weekend. That's all from us. Now the news | :00:00. | :00:00.
where you are. Welcome to Wales Today. Our top | :00:00. | :00:07.
story. Baffled by energy bills. Why many of | :00:08. | :00:11.
us don't understand gas and electricity costs. The boss of one | :00:12. | :00:14.
of Wales' biggest energy providers tells MPs price hikes are not his | :00:15. | :00:29.
fault. 85% of the ingredients of that girl are outside our control. | :00:30. | :00:37.
We've hit the streets to talk to you the customer to see how your coping | :00:38. | :00:41.
with spiralling energy costs. One small country, two energy companies | :00:42. | :00:43.
with a virtual monopoly. What's the solution to cutting bills? | :00:44. | :01:00.
Our other headlines. Are you being filmed or followed? | :01:01. | :01:04.
Employers using undercover surveillance to track your every | :01:05. | :01:06.
move. Surviving a stroke. We're making | :01:07. | :01:11.
progress but a long way to go to catch up with Europe's best. | :01:12. | :01:15.
Road rage, why Welsh police forces aren't fining drivers like this. You | :01:16. | :01:25.
talk to me like that again and I would up that at the nose. Is that | :01:26. | :01:27.
clear? Good evening. Many of us just don't | :01:28. | :01:37.
understand our gas and electricity bills and there needs to be more | :01:38. | :01:41.
transparency. That's according the group Consumer Future in Wales. It | :01:42. | :01:45.
comes as MPs have been quizzing energy bosses about their price | :01:46. | :01:48.
increases. Four of the big six companies have put bills up by an | :01:49. | :01:56.
average of 9.1%. Here's our Economics Correspondent Sarah | :01:57. | :02:03.
Dickins. The energy market has changed in the last ten years | :02:04. | :02:07.
without many others really knowing. This is one of the new smaller firms | :02:08. | :02:11.
selling electricity to anyone who wants to sell -- sign up. It works | :02:12. | :02:20.
and a different model. It is owned by the man who set it up. We use | :02:21. | :02:27.
this model of hills into males. The use the money to build new windmills | :02:28. | :02:34.
every year. This energy independence gives us an independent from the | :02:35. | :02:40.
world price for fossil fuel. It has 80,000 customers across the UK. It | :02:41. | :02:49.
is freezing bills until April for the pits as if it rises then, it'll | :02:50. | :02:58.
be at half the rate of the big six. This is the heart of the call | :02:59. | :03:04.
centre. They have been selling electricity to award in for ten | :03:05. | :03:08.
years. I have noticed since they froze their prices last month, in a | :03:09. | :03:12.
bar people signing up has doubled. The big six supply 98% of | :03:13. | :03:19.
electricity in the can to put up for them are foreign-owned. S S E has | :03:20. | :03:24.
around 1 million customer accounts in Wales. They have announced rises | :03:25. | :03:32.
of 8.2% from mid November. Bosses have been justifying price rises | :03:33. | :03:45.
before MPs today. I went the interpretation of whether you | :03:46. | :03:50.
thought the premise that meant green levies or social justice as well | :03:51. | :03:54.
because Mac it is inherently contradictory. We wish to have the | :03:55. | :04:01.
security of supply at a time when revenues and supplies are decreasing | :04:02. | :04:04.
full stop we want to make is lower for that you cannot deliver all of | :04:05. | :04:11.
those. While customers do not have two stay with the company that | :04:12. | :04:16.
traditionally provided the area, many do. I have been a loyal | :04:17. | :04:23.
customer for a number of years and I thought it was time to look around | :04:24. | :04:28.
for a cheaper deal. I went online and within 20 minutes I found an | :04:29. | :04:31.
alternative supplier in ScottishPower. They verified they | :04:32. | :04:40.
could save me ?600 a year. It is difficult to compare prices because | :04:41. | :04:48.
that is such a range. It is a need for greater transparency. Consumers | :04:49. | :04:56.
do not understand when they hear the wholesale price will affect their | :04:57. | :05:01.
bills and they see that the prices increased by more than that. The | :05:02. | :05:11.
proper regulation to force the big six to invest in new infrastructure | :05:12. | :05:15.
at the expense of some profit and some dividend should be done because | :05:16. | :05:20.
it is vital in the interest of our country that we have an energy | :05:21. | :05:24.
industry that serves our purposes and not the purpose of foreign | :05:25. | :05:30.
owners. The debate will continue long after the MPs have finished as | :05:31. | :05:33.
we all try to keep bills down. How will we all cope with these | :05:34. | :05:37.
bills? As we've heard, one of those questioning the big energy company | :05:38. | :05:40.
bosses today was the MP for Anglesey, Albert Owen. Roger Pinney | :05:41. | :05:43.
has been to Amlwch in his constituency to see how people there | :05:44. | :05:56.
will manage. It is an energy rich place with wind farms and a nuclear | :05:57. | :06:00.
power station. Not that that is reflected in people 's bills. On the | :06:01. | :06:07.
Anglesey coast. Hardly a day goes by without another of those energy | :06:08. | :06:11.
price shock stories. With them the message of doom and gloom. | :06:12. | :06:16.
Businesses will go bust we are told. Some people have to choose between | :06:17. | :06:20.
heat and food. But is that really the case? Whatever the rights and | :06:21. | :06:25.
wrongs of electricity and gas price rises, I found plenty of people | :06:26. | :06:31.
today willing to talk about them. Gareth Parry has been running a shop | :06:32. | :06:39.
for the past seven years. What can you do to reduce costs? I have had | :06:40. | :06:45.
to reduce the number of fridges and freezers in order to save. It is | :06:46. | :06:52.
getting tough. Does threaten your existence as a business? It does. | :06:53. | :07:01.
Anglesey lost its major employer a decade ago put up the boot to their | :07:02. | :07:07.
best to get by. There are a significant and have retired the oil | :07:08. | :07:14.
will stop they go to a special centre in the town. Thoughts are | :07:15. | :07:25.
turning to the cost of keeping warm. I have to use my gas central heating | :07:26. | :07:32.
full stop I will be more careful. Will you change the way you use | :07:33. | :07:44.
energy? I will try. If you are not warm and well fed, you are asking | :07:45. | :07:47.
for trouble especially as it get a little bit older. I heard from | :07:48. | :07:53.
Tracey Cooper in a town centre Cathy. The cafe is struggling to | :07:54. | :08:00.
make ends meet and so is she. I lost my husband last year. The | :08:01. | :08:09.
electricity goes up and up. I you really facing the decision of heat | :08:10. | :08:15.
or food? Yes, I think everybody who is trying to keep their houses warm | :08:16. | :08:21.
in this economy is facing the same problem. The bills still have to be | :08:22. | :08:29.
paid. Police are appealing for information | :08:30. | :08:32.
about a Pembrokeshire man missing in London. 23-year-old Gianni Sonvico, | :08:33. | :08:34.
who is originally from Goodwick, works as a barrister in the city. He | :08:35. | :08:40.
was last seen at 11.00pm on Friday night in the Tower Hill area. Police | :08:41. | :08:44.
say his disappearance is completely out of character. | :08:45. | :08:49.
A jockey has been accused of indecently assaulting teenage girls | :08:50. | :08:52.
who hero worshipped him at the stables. Stephen Cashmore, who is 49 | :08:53. | :08:56.
and from Swansea, appeared at Cardiff Crown Court accused of three | :08:57. | :09:00.
counts of indecency with a child and four of indecent assault against | :09:01. | :09:03.
three different victims between 1988 and 1991. He denies the charges. | :09:04. | :09:11.
Around 26 Blockbuster stores in Wales are to stay open while a new | :09:12. | :09:15.
buyer is found for the company. It's after it went into administration | :09:16. | :09:19.
for the second time this year. The DVD and games rental chain | :09:20. | :09:21.
originally collapsed in January after losing business to online | :09:22. | :09:24.
firms streaming films over the internet. 264 stores around the UK | :09:25. | :09:34.
are due to stay open for the period. How would you feel about your | :09:35. | :09:38.
employer secretly following you? BBC Wales has found that at least five | :09:39. | :09:42.
local authorities in Wales say they have used private investigators to | :09:43. | :09:45.
track staff or would consider doing so in future. Our Gwent Valleys | :09:46. | :10:00.
Reporter Paul Heaney has the story. Kim worked as a teacher for a number | :10:01. | :10:04.
of years. She says when she was signed off work with stress she was | :10:05. | :10:08.
secretly followed by a surveillance company commissioned by the council. | :10:09. | :10:16.
The think of these agents note doing the way I walked, but I was saying, | :10:17. | :10:24.
the expression on my face and way I was going. That is really | :10:25. | :10:32.
threatening. It is almost violating. She only found out about it by | :10:33. | :10:35.
asking for all the information the council held about her. The report | :10:36. | :10:47.
claims you were housebound. Basic note says work-related stress. That | :10:48. | :10:51.
is nothing about being housebound. I fear they have pounced on that as an | :10:52. | :11:00.
excuse to watch me and baby to prove I was not housebound. We asked other | :11:01. | :11:05.
local authorities in Wales to see if they used similar tactics. Another | :11:06. | :11:14.
four councillors said it was used in exceptional circumstances. Other | :11:15. | :11:24.
councils did not answer our request. I asked to speak to someone from cut | :11:25. | :11:33.
Caerphilly Council. I was told nobody was available for interview | :11:34. | :11:38.
but that the council no longer has this kind of thing. It is not | :11:39. | :11:41.
illegal for councils to use these kind of tactics and some say it can | :11:42. | :11:46.
be useful if that is evidence of serious fraud. But some Civil | :11:47. | :11:51.
Liberties campaigners say allowing councils this power is a bad idea. | :11:52. | :11:57.
It also highlights the dangers of how these powers can be misused and | :11:58. | :12:02.
how we need to keep under review how councils are authorising and | :12:03. | :12:06.
operating these powers which were intended for serious crimes. Kim and | :12:07. | :12:13.
her husband say there experience should make councils think more | :12:14. | :12:19.
carefully in future. Stroke care in Wales has made huge | :12:20. | :12:22.
strides but could still be significantly improved. An annual | :12:23. | :12:24.
Welsh Government report into the state of stroke services shows that | :12:25. | :12:28.
death rates still lag behind other European nations. It comes on the | :12:29. | :12:33.
day a new ?11-million rehabilitation centre for stroke patients was | :12:34. | :12:44.
officially opened in Cardiff. Every year in Wales, about 11,000 people | :12:45. | :12:50.
have strokes and in this centre they expect to see 400 people this year. | :12:51. | :12:53.
That is people like Colin who is having physiotherapy here. If I can | :12:54. | :12:58.
just interrupt you, you have been having physiotherapy, how has this | :12:59. | :13:07.
centre benefited Eucharist Mac benefited you? -- benefited you? It | :13:08. | :13:18.
has given me the confidence and I can carry on walking. I did have | :13:19. | :13:29.
speech problems. Quite a lot. Most of the young ladies did not have a | :13:30. | :13:36.
clue if I was Welsh, Scottish, English or African! Good luck. Over | :13:37. | :13:47.
here is one of the consultants. Can I just ask you, I you disappointed | :13:48. | :13:54.
with the fact the government says we still have a long wait to go? We | :13:55. | :14:03.
have seen some considerable improvement in the/ service. | :14:04. | :14:12.
Mortality has gone down or stop -- has gone down. There are/unit at | :14:13. | :14:26.
every health board. What improvements would elect as he made? | :14:27. | :14:36.
-- would you like to see made? This is a pioneering treatment. There are | :14:37. | :14:41.
other things that can be developed such as early support. This is a | :14:42. | :14:51.
service where a therapy team in the community can discharge a patient | :14:52. | :14:55.
from the service and also research as well which is something we need | :14:56. | :15:05.
to develop upon. They tell me the ultimate dream here is to have an | :15:06. | :15:11.
Institute of medicine here. They are very happy they have this centre. | :15:12. | :15:14.
Caroline Evans was there. Much more to come before seven | :15:15. | :15:17.
o'clock. Many motorists resorting to road rage, why Welsh police forces | :15:18. | :15:24.
aren't fining drivers like this. You talk to me like that again and I | :15:25. | :15:30.
will run that pipe at the nose. Is that clear? | :15:31. | :15:35.
They say it is a victory for people power. Campaigners fighting to save | :15:36. | :15:40.
two Catholic secondary schools in Denbighshire have won a temporary | :15:41. | :15:43.
reprieve after the council scrapped plans to merge them. St Brigid's in | :15:44. | :15:49.
Denbigh and Blessed Edward Jones in Rhyl were due to become one school | :15:50. | :15:54.
spread over two sites. But there are still plans to create a new faith | :15:55. | :16:02.
school to replace them. Making themselves heard at a different kind | :16:03. | :16:05.
of assembly, the pupils of St Brigid's Catholic school were | :16:06. | :16:08.
determined to get their message to Denbighshire council. | :16:09. | :16:15.
A video on YouTube showed what could be lost if the school closed and | :16:16. | :16:20.
hundreds gathered for a prayer vigil. They wanted to avoid being | :16:21. | :16:25.
merged with Rhyl's blessed Edward Jones Catholic school and sharing | :16:26. | :16:29.
both sites. Those prayers have been answered. We are really pleased they | :16:30. | :16:36.
have listened to the voice of the parents and not to go ahead with | :16:37. | :16:41.
phase one. With phase two, we still believe we have a fantastic school | :16:42. | :16:45.
which is successful and we also have another school which is growing and | :16:46. | :16:50.
succeeding. We should invest in both schools rather than closing | :16:51. | :16:53.
successful schools and building something new. That new school would | :16:54. | :16:57.
be built at a new location by 2018. It would replace the existing faith | :16:58. | :17:00.
schools and also serve Anglican and Catholic pupils who are currently | :17:01. | :17:07.
without places. There are questions on whether to small schools are | :17:08. | :17:11.
sustainable. The provision of one new faith one is one which will give | :17:12. | :17:21.
quality education facilities. There are mixed feelings about the | :17:22. | :17:26.
alternative proposal. There has to be change at some stage but we do | :17:27. | :17:30.
not see that means we lose this school. It will be a big change and | :17:31. | :17:37.
everyone is fearful of change. We know it will be at wonderful | :17:38. | :17:46.
opportunity for our students. Parents had faith that the council | :17:47. | :17:57.
would listen to their protests. There's concern that Welsh police | :17:58. | :18:00.
forces are not implementing new fines aimed at tackling aggressive | :18:01. | :18:03.
behaviour on the roads like tailgating and lane hogging, despite | :18:04. | :18:06.
being given the power to do so three months ago. It comes as a poll for | :18:07. | :18:10.
BBC Wales's Week in Week Out programme found 51% of people had | :18:11. | :18:13.
been victims of road rage. Tim Rogers reports. This college student | :18:14. | :18:23.
is so used to being intimidated by angry drivers he records most of his | :18:24. | :18:31.
journeys on a head camera. He challenges a driver who has kept in | :18:32. | :18:36.
front of him on a road. You are putting other people in danger. He | :18:37. | :18:43.
carries on thinking no more about it. But the driver has other ideas. | :18:44. | :18:52.
He comes after him. He overtook me and pulled quite sharply in front of | :18:53. | :18:55.
me and then slammed on his brakes. When he got out of the car and | :18:56. | :18:58.
approached me, I thought you would hit me. Talk to me like that again | :18:59. | :19:07.
and I would love that pipe up your nose. Is it clear? I will drip that | :19:08. | :19:13.
helmet off your head. -- I will drip that helmet of your head. Earlier in | :19:14. | :19:26.
the year legislation was passed against tailgating and lane hogging. | :19:27. | :19:35.
It is all very well having a good idea and it's about the idea behind | :19:36. | :19:40.
this initiative. The government is right to create this possibility of | :19:41. | :19:43.
early intervention to try to improve behaviour on the roads but this | :19:44. | :19:51.
Government does not seem to be -- pay any regard to the cost of doing | :19:52. | :19:59.
that work. The Home Office admits police budgets have been cut in | :20:00. | :20:02.
difficult circumstances. He was police forces say the delay its just | :20:03. | :20:12.
administrative. The driver was cautioned but refused to apologise | :20:13. | :20:14.
for his behaviour. More on this story on Week in Week | :20:15. | :20:19.
Out here on BBC One Wales at 10.35 tonight. | :20:20. | :20:22.
Going to the movies isn't normally a part of life in school but for some | :20:23. | :20:26.
pupils it will be, at least for the next two weeks. More than 7,000 | :20:27. | :20:30.
young people across Wales are taking part in the country's first ever | :20:31. | :20:34.
National Youth Film Festival. The event, funded by the British Film | :20:35. | :20:37.
Institute, hopes to inspire the next generation of movie makers, as well | :20:38. | :20:40.
as teaching skills, like numeracy and literacy all through the medium | :20:41. | :20:46.
of cinema. Carwyn Jones reports. These children could be the | :20:47. | :20:50.
animators of the future. At this workshop in Caerphilly they're | :20:51. | :20:52.
learning how to make short films using the using same frame by frame | :20:53. | :20:56.
techniques that are used by the makers of Wallace and Gromit. We | :20:57. | :21:04.
take lots of different pictures and then we take it that turn it into | :21:05. | :21:10.
one big movie. When it is all finished, it looks as if it is just | :21:11. | :21:14.
moving along. The workshop is all about having fun, but amid all the | :21:15. | :21:17.
modelling clay and cut out characters there's some serious | :21:18. | :21:20.
learning going on. These children have had to write and develop their | :21:21. | :21:23.
own stories, get to grips with IT equipment, and even perform mental | :21:24. | :21:30.
arithmetic. They have been learning mathematical skills because there | :21:31. | :21:33.
are 25 frames in one second of animation. They learned that this | :21:34. | :21:40.
morning by having to draw out up to 25 pictures just to make their name | :21:41. | :21:44.
stay on-screen for one second. This animation class is just one of a | :21:45. | :21:48.
host of events linked to the UK's first ever National Youth Film | :21:49. | :21:51.
Festival. In Wales, more than seven thousand young people aged between | :21:52. | :21:54.
five and 19 will take part in workshops and film screenings. There | :21:55. | :21:58.
will be 59 of those spread across 20 venues up and down the country. A | :21:59. | :22:06.
lot of the themes are linked to the curriculum. It is an opportunity for | :22:07. | :22:11.
them to expand their knowledge. In Bridgend, school children were | :22:12. | :22:14.
transported back to Victorian London with a screening of the classic | :22:15. | :22:18.
musical Oliver. Fancy dress was the order of the day but as the lights | :22:19. | :22:25.
came up there was work to be done. Oliver is a film about and you can | :22:26. | :22:33.
put young home word into that. The children had to write a page long | :22:34. | :22:37.
review of the film, exploring themes like history and language. It's all | :22:38. | :22:40.
about using cinema as a subtle tool for learning. In a film, that is a | :22:41. | :22:47.
lot of focus and you can translate that into the classroom. The | :22:48. | :22:51.
National Youth Film Festival runs until the eighth of November. It's | :22:52. | :22:55.
backed by the British Film Institute, which is investing | :22:56. | :22:57.
?26-million into film education in Wales and the rest of the UK over | :22:58. | :23:08.
the next four years. The aim is to put creativity at the heart of the | :23:09. | :23:11.
curriculum and get children animated about learning. | :23:12. | :23:13.
Rugby and Mike Phillips's former coach, Lyn Jones, said, the scrum | :23:14. | :23:16.
half should retire if he can't improve his discipline. Phillips, | :23:17. | :23:19.
who was training today with Wales, intends to take legal action against | :23:20. | :23:22.
French club Bayonne after he was dismissed for allegedly turning up | :23:23. | :23:27.
to a training session drunk. But Jones said, the Lions player still | :23:28. | :23:40.
has a future. He needs to get his discipline and he has potentially | :23:41. | :23:44.
three or four years left in the professional game at this standard. | :23:45. | :23:56.
If his motivation matches up with his expectation then he has a | :23:57. | :24:00.
beautiful sub if not, it is best that he retires. | :24:01. | :24:03.
Despite the slow start to his Real Madrid career, the world's most | :24:04. | :24:05.
expensive footballer Gareth Bale has been named on the short list for the | :24:06. | :24:09.
prestigious FIFA World Player of the Year award. The Wales and Real | :24:10. | :24:12.
Madrid star faces strong competition from the likes of team-mate | :24:13. | :24:15.
Christiano Ronaldo and Lionel Messi, who's won the award for the last | :24:16. | :24:19.
four years. The Ballon D'or prize is awarded in January. | :24:20. | :24:22.
Not sure the weather's going to win any awards, Derek? | :24:23. | :24:26.
It's been a case of dodging the showers today. Some lovely sunshine | :24:27. | :24:32.
as well with a few rainbows. Mind you, the weather remains in a | :24:33. | :24:35.
changeable mood. I can promise some dry, bright weather tomorrow but it | :24:36. | :24:39.
won't stay dry all day! This evening plenty of dry and clear weather with | :24:40. | :24:43.
a few scattered showers. Some showers likely in parts of the south | :24:44. | :24:46.
and west later in the night. The wind easing and a chilly night. | :24:47. | :24:50.
Temperatures inland falling as low as three Celsius with a grass frost. | :24:51. | :24:56.
Milder on windward coasts. Tomorrow's charts shows low pressure | :24:57. | :24:59.
near Iceland. A cold front over Ireland and that's heading our way. | :25:00. | :25:03.
So here's the picture for eight in the morning. A chilly start but most | :25:04. | :25:08.
of the country dry and bright. Some sunshine but not everywhere. Parts | :25:09. | :25:12.
of the south and west cloudy with one or two showers and breezy on the | :25:13. | :25:18.
coast. Now the dry weather won't last. Rain will cross the Irish Sea | :25:19. | :25:25.
and spread across the whole of Wales during the afternoon. Top | :25:26. | :25:30.
temperatures 11 to 14 Celsius. The wind increasing as well. Strong to | :25:31. | :25:34.
gale force on exposed coasts and hills in the south and west. Gusts | :25:35. | :25:39.
45 to 50mph. In Rhonnda Cynon Taf tomorrow, make the most of the dry | :25:40. | :25:44.
weather. Rain is expected in the afternoon. The wind picking-up as | :25:45. | :25:49.
well with a high of 11 Celsius in Ferndale. Tomorrow evening rain will | :25:50. | :25:59.
clear. The wind easing as well. Scattered showers later in the | :26:00. | :26:12.
night. Thursday breezy. Some dry, bright weather but showers as well. | :26:13. | :26:18.
Heavy in places. On Friday there is a risk of some rain, especially in | :26:19. | :26:29.
the south. The north may stay dry. As for the weekend, disturbed. Windy | :26:30. | :26:33.
with some blustery rain and heavy showers. Strong to gale force winds | :26:34. | :26:37.
as well. Temperatures around average for October and feeling chilly in | :26:38. | :26:49.
the wind. Our picture tonight shows or colours and Ammanford. -- in | :26:50. | :26:54.
Ammanford. The headlines again. | :26:55. | :26:59.
There's been criticism of a six-figure pay-out to the former | :27:00. | :27:02.
head of children's services at the council where Baby Peter Connelly | :27:03. | :27:06.
died after months of abuse. Sharon Shoesmith is thought to be in line | :27:07. | :27:10.
to receive hundreds of thousands of pounds after her dismissal was ruled | :27:11. | :27:15.
to be unfair. The maximum sentence for dog owners | :27:16. | :27:19.
whose pet is involved in a fatal attack is to be increased from two | :27:20. | :27:22.
to 14 years. Ministers in Westminster are also going to close | :27:23. | :27:25.
a loophole which prevents prosecution where the attack takes | :27:26. | :27:28.
place at home or on private property. | :27:29. | :27:33.
We'll have an update for you here at eight o'clock and I'll be abck after | :27:34. | :27:42.
