birthday today but her parents feel lucky to have her. She was all -- | :01:59. | :02:03. | |

closed and the Betsi Cadwaladr 's plans to move neonatal care to the | :02:10. | :02:15. | |
Wirral. Her mum says it has been a frustrating process. | :02:16. | :02:21. | |
There have been these announcements and then going back on them and then | :02:22. | :02:24. | |
another consultation and nothing ever seems to come out with a clear | :02:25. | :02:27. | |
decision of what is actually going to happen. The future of neo-natal | :02:28. | :02:33. | |
Kerry North Wales came under the spotlight following an internal | :02:34. | :02:42. | |
review by the Betsi Cadwaladr health board. | :02:43. | :02:49. | |
The board decided the answer was to switch services to Arrowe Park | :02:50. | :02:54. | |
Hospital on the Wirral. That prompted an intervention by the | :02:55. | :02:59. | |
First Minister. Carwyn Jones today plotted a way forward. Neonatal | :03:00. | :03:04. | |
intensive care in North Wales will be centralised in one new centre, an | :03:05. | :03:09. | |
idea which had been rejected by the Betsi Cadwaladr health board. The | :03:10. | :03:14. | |
location will be confirmed March next year. Some premature babies | :03:15. | :03:17. | |
will still be looked after in England, a number expected to total | :03:18. | :03:22. | |
around ten per year. The First Minister rejected a model that would | :03:23. | :03:27. | |
have divided all levels of neonatal care in North Wales. I will | :03:28. | :03:30. | |
therefore be establishing an independent panel to work with the | :03:31. | :03:36. | |
University health board to develop that as this case and to recommend | :03:37. | :03:40. | |
to me the best site for the location of the centre, along with the | :03:41. | :03:44. | |
invitations for the remaining sites and other services. That would mean | :03:45. | :03:50. | |
investing in more doctors with particular interest in this area and | :03:51. | :03:56. | |
having a system within a network that enables the very sick babies to | :03:57. | :04:00. | |
have the right care delivered in the right place. It is an outcome which | :04:01. | :04:05. | |
drew a lukewarm welcome from Welsh Conservatives. Why is the health | :04:06. | :04:11. | |
service in North Wales second best once again? Why is the health | :04:12. | :04:16. | |
service once again a one-way ticket to a Tory privatised health service | :04:17. | :04:20. | |
in England? I think that is what people need, clarity with regard to | :04:21. | :04:25. | |
these arrangements. I think we do need, if this is the decision, it is | :04:26. | :04:32. | |
this confidence in the transparency of government and practical | :04:33. | :04:36. | |
arrangements going forward. At this birthday party, mum Lucy says many | :04:37. | :04:42. | |
questions remain unanswered. I think it means we will be going to Arrowe | :04:43. | :04:47. | |
Park Hospital for now and then they say that there will be a plan to | :04:48. | :04:51. | |
move back to Wales but whether or not this comes off, we are not sure. | :04:52. | :04:56. | |
Campaigners remain to be convinced about today's announcement. It was | :04:57. | :05:01. | |
down to a matter of trust. They don't trust the health board or the | :05:02. | :05:03. | |
Welsh Government to deliver on promises. | :05:04. | :05:09. | |
And that is what we have today, the promise of a new, single site centre | :05:10. | :05:14. | |
in North Wales, although it will be able to do as much as many hoped. | :05:15. | :05:18. | |
Some critics will feel they have not been offered the whole cake, but | :05:19. | :05:20. | |
half of it. Let's talk to health correspondent | :05:21. | :05:27. | |
Owain Clarke. Yes, there has been quite a bit of | :05:28. | :05:30. | |
debate here and elsewhere this afternoon about what exactly the | :05:31. | :05:33. | |
First Minister 's decision will actually mean for services in North | :05:34. | :05:38. | |
Wales in the future. Some have paid tribute to the First Minister for | :05:39. | :05:43. | |
overruling what they believed to be a clearly wrong decision by the | :05:44. | :05:45. | |
health board. The health board suggested to me that the decision is | :05:46. | :05:50. | |
an endorsement of their plan to treat some of the sick list babies | :05:51. | :05:58. | |
across the border. Let's get some clarification from Carwyn Jones. How | :05:59. | :06:02. | |
is your decision different to what the health board was planning all | :06:03. | :06:06. | |
along? Fewer babies will have to leave Wales in the future. There | :06:07. | :06:10. | |
will be a higher level of intensive care available to babies in the | :06:11. | :06:13. | |
north of Wales. Did you overrule them? It was different to their | :06:14. | :06:19. | |
plan. There have to be a change. This was an option at the Royal | :06:20. | :06:27. | |
College came forward with. How many more babies do you think can be | :06:28. | :06:30. | |
treated closer to home now under your plan than what the health board | :06:31. | :06:36. | |
set up? The vast majority. We are talking about the very sick as | :06:37. | :06:46. | |
babies. They will go to Arrowe Park Hospital, that is where they will | :06:47. | :06:48. | |
get the best level of service. If you have a very specialised service, | :06:49. | :06:52. | |
you need to make sure there are enough Jordan going through that | :06:53. | :06:59. | |
service. -- enough children. That is why it is important that we have | :07:00. | :07:10. | |
specialised centres. It would take between ten and 50 | :07:11. | :07:15. | |
years. They would be problems recruiting the staff. The staff | :07:16. | :07:22. | |
would need sufficient experience. The objections I have heard today | :07:23. | :07:27. | |
have been purely on the basis of able not wanting babies to go to | :07:28. | :07:30. | |
England. We want to see the best services for people in Wales, | :07:31. | :07:37. | |
regardless of where they live. Have you set a dangerous precedent today? | :07:38. | :07:43. | |
No, it is very different. I intervene specifically because the | :07:44. | :07:45. | |
suggestion was that more services would move to England. I thought it | :07:46. | :07:49. | |
was important to look carefully at that and make sure we were happy | :07:50. | :07:53. | |
with the level of service provided. The Royal College of Nursing they | :07:54. | :07:57. | |
are happy and I am happy to follow their recommendations. -- the Royal | :07:58. | :08:02. | |
Oak have said they are happy. As people in the Philippines assess | :08:03. | :08:21. | |

but only Prince was in the village which experienced the full force of | :08:51. | :08:53. | |

echoed calls for donations to disaster relief funds. A concert in | :10:04. | :10:07. | |
Caerphilly later this month has been planned to raise money. Aid workers | :10:08. | :10:12. | |
are making their way to the affected areas and one expat from Bridgend is | :10:13. | :10:18. | |
hoping to take supplies too. Yes, a lot of people in Manila are | :10:19. | :10:24. | |
volunteering to pack goods and obviously get as much donated as | :10:25. | :10:29. | |
possible, clothing, money, foodstuffs. Anything that can be | :10:30. | :10:35. | |
sent. I know that major businesses are doing what they can. Just trying | :10:36. | :10:39. | |
to get as much help as possible out there. Divina and her family will | :10:40. | :10:44. | |
keep trying to reach Prince. She, like many outside the Philippines | :10:45. | :10:48. | |
feeling helpless but full of hope. The Disasters Emergency Committee | :10:49. | :10:50. | |
has launched an appeal for people affected by the typhoon in the | :10:51. | :10:52. | |
Philippines. An organisation accused of putting | :10:53. | :11:30. | |
the lives and homes of thousands of people at risk, is to be taken over | :11:31. | :11:33. | |
by Natural Resources Wales. The Caldicot and Wentlooge Internal | :11:34. | :11:35. | |
Drainage Board will be transferred in two years time, along with the | :11:36. | :11:42. | |
boards at Powysland and Lower Wye. A senior Welsh Conservative MP has | :11:43. | :11:45. | |
said feckless fathers should be put in chains, to make sure they | :11:46. | :11:49. | |
contribute to the cost of raising their children. David Davies was | :11:50. | :11:51. | |
speaking during a Commons debate on changes to housing benefit. He told | :11:52. | :11:55. | |
the House of Commons it was outrageous that young men | :11:56. | :11:57. | |

these feckless fathers, drag them off and make them work. Put them in | :12:08. | :12:12. | |
chains if necessary and make them pay. There are claims tonight that | :12:13. | :12:26. | |
small businesses have been ripped off by the Welsh Government's own | :12:27. | :12:29. | |
investment bank. A highly critical report into Finance Wales says it's | :12:30. | :12:32. | |
not fit for purpose and should be scrapped in its current form. Here's | :12:33. | :12:35. | |
our Political Editor, Nick Servini. These are some of the comments in a | :12:36. | :12:38. | |
damning report into Finance Wales, the closest body the country has to | :12:39. | :12:40. | |
its own national commercial bank. Finance Wales provides money for | :12:41. | :12:42. | |
companies by buying shares in them or lending money to them. But are | :12:43. | :12:46. | |
the reports findings borne out in reality? This brewery is one company | :12:47. | :12:51. | |
which agrees with the findings. The chief executive spent months trying | :12:52. | :12:57. | |
to raise money from Finance Wales in order to expand before the deal fell | :12:58. | :13:02. | |
through. He says one reason was the level of interest being offered on a | :13:03. | :13:07. | |
potential loan. The current marketplace, you can borrow money at | :13:08. | :13:15. | |
anywhere between 2.5 and 4% but this is the key issue, Finance Wales, it | :13:16. | :13:25. | |
is 10% flat and this is the killer, repayable over five years. Another | :13:26. | :13:34. | |
company, another story. This is a packaging company for the food | :13:35. | :13:38. | |
industry. When the boss bought it out of administration, Finance Wales | :13:39. | :13:43. | |
gave it the loans it needed to get started when no one else was able to | :13:44. | :13:51. | |
help. When the business had 45 employees, it has now grown to 75, | :13:52. | :13:57. | |
we have grown sales by 80%, we have grown exports, it now accounts for | :13:58. | :14:02. | |
more than a quarter. Without Finance Wales, that would not have been | :14:03. | :14:07. | |
possible. There are positive stories out there and this is clearly one of | :14:08. | :14:12. | |
them. But there is criticism as well. Probably the most serious | :14:13. | :14:16. | |
accusation in today's report is that you we have an organisation in | :14:17. | :14:21. | |
effect owned by the taxpayer which has lost sight of its core purpose | :14:22. | :14:25. | |
of helping the Welsh economy by charging too much interest on its | :14:26. | :14:34. | |
loans to companies. The government needs to quickly consult with the | :14:35. | :14:38. | |
business community and get them on board. And get the other opposition | :14:39. | :14:44. | |
parties on board. There was a general consensus today that | :14:45. | :14:48. | |
something needs to be done. Finance records defended its record saying | :14:49. | :14:52. | |
it takes risks in a competitive market. Our interest rates are | :14:53. | :14:56. | |
appropriate for the level of risk that we take. Losing private-sector | :14:57. | :15:02. | |
investors, that's where we see private sector investors, they are | :15:03. | :15:13. | |
compatible. Access to finance is crucial for the economy. Because of | :15:14. | :15:20. | |

the MMR vaccine. Now a new report has outlined key recommendations to | :15:48. | :15:50. | |
prevent a repeat of the Swansea epidemic in the future. They include | :15:51. | :15:54. | |
excluding children from school if their siblings are suspected of | :15:55. | :15:57. | |
having the virus. The report also makes it clear the majority of | :15:58. | :16:00. | |
children who weren't vaccinated when the first cases were reported still | :16:01. | :16:05. | |
aren't fully immunised. Cemlyn Davies looks back at how the | :16:06. | :16:09. | |
outbreak unfolded. The first cases of measles were | :16:10. | :16:12. | |
reported in the Swansea area last November. The virus spread quickly | :16:13. | :16:16. | |

parents brought their children to be immunised. In total there were more | :16:26. | :16:31. | |
than 1,200 reported cases of measles, 88 people were admitted to | :16:32. | :16:34. | |
hospital and one man died after contracting the virus. Father of one | :16:35. | :16:39. | |
Gareth Colfer-Williams was 25 years old. He hadn't been vaccinated. The | :16:40. | :16:48. | |
epidemic was declared officially over in July but last month the | :16:49. | :16:51. | |
virus reappeared at Cwmtawe School in the Swansea Valley. There are now | :16:52. | :16:56. | |
36 reported cases connected to the latest outbreak. According to | :16:57. | :17:05. | |
today's report there are still 30,000 ten to 18-year-olds in Wales | :17:06. | :17:08. | |
who haven't had the full MMR vaccine. Health experts are warning | :17:09. | :17:12. | |
until 95% of youngsters have had both doses of the MMR jabs further | :17:13. | :17:18. | |

Despite the huge media awareness, all the campaigns, the public | :18:15. | :18:22. | |
information, why hasn't it worked? I am sure there are many reasons. Some | :18:23. | :18:27. | |
of it will be because there is still a little bit of suspicion about the | :18:28. | :18:31. | |
safety of the vaccine. Others will be because they never received a | :18:32. | :18:35. | |
letter, the child was not in school. We did explore this with parents. | :18:36. | :18:43. | |
Your message tonight to those thousands of people is presumably go | :18:44. | :18:50. | |
and get the jab? It is safe, effective, it has significant | :18:51. | :18:56. | |
value. Children could be excluded if there | :18:57. | :19:06. | |
siblings have the virus. We have to consider what benefit there would be | :19:07. | :19:11. | |
in not allowing children into classrooms where others are | :19:12. | :19:13. | |
susceptible. Earlier this year heavy snow left | :19:14. | :19:16. | |
hundreds of schools closed across the country, main travel routes | :19:17. | :19:19. | |
disrupted and homes without electricity. Today, the Welsh | :19:20. | :19:21. | |
Government has outlined their preparations to deal with the worst | :19:22. | :19:25. | |
of the winter weather and how local councils can get ready to deal with | :19:26. | :19:29. | |
any heavy snowfall. They're building up their reserves | :19:30. | :19:32. | |
of road salt here at Cardiff Highways Depot in readiness for the | :19:33. | :19:37. | |
winter weather. In the next few days 90 lorry loads of this grit will be | :19:38. | :19:41. | |
delivered from Cheshire ready to be spread on the capital's road. How | :19:42. | :19:48. | |
prepared we are to tackle the winter weather has been discussed at the | :19:49. | :19:52. | |

January, the Valley areas of South Wales were particularly badly | :20:33. | :20:35. | |
affected. The geography of the area means the roads are often steep and | :20:36. | :20:38. | |
narrow. Here the local authority is determined they won't be caught out | :20:39. | :20:42. | |
as in previous years. They have brought in 15,000 tonnes | :20:43. | :20:46. | |
of road salt, more than they have ever had before. I would say over | :20:47. | :21:00. | |
the last couple of years, since we have the bad snow, we are better | :21:01. | :21:07. | |
prepared and we have a lot more contractors on stand-by to assist. | :21:08. | :21:12. | |
We can activate quite quickly. In Cardiff too, they've ordered in | :21:13. | :21:15. | |
extra road salt, 5,500 tonnes, to keep a priority network of roads | :21:16. | :21:22. | |
clear. Without the roads being salted, everything grinds to a halt. | :21:23. | :21:27. | |
