girl was taken into care because of her weight, which is three times | :01:37. | :01:40. | |
heavier than the average. The National Obesity Forum has called | :01:41. | :01:43. | |
for better monitoring of children and their weight. Here in Wales we | :01:44. | :01:47. | |
have the highest rate of childhood obesity in the UK. Jordan Davies has | :01:48. | :01:55. | |

Newport. Many of these children may not know it but the games they are | :02:00. | :02:03. | |
playing will make them fitter, stronger and healthier. It is | :02:04. | :02:09. | |

for you. I stay healthy by eating five fruit and veg a day. And | :02:17. | :02:23. | |

five-year-old girl was allowed to reach ten stone in weight. In August | :03:00. | :03:06. | |
last year, then aged five years and 11 months was taken into foster care | :03:07. | :03:11. | |
in Newport because she weighed ten stone ?6. Two months later her | :03:12. | :03:18. | |
weight rose before dropping 27 stone this September. The average wait for | :03:19. | :03:25. | |

who must have been out and about for five years and in full visibility of | :03:33. | :03:36. | |
people in the medical profession who should have said, there is a girl | :03:37. | :03:41. | |

The first thing that should be done is that they should be an | :03:46. | :03:48. | |
implementation of regular monitoring. In July a report by the | :03:49. | :03:53. | |
National Assembly said 20% of Welsh five-year-olds are overweight, while | :03:54. | :04:00. | |
12.5% are obese. In Newport, with this girl was from, obesity figures | :04:01. | :04:06. | |
are roughly the same. Judith John is from Public Health Wales and she | :04:07. | :04:11. | |
says Vicky, perhaps unsurprisingly, is a healthier overall support -- | :04:12. | :04:18. | |
lifestyle. The amount of food that is out there advertised to families | :04:19. | :04:23. | |
in relation to high-fat and high food -- sugar foods is a problem and | :04:24. | :04:28. | |
the amount of fast-food outlets we see can be a problem. The amount of | :04:29. | :04:33. | |
play space and ability children have to be free and active. All those | :04:34. | :04:37. | |
things can be impact the way a child grows healthy or not. It is not | :04:38. | :04:43. | |
known exactly how this girl reached this weight at such a young age or | :04:44. | :04:47. | |
why it was allowed to happen but Newport council told us her weight | :04:48. | :04:50. | |
was the only reason she was taken into care. It is well-known that we | :04:51. | :04:59. | |
in Wales have a problem of obesity, not just for adults and middle-aged | :05:00. | :05:04. | |
but children. I think it is well known also that the problem is | :05:05. | :05:11. | |
escalating even further. In this school the children are encouraged | :05:12. | :05:15. | |
to eat a healthy diet. The Welsh government says it has a number of | :05:16. | :05:19. | |
schemes promoting healthy living. But some children are not as lucky. | :05:20. | :05:24. | |
The consequences can be extremely serious. | :05:25. | :05:26. | |

received this distressing call just before midday and immediately sent | :05:53. | :05:57. | |
officers to the scene. Shortly into this surge they discovered the boy | :05:58. | :06:01. | |
in a pond. We don't know whether this was a pond at the family home | :06:02. | :06:06. | |
or another one that belonged to a neighbour, possibly. He was taken by | :06:07. | :06:12. | |
ambulance to Wrexham Maelor Hospital were sadly, despite the efforts of | :06:13. | :06:18. | |
medical staff, he died. A helicopter was dispatched to the scene but the | :06:19. | :06:21. | |
boy was discovered before it could offer any help in the search. Sadly, | :06:22. | :06:31. | |
in a case like this, several procedures come into place and they | :06:32. | :06:36. | |
are now in force. North Wales Police have sent family liaison officers to | :06:37. | :06:40. | |
support the family of the little boy and the coroner has been informed so | :06:41. | :06:45. | |
he can being -- begin the process of understanding exactly what happened | :06:46. | :06:47. | |
here. The Health Minister says he's | :06:48. | :06:49. | |
considering ordering health boards to pay the Ambulance Service money | :06:50. | :06:52. | |

images are departments are too busy to safely accept extra patients. So | :07:33. | :07:37. | |
patients have to stay in the care of paramedics until there is room. But | :07:38. | :07:41. | |
wait longer in Wales it seems than anywhere else in Britain. Between | :07:42. | :07:46. | |
August and October, the maximum weights ranged three hours and 12 | :07:47. | :07:50. | |
minutes up to six hours and 22 minutes faced by one patient in the | :07:51. | :07:57. | |
Swansea area. Today the health board apologised. A weight of almost six | :07:58. | :08:01. | |
hours was also recorded outside Wales's biggest hospital in | :08:02. | :08:05. | |
Cardiff. In Scotland during the same period, nobody was forced to wait | :08:06. | :08:08. | |
more than two hours in an ambulances. Margaret Thomas had to | :08:09. | :08:16. | |
wait for three hours outside the AMD hospital department -- AMD | :08:17. | :08:23. | |
department. She later found out she had a blood clot in her leg and | :08:24. | :08:32. | |
internal be leading -- bleeding. I am a very lucky person because they | :08:33. | :08:35. | |
told my husband the clot could have gone anywhere. I could have ended | :08:36. | :08:45. | |
not being here today. Ambulance delays outside a handy can be | :08:46. | :08:48. | |
damaging to patient safety because it takes longer for patients to be | :08:49. | :08:57. | |
assessed properly but I am told the most urgent cases receive priority. | :08:58. | :09:02. | |
But if an ambulances is stuck outside a hospital, it can't respond | :09:03. | :09:05. | |
to other emergency calls and that has a knock-on effect on response | :09:06. | :09:11. | |
times. I know that there are instances where patients have waited | :09:12. | :09:15. | |
over three hours and that is not acceptable. We want to improve that | :09:16. | :09:19. | |
situation. We want to make sure that patients do not spend time outside | :09:20. | :09:26. | |
emergency department. What is the answer? In England Health Trust face | :09:27. | :09:32. | |
fines if they fail to meet their targets. Today, the Health Minister | :09:33. | :09:37. | |
said he is considering ordering Welsh health boards to compensate | :09:38. | :09:40. | |
the ambulances this for the time lost when ambulances are stuck | :09:41. | :09:47. | |
waiting to hand patients over. If we find that is a real issue in the | :09:48. | :09:52. | |
future we may put in place a system where local health boards will have | :09:53. | :09:54. | |
two hand over money to the ambulances trust to recognise this | :09:55. | :09:59. | |
is costing them money which should be spent on better patient care. But | :10:00. | :10:05. | |
the Welsh government also insists things are improving. It says the | :10:06. | :10:09. | |
number of patients waiting outside emergency units for over an hour has | :10:10. | :10:14. | |
halved since March but critics say the figures are ominous. If long | :10:15. | :10:17. | |
waits are happening in the summer and autumn, they warn, things can | :10:18. | :10:22. | |
only get worse now winter is here. A dairy at Whitland in | :10:23. | :10:25. | |
Carmarthenshire is set to close at the end of next month if no buyer is | :10:26. | :10:30. | |
found. 31 people currently work at the Proper Welsh Milk Dairy, which | :10:31. | :10:33. | |
was taken over by Dairy Crest earlier this year. The company says | :10:34. | :10:37. | |
it's starting a consultation period with workers and unions over the | :10:38. | :10:42. | |
proposed closure. It blames poor sales and the amount of investment | :10:43. | :10:51. | |
required at the site. A report into train services across | :10:52. | :10:55. | |
the UK have revealed that some of the worst performers are in Wales. | :10:56. | :11:01. | |
The study shows train services here are used less and have lower | :11:02. | :11:06. | |
passenger satisfaction levels. It comes as the Welsh government has | :11:07. | :11:09. | |
announced ?24 million for upgrades to stations across the country. | :11:10. | :11:14. | |
The First Minister Carwyn Jones has defended the education and health | :11:15. | :11:17. | |
policies of the Welsh Government in a news conference marking four years | :11:18. | :11:22. | |
since he took the job. In a wide-ranging interview, he also said | :11:23. | :11:24. | |
the Welsh Government would never sell off Cardiff Airport completely. | :11:25. | :11:28. | |

He spent much of the time talking about health and education | :11:37. | :11:42. | |
policies. At times he was quite reflective today, talking about | :11:43. | :11:45. | |
leading the referendum to give this place more lawmaking powers. And the | :11:46. | :11:54. | |
momentum of the organ donation Bill for Wales. But the reality was much | :11:55. | :11:58. | |
of what he was talking about, he was dragged back to the here and now of | :11:59. | :12:04. | |
missed targets in the NHS, problems in the NHS as you referred to in | :12:05. | :12:08. | |
that story about the ambulances service and also problems in the | :12:09. | :12:14. | |
education service and the education system and the publication of the | :12:15. | :12:19. | |
International education league tables last week which put Wales at | :12:20. | :12:24. | |
the bottom of the UK pile. When Carwyn Jones was voted in, he made a | :12:25. | :12:29. | |
big plate of delivery and implication of policy and some of | :12:30. | :12:33. | |
the questions today were about how that focus on delivery tallied with | :12:34. | :12:38. | |
so many indicators out there suggesting that the Welsh government | :12:39. | :12:43. | |
is not delivering particularly effectively in certain areas. As you | :12:44. | :12:46. | |
would expect, a very robust defence from the first Minister. On the | :12:47. | :12:53. | |
economy he spoke about a reasonable record in terms of keeping | :12:54. | :12:57. | |
unemployment under control. In terms of health, he spoke about the | :12:58. | :13:00. | |
reconfiguration of the health service that is currently underway | :13:01. | :13:06. | |
in Wales. And on education, he reaffirmed the commitment, despite | :13:07. | :13:10. | |
the poor results last week, he reaffirmed his commitment to be in | :13:11. | :13:13. | |
the top 20 when the next set of results come out in 2015. The | :13:14. | :13:19. | |
overall figures were disappointing. We did not expect to see a rapid | :13:20. | :13:25. | |
improvement. We do expect to see an improvement in 2015 because by that | :13:26. | :13:29. | |
time what we have put in place will begin to bite. It is important to | :13:30. | :13:34. | |
remember that although it gives us an important snapshot in terms of | :13:35. | :13:39. | |
Welsh education, it is not a sign that the entire education system is | :13:40. | :13:44. | |
in some kind of crisis. We were also given an idea for the plans for | :13:45. | :13:48. | |
Cardiff airport. It is almost exactly a year ago that he announced | :13:49. | :13:52. | |
the Welsh government was going to buy Cardiff airport and earlier this | :13:53. | :13:57. | |
year it did so for ?52 million. He says since then the book value of | :13:58. | :14:02. | |
the airport has risen by ?3 million. They are in talks with an operator | :14:03. | :14:06. | |
to come in and run it on their behalf. And crucially he said that | :14:07. | :14:10. | |
the Welsh government has no intention to sell it entirely. We | :14:11. | :14:16. | |
will never sell it completely, no. But we don't want to run it because | :14:17. | :14:21. | |
we have got the arm's-length company at the moment running the airport | :14:22. | :14:24. | |
but in terms of the longer term solution, as we have always said, we | :14:25. | :14:30. | |
are looking to bring in established operators in the future and the | :14:31. | :14:35. | |
interest is there. Finally it appears that Cardiff airport will | :14:36. | :14:38. | |
become a permanent part of the publicly owned transport | :14:39. | :14:41. | |
infrastructure of Wales. Much more to come before seven | :14:42. | :14:44. | |

a Heritage Lottery Fund. Now councils are wondering whether | :16:20. | :16:22. | |
enough further grant aid will materialise. A full restoration | :16:23. | :16:28. | |
would cost ?15 million. Demolition, ?1 million. You don't have to look | :16:29. | :16:31. | |
too closely to get an idea of the state this structure is now in. Bits | :16:32. | :16:36. | |
of it are hanging off and I was told last week a chunk fell off onto the | :16:37. | :16:40. | |
beach. But even doing nothing is costing the council. At the moment | :16:41. | :16:44. | |
they are having to pay a security company to keep people away. But | :16:45. | :16:49. | |
groups campaigning for the peer continued to fundraiser and garner | :16:50. | :16:52. | |
support. They question the council's figures. Demolition would | :16:53. | :16:57. | |
cost more they claim, restoration less. 99% of people in this centre | :16:58. | :17:03. | |
are for the restoration of our peer. If we can convince the council | :17:04. | :17:10. | |
there is public support, we are hoping that those who are thinking, | :17:11. | :17:14. | |
I don't know, perhaps we could persuade them to vote for it. But | :17:15. | :17:22. | |
the issue divides opinion. The peer no longer has any relevance to | :17:23. | :17:26. | |
Colwyn Bay, sadly. I was brought up here as a lad in the 40s and 50s and | :17:27. | :17:32. | |
it was the centre of Colwyn Bay. It was great. But those days are gone. | :17:33. | :17:38. | |
Colwyn Bay peer has a history of steering strong emotions. It will | :17:39. | :17:41. | |
not be an easy decision for councillors to make. | :17:42. | :17:44. | |
