Concerns about how to handle severe mental illness at La Moye Prison.

:00:10.:00:13.

Unfortunately, because of the very rare occurrences of seriously

:00:14.:00:16.

mentally disordered prisoners, we are not able to provide

:00:17.:00:18.

Good evening and welcome to the late news from BBC Channel Islands.

:00:19.:00:28.

Cutting fog delays - the technology promising to ease

:00:29.:00:33.

A report by Jersey's Prison Board has raised concerns about inmates

:00:34.:00:44.

It says in the past year, La Moye held some prisoners

:00:45.:00:50.

who were too mentally ill to be there.

:00:51.:00:53.

But it did highlight several areas where the prison is performing well.

:00:54.:00:57.

Perhaps not surprisingly, mental health issues are more

:00:58.:01:05.

common among prisoners than the general population.

:01:06.:01:07.

But the latest report from Jersey's prison board raised concerns

:01:08.:01:11.

about the level of severe mental illness at La Moye.

:01:12.:01:13.

It said there was a significant number of mentally disordered

:01:14.:01:17.

offenders at the prison who should not, in our view, be there at all.

:01:18.:01:20.

The prison governor says that refers to inmates who are sectionable under

:01:21.:01:23.

They're transferred to suitable mental health facilities in the UK

:01:24.:01:28.

There has to be a bed space, there's a legal process

:01:29.:01:34.

you have to go through, but in previous years that may have

:01:35.:01:37.

We've streamlined that process, we get good cooperation

:01:38.:01:42.

Sometimes you struggle to find the bed space but that's something

:01:43.:01:47.

you don't have control over, but our relationship has improved

:01:48.:01:52.

and the process we go through has shown improvement.

:01:53.:01:56.

In fact, overall the report's found the prison is run extremely well.

:01:57.:02:00.

It highlights a high standard of medical care,

:02:01.:02:04.

good training and education for inmates, and it says complaints

:02:05.:02:08.

And, as for severely mentally ill people being in prison

:02:09.:02:13.

when they shouldn't be, it's actually partly

:02:14.:02:15.

The facilities they go to in the UK are what they need.

:02:16.:02:22.

Unfortunately because of the very rare occurrences of seriously

:02:23.:02:27.

mentally disordered prisoners we are not able to provide

:02:28.:02:31.

Instead the authorities are trying to reduce as much as possible

:02:32.:02:38.

the time it takes to send those prisoners to a more

:02:39.:02:40.

A third more flights may be able to land in Guernsey in foggy

:02:41.:02:48.

conditions if a satellite-based navigational system

:02:49.:02:50.

Guernsey Airport's General Manager says the EGNOS system may enable

:02:51.:02:57.

planes to land and take off in what is known

:02:58.:02:59.

An anxious wait as the plane descends in poor visibility.

:03:00.:03:11.

Fog cripples the Channel Islands at times, but something

:03:12.:03:17.

most of us aren't aware of is this technology.

:03:18.:03:19.

It's got a bit of a funny name, EGNOS.

:03:20.:03:21.

In a nutshell it helps aircraft land in foggy conditions.

:03:22.:03:24.

It's been operational in some parts of Europe since 2009.

:03:25.:03:26.

It uses three satellites and a network of more than 30

:03:27.:03:30.

And trials are showing that it provides greater

:03:31.:03:34.

Alderney was a pioneer for this technology and has been using it

:03:35.:03:41.

Guernsey airport's general manager says it could revolutionise

:03:42.:03:53.

If the appetite of the regulators is to meet the way in which technology

:03:54.:04:03.

is performing then we could see us heading towards category two.

:04:04.:04:07.

It won't be the panacea to all evils.

:04:08.:04:13.

Two thirds of our fog is worse than category two,

:04:14.:04:16.

but any improvement has got to be an improvement and anything

:04:17.:04:19.

which reduces the cost of the airport infrastructure

:04:20.:04:21.

Jersey and Guernsey are waiting for the Civil Aviation Authority

:04:22.:04:29.

It was a wild fire that reeked devastation and claimed three lives.

:04:30.:04:38.

Funchal in Madeira is still recovering from the ferocious fires

:04:39.:04:41.

which affected the friends and family of many living in Jersey.

:04:42.:04:47.

Six months on, thanks to donations, ?18,000 has been handed over

:04:48.:04:49.

The Madeiran night sky was lit up by flames last summer, as wildfires

:04:50.:04:58.

spread across the island and into the city of Funchal,

:04:59.:05:02.

People were forced out of homes, hospitals and hotels.

:05:03.:05:08.

The devastating scenes hit hearts in Jersey,

:05:09.:05:13.

making islanders reach into their pockets to

:05:14.:05:15.

Today the money raised was gifted from some of the fundraisers

:05:16.:05:20.

and the Constable of St Helier to the people of Funchal,

:05:21.:05:24.

There was a tremendous outpouring of generosity,

:05:25.:05:28.

and it was also striking that people kept giving.

:05:29.:05:30.

We had a cheque only a couple of weeks ago for ?1,000 to add

:05:31.:05:33.

into the fund and I suspect that if we kept the appeal open it

:05:34.:05:37.

would have carried on rising, but we thought it was time to get

:05:38.:05:40.

the money over to Funchal, where there are a lot

:05:41.:05:42.

It was towards the people in need who are on low income, to help them

:05:43.:05:48.

to build their kitchens, the rooms which they need to live

:05:49.:05:53.

It's been a devastated area, I mean, in some areas

:05:54.:06:01.

I think its going to take years to get it back in order.

:06:02.:06:04.

Although the damage of the wildfires will be felt for a long time yet,

:06:05.:06:08.

it will be made a little easier by the support of the relationship

:06:09.:06:11.

Jersey Police have launched an investigation into

:06:12.:06:19.

The controversial scheme - which loaned tax payers

:06:20.:06:25.

money to businesses - was the subject of a damning

:06:26.:06:27.

It was criticised for potentially losing millions of pounds

:06:28.:06:32.

of taxpayers' money and may have been linked to criminal activity.

:06:33.:06:36.

Now the island's Attorney General's confirmed it's received a referral

:06:37.:06:39.

17 people were refused entry into Jersey last year

:06:40.:06:46.

The majority of those who were turned away had failed

:06:47.:06:51.

to the meet the requirements of the island's immigration rules.

:06:52.:06:54.

The details which came from a Freedom of Information

:06:55.:06:57.

request also revealed there had been one asylum claim made last year.

:06:58.:07:03.

Ex-Eastenders star and Jersey's very own Jonny Labey was in the island

:07:04.:07:06.

last night to watch the final of ITV's Dance, Dance, Dance.

:07:07.:07:11.

Joined by his girlfriend and dance partner, Chrissy Brooke,

:07:12.:07:14.

the duo were surrounded by family and friends for a not so quiet

:07:15.:07:17.

I squeezed into the packed pub to watch their winning moment.

:07:18.:07:25.

Jersey's Jonny Labey and his dance partner,

:07:26.:07:26.

and girlfriend, Chrissy Brooke, have been totting up

:07:27.:07:29.

the scores, re-creating some of the most iconic pop videos.

:07:30.:07:31.

From week one they were the ones to watch and it wasn't just

:07:32.:07:35.

Family and friends have been supporting the dance duo,

:07:36.:07:39.

watching the action every week at Jonny's local, with a full

:07:40.:07:41.

It is definitely raising the profile for Jersey and our little island,

:07:42.:07:47.

To sing and dance together is brilliant and they're clearly

:07:48.:07:51.

Such an advert for how well he's done and how hard you have to work

:07:52.:07:56.

It was the battle of the exes - the ex-EastEnders star and ex-Corrie

:07:57.:08:01.

star, Lucy Jo Hudson, but it was Jonny and Chrissy

:08:02.:08:05.

who clinched the winner's title, with the perfect score,

:08:06.:08:10.

We are so thankful for what they have done.

:08:11.:08:15.

We didn't even see that last performance until now properly.

:08:16.:08:24.

It could have gone either or both ways.

:08:25.:08:26.

He is not a superstar in my eyes, he is just my boy,

:08:27.:08:33.

he is fulfilling his dream of doing what he loves.

:08:34.:08:37.

It is great to see everybody from the east and the west come

:08:38.:08:41.

Making their parents and Jersey proud.

:08:42.:08:47.

Jonny and Chrissy, a winning team on and off the screen.

:08:48.:08:52.

And evening. A shift in wind now with Holly Green.

:08:53.:09:01.

And evening. A shift in wind direction this week and that means

:09:02.:09:07.

it is looking milder. Today it was a bit milder but because it was quite

:09:08.:09:12.

windy that temperature was offset by the strength of the wind. Less windy

:09:13.:09:16.

with the coming days. Some rain for tomorrow morning and Wednesday

:09:17.:09:21.

morning. A decent part of this week is dry and hopefully we will see

:09:22.:09:27.

some brightness. A fairer squeeze in the ASBOs at the moment hence the

:09:28.:09:31.

strong winds. A weather front heading towards us tomorrow morning.

:09:32.:09:34.

Outbreaks of rain but that eventually clears. D j vu for

:09:35.:09:40.

Wednesday. Rain in the morning. More showery but more likely for

:09:41.:09:44.

Wednesday morning. UCD south-westerly wind starting to come

:09:45.:09:47.

in and that brings milder air across. Higher pressure on Thursday

:09:48.:09:53.

starts to build on and that means it should be fairly settled on

:09:54.:09:55.

Thursday, hopefully mostly dry and bright. Lighter winds. Similar into

:09:56.:10:03.

Friday. Through tonight we find thickening cloud. In the early hours

:10:04.:10:08.

we could see a bit of rain. But too much. The winds have been strong and

:10:09.:10:13.

gradually they start to ease. A mild night with lows of eight or nine. A

:10:14.:10:18.

cloudy start tomorrow. A bit of rain but that tends to clear. In the

:10:19.:10:22.

afternoon skies should brighten. Still breezy tomorrow but less fun

:10:23.:10:28.

today. Mild with highs of ten or 11. This is how it shapes up for the

:10:29.:10:33.

coming days. The risk again of bit of rain early on Wednesday but drier

:10:34.:10:37.

and brighter as the day goes on. Milder this week than of late and

:10:38.:10:41.

mostly dry towards Thursday and Friday.

:10:42.:10:42.

That's your news this evening, BBC Radio Guernsey and Jersey

:10:43.:10:45.

will have bulletins from 6am tomorrow morning and I'll be back

:10:46.:10:47.

at the weekend it will be mild. Largely dry, perhaps a wind -- windy

:10:48.:11:07.
