The Swansea Bay City Region, which was signed off

by the Prime Minister today, is, according to its backers,

They claim it'll create 9,000 jobs across four counties,

Theresa May swept into the Liberty Stadium to sign off

It focuses on creating highly skilled well-paid jobs

This city region deal that we will be signing today

is a very good example of working together, a partnership

that can deliver that and prosperity and growth.

There are 11 main projects across the four counties including

?40 million for a health care and well-being village

and ?5 million for a new creative hub that will be home to S4C.

The company behind this building on Swansea University's Bay campus

will be one of the beneficiaries of the city deal.

They build homes and offices that power themselves.

This could be an example of one of the buildings of the future.

Electricity comes from the integrated solar roofs and it's

able to operate even on overcast days like this one.

The walls have been designed to provide

If you were to build a million buildings like this,

you would get in the order of three gigawatts of capacity.

That's equivalent to a large nuclear power station.

The ?15 million this Homes as Power Stations scheme gets

from the city deal will unlock a further ?60 million investment,

making it a business that can deliver not just

The city deal was originally billed as creating the Internet coast

by the technology billionaire Sit Terry Matthews,

Central to it was a cable under the sea, delivering

the fastest broadband speeds from New York to Swansea.

That's not part of the latest city deal.

There are changes to this city deal from what was first proposed

There's much more emphasis on building projects.

On the one hand, some people see that this has made the city

On the other hand, there are those who believe that it's lost part

This is strategy, "You build it, they will come."

It's been discreteted by economic development

organisations around the world, so the question is,

why are they doing it here in Swansea Bay?

Critics point to the Technium project as an example of how

They were centres targeted at supporting businesses

and creating science and technology jobs.

More than half closed down with questions over

whether they provided value for money.

What's important is the impact this will have on people

in the region, including here on the streets of Carmarthen.

It's important it comes this far west and I think,

even if it stays in Swansea, it will benefit this area.

I think they want to concentrate on shops that are closing here.

This is the vision for what the region will look

The real work starts now in making that a reality.

The Prime Minister also used her visit to Swansea to urge

That's going to be for the benefit of Wales and the whole UK.
