :15:24.
Around 100 houses are going to be built on this land, it is hoped | :15:24. | :15:28.
that the money from the sale of these will help to pay for the risk | :15:28. | :15:35.
dervish -- the refurbishment of the breast of the tent. It should all | :15:35. | :15:37.
take five years. The Wales football team have | :15:37. | :15:40.
arrived in Serbia ahead of tomorrow's second World Cup | :15:40. | :15:42.
qualifier. Manager Chris Coleman, was left frustrated after their 2-0 | :15:42. | :15:45.
defeat to Belgium on Friday. The squad are boosted by the return of | :15:45. | :15:48.
Liverpool midfielder Joe Allen, who pulled out of the opener through | :15:48. | :15:52.
illness. David Vaughan is also back after injury. | :15:52. | :15:55.
Welsh cyclist Luke Rowe has worn the leader's Golden Jersey on | :15:55. | :15:58.
today's second stage of the Tour of Britain. He finished 2nd racing | :15:58. | :16:01.
from Nottingham to Knowsley. Yesterday, the 22 year old from | :16:01. | :16:04.
Cardiff won the opening stage with a sprint finish in Norwich. It was | :16:04. | :16:07.
a race that saw his team-mate, and world road race champion, Mark | :16:07. | :16:10.
Cavendish involved in a heavy pile- up. The 6th stage of the race comes | :16:10. | :16:16.
to Wales on Friday. Well as we saw earlier, huge | :16:16. | :16:18.
celebrations on the streets of London today with a parade to | :16:18. | :16:22.
honour the achievements of our Olympians and Paralympians. Tomos | :16:22. | :16:25.
Dafydd is outside Buckingham Palace for us tonight - Tomos - incredible | :16:25. | :16:35.
:16:35. | :16:36. | ||
scenes on the streets of London. This place has seen many high- | :16:36. | :16:41.
profile events, this has been special. 800 athletes, in front of | :16:41. | :16:46.
tens of thousands of fans. The biggest cheer came when they were | :16:46. | :16:51.
introduced on that stage in front of the crowd. Right now they are | :16:51. | :16:58.
dismantling the stage, it seems pretty quiet. Welsh athletes have | :16:58. | :17:02.
played a crucial part of the Olympics and Paralympics, bringing | :17:02. | :17:11.
home a total of 21 medals. It's all came to end late last night. | :17:11. | :17:18.
It was a fitting end to a summer spectacular. Fireworks lit up the | :17:18. | :17:27.
London sky. Golden girl Ellie Simmonds brought the games to an | :17:27. | :17:33.
end. It is a massive change of attitude, we have not been talking | :17:33. | :17:39.
about disability or tragedy. We are talking about sporting performances. | :17:39. | :17:45.
Some people do have a story, some like me don't. I think it will open | :17:45. | :17:52.
up people's minds to the wider understanding of disabled people. | :17:52. | :17:58.
One man missing out on the celebrations was made in Stevens, - | :17:58. | :18:08.
:18:08. | :18:10. | ||
- and Nathan Stephens, his gains ended in disappointment when | :18:10. | :18:17.
officials disqualified him. He is recovering with family and friends. | :18:17. | :18:25.
His coach says he will be back for Rio in four years' time. He needs | :18:25. | :18:32.
time to heal, he will come back fighting. Out of adversity comes | :18:32. | :18:37.
something great. I'm sure he will do it. In Swansea, disabled | :18:37. | :18:43.
swimmers don't have to look too far to find inspiration. The likes of | :18:43. | :18:47.
Ellie Simmonds Court this pull their second home. Jack Thomas has | :18:47. | :18:52.
been training with her for years, narrowly missing out on the Games. | :18:52. | :18:59.
He is part of a local team. There they are already seeing a big surge | :18:59. | :19:08.
in numbers. -- they are already seeing. It is not just the swimmers, | :19:08. | :19:15.
it is the volunteers and coaches. It started off more as a social | :19:15. | :19:22.
thing, coming along to enjoy swimming. If they get the bars, | :19:22. | :19:27.
they can start entering competitions. If they get good | :19:27. | :19:32.
enough, they will make the national team. Thousands lined the streets | :19:32. | :19:40.
to celebrate our newest sporting heroes, they want to use this as a | :19:40. | :19:46.
catalyst for change, getting more people involved in sport. | :19:46. | :19:51.
The party has moved on to a drinks reception at Westminster. Christian | :19:51. | :19:58.
Malcolm has just popped up to chat to last, an eventful day, how did | :19:58. | :20:06.
you enjoy it? It has been fantastic, overwhelming, to have a home | :20:06. | :20:15.
Olympics does so well was so great, but today was amazing. -- go so | :20:15. | :20:24.
well. Can you describe the scenes? It is hard to describe. Waves and | :20:24. | :20:32.
waves of people, it is something that will always live with me. | :20:32. | :20:42.
turn or 33 just a few weeks ago, what is next to you? -- turned. | :20:42. | :20:48.
was a bit up in the air. Speaking to a de people, I would like to go | :20:48. | :20:56.
on to 2014, Glasgow, that will be my main aim. You have given us so | :20:56. | :21:03.
many great moments, either four Olympics, can you pick that some | :21:04. | :21:12.
highlights -- over four Olympics, can you their cowed some | :21:13. | :21:21.
highlights? It is hard, there were so many great moments, Cathy | :21:21. | :21:31.
:21:31. | :21:34. | ||
Freeman in Sydney, Jess Ennis, and my -- Mo Farah. The massive roar of | :21:34. | :21:37.

because the crowd was so loud. back to that champagne, thank you | :21:45. | :21:52.

And of course - we will be in Cardiff Bay on Friday night for the | :22:05. | :22:07.
home-coming in Wales. Owners of Alvis cars, which have their roots | :22:07. | :22:10.
in Pembroke Dock, have traveled from all over the world to bring | :22:10. | :22:13.
their vehicles home to Wales. The Alvis Car Company was formed in | :22:13. | :22:16.
1919. Over the weekend enthusiasts from as far away as America and | :22:16. | :22:23.

I am not that old. We enjoyed some lovely weather over the weekend but | :24:40. | :24:43.
the next few days are looking more changeable. Some rain and heavy | :24:43. | :24:47.
showers. A bit of wind but it's not all bad. I can promise some dry | :24:47. | :24:50.
weather and sunshine as well. This picture was taken on Saturday by | :24:50. | :24:53.
Glyn Pritchard shows cirrus clouds over Anglesey. These are about | :24:53. | :24:57.
25,000 feet high and consist of ice 25,000 feet high and consist of ice | :24:57. | :24:59.
crystals. This evening thick clouds will bring rain. Heavy in places. | :24:59. | :25:02.
This will clear with showers later in the night. Some of these heavy | :25:02. | :25:05.
with possible thunder. Lowest temperatures 9 to 13 Celsius. | :25:05. | :25:08.
Tomorrow's chart shows a cold front moving away into Europe. On the | :25:08. | :25:10.
other side of the Atlantic. Tropical storm Leslie will move | :25:10. | :25:13.
northeast. Reaching Iceland on Wednesday. So tomorrow morning we | :25:13. | :25:16.
start with some rain and heavy showers in the north. Brisk winds | :25:16. | :25:19.
too. Strong winds on the Cardigan Bay coast. Further south and east | :25:19. | :25:28.
drier and brighter. Sunny intervals and the odd shower. During the | :25:28. | :25:31.
afternoon, still a few showers. Most of them in the north and west. | :25:31. | :25:34.
Some dry weather and sunshine in between. Breezy tomorrow and | :25:34. | :25:36.
feeling cooler and fresher than recently. Top temperatures 13 to 17 | :25:36. | :25:46.

Celsius. In Blaina Gwent tomorrow. The odd shower. Otherwise dry. | :25:50. | :25:53.
Sunny spells. Temperatures in Brynmawr rising to 14 C with a | :25:53. | :25:57.
breeze. Tomorrow night the showers will ease. Most of the country dry | :25:57. | :26:00.
and clear for a time. A chilly night too. Wednesday cloudier with | :26:00. | :26:03.
a little rain. A few showers but some dry weather as well. Thursday | :26:03. | :26:07.
a better day. Dry and breezy. Sunny spells. It should be dry in Conwy | :26:07. | :26:15.
for the Honey Fair. Friday cloudier again with a little rain but at the | :26:15. | :26:18.
moment, the weekend looks dry and settled thanks to high pressure. | :26:18. | :26:21.
Becoming a little warmer as well. We've had a few beautiful sunsets | :26:21. | :26:24.
recently. This one taken by John Norman who lives in Bwlchgwyn. | :26:24. | :26:27.
