precaution. South-westward Wales police say they have also stepped up | :04:33. | :04:33. | |
security as a precaution. Let's speak to our parliamentary | :04:34. | :04:34. | |

as events unfolded. I'm about 200 metres from the scene | :04:38. | :04:49. | |
of the attack, that's about as close as we can get because the police | :04:50. | :04:53. | |
have thrown a giant called in and around Westminster tonight. The | :04:54. | :04:57. | |
attack happened when Parliament was at its busiest, on a Wednesday just | :04:58. | :05:01. | |
after PMQs when MPs had gone to vote. As we saw, David Davies was | :05:02. | :05:08. | |
very close to the scene of the attack. Other MPs were in the | :05:09. | :05:11. | |
chamber and told to stay there. There was a lockdown in the House of | :05:12. | :05:15. | |
Commons. The secretaries of state for Wales had been in a meeting with | :05:16. | :05:18. | |
the Prime Minister and other colleagues. He was told to stay in | :05:19. | :05:22. | |

got through the first layer of security and although there is that | :06:34. | :06:38. | |
sense of shock, there will be big questions for the Parliamentary | :06:39. | :06:43. | |
authorities to ask and answer. About the attack that has left four people | :06:44. | :06:44. | |

by the Ministry of Justice. It's understood it'll | :06:55. | :06:56. | |

clear how it will look but it is believed it will be big enough for | :07:25. | :07:30. | |
up to 1600 inmates, serving shorter sentences for violent, drug related, | :07:31. | :07:35. | |
or sexual offences. But it would not be suitable in an open prison. On | :07:36. | :07:39. | |
the high streets, there were mixed feelings about the news. I don't | :07:40. | :07:44. | |
think they should come here. Find somewhere else. There will be work | :07:45. | :07:49. | |
during construction and work afterwards. Seems like a good sign | :07:50. | :07:54. | |
to me. They have to go somewhere I suppose. If it's secure, there's no | :07:55. | :08:01. | |
problem, is there? Fair enough, you might say it is category three, but | :08:02. | :08:05. | |
there will be all sorts of people in there. It's unacceptable for the | :08:06. | :08:12. | |
area. The announcement comes just weeks after the U:K.'s biggest | :08:13. | :08:18. | |
prison opened in Wrexham. That the decay -- that came with the promise | :08:19. | :08:25. | |
of many new jobs. It is not yet clear new jobs will be created if | :08:26. | :08:34. | |
reports how that site goes ahead. With uncertainty at steel plants, | :08:35. | :08:38. | |
this new proposal promises thousands of more jobs in construction and | :08:39. | :08:42. | |
manufacturing. We need to ensure there are good local jobs both in | :08:43. | :08:46. | |
construction and in the running of the prison. We also need to ensure | :08:47. | :08:50. | |
that where the construction is taking place is being done with | :08:51. | :08:55. | |
local materials, that there is a local supply chain. I will write to | :08:56. | :08:58. | |
the Minister to day to make sure it is absolutely clear that we want to | :08:59. | :09:02. | |
see this being too benefit of the local economy. At Heath College, etc | :09:03. | :09:11. | |
but -- it's hoped it could be a valuable experience for apprentices. | :09:12. | :09:15. | |

needed. I don't think creating a massive prison like you see in | :09:48. | :09:52. | |
America is the answer. We should be looking at prison reform, taking | :09:53. | :09:55. | |
people out of the justice system and trying to help them before they | :09:56. | :09:59. | |
commit a crime. There's lots of people with mental health problems | :10:00. | :10:02. | |
going into the system that should not be. Speculation has been growing | :10:03. | :10:08. | |
about the future of some of is all the prisons, like Swansea and | :10:09. | :10:13. | |
Cardiff. -- like some of Wales's older presence. What is clear is | :10:14. | :10:20. | |
that the government is determined to start building here within the next | :10:21. | :10:21. | |
three years. Agencies working with drug users | :10:22. | :10:23. | |
in North Wales say so called new psychoactive substances | :10:24. | :10:26. | |
are proving tough to tackle. NPSs - which can leave users | :10:27. | :10:28. | |
slumped and unresponsive - are cheap and not necessarily | :10:29. | :10:30. | |
illegal. Earlier this month photographs | :10:31. | :10:35. | |
appearing to show people under the influence of the drugs | :10:36. | :10:38. | |
in Wrexham were shared widely. Those who've tried it say | :10:39. | :10:40. | |
they have had seizures, stopped breathing, forgotten | :10:41. | :10:53. | |
who they are, and heard voices. The appeal might be hard to see - | :10:54. | :10:56. | |
but the symptoms aren't. Muscle spasms, confusion and people | :10:57. | :10:59. | |
frozen like statues. This police footage from Wrexham | :11:00. | :11:13. | |
shows men apparently high The town recently became the focus | :11:14. | :11:15. | |
