Good evening. Welcome to Wales Today. This race equality charity

:00:08.:00:10.

received millions in public money before being abolished in a funding

:00:10.:00:12.

scandal. Now a report finds government officials ignored

:00:12.:00:20.

several warnings. It is important small bodies have the proper

:00:20.:00:23.

governments and relationship to make sure that the public purse is

:00:23.:00:28.

protected and money is spent properly. This is the 19th time

:00:28.:00:38.
:00:38.:00:45.

they have criticised the way the Catherine Going is missing, feared

:00:45.:00:49.

murdered. Her sister flies in from Ireland to appeal for help in

:00:49.:00:56.

finding her. Please look, please search. Please help me find my

:00:56.:01:03.

peaceful sister. -- beautiful sister. The Welsh bees that may

:01:03.:01:07.

hold the key to tackling a deadly superbug. Also tonight - why it

:01:07.:01:10.

could cost you more to watch non- league Newport than the Premier

:01:10.:01:13.

League Champions. And we're at one of the biggest nights for new music,

:01:13.:01:22.

as the winner of the Welsh Music Prize is announced. You may not

:01:22.:01:28.

have heard of them yet. Good evening. A highly critical report

:01:28.:01:30.

has found evidence of multiple failures by the Welsh Government to

:01:30.:01:33.

manage public money given to the collapsed race equality

:01:33.:01:36.

organisation, AWEMA. The Wales Audit Office says the government

:01:36.:01:39.

failed to act on several warnings before AWEMA was brought down by a

:01:39.:01:49.
:01:49.:01:53.

Here is our correspondent at Senedd. There is very little good news for

:01:53.:01:57.

this report today, the 19th, auditors point out, where they have

:01:58.:02:02.

criticised the government in the way it deals with grant funding. It

:02:02.:02:06.

said that when the scandal broke for the final time last year, the

:02:06.:02:10.

government did act swiftly and robustly, but over many years, they

:02:10.:02:16.

had failed to manage the way many millions of pounds were being spent.

:02:16.:02:23.

More than 11 years elapsed where millions of pounds were given to

:02:23.:02:30.

AWEMA. AWEMA has come under sustained and fierce attack from

:02:30.:02:35.

some of the communities it is meant to represent. It is nine years

:02:35.:02:38.

since BBC Wales started to raise serious questions about the way

:02:38.:02:44.

AWEMA was run. In February this year it was finally wound up. The

:02:44.:02:48.

audit office next clear its concerns today that failure to heed

:02:48.:02:55.

warnings over many years has caused this. There were significant

:02:55.:02:58.

failings at the time. Things were not always followed up as they

:02:58.:03:03.

should have been. When reviews did take place, either they were too

:03:03.:03:07.

narrowly focused, or were not well informed by why intelligence that

:03:07.:03:11.

should have been available, or when recommendations were made, this is

:03:12.:03:18.

no evidence it was followed up. this man was an active member of

:03:18.:03:22.

the Labour Party at the time. Today's report has not found

:03:22.:03:25.

evidence of inappropriate ministerial influence on party

:03:25.:03:30.

political or other lines in the Welsh government decisions about

:03:30.:03:36.

AWEMA's funding, but it criticises the management and the 7 million

:03:36.:03:40.

given to the charity. It points to failures in communication and

:03:40.:03:46.

warnings and opportunities to act missed. They fear that is speaking

:03:46.:03:51.

out as being seen as fear of discrimination. Some of the funding

:03:51.:03:57.

decisions have not been cleared. This GP in Swansea was an assembly

:03:57.:04:01.

member and said he raised concerns with ministers many times but that

:04:01.:04:08.

the money continued slowing. A one of the benefits of being -- flowing.

:04:08.:04:12.

One of the benefits is that you are taken seriously and your

:04:12.:04:15.

recommendations are acted upon and the recommendations you have made

:04:16.:04:20.

have been thoroughly investigated. That did not seem to be the case

:04:20.:04:26.

here. A late last year, realising the debt of the crisis, there were

:04:26.:04:30.

frantic attempts by the government to stop payment of half a million

:04:30.:04:33.

pounds to AWEMA but they failed. The auditors found had officials

:04:33.:04:37.

acted on information given earlier, they could have stopped the money

:04:37.:04:42.

from probably being lost for good. They were departments not talking

:04:42.:04:46.

to each other and be all not talking to people in the same

:04:46.:04:50.

department. All sorts of issues called the catalogue of errors I

:04:50.:04:54.

have referred to it. We had at least eight opportunities for the

:04:54.:04:59.

government to intervene and take this by the horns and deal with the

:04:59.:05:03.

problems once and for all. It a statement, the government said it

:05:03.:05:06.

is already acting on the lessons contained in the report and that

:05:06.:05:09.

work is underway to improve the future management of grants

:05:09.:05:16.

programmes. For those that still support people from ethnic minority

:05:16.:05:20.

backgrounds, people are afraid that thanks to AWEMA, the result will be

:05:20.:05:24.

too much scrutiny. Do not consider every organisation will be like

:05:25.:05:30.

that. They could be over reaction is because of this, particularly on

:05:31.:05:37.

the part of the Welsh government. There is no need for that. There is

:05:37.:05:42.

every need for scrutiny. There is report might be about one body, but

:05:42.:05:46.

the biggest concern is that it raises wider questions about how

:05:46.:05:52.

the government hands out public money and what we get in return.

:05:52.:05:56.

The former boss was not speaking to BBC Wales today. We would have

:05:56.:05:59.

liked to put questions to Welsh government ministers but they are

:05:59.:06:06.

not talking either. But I am joined by a representative from the Audit

:06:06.:06:10.

Office. You seem to be like an organisation that has had enough.

:06:11.:06:16.

You have rarely been so vocal in your criticism, is that right?

:06:16.:06:20.

relation to Grant Management, we have had reports in the past five

:06:20.:06:23.

or six years which have highlighted weaknesses. It is fair to say the

:06:23.:06:29.

government has taken some actions to improve due diligence process

:06:29.:06:34.

and general management of grants. But these issues predate these

:06:34.:06:38.

initiatives and it is too early to say it they will have an impact.

:06:38.:06:41.

But we are critical of the government's handling of these

:06:41.:06:46.

issues. How can it be 19 report? Surely you would have expected

:06:46.:06:52.

things to get better? Why did it have to come to this? We have got

:06:52.:06:56.

the whole issue of the lack of communication and co-ordination

:06:56.:07:01.

that existed in Welsh government and the way it manages grants. That

:07:01.:07:06.

is where it must improve. Without that we will see individual

:07:06.:07:10.

departments and individual sections operating independently without

:07:10.:07:15.

providing overviews. The day we are talking about 7 million but over

:07:15.:07:20.

the years we could be talking about tens of millions. He is impossible

:07:20.:07:25.

to say. We cannot extrapolate everything. But given the

:07:25.:07:28.

weaknesses we have identified in previous reports, there is a lot of

:07:28.:07:32.

money involved and Wales get a lot more grant funding than the rest of

:07:32.:07:36.

the UK and that is something the Government must address. He said

:07:37.:07:41.

they are doing something but it is difficult to tell it that is enough

:07:41.:07:46.

and if it is working. How concerned should the public be? This is their

:07:46.:07:51.

money. I am confident that the commitment the Welsh government has

:07:51.:07:57.

given in terms of their desire to improve and to provide better value

:07:57.:08:01.

for money, it remains to be seen how effective that will be. It will

:08:01.:08:08.

not be easy and will take some time. That is the AWEMA story for today.

:08:08.:08:18.
:08:18.:08:21.

But I did not think it is done and The sister of a vet, who's missing

:08:21.:08:24.

and feared murdered, has appealed for help in trying to find her.

:08:24.:08:27.

Catherine Going, who's 37 and originally from Ireland, was last

:08:27.:08:30.

seen at a supermarket in Flintshire last Friday. Emma Going said she

:08:30.:08:33.

was the light of her life and pleaded for help to find her

:08:33.:08:36.

"beautiful sister". A man has been arrested on suspicion of murder.

:08:36.:08:41.

This report contains flash photography. Over from Ireland to

best friend. She is the light of my life. She is the might of my

:09:25.:09:35.

:09:35.:09:40.

Catherine Gowing did not show up for work. Police are searching her

:09:40.:09:43.

home in the village of New Brighton. They say they are looking at other

:09:43.:09:48.

areas as well. Today, they confirmed an important development.

:09:48.:09:52.

Catherine Gowing was last seen at this supermarket last Friday

:09:52.:09:57.

evening at about 8:30pm. She arrived with a brown shoulder bag

:09:57.:10:02.

and left with a bag of shopping and a Peter. Police are trying to trace

:10:02.:10:06.

her car, which has Irish registration plates. It has not

:10:06.:10:12.

been seen since last Friday. What we are urging the public to do is

:10:12.:10:17.

to keep their eyes open for at vehicle. Look at car parks and

:10:17.:10:21.

driveways and waste ground, anywhere where at vehicle might be

:10:21.:10:25.

concealed. The these appeals were echoed by the family of Catherine

:10:25.:10:30.

Gowing. Tonight, police continue to question a 46-year-old man who has

:10:30.:10:36.

:11:11.:11:14.

advised the council to consider demolition because of the costs of

:11:14.:11:18.

managing the building. Small reserves of flu vaccines are being

:11:18.:11:21.

made available to help areas where stocks are dwindling. It comes

after a company in the Netherlands, which supplies 10% of the UK's flu

:11:38.:11:44.

Could the honey produced by bees hold the key to tackling a deadly

:11:44.:11:46.

superbug? That's what scientists at Cardiff University are trying to

:11:47.:11:49.

work out. They've found that honey collected by a beekeeper in Gwynedd

:11:50.:11:52.

can kill bacteria found in MRSA. They are now looking for more

:11:53.:11:55.

samples of similar honey to establish which plants are

:11:55.:12:00.

producing the nectar. These bees are creating quite a buzz. Chris

:12:00.:12:03.

Hickman has been keeping the insects in his back garden in Tywyn

:12:03.:12:07.

for three years. Now it has emerged that their honey could hold the key

:12:07.:12:13.

in the battle against one of our most dangerous superbugs. Bands

:12:13.:12:18.

these shares were the honey has killed the MRSA it. -- this

:12:18.:12:23.

indicates where the honey has killed the MRSA. Scientists at

:12:23.:12:25.

Cardiff University have discovered Chris' honey has properties that

:12:25.:12:30.

can combat MRSA. The infection, commonly found in hospitals,

:12:30.:12:33.

contributed to the death of 364 people in England and Wales last

:12:33.:12:36.

year. Even though that was fewer than in 2010, traditional

:12:36.:12:44.

antibiotics are becoming less effective. We are now seeing the

:12:44.:12:48.

emergence of bacteria which is resistant to the antibiotics. That

:12:48.:12:53.

will cause considerable problems. It will take us back to the pre-

:12:53.:12:59.

antibiotic era in the 1930s when we could not treat fresh diseases. It

:12:59.:13:04.

would be good if we could identify a plant in Wales which could help

:13:04.:13:13.

asked what MRSA. -- help us with. And that's the next step. Professor

:13:13.:13:15.

Baillie and his team are working alongside researchers at the

:13:16.:13:18.

National Botanic Garden of Wales who have a DNA database of Welsh

:13:19.:13:22.

plants. They are trying to work out what's in the honey that makes it

:13:22.:13:25.

so special. But of course there's nothing new about using honey to

:13:25.:13:29.

treat people. It has been around for thousands of years and it has

:13:29.:13:34.

been a natural remedy. Ancient Egyptians used it. It had been used

:13:34.:13:40.

in wound dressings. It had been used for flu. A bit of whisky and

:13:40.:13:45.

honey. Even if it does not cure the disease it makes you feel better.

:13:45.:13:48.

When he isn't tending to his bees, Chris works as a charge nurse in

:13:48.:13:54.

the local community hospital. They already use honey on the ward.

:13:54.:14:00.

do use honey for dressing wounds and treating infections and have

:14:00.:14:05.

done successfully. It was interesting to find that it is

:14:05.:14:09.

produced from Wales and it does seem to have some property that is

:14:09.:14:12.

beneficial. Researchers are now looking for other samples of Welsh

:14:12.:14:15.

honey that have the same qualities as the honey produced by Chris so

:14:15.:14:19.

they can crack the DNA code and work out which plants are producing

:14:19.:14:22.

the nectar used by the bees to create the honey. Using the newest

:14:22.:14:24.

technology, they are hoping to rediscover one of our oldest

:14:47.:14:51.

football team? If you're a Newport County fan, the cheapest season

:14:51.:14:53.

ticket is more expensive than at Premier League champions,

:14:53.:14:57.

Manchester City. That's one of the findings of a BBC Survey into the

:14:57.:15:01.

Price of Football. Our sports reporter Ashleigh Crowter has been

:15:01.:15:07.

looking at how much fans of Welsh clubs are now having to fork out.

:15:07.:15:11.

There aren't many spare seat says Swansea City for Premier League

:15:11.:15:17.

matches. Season tickets sold out in April. The cheaper season tickets

:15:17.:15:25.

at Swansea costs 429, that is a snare compared with Arsenal. But it

:15:25.:15:30.

is more than the price at Wigan. The cheapest match-day ticket is

:15:30.:15:35.

35, the fifth most expensive. Swansea do serve the cheapest tea

:15:35.:15:41.

in the top flight. For one person it is not too bad but if you are

:15:41.:15:48.

thinking of the family, probably expensive. It is reasonably priced.

:15:48.:15:54.

The proper fans who used to go to the better it day-in day-out are

forced out to go unseeded team they support. For the cheaper season

:15:58.:16:06.

ticket to what Cardiff City is about 100 less than solicitors.

:16:06.:16:13.

Prices in the championship range from two led to a 49 to 485. It

:16:13.:16:18.

is a long way down the league until you reach Newport. The price of a

:16:18.:16:28.
:16:28.:16:28.

season ticket is 300. You could watch Manchester City for 25 last.

:16:28.:16:33.

Wrexham fans only have to pay 200 for their cheaper season ticket,

:16:33.:16:38.

that is one that best value in the conference. It is too big a stand

:16:38.:16:45.

for some people. Not for Conference football, that is dear. I am a

:16:45.:16:51.

Leeds fan and you can buy a ticket for 35. When I went, when I was

:16:51.:16:56.

about 12, it was about 15. I don't understand where they don't open it

:16:57.:17:02.

to the pensioners. The children particularly. Many football fans

:17:02.:17:08.

are prepared to pay the current prices. Club loyalty is a very

:17:08.:17:14.

strong. In these difficult economic times that they will be some who

:17:14.:17:21.

feel they are being priced out of the game.

:17:21.:17:25.

It was a chapel that played a central role in the Welsh religious

:17:25.:17:27.

revival at the beginning of the 20th century. But Pisgah chapel

:17:27.:17:30.

near Swansea is now under threat of demolition. The building's owners,

:17:30.:17:33.

the Presbytyrian Church of Wales, say it's too costly to maintain but

:17:33.:17:36.

supporters say its historic value is priceless. Our Swansea reporter,

:17:36.:17:42.

James Williams has more. It is difficult to imagine now but his

:17:42.:17:46.

former chapel played a central part in Wales's religious past. It cost

:17:47.:17:53.

of repairs and maintenance at Pisgah Chapel in Loughor has made

:17:53.:17:58.

its economically unviable for his owners. 70,000 of work needs to be

:17:58.:18:03.

done. We, as the Church, has decided that we have to put the

:18:03.:18:09.

site up for sale. This may mean that somebody, a Christian

:18:09.:18:12.

organisation, may come along and renews the building and uses it as

:18:12.:18:18.

a church. But his name means somebody else comes along and

:18:18.:18:22.

demolishes the building. But at the end of the 19th century, Pisgah has

:18:22.:18:32.

gone through many changes. A rich history that campaign is feared to

:18:32.:18:36.

lose. Chappell's closing in Wales are a sign of the times. Many

:18:36.:18:45.

people think this chapel's importance trumps economics. Evan

:18:46.:18:50.

Roberts was an important figure in the revival. It was here that Evan

:18:50.:18:55.

Roberts started his religious pilgrimage. He was one of the main

:18:55.:18:58.

revivalists. This was the schoolhouse where the Sunday school

:18:58.:19:03.

was held and he was one of the teachers. It is central to his

:19:03.:19:11.

history. The rare recording of his preaching from January 1905. His

:19:11.:19:20.

voice live on as the Welsh religious revival sold hundreds of

:19:21.:19:27.

thousands joining. There are people to stay, this month, people from

:19:27.:19:30.

Indonesia have been here and from America to see where he lived and

:19:30.:19:35.

worked. We are losing a major part of an hour religious history.

:19:35.:19:40.

There's whether the chapel does become consigned to history remains

:19:40.:19:44.

a decision for Swansea Council and Loughor council.

:19:44.:19:47.

The winner of the Welsh Music Prize has been announced in the last hour.

does it mean to you to be able to receive this award? It means a lot.

:21:20.:21:26.

It is something we were not expecting. It means that his was

just as the work of art that because more than a year to make.

12 albums on the list, you are expecting him to win. It shows that

different. It did very a lot. A lot of people are making music for no

other reason that they like making music. You co-founded this award.

What did you make of the entries? It was outstanding for a start this
