A six-day-old baby has died suddenly at a house in Carmarthenshire. | :01:13. | :01:17. | |
Police have seized the family's pet dog. Eliza-Mae Mullane was flown by | :01:18. | :01:21. | |
air ambulance from her home in Pontyberem, near Cross Hands, to the | :01:22. | :01:24. | |
University of Hospital in Cardiff this morning. The dog, an Alaskan | :01:25. | :01:31. | |
Malamute, is not a banned breed. Our reporter Cemlyn Davies is in | :01:32. | :01:42. | |
Pontyberem. As you can see, the police are still | :01:43. | :01:46. | |
here this evening. They have been here since the alarm was raised by | :01:47. | :01:52. | |
the mother early this morning. We understand Eliza-Mae 's brother and | :01:53. | :01:56. | |
sister were also in the house when the emergency service arrived. And | :01:57. | :02:03. | |
this evening, they are being cared for and supported by family liaison | :02:04. | :02:06. | |
officers. Police investigations have been | :02:07. | :02:11. | |
continuing all day following the tragic death of a baby girl who was | :02:12. | :02:17. | |
less than a week old. Her name was Eliza-Mae. She was the daughter of | :02:18. | :02:22. | |
Sharon John and Patrick Mullane. The emergency services were called | :02:23. | :02:28. | |
shortly before 8:30am and Eliza-Mae was taken by helicopter to the | :02:29. | :02:31. | |
University Hospital of Wales in Cardiff but sadly doctors there were | :02:32. | :02:37. | |
not able to save her. We are the early stages of investigating. Our | :02:38. | :02:40. | |
hearts as individuals and as a police service go out to the parents | :02:41. | :02:45. | |
and the wider community. As you can imagine, they are hugely distressed. | :02:46. | :02:50. | |
We have specially trained liaison officers helping the family through | :02:51. | :02:55. | |
this time. The first response car was going down the street. A whole | :02:56. | :03:00. | |
pile of police and other vans and vehicles. And then there was the dog | :03:01. | :03:07. | |
vehicle. It was just crawling with police and then they cordoned it | :03:08. | :03:13. | |
off. There was some so much going on. When there is a baby involved | :03:14. | :03:19. | |
with that, it is terrible. It isn't the newcomer greedy take in. This | :03:20. | :03:26. | |
lady came to leave flowers. Gemma Prosser knew the family and the | :03:27. | :03:32. | |
dog. It was a normal dog, very friendly. | :03:33. | :03:36. | |
I do not think they will get over it. I don't think anyone could get | :03:37. | :03:41. | |
over anything like this. The family dog has been seized by police as | :03:42. | :03:44. | |
part of their enquiries. It is an Alaskan Malamute, a popular breed of | :03:45. | :03:52. | |
domestic dog which is not on the banned list. But it can be | :03:53. | :03:55. | |
dangerous. It is a sled dog, one of the old Arctic sled dogs and it is a | :03:56. | :04:01. | |
fairly powerful dog. It is heavy boned, heavy body. It can grow to a | :04:02. | :04:08. | |
weight of between 85 and ?125. Renowned to be an affectionate dog, | :04:09. | :04:20. | |
very loyal. This child was attacked in 2011. He suffered severe bite | :04:21. | :04:25. | |
marks to his face and will bear the psychological scars for the rest of | :04:26. | :04:29. | |
his life. Since then, his parents have been campaigning for new laws | :04:30. | :04:35. | |
to control Dangerous Dogs Act he also believes dog owners need better | :04:36. | :04:40. | |
education and training. It was a horrifying attack to my son. It is | :04:41. | :04:45. | |
coming back to the memory always. This can be prevented. We should | :04:46. | :04:51. | |
take responsibility. Changing the law will help prevent dog attacks. | :04:52. | :04:57. | |
Back in the village of Pontyberem, the community are still coming to | :04:58. | :05:01. | |
terms with what has happened. And everyone's thoughts are with the | :05:02. | :05:09. | |
family of six-day-old Eliza-Mae. This has obviously been an awful | :05:10. | :05:12. | |
shock for the whole community. Absolutely. This is an awfully close | :05:13. | :05:18. | |
knit community where everybody knows everybody and I have spent the day | :05:19. | :05:23. | |
here speaking to everybody and everyone has said they cannot | :05:24. | :05:25. | |
believe what has happened to such a young baby girl. She was just six | :05:26. | :05:33. | |
days old, of course. The night, the community is pledging its support to | :05:34. | :05:38. | |
the family and we have had a fresh statement from the police as saying | :05:39. | :05:40. | |
the parents are obviously distraught. The police say they are | :05:41. | :05:45. | |
not in a business in yet to confirm the exact cause of death -- a | :05:46. | :05:50. | |

Avon and Somerset Police have charged the chief executive and | :05:54. | :05:56. | |
deputy chief executive of Caerphilly Council with misconduct in a public | :05:57. | :06:00. | |
office. It follows payments and pay rises made back in 2012. The head of | :06:01. | :06:05. | |
legal services at the authority, Daniel Perkins, has also been | :06:06. | :06:09. | |
summoned to appear in court. Our Gwent Valleys reporter Paul Heaney | :06:10. | :06:16. | |
joins me now. These charges relate to events from | :06:17. | :06:22. | |
some time ago. Yes, they relate to what is alleged to have happened | :06:23. | :06:26. | |
between July and October in 2012, more than a year ago now. During | :06:27. | :06:32. | |
that time, the chief executive Anthony O'Sullivan and other chief | :06:33. | :06:35. | |
executives were awarded pay increases of up to ?27,000. A | :06:36. | :06:40. | |
stunning report, -- based on a report, it was given the go-ahead. | :06:41. | :06:45. | |
When that decision became public knowledge, some months later, staff | :06:46. | :06:52. | |
protested and that led to the council reversing the original | :06:53. | :06:55. | |
decision and awarding lower pay rises. But that was not the end of | :06:56. | :07:00. | |
the matter. The Wales Audit Office looked into the matter and published | :07:01. | :07:04. | |
a report of their own. At that one, the police were brought in to | :07:05. | :07:08. | |
investigate and Anthony O'Sullivan and his deputy were arrested. They | :07:09. | :07:12. | |
have been suspended from their jobs since March of last year on full | :07:13. | :07:16. | |
pay. And now they will end up in court facing charges. There is a | :07:17. | :07:21. | |
vision David Dunn sounded is in the public interest to charge the two | :07:22. | :07:27. | |
men with misconduct -- there is sufficient evidence. | :07:28. | :07:32. | |
Another man has been summoned to appear in court for the same | :07:33. | :07:35. | |
offences. The council in the meantime is said to be making | :07:36. | :07:38. | |
improvements anyway it is run, that is according to the Wales Audit | :07:39. | :07:42. | |
Office. But they point out there is some way to go before they can | :07:43. | :07:46. | |

A coroner has ruled that a nine-year-old girl who drowned while | :07:50. | :07:52. | |

and emergency, unable to deliver patients, unable to respond to other | :08:57. | :09:00. | |
calls coming in. It is stressful all round. A Freedom of information | :09:01. | :09:04. | |
request reveals the amount of time and then screws are waiting outside | :09:05. | :09:08. | |
hospitals is on the rise. So to the number of staff of sick because of | :09:09. | :09:13. | |
stress. Tina is one of them. A paramedic from the Central and West | :09:14. | :09:17. | |
region who wanted to remain anonymous. I think it was constant | :09:18. | :09:20. | |
pressure of trying to hit targets and trying to be somewhere else when | :09:21. | :09:23. | |
you are already dealing with one patient. You are not getting time to | :09:24. | :09:27. | |
clear your head between one patient and another. You have not got the | :09:28. | :09:33. | |
time to think. And it was getting home and just being useless to man | :09:34. | :09:37. | |
nor beast. You just could not function as a human being. Just a | :09:38. | :09:41. | |
shell. The service has the highest sickness level within the NHS in | :09:42. | :09:47. | |
Wales. A rate of 7.53%. Compare that to another front-line service, the | :09:48. | :09:51. | |
police force, and their average works out at almost half that. The | :09:52. | :09:55. | |
figures are cultivated as the number of hours lost and when you look | :09:56. | :10:00. | |
closely, stress is a second most common reason given for absence. In | :10:01. | :10:07. | |
2011-12, there were 9667 hours lost because of stress. In 2013, that | :10:08. | :10:20. | |
figure had risen. Workers claim managers are not | :10:21. | :10:23. | |
recruiting enough staff to plug the gaps and are relying on people to | :10:24. | :10:27. | |
work overtime. Unions say the problem is so bad, some are now | :10:28. | :10:30. | |
putting in personal injury claims for combination -- compensation. | :10:31. | :10:37. | |
Certainly there is an increase in the number of paramedics and | :10:38. | :10:41. | |
technicians coming to us and asking what medical recourse they can have | :10:42. | :10:45. | |
for how they feel. Plans to reduce in a broth hospitals means that | :10:46. | :10:50. | |
ambulances will have to travel further. | :10:51. | :10:56. | |
The calls come in and you just hope it is not your own family. I know | :10:57. | :11:00. | |
that sounds callous but you know what is happening behind the scenes. | :11:01. | :11:10. | |
500 909 calls coming to this control room every day. With changes ahead, | :11:11. | :11:16. | |
managers accept they do need more resources. We will need to provide | :11:17. | :11:23. | |
more training and improve skills of staff so they can provide the care | :11:24. | :11:26. | |
to patients that they are moving over a long period of time. I am not | :11:27. | :11:33. | |
saying there will not be more cruise or paramedics. We have identified | :11:34. | :11:35. | |
that if those services are moving, we will need more staff. Coping | :11:36. | :11:40. | |
under pressure has always been part of the job. But the growing cost of | :11:41. | :11:45. | |
a stressed and sick workforces growing harder to manage. | :11:46. | :11:49. | |

calls for an inquiry into claims the rock star could have been stopped | :12:25. | :12:26. | |
earlier. Watkins, from Pontypridd, was jailed for 29 years in December, | :12:27. | :12:30. | |
after admitting a catalogue of serious sex offences involving | :12:31. | :12:41. | |
children. Tim Rogers reports. Ian Watkins and two women were | :12:42. | :12:44. | |
jailed for the most horrific crimes against children last December. We | :12:45. | :12:49. | |
have new evidence that as well as the police, social services were | :12:50. | :12:54. | |

2008. This woman says she repeatedly told social services about her fears | :13:03. | :13:09. | |
concerning his behaviour. It was repeated calls about the same | :13:10. | :13:12. | |
little girl overtime. Every time I knew that my complaints were not | :13:13. | :13:16. | |
going anywhere with the police, I would back it up by calling social | :13:17. | :13:21. | |
services and saying, can't you do anything to do -- about this? She | :13:22. | :13:31. | |
also says she sent a copy of this photograph, it shows a young girl of | :13:32. | :13:35. | |
about four years of age who is holding a photo frame with the | :13:36. | :13:39. | |
picture of a scantily clad woman. On top of the frame is a razor blade | :13:40. | :13:47. | |
and a thin line of white powder. In her other hand, the girl is holding | :13:48. | :13:54. | |
a rolled up ?20 note. She says Watkins told her the white powder | :13:55. | :13:57. | |
was cocaine. We have spoken to the girl 's father who says he also went | :13:58. | :14:02. | |
to social services and the police and says when he reported his | :14:03. | :14:05. | |
concerns to police he was told not to pursue it any more because it | :14:06. | :14:10. | |

which concentrates on applying what children are taught to everyday | :18:29. | :18:31. | |
situations. So how could that work in Wales? Our Education | :18:32. | :18:39. | |
correspondent, Arwyn Jones reports. In December when the latest sets of | :18:40. | :18:43. | |
PISA results came out, it was disappointing news for Wales. Each | :18:44. | :18:47. | |
area is given a score, Wales stayed pretty much the same but other parts | :18:48. | :18:52. | |
of the world race to health. -- raced ahead. We were the three | :18:53. | :18:58. | |
subjects covered by the tests. But one is about a lot more than league | :18:59. | :19:03. | |
tables. One of the things the PISA results revealed is there is a | :19:04. | :19:08. | |
worldwide shift away from just knowledge-based education to how | :19:09. | :19:11. | |
children can use that knowledge and apply it to real-world scenarios and | :19:12. | :19:14. | |
in Wales, the results revealed we do not do that so well. | :19:15. | :19:24. | |
High-end microchipped IE produced here in Cardiff. They imply maths | :19:25. | :19:28. | |
and physics graduates but need staff to apply their knowledge to suit | :19:29. | :19:33. | |
their unique work. And that is what PISA tests demonstrate. The | :19:34. | :19:36. | |
Education Minister now wants that to be weaved into the curriculum in | :19:37. | :19:39. | |
Wales. The ambition is that we will tie | :19:40. | :19:44. | |
ourselves much more cleanly with what companies like this one are | :19:45. | :19:49. | |
really looking for. So that I young people can compete. | :19:50. | :19:55. | |
That kind of teaching would be a step away from how pupils learn at | :19:56. | :19:59. | |
the moment. Most concentrate on Di jesting information. We do have PISA | :20:00. | :20:06. | |
style methods because we have literacy and numeracy lessons. But | :20:07. | :20:09. | |
should not be the only method in which we teach the children. And it | :20:10. | :20:14. | |
is important they have the extensive curriculum given to them. As more | :20:15. | :20:20. | |
and more companies rely on technical skills rather than just knowledge, | :20:21. | :20:25. | |
making sure our schools can react to that could be key to our future | :20:26. | :20:27. | |
economic success. The former Swansea manager Michael | :20:28. | :20:30. | |
Laudrup has described the club's reasons for sacking him as silly. | :20:31. | :20:33. | |
The Dane spoke out at a press conference in London today, exactly | :20:34. | :20:36. | |
