hours. Officials have warned that coastal flooding could be as severe | :01:54. | :01:58. | |
as that at the start of the year. Tonight, there are flood warnings in | :01:59. | :02:02. | |
place as well as flood alerts. One of the towns most badly hit in | :02:03. | :02:05. | |

a relatively calm evening on Aberystwyth promenade but if the | :02:18. | :02:23. | |
forecast is anything to go by, this is definitely just the quiet before | :02:24. | :02:28. | |
the storm. I have already seen the waves coming in and they are | :02:29. | :02:31. | |
breaking a little bit harder and we are about two hours before high tide | :02:32. | :02:37. | |
this evening. Those strong winds and high tides are forecast across this | :02:38. | :02:41. | |
weekend. These are students probably expected | :02:42. | :02:46. | |
to be having more fun on a Friday. Packing for higher ground has become | :02:47. | :02:51. | |
a regular occurrence. This is the third time this student has had to | :02:52. | :02:59. | |
leave his room. It is exciting. Perhaps the excitement last thing | :03:00. | :03:03. | |
too long now. Just hopefully it will pass and we don't have another crazy | :03:04. | :03:09. | |
winter. Aberystwyth University says it is better to be safe than sorry. | :03:10. | :03:19. | |
One of the areas I teach is natural events and many people can get | :03:20. | :03:24. | |
killed. What is key to these is when authorities have the information | :03:25. | :03:27. | |
they needed but are afraid to make that decision. We are not prepared | :03:28. | :03:34. | |
to take that risk. More severe weather is the last thing this town | :03:35. | :03:39. | |

the high spring tides once every month but it is augmented by these | :03:58. | :04:01. | |
strong winds which are going to drive the waves onshore and then the | :04:02. | :04:05. | |
low pressure system that goes through at the same time, if those | :04:06. | :04:10. | |
happen at the same time, the sea levels will rise, the wind will push | :04:11. | :04:14. | |
it on shore and the effects can be much more damaging. Across Wales, | :04:15. | :04:18. | |
preparations have been made for this weekend. In this area, 500 sandbags | :04:19. | :04:27. | |
have blocked a gap in sea defences while in Fishguard, these bags have | :04:28. | :04:32. | |
been placed in the lower town to protect properties. | :04:33. | :04:40. | |
You might just be able to see behind me that the construction workers are | :04:41. | :04:43. | |
just putting away their work for this evening. They have been working | :04:44. | :04:50. | |

Natural Resources Wales are reaching people to stay away from the coast | :05:01. | :05:06. | |
and I and across the weekend. The deputy head of a Cardiff | :05:07. | :05:09. | |
comprehensive school has pleaded guilty to three charges of | :05:10. | :05:13. | |
voyeurism. 47-year-old Gareth Williams has been remanded in | :05:14. | :05:17. | |

47-year-old Gareth Williams arrived at Cardiff Magistrates' Court this | :05:27. | :05:29. | |
morning to face three charges of voyeurism. He has been in custody | :05:30. | :05:35. | |
since his arrest last week. He is the deputy head of Ysgol Glantaf in | :05:36. | :05:40. | |
Cardiff. The offences did not take place at the school where he worked | :05:41. | :05:44. | |
but he was suspended from his post after being arrested on the criminal | :05:45. | :05:48. | |
charges. During the brief hearing, Gareth Williams spoke only to | :05:49. | :05:52. | |
confirm his name, age and address and to plead guilty to three charges | :05:53. | :05:57. | |
of recording another person during a private act without their consent | :05:58. | :06:01. | |
for the purpose of sexual gratification. The court heard how | :06:02. | :06:04. | |
South Wales Police recovered a camera concealed in a toilet and | :06:05. | :06:09. | |
memory sticks with recordings of five children. He was remanded in | :06:10. | :06:14. | |
custody and will appear at Cardiff Crown Court to be sentenced on | :06:15. | :06:20. | |
February 21. A week after the announcement that | :06:21. | :06:22. | |
Withybush Hospital in Pembrokeshire is to close specialist baby care | :06:23. | :06:26. | |
services, the health board has now confirmed 24-hour paediatric cover | :06:27. | :06:28. | |

analysing samples of the substances sent to them anonymously and | :06:51. | :06:55. | |
publishing the results. But it's been criticised by opposition | :06:56. | :06:59. | |

34-year-old used legal highs too. He is clean now but is concerned about | :07:40. | :07:44. | |
the side-effects on others. Your family don't want to see right back, | :07:45. | :07:48. | |
sat in the living room dribbling. The reaction is that song and | :07:49. | :07:52. | |
severe, you don't know what is going to come next. Support workers share | :07:53. | :07:57. | |
those concerns about younger people trying them because they are easily | :07:58. | :08:01. | |
available. Young people have indicated that people as young as 11 | :08:02. | :08:05. | |
and 12 have tried these substances which is quite alarming. More people | :08:06. | :08:12. | |
are being referred for help at clinics like this across Wales. I | :08:13. | :08:18. | |
want to know how easy it can be to get hold of them. Just a short walk | :08:19. | :08:24. | |
away, I found a shop selling legal highs. There are plenty of this | :08:25. | :08:30. | |
across Wales and on the Internet. This imitates cannabis. I bought it | :08:31. | :08:35. | |
from that shop for ?8. I want to know exactly what is in it. This | :08:36. | :08:40. | |
project, backed by the Welsh government, tests samples of the | :08:41. | :08:44. | |
drug centre them anonymously by people across Wales. They publish | :08:45. | :08:48. | |
what chemicals are in them on the website along with reported | :08:49. | :08:52. | |
side-effects. Sometimes illegal drugs are mis-sold as being legal. | :08:53. | :08:58. | |
Accurate information about what is out there, what is contained in | :08:59. | :09:02. | |
substances that people are able to buy quite readily, and enabling them | :09:03. | :09:09. | |
to make informed choices. Could you test something that we managed to | :09:10. | :09:13. | |
purchase as a so-called legal high? Absolutely. These are the elements | :09:14. | :09:21. | |
my Sample was made up of. Look how little has been changed from another | :09:22. | :09:25. | |
substance which is illegal. Not everyone is happy with this free | :09:26. | :09:30. | |
testing service in Wales. It has the potential for abuse. Drug dealers | :09:31. | :09:34. | |
could use it to gold standardise their product. It is anonymous if | :09:35. | :09:41. | |
you use it. It is very important for us to be able to identify these | :09:42. | :09:44. | |
substances, find out what is in them, find out what harm they can | :09:45. | :09:48. | |
cause and then disseminate that information. The scheme is unique to | :09:49. | :09:56. | |
Wales but it may be some time before we know if this approach can reduce | :09:57. | :10:00. | |
the problems substances like these can cause. | :10:01. | :10:03. | |
Council leaders are calling for urgent talks with the First Minister | :10:04. | :10:06. | |
Carwyn Jones in order to put forward alternative proposals for council | :10:07. | :10:09. | |
reorganisation. All 22 councils met for the first time today to discuss | :10:10. | :10:12. | |
