With one week to go, there are calls to delay Guernsey's | :00:07. | :00:08.
It's not all sweetness and light as far as Alderney is concerned and I | :00:09. | :00:20.
would like to see a better deal. Good evening and welcome to the late | :00:21. | :00:22.
news from BBC Channel Islands. I'm Charlie McArdle. | :00:23. | :00:25.
Also tonight... Alderney tourism gets | :00:26. | :00:26.
a boost from books - Literary festival proves | :00:27. | :00:28.
a hit with authors. With one week till it becomes law, | :00:29. | :00:35.
there are new attempts to delay Guernsey's Population Management | :00:36. | :00:38.
regime. The States convenes on Wednesday | :00:39. | :00:41.
to approve the legislation. The proposals include introducing | :00:42. | :00:44.
a new permit system for workers - the length of the permits depends | :00:45. | :00:49.
on the type of job. The longest for roles such | :00:50. | :00:52.
as nurses, social workers and some The business sector have | :00:53. | :00:55.
criticised the plan, saying it'll impact on migrant | :00:56. | :01:00.
workers that the industry relies on. But it'll also impact on those | :01:01. | :01:04.
wanting to move within the Bailiwick They'll have to have 14 years' | :01:05. | :01:07.
residency in the Bailiwick, have lived there with parents before | :01:08. | :01:13.
the age of 18 and be under 30. And if they want to move to Guernsey | :01:14. | :01:19.
for education they have to prove they've been offered a place | :01:20. | :01:22.
on a course. Deputy Peter Roffey described | :01:23. | :01:26.
the proposals as ludicrously restrictive for youngsters | :01:27. | :01:28.
in Alderney and Sark. Children that were either born | :01:29. | :01:31.
there or brought up there will not only have to wait 14 years before | :01:32. | :01:37.
they can either train or work in Guernsey, | :01:38. | :01:39.
they will also only be able to take jobs for which an employment permit | :01:40. | :01:42.
would be granted anyway for somebody I don't think that will be | :01:43. | :01:46.
much of a special place for families in the communities | :01:47. | :01:54.
within the Bailiwick. Do you think the younger generation | :01:55. | :01:56.
are getting a raw deal? I am not trying to courage anybody | :01:57. | :02:00.
to leave Alderney and Sark, Those populations need to remain | :02:01. | :02:14.
viable. but it worries me when people pursue | :02:15. | :02:16.
a career that is not available there, we are pushing them | :02:17. | :02:19.
right out and saying, go to the UK and pursue | :02:20. | :02:21.
your career there. I don't think that is | :02:22. | :02:23.
what we should be doing at all. While you may disagree | :02:24. | :02:26.
with the proposals, the president for the Committee for Home Affairs, | :02:27. | :02:28.
Mary Lowe, says that the agreement has been made with the Alderney | :02:29. | :02:33.
States on behalf of the people She may say that, | :02:34. | :02:36.
and she may be right. All I know is that an Alderney | :02:37. | :02:40.
representative who sits in the Guernsey States says | :02:41. | :02:47.
that is not correct. Another letter is going to follow, | :02:48. | :02:51.
spelling that out. That shows it is not | :02:52. | :02:54.
all sweetness and light as far as Alderney is concerned | :02:55. | :02:59.
and we would like to Guernsey's government say changes | :03:00. | :03:01.
in the way doctor's notes are handled are helping employers | :03:02. | :03:07.
deal more effectively with workers on sick leave. | :03:08. | :03:09.
The Social Security Department brought in a new sickness | :03:10. | :03:13.
certificate and capability assessments in 2015, | :03:14. | :03:16.
with the aim of trying to get people The head of operations says | :03:17. | :03:20.
ultimately they're trying Jersey's tax system | :03:21. | :03:25.
could be redesigned. The Treasury Department's | :03:26. | :03:32.
commissioned a report into the impact of changes | :03:33. | :03:34.
introduced since 2006. It found that low to middle earners | :03:35. | :03:38.
are paying less income tax than they would have done if those | :03:39. | :03:42.
measures hadn't been brought in. It also shows those on lower | :03:43. | :03:46.
incomes are more affected by the goods and services tax - | :03:47. | :03:50.
known as GST - The Treasury may recommend changes | :03:51. | :03:53.
following the review. The department's also | :03:54. | :03:59.
considering tougher action on people Jersey has quite an outdated system. | :04:00. | :04:19.
There is no charge for late payment but there is no interest payment | :04:20. | :04:23.
chargeable on outstanding tax which is perhaps in dispute. | :04:24. | :04:25.
Most jurisdictions have a range of penalties for mis-declarations, | :04:26. | :04:27.
That is not available to the tax office in Jersey. | :04:28. | :04:31.
There is no civil route, which is easier. | :04:32. | :04:34.
Tourism bosses in Alderney say the industry's been | :04:35. | :04:36.
boosted by the third annual Literary Festival which took | :04:37. | :04:38.
Award-winning authors from across the UK were in Alderney | :04:39. | :04:42.
for book signings and talks on the theme of historical fiction. | :04:43. | :04:45.
Alderney - home to WW2, Victorian and Tudor era fortresses. | :04:46. | :04:55.
And, fittingly, to an annual historical literary festival. | :04:56. | :04:59.
Over the weekend, fans of the genre enjoyed talks by writers. | :05:00. | :05:09.
About a range of historical settings, some quite close to home. | :05:10. | :05:13.
For many of the writers, it was their first time in Alderney | :05:14. | :05:16.
It has been on the bucket list for years. | :05:17. | :05:19.
We have friends who have been saying, you must go, | :05:20. | :05:21.
I can't imagine why it has taken me so long to get here. | :05:22. | :05:27.
It is beautiful, full of history, what is not to like? | :05:28. | :05:33.
It is the richness of a history which stretches back from today | :05:34. | :05:37.
Since it began back in 2015, the festival has brought over around | :05:38. | :05:46.
a dozen authors a year, this year from as far | :05:47. | :05:48.
And it attracts more than 200 visitors from the UK | :05:49. | :05:52.
and the Channel Islands, mostly locals but around 30 to 40 | :05:53. | :05:54.
from the other islands and the UK, though organisers say expensive | :05:55. | :05:57.
and limited flights mean the number is lower than it could be. | :05:58. | :06:03.
Nevertheless, tourism bosses say the festival is a big help | :06:04. | :06:05.
It brings people during the shoulder months and even | :06:06. | :06:11.
We have seen a clear increase of visitors this week | :06:12. | :06:18.
Organisers hope to bring authors over from further afield next year, | :06:19. | :06:28.
to raise Alderney's profile in the world of literary festivals | :06:29. | :06:31.
and to try to encourage more people to visit the island. | :06:32. | :06:39.
Sport now - and Jersey Reds has pulled off one | :06:40. | :06:41.
of its greatest wins - beating this season's undefeated | :06:42. | :06:44.
Championship leaders London Irish at St Peter. | :06:45. | :06:48.
The victory came just after news that the club's former chairman | :06:49. | :06:52.
On Saturday, more than 3,000 fans, half of this stadium, | :06:53. | :07:05.
watched Jersey Reds triumph over London Irish. | :07:06. | :07:10.
What an incredible achievement! Amazing. | :07:11. | :07:13.
Given the level that the club is playing at, | :07:14. | :07:15.
After that win, the sad news that the man who brought | :07:16. | :07:20.
professionalism to the club, Chris Scott, has died? | :07:21. | :07:22.
Yes, I personally played with Chris throughout the '80s | :07:23. | :07:25.
Looking ahead to next Sunday, London Irish in the cup semifinal? | :07:26. | :07:41.
Yes. They've been using the competition | :07:42. | :07:46.
to give younger players a bit of a run out. | :07:47. | :07:48.
But after this, they may change tack but whoever it is, | :07:49. | :07:51.
Good luck and we will be following Jersey Reds next weekend. | :07:52. | :07:56.
Channel Island surfers will now be able to compete internationally | :07:57. | :07:59.
in their own right - and not under the Great British flag. | :08:00. | :08:02.
Jersey and Guernsey surfers have historically had to get a place | :08:03. | :08:06.
in Team GB to compete in events across the world. | :08:07. | :08:09.
The president of the Channel Island Surfing Federation says the hard | :08:10. | :08:13.
work and collaboration between the islands to become | :08:14. | :08:16.
a member of the international surfing federation has paid off. | :08:17. | :08:25.
It has taken over two years for the Channel Islands surfing Federation | :08:26. | :08:32.
to be finally accepted by the International surfing Association. | :08:33. | :08:37.
This means that for both Jersey and Guernsey suffers, it is a great | :08:38. | :08:40.
opportunity to serve all round the world. Add great locations. Also, | :08:41. | :08:44.
they will be ambassadors for the islands. | :08:45. | :08:46.
After a gorgeous day in the islands, can we expect more of the same? | :08:47. | :08:49.
Good evening. Lovely weather and glorious sunshine, but it is | :08:50. | :09:03.
starting to change over the next few days. The weather for the week ahead | :09:04. | :09:09.
is twofold. More cloud coming our way, possibly producing a few | :09:10. | :09:14.
showers. And it starts to turn colder especially towards the end of | :09:15. | :09:17.
the week and the start of the weekend. We are still on the edge of | :09:18. | :09:22.
an area of high pressure. This area of low pressure may introduce more | :09:23. | :09:27.
cloud but we won't see much, perhaps the odd shower tomorrow. The changes | :09:28. | :09:34.
on Wednesday and Thursday. Fees whether France will get close enough | :09:35. | :09:37.
to produce rain. We still have this high pressure to the EEC so a lot of | :09:38. | :09:42.
the activity will pass to the west of us. Even by Thursday and Friday | :09:43. | :09:47.
of this week. By the time we get to Saturday, will see a weather front | :09:48. | :09:51.
introducing cooler air and a spring bring showers. Overnight tonight, | :09:52. | :09:58.
very little change. Clear sky and cloud coming in and temperatures | :09:59. | :10:03.
down to eight or 9 degrees. The winds pick-up tomorrow, from the | :10:04. | :10:08.
South or the south-west. Patchy cloud, the remnants of the weather | :10:09. | :10:11.
front might produce a few showers and. 14 or 15 degrees will be the | :10:12. | :10:20.
maximum. By Wednesday, we will see figure cloud and some showers but | :10:21. | :10:21.
still sunny spells. -- thicker still sunny spells. -- thicker | :10:22. | :10:27.
cloud. Showers more frequent towards the end of the week. Temperatures | :10:28. | :10:32.
will gradually come down. Quite warm on Thursday ahead of that weather | :10:33. | :10:38.
front. Once it goes through, 12 or 13 degrees. Have a good night. | :10:39. | :10:41.
That's your news this Monday evening. | :10:42. | :10:42.
BBC Radio Guernsey and Jersey will have bulletins from 6am | :10:43. | :10:45.
showery on Saturday, dry and brighter on Sunday and if we go back | :10:46. | :10:59.
to the temperatures in the next couple days, you see those highs on | :11:00. | :11:02.
Thursday. He is John Hammond with the national | :11:03. | :11:14.
this cyclone Debbie crashes onto the Queensland coast with violent winds | :11:15. | :11:22.
and flooding rains, that will head southwards in the next few days in | :11:23. | :11:25.
the direction of Brisbane. We will keep | :11:26. | :11:26. |
