how a 74-year-old man from Flintshire probably would have | :01:23. | :01:25. | |
survived if he hadn't been left waiting more than 40 minutes for an | :01:26. | :01:29. | |
ambulance. Fred Pring was suffering severe chest pains when his wife | :01:30. | :01:35. | |
dialled 999 in March last year. The coroner has described the calls, | :01:36. | :01:38. | |
which were heard in court, as distressing and horrific. Matthew | :01:39. | :01:50. | |
Richards has more. 74-year-old Fred Pring had chronic | :01:51. | :01:52. | |
problems with his lungs and his heart. He started experiencing chest | :01:53. | :01:58. | |
pains. Wrexham Maelor Hospital was 20 minutes away. His wife told the | :01:59. | :02:05. | |
inquest she dialled 999 and was told assistance was on its way. Ten | :02:06. | :02:09. | |
minutes later she called again as he was struggling to breathe and | :02:10. | :02:16. | |
moaning in pain. After a third call 20 minutes later, Joyce Pring phoned | :02:17. | :02:21. | |
to say, I think my husband has just died. When the operator asked if he | :02:22. | :02:28. | |
was awake, she said, no, he could not take the pain any more. I | :02:29. | :02:36. | |
think, in the end, death was the only way out for him because he was | :02:37. | :02:41. | |
in such pain and distress with no one there to help him, that was the | :02:42. | :02:48. | |
only way out. That was the only way for him to get peace. He just said, | :02:49. | :02:53. | |
I am going, and he went. He just knew that was it. He could not hold | :02:54. | :03:02. | |
on any longer. This man was one of the ambulances technicians who | :03:03. | :03:05. | |
arrived at the house just before 2am. He said all the local crews | :03:06. | :03:09. | |
were experiencing a busy night but he said he could not recall telling | :03:10. | :03:14. | |
a police officer if he got this unit he could have saved him. The | :03:15. | :03:20. | |
cardiologist said there is union -- usually a Kennett window to treat | :03:21. | :03:24. | |
someone in this advanced stage of ill health. -- ten minute window. | :03:25. | :03:32. | |
Tomorrow, senior members of the health board and the senior | :03:33. | :03:37. | |
executive of the ambulance service are due to give evidence. | :03:38. | :03:43. | |
What are we expecting to hear from those senior figures tomorrow? I | :03:44. | :03:49. | |
think it will be quite a different approach. Today we were hearing | :03:50. | :03:53. | |
quite harrowing and personal details about Fred Pring, the last hours of | :03:54. | :03:58. | |
his life and how his wife tried to cope with that. Tomorrow we will be | :03:59. | :04:01. | |
finding out about the bigger picture of whether there are any systemic | :04:02. | :04:09. | |
failures that the coroner is aware of and what lessons can be learned. | :04:10. | :04:13. | |
Having said that, Joyce Pring was asked today, if they were lessons to | :04:14. | :04:23. | |
be learned, was that a good thing? She was quite sceptical and said | :04:24. | :04:25. | |

At the other end of the country, there have been delays today at A | :04:37. | :04:39. | |
at Bridgend's Princess of Wales Hospital. The health board has | :04:40. | :04:42. | |
apologised for any inconvenience caused. There were reports of up to | :04:43. | :04:47. | |
11 ambulances waiting outside A at one point during the afternoon. | :04:48. | :04:49. | |
Abertawe Bro Morgannwg University Health Board says they were dealing | :04:50. | :04:53. | |
with a large number of frail, older people, many of whom were arriving | :04:54. | :04:55. | |
with respiratory illnesses. One of the biggest companies in | :04:56. | :04:59. | |
Wales is warning that it's at threat unless the UK government deals with | :05:00. | :05:02. | |
energy prices. Tata Steel, which employs 7,000 workers here, has | :05:03. | :05:04. | |
launched a report into the importance of manufacturing | :05:05. | :05:07. | |
industries to the UK economy. Our business correspondent, Brian | :05:08. | :05:09. | |
Meechan, is at the Port Talbot steelworks tonight. | :05:10. | :05:19. | |
This is the control room at Tata in Port Talbot and it operates 24 hours | :05:20. | :05:24. | |
a day, seven days a week. These are the screens that are controlling the | :05:25. | :05:29. | |
blast furnaces and create those tonnes of steel which are shipped | :05:30. | :05:35. | |
across the world. If we take a look over here, we might be able to see | :05:36. | :05:43. | |
the furnaces themselves in action. It took thousands of tens of Tata | :05:44. | :05:48. | |
steel to create the tallest building in western Europe so it is no | :05:49. | :05:52. | |
surprise the company chose this venue to launch its report into | :05:53. | :05:55. | |
foundation industries, which produce raw materials like steel, glass and | :05:56. | :06:02. | |
cement. The report highlights the importance of these manufacturers to | :06:03. | :06:07. | |
the UK economy. Their investment in research and development shows they | :06:08. | :06:11. | |
are vital in promoting economic growth and jobs. Energy is one of | :06:12. | :06:16. | |
the main costs for the company. The bull Tolbert site uses as much as a | :06:17. | :06:22. | |
city the size of Swansea. It is a large part of the costs and to have | :06:23. | :06:28. | |
a difference to the European players, in electricity prices, in | :06:29. | :06:38. | |
the magnitude of 50%, it is really harmful. Tata says it is committed | :06:39. | :06:45. | |
to its Welsh operations and has invested in them throughout the | :06:46. | :06:49. | |
economic crisis but has warned that high energy prices are a risk to the | :06:50. | :06:56. | |
industry. We suffer as a foundation industry as well in the UK context. | :06:57. | :07:05. | |
That is a real serious issue. Without moving that we are correct. | :07:06. | :07:11. | |
The business secretary Vince cable said he understood the problem and | :07:12. | :07:16. | |
was trying to deal with it. One of the main problems is high energy | :07:17. | :07:20. | |
costs. They have got to have helped to deal with that so they can | :07:21. | :07:25. | |
compete on a level playing field. We have got to get approval for a | :07:26. | :07:33. | |
compensation scheme. Tata says it is committed to investment to Wales but | :07:34. | :07:37. | |
it has got to see that investment pay and the report shows the | :07:38. | :07:40. | |
importance of these businesses to future prosperity. | :07:41. | :07:45. | |
To show how important this subject is, only this week, the company has | :07:46. | :07:50. | |
launched a consultation with local residents about the possibility of | :07:51. | :07:55. | |
at some point in the future moving away from the power plant they | :07:56. | :07:59. | |
currently have which was built in the 1950s to one which is more | :08:00. | :08:03. | |
environmentally friendly which uses recycled material from here and | :08:04. | :08:07. | |
we'll be able to help the company ease some of those energy pressures. | :08:08. | :08:11. | |
The family of a pregnant woman killed in a high speed crash near | :08:12. | :08:14. | |
Wrexham have called for a change in the law. Christina Barchetti died | :08:15. | :08:18. | |
and her daughter was stillborn after emergency surgery following the | :08:19. | :08:23. | |
crash. Calvin Connah, who's 22, has been jailed for five years for | :08:24. | :08:26. | |
causing the death of the 35-year-old. Her family and partner | :08:27. | :08:30. | |
also wanted him charged with causing the death of her unborn baby, but | :08:31. | :08:34. | |
the law didn't allow it. Two workers at the Airbus site in | :08:35. | :08:37. | |

not allowed on the site. Proposals for a three-lane M4 relief | :08:54. | :08:56. | |
road are broadly supported by Newport Council, but there is | :08:57. | :08:58. | |
concern about its environmental impact and the effect on the Gwent | :08:59. | :09:04. | |
Levels. The options include a new stretch of motorway south of the | :09:05. | :09:10. | |
city. Up to a fifth of the work of the | :09:11. | :09:14. | |
Welsh NHS doesn't benefit patients and could actually cause them harm. | :09:15. | :09:18. | |
That's what the Health Minister Mark Drakeford said in a major speech | :09:19. | :09:23. | |
today. He called for resources in the future to be focused on the most | :09:24. | :09:27. | |
basic and proven treatments and on patients who have the greatest need. | :09:28. | :09:31. | |

It's no secret that the NHS here is under huge amount of pressure. We | :09:36. | :09:41. | |
talk about it all the time. Despite receiving extra cash recently, it's | :09:42. | :09:44. | |
having to cut more costs than ever before at a time when we, as a | :09:45. | :09:47. | |
population that's living longer, are placing it under more strain. But | :09:48. | :09:52. | |
while we know that the NHS and modern medicine can offer a huge | :09:53. | :09:55. | |
variety of treatment, the Health Minister's argument is that around | :09:56. | :09:58. | |
20% of what's on offer doesn't really work. Take tonsil operations | :09:59. | :10:04. | |
for example, which may have little benefit or prescribing too many | :10:05. | :10:07. | |
antibiotics or pain killers, which can actually be harmful to patients | :10:08. | :10:14. | |
because they become less effective. No longer should patients think, the | :10:15. | :10:17. | |
Health Minister argues, the more drugs you have are listed on your | :10:18. | :10:20. | |
prescription means you're getting better care. And that can cost the | :10:21. | :10:27. | |
NHS millions of pounds a year. So what's the answer? The Health | :10:28. | :10:31. | |
Minister says the NHS should concentrate on proven effective | :10:32. | :10:34. | |
treatments in the first place and only offer patients the minimum | :10:35. | :10:45. | |
amount of treatment needed. It means always starting with the | :10:46. | :10:48. | |
things that are the most basic, the most proven and most likely to work | :10:49. | :10:52. | |
and you drive those first. If they don't wear, of course you move on | :10:53. | :10:58. | |
and do more than that for people. But it is always starting with the | :10:59. | :11:02. | |
minimum you need to do the good you are trying to do and that is a very | :11:03. | :11:07. | |
important principle. It is a clinical principle. It is the right | :11:08. | :11:10. | |
thing to do clinically. So what happens next? Well, groups | :11:11. | :11:17. | |
of doctors will come together to hammer out new national guidelines | :11:18. | :11:20. | |
which would mean, according to the Welsh Government, every pound spent | :11:21. | :11:23. | |
would go further. But the Welsh Conservatives say this will mean | :11:24. | :11:26. | |
some patients that are already waiting too long for treatment | :11:27. | :11:29. | |
having to wait longer and that the policy could lead towards NHS | :11:30. | :11:33. | |
rationing. But one of the Welsh Government's key health advisors | :11:34. | :11:36. | |
rejects that, arguing much of this is common sense. | :11:37. | :11:46. | |
Why should we spend perhaps, we have not got the data yet, perhaps 35% of | :11:47. | :11:52. | |
the budget of NHS Wales on things that don't work? We would rather | :11:53. | :11:58. | |
spend that 35% on things that do work. That is not rationing, it is | :11:59. | :12:02. | |
saying we are giving people the quality they expect, we are reducing | :12:03. | :12:08. | |
the harm they can expect for everyone who goes into hospital, and | :12:09. | :12:12. | |
we are showing that we are doing this in a economic and efficient | :12:13. | :12:16. | |
way. In fact, he argues that if the NHS | :12:17. | :12:20. | |
doesn't go down this route, it could face financial collapse in a few | :12:21. | :12:25. | |

This golf club was built with more than a million pounds of public | :12:31. | :12:34. | |

correspondent, Arwyn Jones. Three years ago, this woman's two | :13:06. | :13:09. | |
young children were diagnosed with cystic fibrosis. The news hit her | :13:10. | :13:15. | |
hard and she became depressed. It was only when she enrolled in a | :13:16. | :13:19. | |
ceramic scores at the local adult learning Centre that she came back | :13:20. | :13:24. | |
out of her shell. It was completely life changing and it has changed my | :13:25. | :13:31. | |
life from not only just being able to come out and get some more | :13:32. | :13:34. | |
self-confidence and a new skill, but it opened up my mind to what life | :13:35. | :13:42. | |
could be like after that diagnosis. And now the hobby is a business. She | :13:43. | :13:48. | |
has a company selling her ceramics online. People don't just come to | :13:49. | :13:51. | |
cases like this to follow their hobbies. Many of the courses can | :13:52. | :13:56. | |
lead to qualifications and that can help people find work. In that | :13:57. | :14:00. | |
respect, they offer an invaluable service. Wales has a high proportion | :14:01. | :14:05. | |
of adults without qualifications than any other part of the UK and | :14:06. | :14:09. | |
yet the numbers coming to places like this are dwindling. In 2006, | :14:10. | :14:16. | |
there were 50,000 people involved. Now it has gone down to around | :14:17. | :14:21. | |
32,000. During the same period, the money spent on it has gone up from | :14:22. | :14:27. | |
?5 million up to ?6 million. The Welsh government says it is doing | :14:28. | :14:31. | |
all it can to mitigate the impact of the cuts but those involved say it | :14:32. | :14:39. | |
is short-sighted. It has a huge impact on families and the | :14:40. | :14:43. | |
community. It improves skills but it also has a positive impact on mental | :14:44. | :14:48. | |
health and general wealth -- health and well-being. There is an element | :14:49. | :14:53. | |
of trying to make sure we are not being short-sighted. Adult learners | :14:54. | :14:58. | |
can do to further education colleges but here too big cuts are on the | :14:59. | :15:02. | |
way. It means anyone hoping to take part in lifelong learning will have | :15:03. | :15:06. | |
far fewer opportunities to do so. European experts say they are | :15:07. | :15:09. | |
worried by a fall in the number of Welsh speakers, particularly in the | :15:10. | :15:12. | |
traditional heartland areas of north and west Wales. The problem came to | :15:13. | :15:17. | |
light with the publication of the latest Census, which showed that in | :15:18. | :15:20. | |
Ceredigion and Carmarthenshire the proportion who speak Welsh had | :15:21. | :15:23. | |
fallen below half for the first time. In a report to be considered | :15:24. | :15:27. | |
by European ministers, the experts also highlight concerns about the | :15:28. | :15:30. | |
delivery of health and care services through the medium of Welsh. Roger | :15:31. | :15:37. | |
Pinney reports. It may be a drama but the new | :15:38. | :15:43. | |
detective series on BBC One has a basis in fact. Even in strongholds | :15:44. | :15:51. | |
of the Welsh language, few are able to go through the day without | :15:52. | :15:56. | |
dropping into English at some stage. In the year 2000, the UK signed up | :15:57. | :16:00. | |
to something called the European Charter on minority languages which | :16:01. | :16:04. | |
provides a series of benchmarks to help protect languages like Welsh. | :16:05. | :16:09. | |
Every three years they produce a report telling us how we are doing | :16:10. | :16:14. | |
and in most cases the Welsh language comes up pretty well. But there are | :16:15. | :16:18. | |
some concerns, not least about the decline of Welsh speakers in | :16:19. | :16:26. | |
heartland areas. This he addresses is in a village a few miles from | :16:27. | :16:31. | |
canal than in the shadow of Snowdonia. About as Welsh as you can | :16:32. | :16:35. | |
get. But even here things are changing. When I started everything | :16:36. | :16:42. | |
was Welsh but there are more English people here now. It has only been | :16:43. | :16:47. | |
three years. There are more English people buying houses here. My | :16:48. | :16:54. | |
children are bilingual and they have got lots of English friends. It has | :16:55. | :17:01. | |
changed a lot. The 2011 census figures bear that out. For many, the | :17:02. | :17:10. | |
situation is more concerning in other Welsh heartlands. | :17:11. | :17:25. | |
And there are other concerns. This protest was outside a supermarket in | :17:26. | :17:33. | |
North Wales last weekend. They issue a Welsh language constriction for a | :17:34. | :17:39. | |
child, which the pharmacist was not willing to fulfil. Access is | :17:40. | :17:48. | |
highlighted in the report to health and social services. It is no good | :17:49. | :17:54. | |
having policy documents that Welsh is official in Wales, we have got to | :17:55. | :18:00. | |
see real changes on the ground. The Welsh government says it is | :18:01. | :18:03. | |
committed to take action to halt the decline across Wales and the Welsh | :18:04. | :18:07. | |
line which commission is investigating the use of the | :18:08. | :18:10. | |

owned and subsidised by the council, cost ?1.5 million to build back in | :19:16. | :19:20. | |
1998. There have been calls for an inquiry into how a facility which | :19:21. | :19:23. | |
had so much public money could have gone bust. Abigail Neal reports. | :19:24. | :19:30. | |
The clubhouse and course are open as normal. Thedifference, staff are not | :19:31. | :19:35. | |
being paid. They came into work to find assets had been stripped - | :19:36. | :19:38. | |
tills, televisions and lawn mowers taken away and no-one could get hold | :19:39. | :19:44. | |
of the company in charge. The private company Clays Golf took over | :19:45. | :19:48. | |
the running of this council golf club in 2011 after Carmarthenshire | :19:49. | :19:50. | |
offered them a subsidy of ?200,000 for the first two years and free | :19:51. | :19:57. | |
rent until 2018. But halfway through the deal and having been paid the | :19:58. | :20:00. | |
subsidy in full, the company posted a message on their website last | :20:01. | :20:04. | |
night that they had run out of cash and gone into liquidation. To try | :20:05. | :20:10. | |
and salvage the situation, the club's 260 members are now hoping | :20:11. | :20:14. | |
they can take it over and turn things around. We have got a very | :20:15. | :20:24. | |
strong core of membership here who I am sure will pull together and make | :20:25. | :20:31. | |
sure we are able to do it. We need to describe precisely how we are | :20:32. | :20:35. | |
going to go about it. The course was created by Carmarthenshire Council, | :20:36. | :20:38. | |
built at a cost of ?1.5 million of public money back in 1998. The | :20:39. | :20:41. | |
council say they had regular meetings with Clay's Golf and had no | :20:42. | :20:45. | |
idea how bad the financial situation was, but that explanation has come | :20:46. | :20:54. | |
in for heavy criticism. We have got to have an enquiry into the | :20:55. | :20:57. | |
situation. These questions have got to be answered. Who made these | :20:58. | :21:03. | |
decisions? Why the council did not realise this company was in | :21:04. | :21:07. | |
financial difficulty? If you are giving ?80,000 a year to support a | :21:08. | :21:11. | |
venture, you are allowed to see the box. Garnant are not the only club | :21:12. | :21:15. | |
struggling. The industry as a whole is under pressure. The problem we | :21:16. | :21:22. | |
face at the moment is not just the weather and the financial situation | :21:23. | :21:26. | |
but also the taxation situation. We have got to pay VAT on every penny | :21:27. | :21:31. | |
we take. A members only club, they get it refunded, so we are that | :21:32. | :21:37. | |
disadvantage as well. The next few weeks will see if the club can be | :21:38. | :21:41. | |
rescued but, even if it is, there will be some asking at what cost? | :21:42. | :21:45. | |
