John Allen set up the Bryn Alyn Community in the late '60s.. He

:01:33.:01:36.

appeared before Flintshire magistrates this afternoon. Matthew

Richards is at Mold Law Courts. Thanks. Mr Allen was the first

person to be arrested as part of a new police operation into claims of

past abuse at children's homes here. He's now the first to be charged. He

The former leader of the Conservatives in the National

:03:20.:03:23.

Assembly, Nick Bourne, is to become a working peer in the House of

:03:23.:03:27.

Lords. Mr Bourne lost his seat in the 2011 Assembly election. He'll be

joined by Christine Humphreys, the former Liberal Democrat AM who's the

party's president in Wales. Immigration officers are continuing

:03:32.:03:35.

to raid premises across Wales this evening as part of a UK-wide effort

to tackle illegal working. There have already been arrests here

public. We are looking to target people who have illegal workers on

their premises. Voters are going to the polls on

Anglesey to elect a new Assembly Member. Polling stations will be

:04:20.:04:23.

open until ten o'clock tonight, with the result expected in the early

:04:23.:04:26.

hours of tomorrow morning. It comes after the former Plaid Cymru leader

:04:26.:04:30.

Ieuan Wyn Jones stood down last month to lead the new Menai Science

Park. Here's the list of the six

:04:34.:04:37.

candidates standing in the by-election, which is the first to

:04:37.:04:47.
:04:47.:04:47.

be held for the Assembly in seven In 1984, miners across Wales and the

:04:47.:04:51.

rest of Britain went on strike against threatened pit closures. But

:04:51.:04:54.

documents released today by the National Archives reveal that

:04:54.:04:56.

Margaret Thatcher secretly considered using the army to break

:04:56.:05:02.

the looming strike. The Government papers from 1983 reveal the extent

:05:02.:05:05.

of the planning by the Conservative government for the showdown with the

:05:05.:05:15.
:05:15.:05:19.

miners. The magistrate views defined a decade. Nearly 50 years on, the

:05:19.:05:24.

strike still casts a long shadow over the premiership of Margaret

:05:24.:05:29.

Thatcher. Tens of thousands of Welsh miners took to be baited lines. The

:05:29.:05:35.

Conservative government was already drawing up plans on how to counter

:05:35.:05:38.

the strike in 1983. Documents have been released by the National

:05:38.:05:44.

archives. They show a government thrashing out contingency plans for

:05:44.:05:47.

an eventual strike. The documents reveal that as early as January

:05:47.:05:52.

1983, cabinet members were warning that the government must be ready to

:05:52.:05:58.

face a decisive showdown. The energy secretary said we must do everything

:05:58.:06:04.

in our power to defeat Arthur Scargill. A Whitehall working group

:06:04.:06:13.

prepared in secret to move coal stocks to power stations. It was

:06:13.:06:23.
:06:23.:06:26.

predicted that this would need 5000 lorry movements in a week. It would

:06:26.:06:29.

have cost 70 million but when the strike eventually came one year

:06:29.:06:36.

later, that figure to indulge into insignificance. It cost 11 billion

:06:37.:06:43.

to beat us. They spent less probably on the Falklands war. That is crazy

:06:43.:06:50.

with your own people. The documents show a government prepared for a

:06:50.:06:53.

long conflict. Margaret Thatcher was aware of the political stakes at

:06:53.:07:03.
:07:03.:07:03.

involved. The miners had overthrown Edward Heath before. Margaret

:07:03.:07:11.

Thatcher was simply determined to avoid those previous defeats. She

:07:11.:07:16.

was absolutely determined that the miners would not succeed. These

:07:16.:07:23.

papers show how vigorously the government planned for the dispute.

:07:23.:07:33.
:07:33.:07:37.

A couple of years later and the dispute was over.

:07:37.:07:41.

At the pumps across Wales you'll pay an average of 136 pence a litre for

:07:41.:07:44.

unleaded, and 140.7 pence for diesel. But when it comes to the

:07:44.:07:48.

actual price on the forecourts, it all depends on where you are. Today,

:07:48.:07:52.

we've seen prices of up to 143.9 for unleaded, almost 8p more than the

:07:52.:08:02.
:08:02.:08:02.

average price, and 146.9 pence for diesel, almost 7p more. It has been

:08:02.:08:09.

going up for years. Despite larger fuel bills at this garage people

:08:09.:08:12.

told us neighbouring garage owners are going out of business because of

:08:12.:08:17.

a lack of profit and higher fuel prices are affecting how people live

:08:17.:08:26.

their lives. There are only two of us in the editor. We have to think

:08:26.:08:30.

about whether we will drive somewhere or whether we will not go.

:08:30.:08:36.

At the other end of the country in Monmouthshire, it is also more

:08:36.:08:43.

expensive to run the cat than in more urban areas. Even though it may

:08:44.:08:48.

only be four or five miles of the main road, they probably use more

:08:48.:08:51.

fuel because they are going through the gearbox is more than someone who

:08:51.:08:57.

is travelling on a motorway. This is the only petrol station in the

:08:57.:09:07.
:09:07.:09:12.

vicinity for seven or eight miles. They are stuck. A five piece cut in

:09:12.:09:17.

fuel duty could be considered in rural areas. But some question why

:09:17.:09:22.

other rural areas have been left out of the plans. The manager is one of

:09:22.:09:26.

the most rural areas in Wales and we are not mentioned in this

:09:26.:09:36.
:09:36.:09:37.

consultation at all. I am concerned about that. I have people living in

:09:37.:09:41.

various areas, they are all local and Google. I am very concerned

:09:41.:09:48.

this. The announcement means people in rural Wales will not

:09:48.:09:54.

automatically get 5p of a litre of fuel. The UK government are asking

:09:54.:09:57.

garages like this one to provide them with evidence to take to the

:09:57.:10:02.

European commission to see if they can extend the scheme which already

:10:02.:10:06.

exists in parts of northern Scotland. Any 5p reduction could

:10:06.:10:10.

take years to negotiate. The debate over how to do it fairly could take

:10:10.:10:18.

even longer. Still to come. I am live at the Liberty Stadium this

:10:18.:10:23.

evening. Swansea city fans starting to arrive to watch their team play

:10:23.:10:30.

in Europe for the first time in 22 Former Education Minister Leighton

:10:30.:10:33.

Andrews has dismissed claims the Welsh Government was authoritarian

:10:33.:10:39.

and incompetent over the re-grading of exam papers last year. Nearly

:10:39.:10:44.

2,400 English language pupils got better results after the review. The

:10:44.:10:47.

former acting chair of Wales' largest exam board says Mr Andrews

:10:47.:10:53.

dismissed advice about the complexities re-grading would cause.

:10:53.:10:59.

Our Education Correspondent, Arwyn Jones is here with the details.

:10:59.:11:02.

Thanks Lucy. Last year, these students, and over two thousand

:11:02.:11:05.

others were celebrating getting higher grades after the re-grading.

:11:05.:11:09.

It was popular move, which had cross party support. But for the body

:11:09.:11:12.

setting the exams, and ensuring standards, it caused quite a

:11:12.:11:17.

headache. Why? Well it meant a C grade in Wales wasn't the same as in

:11:17.:11:20.

England or Northern Ireland. They explained that to the then education

:11:20.:11:28.

minister, but say Leighton Andrews just wouldn't listen to them.

:11:29.:11:32.

was one word and it was authoritarian. Authoritarian and

:11:32.:11:39.

without necessarily in terms of what we experienced evidence of a full

:11:39.:11:45.

grasp of what the real issues were. That is a damning thing to say, but

:11:45.:11:48.

that is the way it came over. Mr Lewis also wrote to the First

:11:48.:11:55.

Minister Carwyn Jones in June outlining his concerns. I've seen a

:11:55.:11:59.

copy of the reply from Carwyn Jones. In it he says the Welsh Government

:11:59.:12:01.

has had a "long-standing and multi-faceted relationship" with the

:12:01.:12:04.

WJEC acknowledging that, in some areas, the relationship had

:12:04.:12:12.

"recently gone through a difficult period." But he goes on to say that

:12:12.:12:17.

he disputes Mr Lewis' "narrative as partial and incomplete." But is

:12:17.:12:20.

looking at whether there are "any lessons that officials here can

:12:20.:12:24.

learn." Earlier I spoke to Leighton Andrews and began by asking for his

:12:24.:12:27.

reaction to David Lewis' claims that he didn't fully understand the

:12:27.:12:34.

consequences of ordering the re-grade. We fully understood the

:12:34.:12:37.

consequences. We carried out an extensive review which resulted in a

:12:37.:12:41.

very thorough report which was conducted by my officials in the

:12:41.:12:45.

department at the time. The fundamental issue here was of

:12:45.:12:54.

fairness to students in Wales as a result of our actions over 2300

:12:54.:12:58.

students got the trade they were entitled to. I am afraid it was the

:12:58.:13:05.

WJ EC board that did not understand the issues and elevated issues of

:13:05.:13:12.

process to the principle. It is ridiculous. Those issues of process

:13:12.:13:16.

is the point of the fairness. It is the ability of those people to take

:13:16.:13:20.

their qualifications to England and Northern Ireland and elsewhere and

:13:20.:13:23.

be certain that employers and universities will say that is a

:13:23.:13:26.

copper bottomed gold standard qualification and perhaps that will

:13:26.:13:36.
:13:36.:13:38.

not be the case in future but Mark -- in future? I think our actions

:13:38.:13:41.

will support it by all parties here and people in the teaching

:13:41.:13:45.

profession. They were supported by teachers in England as well. What

:13:45.:13:50.

did illustrate, I am afraid, is that the board members of the WJ EC, some

:13:51.:13:54.

of them could not see the wood for the trees. They consistently over

:13:54.:13:58.

the last 12 months have elevated issues that are really minor issues

:13:58.:14:08.
:14:08.:14:09.

about process B levels of principle. We have been focusing on issues of

:14:09.:14:12.

principle as a Welsh government was up I am glad that local government

:14:12.:14:16.

leaders in Wales and now recognising that the governing structure of the

:14:16.:14:26.

WJ EC was not fit for purpose. heard from Councillor Lois who said

:14:26.:14:29.

you were bullying and validating. Did you regret any of the way you

:14:29.:14:36.

conducted yourself? The allegations are ridiculous. I am afraid the

:14:36.:14:42.

board members, some of them like Councillor Lois were not used to

:14:42.:14:46.

working in a proper regulatory environment. They wanted cosy deals

:14:46.:14:51.

behind the scenes between the WJ EC and government officials. That

:14:52.:14:55.

cannot be the relationship between the regulator and the examining body

:14:55.:15:01.

nor can it be the relationship between a democratic elected Welsh

:15:01.:15:04.

government and the examining body. That is no parallel there. They have

:15:04.:15:12.

to understand. But they are a charity and therefore must be exempt

:15:12.:15:15.

from any kind of influence from a political party. That was the issue

:15:15.:15:25.
:15:25.:15:34.

they were grazing. Various leaders from local government had signed off

:15:34.:15:41.

on those changes. But the WJ EC is an examining body subject to

:15:41.:15:45.

regulation in Wales and in England. In England it is regulated by

:15:46.:15:54.

another body. It is located by the Welsh government in Wales. This

:15:54.:16:00.

examination body cannot have it both ways. If it does not abide by those

:16:00.:16:03.

guidelines, Welsh ministers will use their regulatory powers to direct it

:16:03.:16:05.

to comply. On the issue of a cosy relationship,

:16:05.:16:09.

the WJEC say all they did was outline what the options were to the

:16:09.:16:12.

government. So the problem here was a fundamental disagreement between

:16:12.:16:15.

what was best for pupils in Wales. The WJEC said portability of

:16:15.:16:18.

qualifications to other parts of the UK, the Welsh Government insisted it

:16:18.:16:24.

was fairness by regrading. Now, there's a new Education Minister.

:16:24.:16:29.

Part of his role now will be to see how they can move on given that

:16:29.:16:37.

There are calls for a medical school to train doctors to be set-up in

:16:37.:16:40.

North Wales because of a shortage of GPs in rural areas. Councillors say

:16:40.:16:43.

the number of doctors in Blaenau Ffestiniog has halved, putting extra

:16:43.:16:47.

pressure on those who remain. The Welsh Government says it's doing all

:16:47.:16:51.

it can to encourage doctors to stay, but campaigners say a medical school

:16:51.:16:59.

is needed for local students. present, they leave to go to Cardiff

:16:59.:17:07.

or Manchester or Liverpool. They are there for a long time and they tend

:17:07.:17:10.

to stay in those areas and it is very difficult to get them back

:17:10.:17:16.

here. I would like some sort of training for a university for

:17:16.:17:26.
:17:26.:17:27.

doctors in North Wales. The BBC Radio Wales audience has

:17:27.:17:31.

grown to its highest level in six years according to the latest

:17:31.:17:34.

figures. 499,000 people listened every week in the three months to

:17:34.:17:37.

June. BBC Radio Cymru also recorded an increase in listeners, after

:17:37.:17:39.

getting its lowest ever audience in the previous quarter.

:17:39.:17:43.

BBC Wales has announced its Cardiff headquarters are up for sale as part

:17:43.:17:46.

of plans to relocate to a new purpose-built broadcast centre

:17:46.:17:49.

elsewhere in the city by 2018. It follows 47 years at the current

:17:49.:17:52.

building here in Llandaff. The start of the football season is

:17:52.:17:55.

upon us and it's a big night for Swansea City. Claire's at the

:17:55.:17:58.

Liberty Stadium for us tonight. Claire?

:17:58.:18:03.

Good evening. A beautiful summer evening here in Swansea to kick the

:18:03.:18:07.

season off. Swansea City are ready for their first match in Europe for

:18:07.:18:12.

more than 20 years. Swansea's last European game was against Monaco in

:18:12.:18:20.

1991. The visitors here tonight Malmo in the Europa League third

:18:20.:18:25.

qualifying round. Their Swedish opponents should provide a stern

:18:25.:18:35.
:18:35.:18:38.

test having won their previous tie 9-1. Sachin Krishnan reports. A big

:18:38.:18:41.

day at the Liberty Stadium began with the opening of the new club

:18:41.:18:47.

shop. A chance for fans to mingle with Swansea Legends ahead of the

:18:47.:18:53.

visit tonight. It is a special day. It is what the fans deserve. They

:18:53.:18:56.

have seen is at the bottom tier almost going out of the football

:18:57.:19:01.

league. They will see us tonight playing European football. It is a

:19:01.:19:08.

massive day for Swansea and the football club. As winners of the

:19:08.:19:14.

Welsh cup, European football was a regular experience for Swansea teams

:19:14.:19:23.

of the past. But following rule changes, the game against Monaco in

:19:23.:19:28.

1991 was the last game in Europe. After winning the cup took up last

:19:28.:19:38.
:19:38.:19:38.

season, they are in the third round of the Europa league. It is an early

:19:38.:19:45.

start following what we achieved last season. I think we are well

:19:45.:19:52.

prepared and we will be up against a Scandinavian side, a good side.

:19:52.:19:58.

opponents alive at the Liberty Stadium tonight in good form. They

:19:58.:20:08.
:20:08.:20:11.

beat Hibernian 9-1. It is going to be difficult but the way we play, it

:20:11.:20:21.
:20:21.:20:21.

is important that we don't concede goals. We are looking forward to it.

:20:21.:20:30.

Should Swansea get through the tide, they will face another tied to get

:20:30.:20:40.
:20:40.:20:44.

through proper. Chris Coleman has just stopped after driving past.

:20:44.:20:54.
:20:54.:20:55.

What a night for Swansea city? a long time from where they started.

:20:55.:21:02.

The job has been done and it is phenomenal. They find themselves in

:21:02.:21:04.

European football and winners of a major trophy. They have been

:21:04.:21:10.

mid-table in the premiership. They deserve this and I am looking

:21:10.:21:17.

forward to it. The Swansea side of today is a different prospect from

:21:17.:21:23.

the team that played in the 1980s and 1990s. Look at their style of

:21:23.:21:28.

play. They keep possession of the ball and Swansea are fantastic at

:21:28.:21:35.

that. Swansea city have maintained that philosophy from Roberto

:21:35.:21:42.

Martinez. They have done well with that. If you have the ball, the

:21:42.:21:46.

opposition cannot score. Swansea city are very good at retaining the

:21:46.:21:51.

ball. This could be another good year for Swansea. I know you do not

:21:51.:21:55.

want to be drawn on Gareth Bale, but he has been talked about on the

:21:55.:22:00.

world stage. How good is this for Welsh football that we have a player

:22:00.:22:09.

with his capabilities and being talked about by a club like Real

:22:09.:22:19.
:22:19.:22:21.

Madrid M -- Real Madrid? He is with a huge club at Tottenham Hotspur. If

:22:21.:22:25.

he stays, he is still with a good club. But we are of course talking

:22:25.:22:31.

about Real Madrid, one of the giants. He is only getting better.

:22:31.:22:38.

We will have to wait and see what comes. I know he is a great player

:22:38.:22:44.

and whatever he does, he will get better. I appreciate your time.

:22:44.:22:54.
:22:54.:22:55.

Enjoyed the game. This week we are looking back on

:22:55.:22:59.

last year's Summer of Sport and in the build up to the Olympic games

:22:59.:23:03.

many of us were gripped by the arrival of the Olympic Flame on its

:23:03.:23:06.

journey through Wales. In Llandudno, three sisters, the only three

their proving the Olympic spirit is still thriving. Meet Harriet, Alice

:23:17.:23:20.

and Charlotte. They carried the torch on this stretch of road.

:23:20.:23:25.

Things looked very different then. Thousands lined the streets in

:23:25.:23:29.

Llandudno to cheer the flame on its journey. Harriet was the first

:23:29.:23:39.
:23:39.:23:39.

sister to carry it. It was amazing. There were loads of cars and buses

:23:39.:23:46.

and music. It was fabulous. Harriet at the flame onto her sister.

would be nice to have a bit of a run. They told me to slow down

:23:51.:23:56.

because I was going too fast. I thought my trousers were going to

:23:56.:24:06.
:24:06.:24:08.

rip. They were a bit tight. Charlotte had a bit of a job to do.

:24:08.:24:13.

Snowdon could not be left until I got it right. A huge relief when it

:24:13.:24:20.

was over. The girls all what they are torches as mementos of the Dave

Woods a bit taken to charity events and schools. They cannot carry the

:24:27.:24:32.

them. This year they have raised 5,000 for charity. They enjoy doing

it. We do not think of it as volunteering. I broke my ankle in a

:24:46.:24:52.

few months ago. The doctors were asking if I carried the torch. They

:24:52.:24:58.

asked questions about how it felt and what am I doing now. I said I am

:24:58.:25:06.

still doing voluntary work and it is amazing. It is one year after and it

:25:06.:25:12.

is still an amazing feeling. girls give up a lot of their spare

:25:12.:25:16.

time to go out and schools. Having the Olympic torch in the classroom

:25:16.:25:24.

still brings out an amazing reaction. It is cooler than Batman.

:25:24.:25:29.

The flame may be long gone but these sisters will be sharing their

:25:29.:25:32.

experiences for many years to come. Well, we had lovely weather for the

:25:32.:25:35.

Torch Relay and we can't complain about this summer too much. Derek,

:25:35.:25:45.
:25:45.:25:46.

This hot weather is only paying us a short visit. There is a change on

:25:46.:25:49.

the way. But what a difference a day makes. Yesterday, Capel Curing was

:25:49.:25:52.

the wettest place in Britain with nearly 40mm of rain, but today, dry,

:25:53.:25:57.

very warm and sunny. Usk, one of the hot spots in Wales with a high of 28

:25:57.:26:00.

Celsius. Mind you it hasn't been sunny everywhere. Parts of the west

:26:00.:26:04.

cloudy and cooler. Only 19 Celsius in Milford Haven. Tomorrow will turn

:26:04.:26:06.

cooler and fresher everywhere. The humidity dropping with a few

:26:06.:26:11.

showers. Generally fine this evening but overnight clouding-over. Some

:26:11.:26:15.

patchy rain and mist. Most of the rain in the west. A few milimetres

:26:15.:26:18.

in Pembrokeshire, Gwynedd and Anglesey. A warm, muggy night.

:26:18.:26:20.

Temperatures not falling below 16 Celsius. Tomorrow's chart low

:26:21.:26:25.

pressure near Scotland with a cold front moving east across Britain.

:26:25.:26:29.

That will push the hot and humid air out of the way and introduce cooler,

:26:29.:26:33.

fresher air from the Atlantic. Here's the picture for 8.00 in the

:26:33.:26:43.
:26:43.:26:45.

morning. Most places dry at this stage and still quite muggy. Some

:26:45.:26:49.

cloud around but bright in places with some sunshine. Breezy in the

:26:49.:26:52.

northwest. A brisk wind from the south in Holyhead. So some sunshine

:26:52.:26:56.

tomorrow but a few scattered showers as well. If you catch one it could

:26:56.:26:59.

be heavy with thunder. Some places, though, will get away with a dry

:26:59.:27:02.

afternoon. Temperatures not as high as today but feeling pleasantly warm

:27:02.:27:06.

with a breeze. It should feel a bit fresher in the afternoon. Borth

:27:06.:27:09.

Carnival is taking place tomorrow. I wouldn't rule out a shower but most

:27:09.:27:13.

of the day. Breezy with a high of 21. Tomorrow evening and night.

:27:13.:27:16.

Scattered showers. Heavy in places. Some dry weather as well and a

:27:16.:27:19.

cooler/fresher night. Saturday will bring a mixture of sunny spells and

:27:19.:27:23.

scattered showers. The showers heavy in places with a risk of thunder but

:27:23.:27:26.

some fine weather as well. Sunday some dry weather. A few showers with

:27:26.:27:30.

a risk of rain in the afternoon and evening, especially in the north and

:27:30.:27:33.

west. So today, the hottest day of the weekend. The next few days

:27:33.:27:36.

cooler and fresher. Changeable next week. Some rain, showers and sunny

:27:36.:27:40.
