in Wales. It follows a wide-ranging commission which recommended that | :01:25. | :01:26. | |
the Welsh assembly should be given more powers. Our political editor | :01:27. | :01:35. | |
has more details. Major changes could be on the way | :01:36. | :01:39. | |
for devolution in Wales. The UK government is likely to give its | :01:40. | :01:42. | |
response to proposals to give Wales tax varying and borrowing powers. By | :01:43. | :01:49. | |
Minister David Cameron joins me now. What can we expect tomorrow? I | :01:50. | :01:54. | |
believe in devolution. I believe it is right to give Wales more power | :01:55. | :02:00. | |
over the future. Within three years, we have already had that referendum, | :02:01. | :02:05. | |
given the Welsh assembly lawmaking powers and now we are looking at the | :02:06. | :02:09. | |
issue of how we are make sure the government in Wales is responsible | :02:10. | :02:12. | |
for raising some of the money it spends. I think that makes for good | :02:13. | :02:18. | |
government. We will be making announcements tomorrow. The Deputy | :02:19. | :02:20. | |
Prime Minister will be joining me in Cardiff. To pick up on borrowing | :02:21. | :02:26. | |
powers, does that mean there will be an M4 relief road around Newport? I | :02:27. | :02:31. | |
know we need these investments in Wales. It is the British government | :02:32. | :02:36. | |
giving the money for the electrification of the railway line | :02:37. | :02:41. | |
to Swansea. I know we need to fix the M4 issue as well. But borrowing | :02:42. | :02:46. | |
powers matter because the Welsh government needs the capacity to get | :02:47. | :02:50. | |
things done and if you are going to borrow, you need sources of income | :02:51. | :02:53. | |
to help pay the interest to make sure you can manage things | :02:54. | :02:58. | |
effectively. When it comes to tax, what do you think is acceptable? If | :02:59. | :03:06. | |
we move on income tax, there has to be a referendum. That would be for | :03:07. | :03:09. | |
the Welsh people to decide whether they want to take that power. But | :03:10. | :03:14. | |
the general principle is, you get better government if the government | :03:15. | :03:17. | |
is responsible for raising some of the money it spends because then it | :03:18. | :03:21. | |
is not just receiving a block from Westminster and spending the money, | :03:22. | :03:24. | |
it has got to make decisions about how they raise the money, who they | :03:25. | :03:28. | |
raise it from and how to best spend it. My final question on this issue, | :03:29. | :03:34. | |
why has it taken you so long to come up with a response to this? It takes | :03:35. | :03:40. | |
time to get these things right, to think everything through, to make | :03:41. | :03:44. | |
sure you have consulted and listened. I reject the idea this | :03:45. | :03:47. | |
government has been slow on this issue. We came along, you had the | :03:48. | :03:52. | |
referendum on lawmaking powers straightaway. Big things like the | :03:53. | :03:57. | |
electrification of the railway line to Swansea and now a big | :03:58. | :04:00. | |
announcement tomorrow but I want to make it with the Deputy Prime | :04:01. | :04:05. | |
Minister in the proper way. We have an announcement tonight about a | :04:06. | :04:07. | |
major summit coming to Wales next year. This is a massive summit, the | :04:08. | :04:13. | |
NATO summit which is going to take place in August next year. It | :04:14. | :04:18. | |
includes the president of the United States who will be coming to Wales. | :04:19. | :04:22. | |
But as many as 60 countries will be coming and it is a great opportunity | :04:23. | :04:26. | |
to showcase the modern, successful Wales. We will be hosting it in | :04:27. | :04:31. | |
Celtic Manor but using other sites as well, including Cardiff. Just as | :04:32. | :04:36. | |
the G8 was a great opportunity to show Northern Ireland in its best | :04:37. | :04:39. | |
light, this will be a great opportunity for Wales. It is | :04:40. | :04:43. | |
important because it is at the end of our Afghan mission and it is | :04:44. | :04:49. | |
important to reflect on that and look to the future of NATO. To pick | :04:50. | :04:54. | |
up on another announcement today on making it easier for people to | :04:55. | :04:58. | |
switch energy providers, what do you say to people who need help now, | :04:59. | :05:02. | |
bearing in mind that official figures show people pay more for | :05:03. | :05:05. | |
their energy in Wales than any other part of the UK? We want to give help | :05:06. | :05:11. | |
now which is why we are legislating so that companies have to put people | :05:12. | :05:15. | |
on the lowest tariffs. We have maintained winter payments and | :05:16. | :05:23. | |
obviously we want to help by trying to get people's bills down by making | :05:24. | :05:26. | |
this market more competitive so all these steps can make a difference. | :05:27. | :05:31. | |
But switching is important because that is one option for customers and | :05:32. | :05:37. | |
people can save as much as ?250 by switching their suppliers. | :05:38. | :05:40. | |
Everything takes time but what the energy Secretary announced today | :05:41. | :05:43. | |
that is we are going to try and enable people to switch within 24 | :05:44. | :05:47. | |
hours and I think that is an important thing to make this market | :05:48. | :05:51. | |
more competitive. If you want to get prices down, you have got to get | :05:52. | :05:55. | |
costs down and to do that you need a more competitive market and it will | :05:56. | :05:58. | |
all back the costs of some of these regulatory charges. And when it | :05:59. | :06:04. | |
comes to the economy, clearly there is an economic recovery underway. | :06:05. | :06:09. | |
How can you get that recovery spread from the south of England to places | :06:10. | :06:13. | |
like Wales? 180 minus found out today that they pick is going to go | :06:14. | :06:22. | |
into administration. It is essential that every part of the UK shares in | :06:23. | :06:26. | |
this growth. If you look at the figures since the election, there | :06:27. | :06:29. | |
are 65,000 more people in work than they were three years ago, | :06:30. | :06:34. | |
unemployment is down by 12,000 but I know we have got a lot more to do. | :06:35. | :06:37. | |
The infrastructure we build is going to help, the railways, the roads, | :06:38. | :06:42. | |
the nuclear power station proposal in Anglesey, we need to pursue that, | :06:43. | :06:47. | |
and we have got to make it easier for companies to employ people and | :06:48. | :06:51. | |
grow. I will be talking to Carwyn Jones about that tomorrow. The UK | :06:52. | :06:54. | |
government will be doing everything it can to share in this recovery. We | :06:55. | :07:00. | |
know we have some of the communities in Wales have the highest dependency | :07:01. | :07:04. | |
on welfare payments, what do you say to people in those communities who | :07:05. | :07:07. | |
are seeing their benefits cut and yet they are not seeing the new job | :07:08. | :07:10. | |
opportunities in the areas where they live? We are seeing six to 5000 | :07:11. | :07:16. | |
more people in work in Wales compared with three years ago. Just | :07:17. | :07:20. | |
over the last quarter, in 11,000 extra people in work. The jobs are | :07:21. | :07:25. | |
coming and it is right to reform welfare to make sure it is always | :07:26. | :07:29. | |
better to work than to be on welfare because I don't want people to miss | :07:30. | :07:33. | |
out on the opportunities coming in our economy. And if those jobs are | :07:34. | :07:42. | |
not there in those communities? We are creating these jobs and that is | :07:43. | :07:46. | |
why the railway investment is important, the road investment, that | :07:47. | :07:50. | |
is why the nuclear power station is important, that is why the big | :07:51. | :07:54. | |
announcement of the new prison in North Wales is going to bring | :07:55. | :07:58. | |
hundreds of jobs to Wrexham. There are a lot of investments that we are | :07:59. | :08:02. | |
making but we need a private sector led recovery. We all know we have a | :08:03. | :08:06. | |
big budget deficit, we can't spend our way out of difficulty. We have | :08:07. | :08:13. | |
to set the conditions where businesses can set up and employ | :08:14. | :08:19. | |
people. Can that happen in Wales? Wales is an incredibly enterprising | :08:20. | :08:22. | |
part of the UK economy and there are great industrial and economic | :08:23. | :08:26. | |
success stories. That is why the NATO summit is not just about | :08:27. | :08:29. | |
talking about defence and security, it is a chance to have a whole world | :08:30. | :08:33. | |
looking at Wales and what Wales offers. I want Wales to put its best | :08:34. | :08:38. | |
foot forward and say it is a great country to invest and growing | :08:39. | :08:43. | |
because you have got a government in the UK that is business friendly. | :08:44. | :10:21. | |
It was a case described as tragic for the patient and her family. In | :10:22. | :10:25. | |
July, we reported on the care given to pensioner Lilian Williams. She | :10:26. | :10:27. | |
was seriously neglected at two hospitals run by Abertawe Bro | :10:28. | :10:30. | |
Morgannwg University Health Board and died in hospital last year. Now | :10:31. | :10:33. | |
the Health Minister has pledged an independent review into care | :10:34. | :10:36. | |
provided by the health board. India Pollock has this exclusive report. | :10:37. | :10:47. | |
The review will look at how medication is administered to | :10:48. | :10:51. | |
patients, particularly those such as Lilian Williams who find it | :10:52. | :10:54. | |
difficult to take medicine orally. The full details and scope of the | :10:55. | :10:58. | |
review are still to be finalised but there are calls for a Wales wide | :10:59. | :11:03. | |
enquiry into care. It is looking at what is good practice but also | :11:04. | :11:08. | |
identifying bad practice. Many patients have a good experience | :11:09. | :11:11. | |
through our NHS but there are an increasing number of people that are | :11:12. | :11:21. | |
not having that positive experience. Abertawe Bro Morgannwg Univrsity | :11:22. | :11:24. | |
Health Board says it has already seen positive results after putting | :11:25. | :11:27. | |
robust measures in place at this hospital to improve standards of | :11:28. | :11:32. | |
care. It welcomes this new review but also says it commissioned its | :11:33. | :11:34. | |
own external review earlier this year. Gareth Williams has described | :11:35. | :11:41. | |
the enquiry as bittersweet. More than 180 jobs have been lost at | :11:42. | :11:47. | |
Wales' largest drift-mine. Unity Mine in Cwmgwrach in the Neath | :11:48. | :11:49. | |
Valley went into administration three weeks ago. The company said | :11:50. | :11:55. | |
the falling price of coal meant its operations were unsustainable. Our | :11:56. | :11:58. | |
reporter Cemlyn Davies is in Cwmgwrach. | :11:59. | :12:06. | |
This is a community that has been bracing itself for today's news for | :12:07. | :12:10. | |
several weeks now. They have been concerns about the future of Unity | :12:11. | :12:18. | |
Mine but now there has been a blow to this area and to the 180 people | :12:19. | :12:24. | |
who have lost their jobs. For ten weeks, workers at Unity Mine | :12:25. | :12:29. | |
have been sharing shifts in an effort to prevent redundancies. | :12:30. | :12:32. | |
Today it became clear that effort has been in vain. Bitterly | :12:33. | :12:38. | |
disappointed but as we spoke earlier, at least there is now some | :12:39. | :12:42. | |
clarity and the workforce actually know exactly what is going on. I | :12:43. | :12:47. | |
don't think I am going to find work around here. I am 57 years of age. | :12:48. | :12:52. | |
It is the young men I feel sorry for. The miners say they would have | :12:53. | :12:57. | |
preferred to hear this news sooner rather than living in hope the | :12:58. | :13:01. | |
outcome would be different. They are now asking why they have been | :13:02. | :13:04. | |
allowed to work for so little for so long. Some of these individuals have | :13:05. | :13:10. | |
not been paid a day's wage in ten weeks. Could this have been going | :13:11. | :13:14. | |
eight or nine weeks ago? That is the question I have got today. Could | :13:15. | :13:18. | |
different strategies have been pursued? According to the | :13:19. | :13:23. | |
administrators, the company is looking to implement a new mining | :13:24. | :13:28. | |
plan and to do that it needs to buy new equipment. The administrators | :13:29. | :13:31. | |
say there is not any funding available to do that and so while | :13:32. | :13:35. | |
they seek investment, a team of 30 staff will be kept on to maintain | :13:36. | :13:40. | |
the mine. But for the rest of the workforce, the job search has | :13:41. | :13:43. | |
already begun and in an area where there is little work on offer, there | :13:44. | :13:47. | |
are real concerns about the knock-on effect these job losses will have on | :13:48. | :13:53. | |
the community. This is a savage blow to the Valley. The men and their | :13:54. | :13:59. | |
families and the whole community. To have 180 men forced on redundancy | :14:00. | :14:05. | |
with good wages, setting that spending power out of the local | :14:06. | :14:10. | |
community is terrible. In a statement the administrators said it | :14:11. | :14:14. | |
is intended sustainable opportunities can be achieved at the | :14:15. | :14:19. | |
mine in the long term. That will be of little comfort to the dozens of | :14:20. | :14:22. | |
miners who now find themselves out of work. | :14:23. | :14:28. | |
There is a glimmer of hope this evening and that is because the | :14:29. | :14:30. | |
administrators have said there has been a high level of interest from | :14:31. | :14:36. | |
potential investors and discussions are ongoing. In the meantime, the | :14:37. | :14:40. | |
local Assembly Member has called for talks between the Welsh government, | :14:41. | :14:44. | |
the local authority, the administrators and the company and | :14:45. | :14:48. | |
she says she has been reassured by the Welsh government that everything | :14:49. | :14:50. | |
is being done to support the workforce. | :14:51. | :14:53. | |

element outweigh the social and environmental objections. This | :16:45. | :16:49. | |

the future over income tax. There are a number of caveats on income | :23:44. | :23:47. | |
tax. It would need a referendum in the future. Also, crucially, on | :23:48. | :23:51. | |
giving the Welsh government the power to borrow to fund major | :23:52. | :23:58. | |
