businesses have been gven the go ahead by the Economy Minister, | :01:34. | :01:37. | |
Edwina Hart. It follows criticism of the Welsh Government's investment | :01:38. | :01:39. | |
body, Finance Wales, which new figures show is failing on one of | :01:40. | :01:43. | |
its key employment targets after creating only 20% of the jobs it was | :01:44. | :01:47. | |

high Street banks pulled the funding from many small and medium-size | :01:52. | :01:53. | |

It is about a genuine dialogue about how we take things through to the | :02:12. | :02:14. | |
next age. Without Finance Wales, some businesses would not have been | :02:15. | :02:20. | |

year ago but it hit a snag when a fire in the neighbouring unit | :03:02. | :03:04. | |
prevented him from opening as he planned. He asked Finance Wales for | :03:05. | :03:09. | |
a loan. That would have allowed him to take on new stuff but he was | :03:10. | :03:14. | |
turned down. Finance Wales certainly make you feel that you have no right | :03:15. | :03:18. | |
to be asking for money. It does make you question if you are doing the | :03:19. | :03:21. | |
right thing. If it was not for friends, family and certainly an | :03:22. | :03:26. | |
order book that was filling from previous customers, then yes, I | :03:27. | :03:33. | |
think I would have considered them to be right. But they were not. A | :03:34. | :03:39. | |
report said Finance Wales was too focused on getting high returns on | :03:40. | :03:43. | |
its investment rather than stability and economic growth and creating | :03:44. | :03:45. | |
jobs. Not all agree. It think it should be taken inside the | :03:46. | :03:52. | |
SMB government. That would give it figures show today that there have | :03:53. | :04:06. | |
not been the jobs expected. It was given an | :04:07. | :04:09. | |

what the situation was, we saw that for example support from the sector | :05:08. | :05:15. | |
was fragmented, business support was not working alongside and more | :05:16. | :05:18. | |
importantly, I think, we did not see public sector funds working | :05:19. | :05:24. | |
alongside private-sector funds to bring that investment. We looked at | :05:25. | :05:41. | |
different examples. There are lots of voices saying this is not the way | :05:42. | :05:46. | |
to go. Now the Minister has asked to look at this, we want a full and | :05:47. | :05:50. | |
open review as to whether it is a feasible plan and what is | :05:51. | :05:53. | |
interesting about the fact that we looked at all the facts regarding | :05:54. | :05:58. | |
the way that business was getting financed, we realised there was a | :05:59. | :06:02. | |
massive gap and there is a role to be played by the Welsh Government in | :06:03. | :06:06. | |
working alongside the private sector to ensure that many get to those | :06:07. | :06:11. | |
businesses. What about those voices who say Finance Wales is doing a | :06:12. | :06:16. | |
good job? When you talk about the many voices, you are talking about | :06:17. | :06:19. | |
the 80 people who actually responded to the review. Clearly, there are | :06:20. | :06:27. | |
people who have benefited. 77 out of 80 who took part in that review said | :06:28. | :06:32. | |
they were happy with Finance Wales. As I said, there are 200,000 | :06:33. | :06:36. | |
businesses in Wales and clearly the whole aim of this particular bank | :06:37. | :06:41. | |
would be to be able to help many of those businesses to get access to | :06:42. | :06:49. | |
funding. At the same time, this was a response to a particular | :06:50. | :06:53. | |

Their protest got them banned and briefly jailed. They needed special | :17:52. | :17:56. | |
permission to talk to each other. With four young children, they | :17:57. | :18:01. | |
risked everything to help others. I really look back at it sometimes and | :18:02. | :18:05. | |
wonder if it was the thing that we should have done. But we did. How do | :18:06. | :18:14. | |
you stop? They did not stop. Their campaigns took them to court to | :18:15. | :18:17. | |
support friends on trial, including Nelson Mandela. I would go in and he | :18:18. | :18:23. | |
always used to salute me. It was quite moving. And I remember him as | :18:24. | :18:29. | |
this big strapping chap. He remembered her to throughout his | :18:30. | :18:34. | |
years in prison and much later when she was admitted to hospital in | :18:35. | :18:38. | |
Swansea. It took him ages to get the number of the ward and he said he | :18:39. | :18:48. | |
wanted to speak to me. He said, it is Nelson Mandela, do you remember | :18:49. | :18:53. | |
me? They were forced into XL. Once in London, their life of protest | :18:54. | :18:59. | |
