Good evening. Head teachers from across Wales have raised concerns | :01:18. | :01:21. | |
over the unexpectedly low grades, for GCSE English language exams, sat | :01:22. | :01:26. | |
by pupils earlier this year. Teaching Unions say the results were | :01:27. | :01:30. | |
far below what was expected. Tonight, teachers and pupils have | :01:31. | :01:33. | |
told Wales Today they're shocked and can't understand what's gone wrong. | :01:34. | :01:36. | |
Here's our education correspondent, Arwyn Jones. | :01:37. | :01:47. | |
Last August, sunny days and happy peoples. As GCSE results came out, | :01:48. | :01:50. | |
they were warmly welcomed as the best performance the years. Today, | :01:51. | :01:55. | |
near the weather nor the results could have been more difficult. -- | :01:56. | :02:01. | |
different. Pupils who sat the exam in January have been getting their | :02:02. | :02:03. | |
results but there has been disappointment all round. We are | :02:04. | :02:08. | |
beginning to get a flood of concern, that has spread across the four | :02:09. | :02:12. | |
parts of Wales. It also covers different types of schools. Schools | :02:13. | :02:17. | |
in affluent areas and also in areas of deprivation. A picture is | :02:18. | :02:20. | |
beginning to emerge and it is not pretty. Pupils showed their anger on | :02:21. | :02:23. | |
social media websites. These were all messages on Twitter. | :02:24. | :02:41. | |
There were many other comments but the language used was far too | :02:42. | :02:45. | |
colourful to broadcast. What we need to ask ourselves is how the brighter | :02:46. | :02:52. | |
tried to persuade us to follow them. Any schools can put pupils forward | :02:53. | :03:00. | |
to have early exams, it can free up time to study other subjects before | :03:01. | :03:05. | |
summer. But it will be scrapped next year. At this school, pupils have | :03:06. | :03:11. | |
not yet got their results, staff are releasing them tomorrow with the | :03:12. | :03:17. | |
letter explaining what happened. This is -- our results were | :03:18. | :03:20. | |
significantly bad at them we -- worse than we were expecting, all | :03:21. | :03:27. | |
our internal data suggested they should be much better. From the | :03:28. | :03:34. | |
children going from the top to bottom grades, they were all too or | :03:35. | :03:39. | |
three or even four grades below what they were expecting. There were | :03:40. | :03:43. | |
concerns these results could prevent the students getting the grades they | :03:44. | :03:48. | |
want in the summer. The exam is worth 40% of our final grade. It | :03:49. | :03:51. | |
makes me quite nervous because whatever grade I will have is going | :03:52. | :03:56. | |
to impact me further down the line whether that is a levels, degrees, | :03:57. | :04:06. | |
my university choice. I haven't disappointing the work the -- I am | :04:07. | :04:08. | |
disappointed the work people are putting, it will not be a high grade | :04:09. | :04:12. | |
as they thought. They have been disappointed by the exam board. So | :04:13. | :04:16. | |
what has gone wrong? There could be possible answers according to the | :04:17. | :04:21. | |
body that that the exams. There is now a different emphasis on what | :04:22. | :04:25. | |
counts towards the exams. Accuracy now accounts for 50% of the | :04:26. | :04:29. | |
available marks for writing wet as it was previously contributing 30%. | :04:30. | :04:37. | |
As a result, the proportion of candidates getting a grade C has | :04:38. | :04:42. | |
fallen from 23% to 5%. Where teachers made aware of the changes? | :04:43. | :04:47. | |
Another explanation could be more people sitting early exams. The | :04:48. | :04:52. | |
number taking GCSE English language in January has increased from an | :04:53. | :04:55. | |
18,000 last year to well over 22,000 this year. All of these changes | :04:56. | :05:00. | |
according to the Welsh government means it will be misleading to | :05:01. | :05:03. | |
compare this year 's result of last year. They declined our request to | :05:04. | :05:08. | |
be interviewed on camera. January's in this language exams were unique | :05:09. | :05:11. | |
to Wales for the first time. It was meant to be a way of avoiding the | :05:12. | :05:15. | |
regrading fiasco we saw two years ago but now that is exactly what I'm | :05:16. | :05:24. | |
teaching unions are calling for. We can discuss some of the details | :05:25. | :05:27. | |
in that report with the chief executive of the exam board who | :05:28. | :05:32. | |
accept the exams, Gareth Peirce. I'll guess first of all, to the many | :05:33. | :05:37. | |
people at home wondering what has happened here, what has gone wrong? | :05:38. | :05:43. | |
We sympathise with anyone who has disappointing results. There are | :05:44. | :05:46. | |
standard routes for people to enquire about individual result and | :05:47. | :05:49. | |
we expect to have requests through that route. It is the change that we | :05:50. | :05:53. | |
need to understand. The significant change in the demand and nature of | :05:54. | :05:58. | |
the demand, in response to the Welsh government's desire to strengthen | :05:59. | :06:01. | |
these qualifications. The Welsh government asked you to strengthen | :06:02. | :06:07. | |
the qualifications, more emphasis on accuracy and sentence structure. As | :06:08. | :06:10. | |
I communicate it to the teachers themselves, do they know that was | :06:11. | :06:14. | |
happening? Yes, it was relocated as far back as autumn 2012. So these | :06:15. | :06:21. | |
exams were 18 months on from that. -- that was communicated. The | :06:22. | :06:26. | |
January series is early in the year 11 experience and the maturity of | :06:27. | :06:30. | |
the pupils. We have got to be careful not to overreact on these | :06:31. | :06:33. | |
results because the statistical trend across Wales is not that | :06:34. | :06:36. | |
different from what we would have expected with increased and | :06:37. | :06:39. | |
different demands and an unexpected increase in entry. We have heard | :06:40. | :06:47. | |
from NT headteachers saying that the results did not reflect what they | :06:48. | :06:50. | |
were expecting from their peoples. Something must have done wrong. We | :06:51. | :06:54. | |
have had correspondence from a small number of schools who are reporting | :06:55. | :06:57. | |
much larger changes than the national pattern and we are looking | :06:58. | :07:01. | |
forward to exploring in great detail, including the enquiries, to | :07:02. | :07:08. | |
asking our examiners to look again. I must emphasise that is a small | :07:09. | :07:11. | |
number of schools. The majority follow the national pattern which I | :07:12. | :07:15. | |
would say is not unexpected giving increase in entries and a | :07:16. | :07:18. | |
substantial change in the nature of the demand. You say that some | :07:19. | :07:23. | |
schools have not followed the normal pattern, will there be regrading for | :07:24. | :07:26. | |
those schools? The process is an enquiry, various checks can be made | :07:27. | :07:31. | |
and there is a possibility of a school asking us to mark again. We | :07:32. | :07:35. | |
do not want to rush into that process before exploring very | :07:36. | :07:39. | |
carefully with any school, because that is a time-consuming activity. | :07:40. | :07:43. | |
Thank you for your time. An extra ?4.2 million has been | :07:44. | :07:46. | |
promised by the Welsh government to repair the country's battered flood | :07:47. | :07:50. | |
defences. Councils applied for help after the wettest winter on record | :07:51. | :07:56. | |
here. The money is going directly to local authorities on top of ?3 | :07:57. | :07:59. | |
million already promised. Conwy Council is to get the lion's share | :08:00. | :08:03. | |

on the North Shore, the beach material has been scoured away. That | :09:59. | :10:03. | |

force of the next storm will be much greater when it hit the shore. | :10:08. | :10:16. | |
Restoring the beach will mean restoring one and a half thousand | :10:17. | :10:24. | |
tonnes of shingle. Four 1000 homes will be protected. This winter 's | :10:25. | :10:27. | |
storms and high tides were exceptional, the damage will be | :10:28. | :10:30. | |
repaired. It is a short-term measure. In the long term, much more | :10:31. | :10:33. | |
money will have to be sent. The High Court has quashed the | :10:34. | :10:36. | |
decision by a state-owned savings bank to withdraw its Welsh language | :10:37. | :10:39. | |
service saying it was unlawful. National Savings and Investments | :10:40. | :10:42. | |
dropped its Welsh service last April saying it wasn't an effective use of | :10:43. | :10:46. | |
public money. The bank says it's now working to re-instate its Welsh | :10:47. | :10:52. | |
service. This was after a legal challenge from the Welsh language | :10:53. | :10:59. | |
Commissioner. The key message is, Welsh language services are really | :11:00. | :11:02. | |
important for people who use those services, whether they are coming | :11:03. | :11:05. | |
from Westminster, or coming from Wales. And in delivering those | :11:06. | :11:10. | |
services, people need to have security that they are going to be | :11:11. | :11:12. | |
there. The value of exports from Wales last | :11:13. | :11:16. | |
year were up by ?1.5 billion latest figures have shown. Goods worth | :11:17. | :11:19. | |
?14.8 billion were sent around the world, an increase of just over 11% | :11:20. | :11:23. | |
compared to the UK as a whole at 0.4%. The United Arab Emirates is | :11:24. | :11:30. | |
now our third largest export partner behind Ireland and America. Our | :11:31. | :11:34. | |

are, and export led growth is almost holy Grail territory in terms of | :11:44. | :11:50. | |
economic, recovery. It is a great generator of wealth. Within the | :11:51. | :11:53. | |
sector, transport and machinery, much of that is manufacturing. So it | :11:54. | :11:59. | |
could be a balanced recovery. The first Minister Carwyn Jones is | :12:00. | :12:03. | |
specifically saying it is down to old-fashioned pressing the flesh and | :12:04. | :12:06. | |
putting in the air miles in trade missions around the world. I do | :12:07. | :12:12. | |
detect a step change here. This has been difficult territory for the | :12:13. | :12:15. | |
Welsh government for many years. Really since the abolition of the | :12:16. | :12:19. | |

things now, and say those trade missions are also being successful | :12:24. | :12:29. | |

Carwyn Jones. When he spoke about the figure today, he gave a nod to | :12:42. | :12:46. | |
the past and how they are affecting what is going on. In the old days, | :12:47. | :12:52. | |
20 years ago, the WDA would say, come to Wales, come to the table and | :12:53. | :12:56. | |
people would pay less than anywhere else. Unless you want to go back | :12:57. | :12:59. | |
there we have to think of something new, so we are saying, the skills | :13:00. | :13:03. | |
are here that you need, aerospace, automotive, creative industries. If | :13:04. | :13:08. | |
you are in construction, defence, life sciences, you can come to | :13:09. | :13:15. | |
Wales. So how sustainable is this? In the past, you have a decent set | :13:16. | :13:18. | |
of economic data like this, politicians are not afraid to jump | :13:19. | :13:23. | |
on board but there would be a cautionary note, because obvious | :13:24. | :13:26. | |
reasons, economic data has not been a friend of Welsh politicians in the | :13:27. | :13:31. | |
past. There is certainly a narrative trying to be created by Carwyn Jones | :13:32. | :13:35. | |
at the moment to the extent where he is talking about Wales leading the | :13:36. | :13:39. | |
economic recovery around the UK, trying to change the narrative | :13:40. | :13:43. | |
coming from Westminster and the Conservatives, particularly in the | :13:44. | :13:46. | |
fields of public services, that Wales is some kind of failed state. | :13:47. | :13:52. | |
It's been described as the biggest transformation in the way medical | :13:53. | :13:55. | |
students are educated here since Wales biggest medical school was | :13:56. | :13:57. | |
established 90 years ago. Students at Cardiff University School of | :13:58. | :14:00. | |
Medicine now follow a brand new curriculum which aims to give them | :14:01. | :14:03. | |
more opportunity, even in their first year, to get out from the | :14:04. | :14:07. | |
lecture halls and train in Welsh communities with real patients. The | :14:08. | :14:10. | |
hope is eventually to persuade more medical graduates to stay in Wales | :14:11. | :14:16. | |
to develop their careers. Training the doctors of tomorrow. | :14:17. | :14:21. | |
This dummy has the symptoms of a severe asthma attack. It is so | :14:22. | :14:27. | |
sophisticated, it can even let me students know how well they are | :14:28. | :14:33. | |
doing. I can't breathe. Even with the latest technology, there is | :14:34. | :14:37. | |
argued there is no subject for meeting real patient as quickly as | :14:38. | :14:41. | |
possible. And it is happening here at this GP surgery. The skills of | :14:42. | :14:50. | |
the first-year medics are being giving a test. It gives you an | :14:51. | :14:54. | |
eye-opener of however thing works in the community, how GPs work with | :14:55. | :14:58. | |
patients and families, dealing with various diseases. Initially I | :14:59. | :15:02. | |
thought they would be nervous. And is it too soon? Having seen it | :15:03. | :15:06. | |
progress, I think it is brilliant, it is going to set them in good | :15:07. | :15:11. | |
stead. It is not a new concept, other medical schools offer patients | :15:12. | :15:17. | |
early contact with students. Cardiff University says it has learned from | :15:18. | :15:21. | |
the best courses around the globe and by giving students more exposure | :15:22. | :15:25. | |
to the Welsh NHS earlier, it is hoped more than will be dented to | :15:26. | :15:28. | |
stay on here when they do on here when they modify. That, it is | :15:29. | :15:32. | |
claimed, could address problems like a shortage of GPs. -- they will be | :15:33. | :15:42. | |

So what is the view of the fledgling medics? I think it is a lot better | :16:08. | :16:14. | |
to actively learn, rather than sit in lectures. Think when you are | :16:15. | :16:19. | |
choosing the medical School, the most important thing is how good a | :16:20. | :16:22. | |
doctor you will be when you come out of it. I think the course will make | :16:23. | :16:26. | |
me the best doctor I can become. Having experienced the world | :16:27. | :16:30. | |
community and Welsh NHS, I definitely closer to stay here. | :16:31. | :16:35. | |
Nobody claims this curriculum will on its own solve the difficulties of | :16:36. | :16:39. | |
attracting more doctors to Wales. It is hoped it can be at least part of | :16:40. | :16:43. | |

Mr Parry Jones. If you remember, this relates back to an issue that | :17:33. | :17:35. | |
emerged last September when the both Chief Executive 's temperature and | :17:36. | :17:39. | |
Carmarthenshire were shown to take advantage of a tax scheme which | :17:40. | :17:44. | |
meant they paid less tax on their pensions by excepting cash is the | :17:45. | :17:51. | |
deploy -- accepting cash instead of employer contributions, a move which | :17:52. | :17:54. | |

you. After a two-hour debate, the motion of no-confidence failed by 23 | :18:55. | :19:04. | |
votes to 30 with five councillors at Benning. The council leader was | :19:05. | :19:07. | |
relieved but said he had heard the clear message of moral indignation. | :19:08. | :19:11. | |
I think we will reflect on that and ensure that we give consideration to | :19:12. | :19:16. | |
the way that we are perceived and not only that, I think the comments | :19:17. | :19:21. | |
I made earlier about the openness and accountability that the | :19:22. | :19:25. | |
authority now operates under, this is three years ago, the decision was | :19:26. | :19:29. | |

they have drawn a line under this. In the end today they were there to | :19:41. | :19:43. | |
pass a budget which is what they were there for. That got through, | :19:44. | :19:49. | |
and I think it is still said that ratepayers in Pembrokeshire pay the | :19:50. | :19:53. | |
least council tax in Wales. The council leadership will be saying | :19:54. | :19:57. | |
there is a lot to move on to now. As part of this debate, we did hear | :19:58. | :20:00. | |
that although there will be no further legal case from the Wales | :20:01. | :20:04. | |
audit office, Pembrokeshire Council alone have already spent ?27,000 | :20:05. | :20:08. | |
offending their case against the world 's audit office before | :20:09. | :20:14. | |
eventually backing down. -- the Wales audit office. There is clearly | :20:15. | :20:18. | |
a lot of unease about the way the council is run here and the way | :20:19. | :20:20. | |
people held to account. Gwynedd councillors have approved a | :20:21. | :20:23. | |
council tax increase of 3.9% for the next financial year. The authority | :20:24. | :20:29. | |
says it'll go towards bridging the shortfall, caused by a reduction in | :20:30. | :20:33. | |
government funding. Several Welsh councils have already approved | :20:34. | :20:42. | |
similar increases. Some news reaching us in the last | :20:43. | :20:49. | |
few minutes, police say a man has been arrested following an incident | :20:50. | :20:56. | |
