Giving back to get more - farmers will need to look | :00:15. | :00:17.
They can give it to us this year, in three years' time but they're | :00:18. | :00:21.
If they were not bothered three years ago, why | :00:22. | :00:25.
Good evening and welcome to the late news from BBC Channel Islands, | :00:26. | :00:32.
Jersey's Education Minister avoids punishment for misleading figures | :00:33. | :00:35.
Farmers in Jersey will no longer get government money based | :00:36. | :00:53.
on the size of their farm, but instead will have | :00:54. | :00:55.
to prove they're meeting sustainable farming standards. | :00:56. | :00:57.
The new plan will change the way the industry's supported. | :00:58. | :00:59.
Some say it will bring more help for businesses | :01:00. | :01:01.
but others believe it's too little, too late. | :01:02. | :01:03.
It's no longer Jersey's most important industry. | :01:04. | :01:09.
But farming is an inescapable part of the island's identity. | :01:10. | :01:12.
And it's that impact on our landscape the government | :01:13. | :01:14.
In this plan, now we're expecting farmers - | :01:15. | :01:17.
in return for public tax payers' money that they'll receive - | :01:18. | :01:22.
to give back to the community some environmental gain. | :01:23. | :01:26.
To show that they're looking after the countryside, | :01:27. | :01:30.
that they're thinking about energy, water pollution and a whole | :01:31. | :01:33.
And in exchange for receiving public money, farmers | :01:34. | :01:36.
are going to demonstrate that they're looking | :01:37. | :01:38.
And that's the big change in this big plan. | :01:39. | :01:41.
Farmers will need to reach certain standards to get grants. | :01:42. | :01:44.
The higher the standard, the bigger the grant and it's | :01:45. | :01:47.
hoped in ten years' time, all Jersey farms will have met | :01:48. | :01:50.
what's called the Leaf standard - which would be a world first. | :01:51. | :01:56.
If everyone steps up to the challenge and gets | :01:57. | :01:59.
accreditation for their farm - whether it's cattle, | :02:00. | :02:00.
whether it's sheep or chickens or just the growing side - | :02:01. | :02:06.
if everyone steps up to the Leaf mark challenge, | :02:07. | :02:10.
Jersey's in a great place to market itself as an island | :02:11. | :02:15.
that is producing sustainable food, and that's going to be | :02:16. | :02:17.
Although Peter admits the plan isn't perfect. | :02:18. | :02:20.
He's worried there isn't more to help young farmers | :02:21. | :02:22.
Something dairy farmer Darren knows very well. | :02:23. | :02:26.
He gave up his organic status three years ago | :02:27. | :02:29.
Now he thinks the strategy is too little, too late. | :02:30. | :02:35.
Organic farming was obviously the benchmark of all sustainable | :02:36. | :02:39.
We, as an organic association on the island, asked government over | :02:40. | :02:50.
three years ago to fund it, otherwise it was in serious decline. | :02:51. | :02:55.
They didn't do it, it has had serious decline, | :02:56. | :02:58.
and now they're out there championing the fact that | :02:59. | :03:00.
they're going to look after the environment... | :03:01. | :03:02.
It seems a little bit too late in my book. | :03:03. | :03:07.
And with the financial pot not getting any bigger for farmers, | :03:08. | :03:09.
the government hopes the subsidies will be a big enough | :03:10. | :03:12.
But Darren says while the States is making the right noises, | :03:13. | :03:15.
Jen Smith, BBC Channel Islands News, Jersey. | :03:16. | :03:24.
Securing reliable, sustainable and affordable air and sea links - | :03:25. | :03:27.
that's the main priority people in Guernsey want the government | :03:28. | :03:30.
to focus on when detailing the islands' future plan. | :03:31. | :03:34.
That's the feedback from a series of drop-in workshops to help | :03:35. | :03:37.
the Policy and Resources Committee decide the 20-year strategic vision, | :03:38. | :03:39.
But Deputy Le Tocq told BBC Radio Guernsey today | :03:40. | :03:45.
that they can't focus on immediate concerns. | :03:46. | :03:50.
There is a dichotomy, if you like, between just fixing things that | :03:51. | :03:53.
are a problem at the moment and being able to take | :03:54. | :03:56.
a step back and say, look, we might fix it at the moment | :03:57. | :03:59.
but then it's going to be another problem next year or two | :04:00. | :04:02.
years down the line, or this is a regular issue. | :04:03. | :04:05.
We need to have a broader look and try and see | :04:06. | :04:07.
might do to have a more sustainable and long-term solution. | :04:08. | :04:15.
Jersey's Education Minister has survived a motion of censure over | :04:16. | :04:17.
The motion was called for by a politician who claims | :04:18. | :04:23.
the minister used misleading information when he presented | :04:24. | :04:26.
to the States his plans for reducing new teachers' salaries. | :04:27. | :04:28.
Like many other departments, Education is having to make savings, | :04:29. | :04:34.
whether through means-testing free nursery places or reducing grants | :04:35. | :04:38.
But plans to cut the pay of newly recruited teachers got | :04:39. | :04:45.
the Education Minister into hot water. | :04:46. | :04:50.
Backbencher Deputy Geoff Southern called for a motion of censure | :04:51. | :04:52.
against the minister - that's a reprimand by the States - | :04:53. | :04:55.
accusing him of using misleading figures. | :04:56. | :04:57.
Teachers in Jersey currently start out on ?38,000 a year. | :04:58. | :05:02.
The pay cut would bring that down to ?34,000, | :05:03. | :05:05.
which the minister says is still more than in the UK. | :05:06. | :05:08.
He compared the pay of level one teachers in the UK - | :05:09. | :05:11.
the least experienced and qualified - with level three teachers | :05:12. | :05:13.
in Jersey, who have to be post-graduates in education | :05:14. | :05:17.
The island doesn't recruit below a level three. | :05:18. | :05:23.
But Deputy Southern thinks that's comparing apples and oranges. | :05:24. | :05:26.
The minister, however, says it still adds up. | :05:27. | :05:29.
Even with the pay cut, level three teachers in Jersey get | :05:30. | :05:32.
more than level three teachers in the UK, including | :05:33. | :05:35.
those in the higher paid, inner London schools. | :05:36. | :05:38.
But the Deputy's motion of censure was overwhelmingly defeated. | :05:39. | :05:42.
So was it all just a waste of States' time? | :05:43. | :05:45.
Well, you can argue that, but I believe that ministers | :05:46. | :05:48.
in particular, and their assistants, should listen carefully | :05:49. | :05:52.
to the will of the States that we're given open, | :05:53. | :05:57.
straightforward and honest answers and information. | :05:58. | :06:01.
And though the minister survived the motion, | :06:02. | :06:05.
does the whole debacle throw doubt over his plans to cut pay? | :06:06. | :06:08.
Not at all, it's one of those things where you have to make very | :06:09. | :06:12.
We have to make budget requirements, we have to make sure we are fully | :06:13. | :06:16.
So we protected our front-line services and are still on track, | :06:17. | :06:20.
along with the council and ministers, to making | :06:21. | :06:22.
The question now is what impact any pay cut would have on teacher | :06:23. | :06:29.
Luxmy Gopal, BBC Channel Islands News, Jersey. | :06:30. | :06:36.
Over 900 people have signed a petition against | :06:37. | :06:37.
Jersey's Chief Minister receiving a pay rise. | :06:38. | :06:39.
Reform Jersey launched the online petition | :06:40. | :06:42.
following a recommendation from the States' Independent Review | :06:43. | :06:45.
Committee for the island's most senior politician to be paid ?7,000 | :06:46. | :06:50.
more than the flat line rate of just over ?46,000 currently | :06:51. | :06:54.
Most Jersey politicians aren't worth the money they are paid and most | :06:55. | :07:00.
don't act in the interests of ordinary islanders | :07:01. | :07:02.
and our democratic system does not really give the right level | :07:03. | :07:05.
If you are going to be paid more, you should be held to account | :07:06. | :07:11.
by the public more, so I would be completely opposed to any pay rise | :07:12. | :07:15.
for the Chief Minister until we've had proper checks and balances | :07:16. | :07:17.
Guernsey's biggest horse race could be cancelled this year. | :07:18. | :07:23.
Organisers are struggling to put on the event and are looking | :07:24. | :07:26.
Mike Wilkins reports. draws crowds and competitors | :07:27. | :07:36.
What this man doesn't know about horses isn't worth knowing. | :07:37. | :07:39.
Thadie Griffith is one of a handful of farriers in Guernsey. | :07:40. | :07:47.
He also helps run the annual horse racing event. | :07:48. | :07:49.
But this year he says it may have to be cancelled | :07:50. | :07:52.
Unless we can find people to help us with the course and financially, | :07:53. | :08:06.
yes, there is a problem and it could be that they might have to run | :08:07. | :08:10.
this race once every two years or something just to keep it going. | :08:11. | :08:20.
The event draws thousands of spectators but rising costs | :08:21. | :08:24.
are forcing the organisers to think again. | :08:25. | :08:26.
It costs ?30,000 to host and the transport links are not helping. | :08:27. | :08:34.
The tourist trade on the islands is going down fast. People cannot get | :08:35. | :08:41.
here, it is so expensive. They run the risks of not getting one which | :08:42. | :08:46.
happens a lot. Things must be done, the island is to sort itself out. | :08:47. | :08:50.
This has provided a national grandstand to watch the races. | :08:51. | :08:53.
The question is, will there be anything to see on the 1st of May? | :08:54. | :08:59.
Good evening. It was a bitterly disappointing start to things for | :09:00. | :09:09.
today. The guys eventually brightened and something similar | :09:10. | :09:13.
should happen tomorrow. Al-Qusayr brain through the morning and | :09:14. | :09:15.
brighter skies emerge in the afternoon. We have a weather front | :09:16. | :09:21.
heading our way up towards the West. It brings the rain tomorrow morning | :09:22. | :09:25.
and clears eastwards. On Thursday, higher pressure is in charge, | :09:26. | :09:27.
hopefully a fine day on Thursday, hopefully a fine day on Thursday, | :09:28. | :09:32.
as well. High pressure Kleist and as well. High pressure Kleist and | :09:33. | :09:36.
hang on on Friday but we have a weather front approaching and that | :09:37. | :09:37.
means thickening cloud at our brakes means thickening cloud at our brakes | :09:38. | :09:40.
are rain towards the end of the day. Through the night tonight we have | :09:41. | :09:46.
starry skies overhead but the clouds will thicken and we might see our | :09:47. | :09:49.
breaks of rain towards the end of the night. Those are down to seven | :09:50. | :09:52.
or 8 degrees, mild with misty patches. It will be a bit picture | :09:53. | :09:56.
into tomorrow morning, some of the rain is heavy and potentially | :09:57. | :10:01.
thundery. A brisk southerly wind companies that rain, it tends to | :10:02. | :10:07.
clear. For the afternoon, hopefully some sunshine. Winds move South | :10:08. | :10:12.
westerly and turn lighter later. Hopefully a springlike look tomorrow | :10:13. | :10:14.
afternoon with temperatures into double figures. These are other | :10:15. | :10:23.
times of high water. These are our coastal waters forecast. The winds | :10:24. | :10:29.
will decrease as the day goes on. We have got the risk of early rain and | :10:30. | :10:34.
fog patches and that will reduce the visibility. This is the picture over | :10:35. | :10:41.
the coming days, the risk of rain firstly tomorrow which will clear. | :10:42. | :10:45.
Sunny spells a forecast for Thursday but bigger cloud in the Friday and | :10:46. | :10:49.
maybe some are breaks of rain later in the day. | :10:50. | :10:51.
That's your news this Tuesday evening, BBC Radio Guernsey | :10:52. | :10:53.
and Jersey will have bulletins from 6am tomorrow morning and I'll | :10:54. | :10:56.
weather into the weekend. A bit of fog around to watch out for. Jon | :10:57. | :11:06.
Hammond with the national forecast now. | :11:07. | :11:09.
Good evening. There is some rain in the forecast but not a lot. Plenty | :11:10. | :11:15.
of dry weather to look forward to as we head to the weekend. Cloud | :11:16. | :11:20.
delivering some rain but plenty of spaces in between, hence my | :11:21. | :11:26.
optimism. One of these blobs of cloud is producing dampness right | :11:27. | :11:30.
now. We could see a glancing blow across the far south-east through | :11:31. | :11:34.
the early hours and later some rain arriving across the far south-west. | :11:35. | :11:38.
In between some hill fog overnight, not desperately cold, for most a | :11:39. | :11:42.
touch of frost across the northern Glens of Scotland. At the other end | :11:43. | :11:47.
of the UK some wet weather first thing for breakfast, pushing through | :11:48. | :11:50.
Devon and Cornwall into South Wales. It won't hang | :11:51. | :11:51. |
