Dramatic footage has emerged from the Monmouth MP, David Davies,

moments after gunshots were first heard near to the House of Commons.

The Monmouth MP filmed this footage on his mobile phone.

He had been nearby when an intruder fatally stabbed a policeman before

Parliament went into lockdown with many MPs shut in the Commons Chamber

or told to stay in their offices for their own safety.

The shouting was a bit more serious than the usual protesters

I stopped at this moment with Grant and others,

we were looking around and then more shots.

I was hiding behind a pillar, this was the police shooting

at the assailant so we weren't in any immediate danger.

Kevin Brennan was among those locked in the chamber.

We came New Palace Yard and I suppose the incident that

occurred must have occurred seconds after I passed through that area

because by the time I got up to the voting lobbies in the Commons

they said stay here, do not leave the area,

The worst part was not knowing and then finding out that people

:02:38.:02:42.

were dying and you just felt guilt because we were in lockdown.

That wasn't danger, but other people had been dying out on the streets.

People had died trying to get to us and that was horrific.

Tonight Theresa May chaired a meeting of her Government's COBRA

The Welsh Secretary Alun Cairns had been in a meeting

with the Prime Minister only moments before the attack.

Like other ministers, he was told to stay in his Parliamentary office

Later, some MPs, peers and their staff, were evacuated

:03:13.:03:17.

to Westminster Abbey just across the road from

:03:18.:03:19.

The former Welsh Liberal Democrat leader, Lord German, tweeted these

Proceedings were in full flow at Cardiff Bay

but are being treated as a serious terrorist incident and in light

Now, the rest of the day's news and plans for a new prison

It's understood it'll be a Category C prison

with a capacity of up to 1,600 prisoners.

The proposed site is on land near the former Panasonic factory

It might not look like much right now, but the Ministry of Justice

hopes this 35 acres of former industrial land will be transformed

It's not clear how it will look, but it's believed it will be big

enough for up to 1,600 inmates, serving shorter sentences

:05:15.:05:16.

for violent, drug related or sexual offences, but who would not be

:05:17.:05:19.

On the high street in Port Talbot, there were mixed

I don't think they should come here. Find somewhere else.

There will be work on the construction and work afterwards.

The announcement comes just weeks after the UK's biggest prison HMP

That came with a promise of up to 1,000 jobs

It's not yet clear whether a similar number of new Prison Service jobs

will be created if the Port Talbot site goes ahead.

On the other hand, after a precarious 12 months

or so for many businesses in this town with job cuts and uncertainty

at the Tata steel plant this new proposal promises thousands more

jobs in construction and manufacturing.

At Neath College it's hoped the prison development could be

an opportunity for apprentices to gain valuable experience.

We've been waiting for news like this in Neath Port

We've got excellent students that come through here in terms of brick

work and the opportunity would be huge for them and the subcontracting

These plans are part of the UK Government's attempt

:06:31.:06:33.

to modernise its Prison Service, but any application to develop this

:06:34.:06:36.

land will come up against the usual planning procedures and it will face

:06:37.:06:39.

a full public consultation before the possibility of a single

:06:40.:06:41.

But when it comes to reforming our prisons some believe a totally

:06:42.:06:49.

I don't think creating a massive prison like you see

:06:50.:06:56.

We should be looking at prison reform, taking people out

:06:57.:06:59.

of the justice system, trying to help them before

In light of today's news, speculation has been growing

about the future of some of Wales' older prisons like Swansea

and Cardiff with overcrowding still a big issue.

Whether a new prison on this site will answer that

What is clear however, is the Government's determination

to start building here within the next three years.

The inquest into the death of a woman who was killed at a B

Agencies who work with drug users say Wrexham isn't unique,

Substance misuse seems to be more visible now in communities.

People seem a bit more careless, a bit less bothered about being seen

So we've got the public face of substance misuse which isn't

always something that the public want to see.

So I think that raises all sorts of challenges for us

as service providers as well, as to how we best work

But whether they're called Spice, Blue Cheese or Black Mamba,

the names and ingredients change regularly to stay ahead of the law.

Police say it's not knowing what's in them that

Those people who were previously heroin dependent are now trying

But the problem we've got now is we've got this collective group

of individuals who are coalescing together, who probably feel

persecuted by the authorities because they're moved

North Wales Police say the number of drug users here hasn't increased,

but the strength and variety of substances has.

A single hit can cost as little as ?1.

They're cheap, addictive and potentially lethal.

It's a growing problem with serious health risks.

All the agencies are working hard to clean up the streets.

Plaid Cymru's leader says she expects the party to make

But Leanne Wood admits there have been "ups and downs"

Before events in London this morning she launched Plaid's

There has been a full term of elections since I have been

It's five years since I have been leader of this party.

It has had its up and downs, but I think these council elections
