driver. Good evening. An inquest has heard

how a 74-year-old man from Flintshire probably would have

:01:23.:01:25.

survived if he hadn't been left waiting more than 40 minutes for an

:01:26.:01:29.

ambulance. Fred Pring was suffering severe chest pains when his wife

:01:30.:01:35.

dialled 999 in March last year. The coroner has described the calls,

:01:36.:01:38.

which were heard in court, as distressing and horrific. Matthew

:01:39.:01:50.

Richards has more. 74-year-old Fred Pring had chronic

:01:51.:01:52.

problems with his lungs and his heart. He started experiencing chest

:01:53.:01:58.

pains. Wrexham Maelor Hospital was 20 minutes away. His wife told the

:01:59.:02:05.

inquest she dialled 999 and was told assistance was on its way. Ten

:02:06.:02:09.

minutes later she called again as he was struggling to breathe and

:02:10.:02:16.

moaning in pain. After a third call 20 minutes later, Joyce Pring phoned

:02:17.:02:21.

to say, I think my husband has just died. When the operator asked if he

:02:22.:02:28.

was awake, she said, no, he could not take the pain any more. I

:02:29.:02:36.

think, in the end, death was the only way out for him because he was

:02:37.:02:41.

in such pain and distress with no one there to help him, that was the

:02:42.:02:48.

only way out. That was the only way for him to get peace. He just said,

:02:49.:02:53.

I am going, and he went. He just knew that was it. He could not hold

:02:54.:03:02.

on any longer. This man was one of the ambulances technicians who

:03:03.:03:05.

arrived at the house just before 2am. He said all the local crews

:03:06.:03:09.

were experiencing a busy night but he said he could not recall telling

:03:10.:03:14.

a police officer if he got this unit he could have saved him. The

:03:15.:03:20.

cardiologist said there is union -- usually a Kennett window to treat

:03:21.:03:24.

someone in this advanced stage of ill health. -- ten minute window.

Tomorrow, senior members of the health board and the senior

executive of the ambulance service are due to give evidence.

quite harrowing and personal details about Fred Pring, the last hours of

his life and how his wife tried to cope with that. Tomorrow we will be

finding out about the bigger picture of whether there are any systemic

failures that the coroner is aware of and what lessons can be learned.

Having said that, Joyce Pring was asked today, if they were lessons to

be learned, was that a good thing? She was quite sceptical and said

At the other end of the country, there have been delays today at A

at Bridgend's Princess of Wales Hospital. The health board has

apologised for any inconvenience caused. There were reports of up to

11 ambulances waiting outside A at one point during the afternoon.

Abertawe Bro Morgannwg University Health Board says they were dealing

:04:50.:04:53.

with a large number of frail, older people, many of whom were arriving

:04:54.:04:55.

with respiratory illnesses. One of the biggest companies in

:04:56.:04:59.

Wales is warning that it's at threat unless the UK government deals with

:05:00.:05:02.

energy prices. Tata Steel, which employs 7,000 workers here, has

:05:03.:05:04.

launched a report into the importance of manufacturing

:05:05.:05:07.

industries to the UK economy. Our business correspondent, Brian

:05:08.:05:09.

Meechan, is at the Port Talbot steelworks tonight.

This is the control room at Tata in Port Talbot and it operates 24 hours

:05:20.:05:24.

a day, seven days a week. These are the screens that are controlling the

blast furnaces and create those tonnes of steel which are shipped

across the world. If we take a look over here, we might be able to see

the furnaces themselves in action. It took thousands of tens of Tata

steel to create the tallest building in western Europe so it is no

:05:49.:05:52.

surprise the company chose this venue to launch its report into

foundation industries, which produce raw materials like steel, glass and

cement. The report highlights the importance of these manufacturers to

:06:03.:06:07.

the UK economy. Their investment in research and development shows they

are vital in promoting economic growth and jobs. Energy is one of

The family of a pregnant woman killed in a high speed crash near

Wrexham have called for a change in the law. Christina Barchetti died

and her daughter was stillborn after emergency surgery following the

crash. Calvin Connah, who's 22, has been jailed for five years for

causing the death of the 35-year-old. Her family and partner

also wanted him charged with causing the death of her unborn baby, but

Flintshire have been disciplined after posting pictures of a fatal

It's no secret that the NHS here is under huge amount of pressure. We

talk about it all the time. Despite receiving extra cash recently, it's

:09:42.:09:44.

having to cut more costs than ever before at a time when we, as a

:09:45.:09:47.

population that's living longer, are placing it under more strain. But

:09:48.:09:52.

while we know that the NHS and modern medicine can offer a huge

:09:53.:09:55.

variety of treatment, the Health Minister's argument is that around

:09:56.:09:58.

20% of what's on offer doesn't really work. Take tonsil operations

:09:59.:10:04.

for example, which may have little benefit or prescribing too many

:10:05.:10:07.

antibiotics or pain killers, which can actually be harmful to patients

:10:08.:10:14.

because they become less effective. No longer should patients think, the

:10:15.:10:17.

Health Minister argues, the more drugs you have are listed on your

:10:18.:10:20.

prescription means you're getting better care. And that can cost the

:10:21.:10:27.

NHS millions of pounds a year. So what's the answer? The Health

:10:28.:10:31.

Minister says the NHS should concentrate on proven effective

:10:32.:10:34.

treatments in the first place and only offer patients the minimum

:10:35.:10:45.

amount of treatment needed. It means always starting with the

:10:46.:10:48.

things that are the most basic, the most proven and most likely to work

:10:49.:10:52.

and you drive those first. If they don't wear, of course you move on

:10:53.:10:58.

and do more than that for people. But it is always starting with the

:10:59.:11:02.

minimum you need to do the good you are trying to do and that is a very

:11:03.:11:07.

important principle. It is a clinical principle. It is the right

:11:08.:11:10.

thing to do clinically. So what happens next? Well, groups

:11:11.:11:17.

of doctors will come together to hammer out new national guidelines

:11:18.:11:20.

which would mean, according to the Welsh Government, every pound spent

:11:21.:11:23.

would go further. But the Welsh Conservatives say this will mean

:11:24.:11:26.

some patients that are already waiting too long for treatment

:11:27.:11:29.

having to wait longer and that the policy could lead towards NHS

:11:30.:11:33.

rationing. But one of the Welsh Government's key health advisors

:11:34.:11:36.

rejects that, arguing much of this is common sense.

:11:37.:11:46.

Why should we spend perhaps, we have not got the data yet, perhaps 35% of

:11:47.:11:52.

the budget of NHS Wales on things that don't work? We would rather

:11:53.:11:58.

spend that 35% on things that do work. That is not rationing, it is

:11:59.:12:02.

saying we are giving people the quality they expect, we are reducing

:12:03.:12:08.

the harm they can expect for everyone who goes into hospital, and

:12:09.:12:12.

we are showing that we are doing this in a economic and efficient

:12:13.:12:16.

way. In fact, he argues that if the NHS

:12:17.:12:20.

doesn't go down this route, it could face financial collapse in a few

:12:21.:12:25.

young children were diagnosed with cystic fibrosis. The news hit her

hard and she became depressed. It was only when she enrolled in a

:13:16.:13:19.

ceramic scores at the local adult learning Centre that she came back

:13:20.:13:24.

out of her shell. It was completely life changing and it has changed my

:13:25.:13:31.

life from not only just being able to come out and get some more

:13:32.:13:34.

self-confidence and a new skill, but it opened up my mind to what life

:13:35.:13:42.

could be like after that diagnosis. And now the hobby is a business. She

:13:43.:13:48.

has a company selling her ceramics online. People don't just come to

:13:49.:13:51.

cases like this to follow their hobbies. Many of the courses can

:13:52.:13:56.

lead to qualifications and that can help people find work. In that

:13:57.:14:00.

respect, they offer an invaluable service. Wales has a high proportion

:14:01.:14:05.

of adults without qualifications than any other part of the UK and

:14:06.:14:09.

yet the numbers coming to places like this are dwindling. In 2006,

:14:10.:14:16.

there were 50,000 people involved. Now it has gone down to around

:14:17.:14:21.

32,000. During the same period, the money spent on it has gone up from

:14:22.:14:27.

?5 million up to ?6 million. The Welsh government says it is doing

:14:28.:14:31.

all it can to mitigate the impact of the cuts but those involved say it

:14:32.:14:39.

is short-sighted. It has a huge impact on families and the

:14:40.:14:43.

community. It improves skills but it also has a positive impact on mental

:14:44.:14:48.

health and general wealth -- health and well-being. There is an element

:14:49.:14:53.

of trying to make sure we are not being short-sighted. Adult learners

:14:54.:14:58.

can do to further education colleges but here too big cuts are on the

:14:59.:15:02.

way. It means anyone hoping to take part in lifelong learning will have

:15:03.:15:06.

far fewer opportunities to do so. European experts say they are

:15:07.:15:09.

worried by a fall in the number of Welsh speakers, particularly in the
