Welcome to Wales Today. Our top story.

:00:00.:00:00.

Lilian Williams was seriously neglected at two hospitals before

:00:00.:00:09.

she died - an independent review is promised into care at the health

:00:10.:00:11.

board. The Prime Minister prepares to make

:00:12.:00:13.

a major announcement on further devolution. We'll be speaking to

:00:14.:00:18.

David Cameron in the studio about that and the challenges facing

:00:19.:00:32.

Wales. Lilian Williams was seriously neglected at two hospitals before

:00:33.:00:35.

she died - an independent review is promised into care at the health

:00:36.:00:42.

board. It is incredibly frustrated when you

:00:43.:00:46.

know that individuals are suffering. They are in pain, they are

:00:47.:00:50.

suffering, they are crying out, they are being ignored.

:00:51.:00:51.

Also tonight. 180 jobs to go at the biggest mine

:00:52.:00:54.

in Wales. It's an American idea - producing

:00:55.:00:59.

milk on a massive scale. Now a mega dairy's given the go ahead here

:01:00.:01:03.

despite local opposition. And it's the first ever South Wales

:01:04.:01:06.

derby in the Premier League - we'll be looking at the rivalry between

:01:07.:01:09.

our two biggest cities. Good evening. A major announcement

:01:10.:01:19.

is expected tomorrow by the Prime Minister on the future of devolution

:01:20.:01:24.

in Wales. It follows a wide-ranging commission which recommended that

:01:25.:01:26.

the Welsh assembly should be given more powers. Our political editor

:01:27.:01:35.

has more details. Major changes could be on the way

:01:36.:01:39.

for devolution in Wales. The UK government is likely to give its

:01:40.:01:42.

response to proposals to give Wales tax varying and borrowing powers. By

:01:43.:01:49.

Minister David Cameron joins me now. What can we expect tomorrow? I

:01:50.:01:54.

believe in devolution. I believe it is right to give Wales more power

:01:55.:02:00.

over the future. Within three years, we have already had that referendum,

:02:01.:02:05.

given the Welsh assembly lawmaking powers and now we are looking at the

:02:06.:02:09.

issue of how we are make sure the government in Wales is responsible

:02:10.:02:12.

for raising some of the money it spends. I think that makes for good

:02:13.:02:18.

government. We will be making announcements tomorrow. The Deputy

:02:19.:02:20.

Prime Minister will be joining me in Cardiff. To pick up on borrowing

:02:21.:02:26.

powers, does that mean there will be an M4 relief road around Newport? I

:02:27.:02:31.

know we need these investments in Wales. It is the British government

:02:32.:02:36.

giving the money for the electrification of the railway line

:02:37.:02:41.

to Swansea. I know we need to fix the M4 issue as well. But borrowing

:02:42.:02:46.

powers matter because the Welsh government needs the capacity to get

:02:47.:02:50.

things done and if you are going to borrow, you need sources of income

:02:51.:02:53.

to help pay the interest to make sure you can manage things

:02:54.:02:58.

effectively. When it comes to tax, what do you think is acceptable? If

:02:59.:03:06.

we move on income tax, there has to be a referendum. That would be for

:03:07.:03:09.

the Welsh people to decide whether they want to take that power. But

:03:10.:03:14.

the general principle is, you get better government if the government

:03:15.:03:17.

is responsible for raising some of the money it spends because then it

:03:18.:03:21.

is not just receiving a block from Westminster and spending the money,

:03:22.:03:24.

it has got to make decisions about how they raise the money, who they

:03:25.:03:28.

raise it from and how to best spend it. My final question on this issue,

:03:29.:03:34.

why has it taken you so long to come up with a response to this? It takes

:03:35.:03:40.

time to get these things right, to think everything through, to make

:03:41.:03:44.

sure you have consulted and listened. I reject the idea this

:03:45.:03:47.

government has been slow on this issue. We came along, you had the

:03:48.:03:52.

referendum on lawmaking powers straightaway. Big things like the

:03:53.:03:57.

electrification of the railway line to Swansea and now a big

:03:58.:04:00.

announcement tomorrow but I want to make it with the Deputy Prime

:04:01.:04:05.

Minister in the proper way. We have an announcement tonight about a

:04:06.:04:07.

major summit coming to Wales next year. This is a massive summit, the

:04:08.:04:13.

NATO summit which is going to take place in August next year. It

:04:14.:04:18.

includes the president of the United States who will be coming to Wales.

:04:19.:04:22.

But as many as 60 countries will be coming and it is a great opportunity

:04:23.:04:26.

to showcase the modern, successful Wales. We will be hosting it in

:04:27.:04:31.

Celtic Manor but using other sites as well, including Cardiff. Just as

:04:32.:04:36.

the G8 was a great opportunity to show Northern Ireland in its best

:04:37.:04:39.

light, this will be a great opportunity for Wales. It is

:04:40.:04:43.

important because it is at the end of our Afghan mission and it is

:04:44.:04:49.

important to reflect on that and look to the future of NATO. To pick

:04:50.:04:54.

up on another announcement today on making it easier for people to

:04:55.:04:58.

switch energy providers, what do you say to people who need help now,

:04:59.:05:02.

bearing in mind that official figures show people pay more for

:05:03.:05:05.

their energy in Wales than any other part of the UK? We want to give help

:05:06.:05:11.

now which is why we are legislating so that companies have to put people

:05:12.:05:15.

on the lowest tariffs. We have maintained winter payments and

:05:16.:05:23.

obviously we want to help by trying to get people's bills down by making

:05:24.:05:26.

this market more competitive so all these steps can make a difference.

:05:27.:05:31.

But switching is important because that is one option for customers and

:05:32.:05:37.

people can save as much as ?250 by switching their suppliers.

:05:38.:05:40.

Everything takes time but what the energy Secretary announced today

:05:41.:05:43.

that is we are going to try and enable people to switch within 24

:05:44.:05:47.

hours and I think that is an important thing to make this market

:05:48.:05:51.

more competitive. If you want to get prices down, you have got to get

:05:52.:05:55.

costs down and to do that you need a more competitive market and it will

:05:56.:05:58.

all back the costs of some of these regulatory charges. And when it

:05:59.:06:04.

comes to the economy, clearly there is an economic recovery underway.

:06:05.:06:09.

How can you get that recovery spread from the south of England to places

:06:10.:06:13.

like Wales? 180 minus found out today that they pick is going to go

:06:14.:06:22.

into administration. It is essential that every part of the UK shares in

:06:23.:06:26.

this growth. If you look at the figures since the election, there

:06:27.:06:29.

are 65,000 more people in work than they were three years ago,

:06:30.:06:34.

unemployment is down by 12,000 but I know we have got a lot more to do.

:06:35.:06:37.

The infrastructure we build is going to help, the railways, the roads,

:06:38.:06:42.

the nuclear power station proposal in Anglesey, we need to pursue that,

:06:43.:06:47.

and we have got to make it easier for companies to employ people and

:06:48.:06:51.

grow. I will be talking to Carwyn Jones about that tomorrow. The UK

:06:52.:06:54.

government will be doing everything it can to share in this recovery. We

:06:55.:07:00.

know we have some of the communities in Wales have the highest dependency

:07:01.:07:04.

on welfare payments, what do you say to people in those communities who

:07:05.:07:07.

are seeing their benefits cut and yet they are not seeing the new job

:07:08.:07:10.

opportunities in the areas where they live? We are seeing six to 5000

:07:11.:07:16.

more people in work in Wales compared with three years ago. Just

:07:17.:07:20.

over the last quarter, in 11,000 extra people in work. The jobs are

:07:21.:07:25.

coming and it is right to reform welfare to make sure it is always

:07:26.:07:29.

better to work than to be on welfare because I don't want people to miss

:07:30.:07:33.

out on the opportunities coming in our economy. And if those jobs are

:07:34.:07:42.

not there in those communities? We are creating these jobs and that is

:07:43.:07:46.

why the railway investment is important, the road investment, that

:07:47.:07:50.

is why the nuclear power station is important, that is why the big

:07:51.:07:54.

announcement of the new prison in North Wales is going to bring

:07:55.:07:58.

hundreds of jobs to Wrexham. There are a lot of investments that we are

:07:59.:08:02.

making but we need a private sector led recovery. We all know we have a

:08:03.:08:06.

big budget deficit, we can't spend our way out of difficulty. We have

:08:07.:08:13.

to set the conditions where businesses can set up and employ

:08:14.:08:19.

people. Can that happen in Wales? Wales is an incredibly enterprising

:08:20.:08:22.

part of the UK economy and there are great industrial and economic

:08:23.:08:26.

success stories. That is why the NATO summit is not just about

:08:27.:08:29.

talking about defence and security, it is a chance to have a whole world

:08:30.:08:33.

looking at Wales and what Wales offers. I want Wales to put its best

:08:34.:08:38.

foot forward and say it is a great country to invest and growing

:08:39.:08:43.

because you have got a government in the UK that is business friendly.

:08:44.:10:21.

It was a case described as tragic for the patient and her family. In

:10:22.:10:25.

July, we reported on the care given to pensioner Lilian Williams. She

:10:26.:10:27.

was seriously neglected at two hospitals run by Abertawe Bro

:10:28.:10:30.

Morgannwg University Health Board and died in hospital last year. Now

:10:31.:10:33.

the Health Minister has pledged an independent review into care

:10:34.:10:36.

provided by the health board. India Pollock has this exclusive report.

:10:37.:10:47.

The review will look at how medication is administered to

:10:48.:10:51.

patients, particularly those such as Lilian Williams who find it

:10:52.:10:54.

difficult to take medicine orally. The full details and scope of the

:10:55.:10:58.

review are still to be finalised but there are calls for a Wales wide

:10:59.:11:03.

enquiry into care. It is looking at what is good practice but also

:11:04.:11:08.

identifying bad practice. Many patients have a good experience

:11:09.:11:11.

through our NHS but there are an increasing number of people that are

:11:12.:11:21.

not having that positive experience. Abertawe Bro Morgannwg Univrsity

:11:22.:11:24.

Health Board says it has already seen positive results after putting

:11:25.:11:27.

robust measures in place at this hospital to improve standards of

:11:28.:11:32.

care. It welcomes this new review but also says it commissioned its

:11:33.:11:34.

own external review earlier this year. Gareth Williams has described

:11:35.:11:41.

the enquiry as bittersweet. More than 180 jobs have been lost at

:11:42.:11:47.

Wales' largest drift-mine. Unity Mine in Cwmgwrach in the Neath

:11:48.:11:49.

Valley went into administration three weeks ago. The company said

:11:50.:11:55.

the falling price of coal meant its operations were unsustainable. Our

:11:56.:11:58.

reporter Cemlyn Davies is in Cwmgwrach.

:11:59.:12:06.

This is a community that has been bracing itself for today's news for

:12:07.:12:10.

several weeks now. They have been concerns about the future of Unity

:12:11.:12:18.

Mine but now there has been a blow to this area and to the 180 people

:12:19.:12:24.

who have lost their jobs. For ten weeks, workers at Unity Mine

:12:25.:12:29.

have been sharing shifts in an effort to prevent redundancies.

:12:30.:12:32.

Today it became clear that effort has been in vain. Bitterly

:12:33.:12:38.

disappointed but as we spoke earlier, at least there is now some

:12:39.:12:42.

clarity and the workforce actually know exactly what is going on. I

:12:43.:12:47.

don't think I am going to find work around here. I am 57 years of age.

:12:48.:12:52.

It is the young men I feel sorry for. The miners say they would have

:12:53.:12:57.

preferred to hear this news sooner rather than living in hope the

:12:58.:13:01.

outcome would be different. They are now asking why they have been

:13:02.:13:04.

allowed to work for so little for so long. Some of these individuals have

:13:05.:13:10.

not been paid a day's wage in ten weeks. Could this have been going

:13:11.:13:14.

eight or nine weeks ago? That is the question I have got today. Could

:13:15.:13:18.

different strategies have been pursued? According to the

:13:19.:13:23.

administrators, the company is looking to implement a new mining

:13:24.:13:28.

plan and to do that it needs to buy new equipment. The administrators

:13:29.:13:31.

say there is not any funding available to do that and so while

:13:32.:13:35.

they seek investment, a team of 30 staff will be kept on to maintain

:13:36.:13:40.

the mine. But for the rest of the workforce, the job search has

:13:41.:13:43.

already begun and in an area where there is little work on offer, there

:13:44.:13:47.

are real concerns about the knock-on effect these job losses will have on

:13:48.:13:53.

the community. This is a savage blow to the Valley. The men and their

:13:54.:13:59.

families and the whole community. To have 180 men forced on redundancy

:14:00.:14:05.

with good wages, setting that spending power out of the local

:14:06.:14:10.

community is terrible. In a statement the administrators said it

:14:11.:14:14.

is intended sustainable opportunities can be achieved at the

:14:15.:14:19.

mine in the long term. That will be of little comfort to the dozens of

:14:20.:14:22.

miners who now find themselves out of work.

:14:23.:14:28.

There is a glimmer of hope this evening and that is because the

:14:29.:14:30.

administrators have said there has been a high level of interest from

:14:31.:14:36.

potential investors and discussions are ongoing. In the meantime, the

:14:37.:14:40.

local Assembly Member has called for talks between the Welsh government,

:14:41.:14:44.

the local authority, the administrators and the company and

:14:45.:14:48.

she says she has been reassured by the Welsh government that everything

:14:49.:14:50.

is being done to support the workforce.

:14:51.:14:53.

You're watching Wales Today. Plenty still ahead.

:14:54.:14:56.

With a potential global audience of billions, we'll asses the rivalry

:14:57.:14:59.

between Swansea and Cardiff ahead of their first Premier League derby.

:15:00.:15:07.

Plans to build a super-dairy near Welshpool have been given the

:15:08.:15:11.

go-ahead despite the Public Inquiry Inspector saying it should be

:15:12.:15:14.

refused. Planning Minister Carl Sargeant said the economic benefits

:15:15.:15:18.

out-weighed other considerations. More from our environment

:15:19.:15:28.

correspondent Iolo ap Dafydd. They already milked 300 cows at this

:15:29.:15:36.

farm. Today's decision arouse the finer -- allows the farmer to triple

:15:37.:15:43.

the size of his herd. I think it is important that private investment

:15:44.:15:45.

takes place and the ministers could seek this is a considerable private

:15:46.:15:49.

investment, it is busily a big investment in a declining industry.

:15:50.:15:53.

A campaign group against the expansion has been formed in the

:15:54.:15:57.

village. The main concerns are about orders will stop and the wider

:15:58.:16:03.

environmental impact on the area. I will be writing to the Minister

:16:04.:16:08.

immediately asking him to take those things on board now that the

:16:09.:16:14.

decision has been finally made. They are real fears. In the letter

:16:15.:16:20.

explaining his decision, Carl Sargeant acknowledged the adverse

:16:21.:16:24.

effect the dairy would have on the landscape and local heritage but he

:16:25.:16:27.

disagrees with the planning inspector who wanted the super dairy

:16:28.:16:32.

application refused because of the weight the inspector gave to the

:16:33.:16:34.

economic benefits. While the Minister acknowledged the concerns,

:16:35.:16:40.

Carl Sargeant's statement says the economic benefits of the proposed

:16:41.:16:44.

element outweigh the social and environmental objections. This

:16:45.:16:49.

decision has been described as a dark day for Wales and Welsh dairy

:16:50.:16:56.

farmers. It also represents a threat to the existence of small-scale

:16:57.:17:00.

dairy farmers who are already struggling to survive in the current

:17:01.:17:09.

market. I think there are a whole host of other harms this can cause

:17:10.:17:13.

as well, hamster the environment, the landscape, animal welfare.

:17:14.:17:18.

Super-sized dairy herds are more common in the US and some Asian

:17:19.:17:21.

countries. But this would not be the first of its kind in Wales.

:17:22.:17:25.

According to the latest government figures, there are six farms in

:17:26.:17:28.

Wales with over a thousand dairy cows.

:17:29.:17:32.

Lecturers and university staff have been on strike in a row over pay and

:17:33.:17:36.

conditions. Classes were cancelled as lecturers took to the streets in

:17:37.:17:39.

Cardiff, Swansea, Aberystwyth and Bangor. Unions say the proposed 1%

:17:40.:17:42.

pay rise is actually a 13% real-terms cut. The body

:17:43.:17:45.

representing university employers says the offer is a good outcome for

:17:46.:17:49.

staff. A jockey has been cleared of

:17:50.:17:51.

indecently assaulting teenage girls at his stables. Stephen Cashmore,

:17:52.:17:55.

who is 49 and from Swansea, was accused of three counts of indecency

:17:56.:17:59.

with a child and four of indecent assault against three different

:18:00.:18:07.

victims between 1988 and 1991. A man is critically ill in Morriston

:18:08.:18:10.

Hospital after being attacked by a stag. Crew from the Wales Air

:18:11.:18:14.

Ambulance performed surgery on the man from Llandysul at the scene,

:18:15.:18:17.

before airlifting him to hospital for further treatment.

:18:18.:18:26.

Swansea City have announced profits of ?15.3 million for the year ending

:18:27.:18:31.

in May. The figure was boosted by the sale of players such as Joe

:18:32.:18:35.

Allen and Scott Sinclair. The news comes days before the first ever

:18:36.:18:39.

Premier League derby at the Cardiff City Stadium. Our reporter Matt

:18:40.:18:42.

Murray has been finding out more about the rivalry between our two

:18:43.:18:46.

biggest cities. Two cities, two football clubs, just

:18:47.:18:50.

separated by 40 miles. But now joined together by the Premier

:18:51.:18:54.

League. Cardiff City and Swansea City have an historic rivalry which

:18:55.:18:59.

dates back over a century. But the competition between these two cities

:19:00.:19:03.

goes back a lot further. Swansea built on copper, while Cardiff was

:19:04.:19:07.

built on coal. There's long been a divide between the two. At the

:19:08.:19:19.

cities' newspapers, a rivalry also exists. The Evening Post is now the

:19:20.:19:22.

biggest selling paper in South Wales. While Media Wales sees itself

:19:23.:19:26.

with a growing online presence as well as its publications, The

:19:27.:19:29.

Western Mail and Echo. But is there still an attitude of them and us? I

:19:30.:19:33.

dread to say it but it is a slight envy Dan West that Cardiff gets

:19:34.:19:35.

everything. All the money seems to come into Cardiff and all the

:19:36.:19:38.

investment so maybe there is a slight inferiority complexes in

:19:39.:19:43.

Swansea. Swansea is Wales's second city and there will always be that

:19:44.:19:48.

city library between the capital and the second city. I don't think that

:19:49.:19:53.

will ever go away. But with the success of Swansea, it has cemented

:19:54.:19:56.

Swansea's place on the world map and it is up to Cardiff to catch us up.

:19:57.:20:01.

It was not helped when the people of Swansea voted for the assembly and

:20:02.:20:06.

Cardiff voted against but the building was located in Cardiff Bay.

:20:07.:20:09.

One thing the Premier League has brought is a boost in profits, not

:20:10.:20:13.

just for the clubs but also business. Whatever your taste it

:20:14.:20:15.

seems there's an appetite for two very Welsh delicacies. From cockles

:20:16.:20:19.

in Swansea to Clark's Pies in Cardiff. Before a big match both see

:20:20.:20:25.

a major increase in trade. Now they have gone up to the Premier League,

:20:26.:20:29.

the pie sales have rocketed, which is really good for business. Cockles

:20:30.:20:36.

and laver bread, the Swans, great football, you can come into Swansea

:20:37.:20:40.

market. It is great. Peter Stead is a historian with his foot in both

:20:41.:20:53.

camps. . He's now that rare find. If both our sites can stay there and

:20:54.:20:57.

maintain that level, South Wales can become recognised internationally as

:20:58.:21:02.

a centre of world-class football. And when the two clubs meet on

:21:03.:21:07.

Sunday, whatever the result, there will be one winner, and that is

:21:08.:21:10.

Wales and Welsh football as this game will be broadcast to 220

:21:11.:21:14.

countries. The eyes of the world will be on the oldest of rivals.

:21:15.:21:22.

Much more on the big game tomorrow night. In the meantime, the Home

:21:23.:21:28.

Office is investigating the visa terms of Cardiff City's new interim

:21:29.:21:30.

head of recruitment Alisher Apsalyamov. The 23-year-old from

:21:31.:21:34.

Kazakhstan had been on work experience at the club. Cardiff City

have also been charged by the FA with failing to control their

:21:39.:21:41.

players after an incident at the end of Saturday's Premier League match

:21:42.:21:45.

at Norwich. Both clubs have been charged with the same offence. They

:21:46.:21:48.

have until Monday evening to respond.

:21:49.:21:52.

Gareth Bale scored twice for Real Madrid after starting his first home

:21:53.:21:56.

match at the Bernabeu Stadium. The Wales star opened the scoring in the

:21:57.:22:00.

7-3 victory over Seville and later added a second thanks to a deflected

:22:01.:22:14.

free-kick. The Prime Minister has told us

:22:15.:22:17.

tonight that a major announcement about devolution in Wales is

:22:18.:22:22.

expected in the morning. I believe in devolution. I believe it is right

:22:23.:22:25.

to give people in Wales more power and control over their future and

:22:26.:22:29.

their government. This was a government that within three years,

:22:30.:22:32.

we have already had that referendum and given the Welsh assembly

:22:33.:22:36.

lawmaking powers and now we are looking at this whole issue of how

:22:37.:22:39.

we make sure that the government in Wales is responsible for raising

:22:40.:22:43.

some of the money it spends. I think that makes for good government,

:22:44.:22:48.

accountable. -- government. The Deputy Prime Minister will be

:22:49.:22:51.

joining me in Cardiff tomorrow and we will make the announcement in the

:22:52.:22:55.

proper way. Our political editor is back. This is the official UK

:22:56.:23:02.

government's response to the Silk Commission which was set up to look

:23:03.:23:08.

at the future of devolution and the financial powers of the Welsh

:23:09.:23:11.

government. There has been criticism that over the years the Welsh

:23:12.:23:16.

government is just a spending body and one of the weaknesses is that

:23:17.:23:21.

the Assembly Members, the Welsh government is not responsible for

:23:22.:23:26.

raising enough of its revenue so as a result, to try to improve the

:23:27.:23:30.

governance in the future, what we will expect is that the Welsh

:23:31.:23:36.

government will be given control over stamp duty and potentially in

:23:37.:23:43.

the future over income tax. There are a number of caveats on income

:23:44.:23:47.

tax. It would need a referendum in the future. Also, crucially, on

:23:48.:23:51.

giving the Welsh government the power to borrow to fund major

:23:52.:23:58.

capital projects. Politically it is a significant moment and it is

:23:59.:24:04.

change the dynamic, moving it from a spending authority to an authority

:24:05.:24:07.

that is now responsible for raising money and sharing the responsibility

:24:08.:24:11.

that we all face on a day-to-day basis. What will businesses be

:24:12.:24:19.

looking out for? We know what business was because it is only in

:24:20.:24:22.

the last week or so we had a statement that involved a number of

:24:23.:24:25.

business leaders including from the CBI, the Federation of small

:24:26.:24:29.

businesses and the trade unions saying they want the full increment

:24:30.:24:34.

Asian of these proposals, including borrowing. But the interesting thing

:24:35.:24:40.

about borrowing is that there is a split within the business committee

:24:41.:24:44.

because you have CBI Wales which was to see borrowing devolved because it

:24:45.:24:49.

was that new M4 relief road whereas the Federation of small businesses

:24:50.:24:56.

says that money can be better spent. Thank you both very much indeed.

:24:57.:25:00.

It's Halloween. Hopefully the weather is not too scary out there

:25:01.:25:02.

tonight Derek. I am not expecting any ghoulish fog

:25:03.:25:08.

but if you are out trick or treating watch out for a few spooky showers.

:25:09.:25:13.

A bit wet in places this evening but not everywhere. Parts of Powys and

:25:14.:25:19.

the north dry. However, rain will arrive later in the night. The wind

:25:20.:25:24.

easing with lowest temperatures in the north around seven Celsius.

:25:25.:25:28.

Here's the picture for eight in the morning.. Outbreaks of rain for most

:25:29.:25:34.

of the country. Moderate bursts in places too. And feeling cool. Nine

:25:35.:25:40.

degrees in Lampeter with a light breeze. So not a great day tomorrow.

:25:41.:25:47.

Damp if not wet. Turning misty too with hill fog. Top temperatures

:25:48.:25:50.

between ten and 13 Celsius with a light to moderate breeze. Cloudy and

:25:51.:25:56.

damp. Outbreaks of rain and feeling cool. At least the wind will be

:25:57.:26:03.

light. Tomorrow evening, a damp and misty start but the rain will clear

:26:04.:26:09.

so drying up overnight. The cloud clearing and turning chilly with

:26:10.:26:14.

some ground frost. The chart for Saturday shows low pressure moving

:26:15.:26:17.

in from the Atlantic across Ireland and Britain. And that means more

:26:18.:26:23.

windy weather. Saturday will start dry followed by a spell of rain

:26:24.:26:27.

lasting a couple of hours clearing to sunshine and blustery showers.

:26:28.:26:30.

Becoming windy too with strong to gale force winds. Severe gales on

:26:31.:26:35.

exposed coasts in the south and west. It will remain windy into the

:26:36.:26:40.

evening and night so if you're planning a firework or bonfire

:26:41.:26:44.

party, conditions will not be ideal. Sunday, the wind will ease but it

:26:45.:26:48.

will remain brisk with a mixture of sunshine and scattered blustery

:26:49.:26:52.

showers. Feeling chilly in the wind. Some big, messy waves are likely on

:26:53.:26:56.

the Bristol Channel coast on Saturday afternoon with gale force

:26:57.:26:58.

onshore winds combining with an increasing swell. Good news for

:26:59.:27:02.

surfers but take care if you're on the coast around high tide. Our

:27:03.:27:09.

picture tonight is from Heather Harris. Have a good evening. Enjoy

:27:10.:27:14.

Halloween. Prime Minister David Cameron has

:27:15.:27:24.

told this programme that he will be making a major announcement tomorrow

:27:25.:27:26.

on the future of devolution in Wales. He also announced that next

:27:27.:27:32.

year's NATO summit will be held at the Celtic Manor in Newport. World

:27:33.:27:36.

leaders including Barack Obama are respected to attend.

:27:37.:27:39.

There's an update at 8.00pm and a full round-up of the day's news,

:27:40.:27:42.

sport and extended weather forecast at 10.25pm. From all of us here,

:27:43.:27:45.

have a good evening.
