Our top story tonight. As City locks horns with the Government | :00:09. | :00:14.
over the council tax. Nottingham's Labour cabinet decides | :00:14. | :00:20.
on a rise next year. Downing Street demanded a freeze. | :00:20. | :00:24.
Hidden Alzheimer's. Are thousands of dementia cases going | :00:24. | :00:29.
undiagnosed? Also, a report says one of our | :00:30. | :00:33.
cities has the most CCTV cameras in the country, but are the figures | :00:33. | :00:40.
all they seem? And the 50s and 60s cine films | :00:40. | :00:50.
:00:50. | :00:58. | ||
Good evening. Welcome to the programme. First, Labour leaders in | :00:58. | :01:00.
Nottingham are set to defy the Government's the man that council | :01:00. | :01:05.
tax be frozen. Instead there is to be a tax | :01:05. | :01:10.
increase, and it cuts to the council's by Jude. | :01:10. | :01:17.
From outside Nottingham's council house, here is the political editor. | :01:17. | :01:22.
Over the next week or so, councils will be finalising their annual | :01:22. | :01:28.
budget. Tomorrow it is the turn of Leicester City Council, but already | :01:28. | :01:32.
this council is in the dock this evening, with the Local Government | :01:32. | :01:35.
Minister accusing it over its council tax rise, of it being | :01:35. | :01:44.
unjustified and inconsiderate. Behind the glass in open plan | :01:44. | :01:50.
offices, this is how the Labour leadership responded. We were | :01:50. | :01:56.
allowed to film the executive board. This is Labour's high command, and | :01:56. | :02:02.
they have approved a budget that will rattle the government | :02:02. | :02:12.
:02:12. | :02:14. | ||
There will be more redundancies. 195 jobs will go out of a workforce | :02:14. | :02:19.
-- but force of 10,500. Council tax will rise up 3.4%, when most | :02:19. | :02:22.
councils are freezing council tax for the second year running. | :02:22. | :02:30.
have kept a -- an apprenticeship scheme going. The previous | :02:30. | :02:33.
government introduced this, and we're keeping that going. | :02:33. | :02:43.
:02:43. | :02:47. | ||
The residents that live here and outraged that an old folk's home is | :02:47. | :02:52.
going to close. There are physical and mental concerns, and that is | :02:52. | :02:58.
enormous. There are already very stressed, worrying about the move. | :02:58. | :03:05.
What are the staff like? Fantastic. There are fantastic people. They | :03:05. | :03:10.
look after you. Could there be a reprieve? I am not offering an | :03:10. | :03:14.
necessary hope, but we are genuinely still looking at the case. | :03:14. | :03:18.
It is not an easy case to his all. The government says there is a | :03:18. | :03:22.
moral duty on local politicians to freeze council tax. Labour in | :03:22. | :03:26.
Nottingham claims it is being unfairly penalised on the share of | :03:26. | :03:30.
government funding. But getting to the bottom of both claims may need | :03:30. | :03:35.
more transparency yet. What else has the Local Government | :03:35. | :03:41.
Minister had to say? I have to tell you that the Conservative leader on | :03:41. | :03:45.
the City Council, Georgina Culley, declined to be interviewed. She | :03:45. | :03:50.
wants to wait until next month when the council rubber-stamp the | :03:50. | :03:57.
decision. But the lobal -- local not such a shrinking violet. He has | :03:57. | :04:00.
accused the Labour leadership of boosting its coffers, and refusing | :04:00. | :04:10.
:04:10. | :04:11. | ||
to tackle waste. Furthermore, in a statement, he criticises the Labour | :04:11. | :04:15.
Government for not taking too 0.5 million to freeze council tax this | :04:15. | :04:25.
:04:25. | :04:35. | ||
year. -- 2.5 million. Still to come. And new man at Notts | :04:35. | :04:42.
County. Keith Curle meets the press the stock and the weather forecast? | :04:42. | :04:48.
Rather flat, with a sprinkling of sugar. | :04:48. | :04:52.
This is how high we expect the temperatures to get, as we take a | :04:52. | :05:02.
:05:02. | :05:06. | ||
Next tonight, the secret anguish in our midst. New figures suggest more | :05:06. | :05:10.
than 30,000 people in the region are struggling with dementia | :05:10. | :05:14.
without getting any treatment or help. | :05:14. | :05:17.
It is a situation getting worse because the number of sufferers | :05:18. | :05:24.
continues to rise. They were married for 47 years. For | :05:24. | :05:29.
the last 15 of them, Morris, all was the life and soul of the party, | :05:29. | :05:32.
suffered a slow decline, with dementia. | :05:32. | :05:38.
He withdrew into himself. He used to get frustrated. He lost his | :05:38. | :05:48.
speech. It is very distressing. People do not understand that. | :05:48. | :05:50.
nearly 23,500 people have been diagnosed with dementia in the East | :05:50. | :05:55.
Midlands. That is up by 2001 year. But take a look at this figure. | :05:55. | :05:58.
That is the number of people who have dementia but have not been | :05:58. | :06:08.
:06:08. | :06:08. | ||
diagnosed. -- that is up by 2,000, in one year for stopped that is | :06:08. | :06:10.
very distressing. People are not taking the treatment | :06:10. | :06:18.
that is available. If you are struggling to remember a | :06:18. | :06:22.
recent -- to remember recent events. Crucially, of other people are | :06:22. | :06:29.
worried about your memory. Experts say to see your GP. You | :06:29. | :06:34.
have to be diagnosed to get help. For this women, it was a truly. | :06:34. | :06:39.
Having a diagnosis seems to take the weight off your shoulder, | :06:39. | :06:45.
somehow. Then you start to get help. Today's figures show that in this | :06:45. | :06:49.
region, fewer than half of the people with dementia have been | :06:49. | :06:59.
:06:59. | :07:00. | ||
diagnosed and are getting help. In other news, more than 180 police | :07:00. | :07:05.
jobs across Leicestershire could be at risk. The county's police | :07:05. | :07:08.
authority has voted today to increases element of the council | :07:08. | :07:14.
tax by 2.5%. It was one of three options under consideration. The | :07:14. | :07:20.
Chief Constable Simon Cowell has described the situation as a | :07:20. | :07:25.
difficult one. -- Chief Constable Simon Cole. | :07:25. | :07:28.
There is a dress-rehearsal in April for the Leicester to Peterborough | :07:28. | :07:33.
stretch of the Olympic torch relay. Officials will test out logistics | :07:33. | :07:43.
:07:43. | :07:43. | ||
ahead of the 70 day really started in May. -- really a race. | :07:43. | :07:48.
Derby City Council is getting rid of its one-hour stay at car parks. | :07:48. | :07:52.
That means people have to pay for two hours, even if they only stay | :07:52. | :07:59.
for 30 minutes. On-street parking is also set to rise by 10 pence per | :07:59. | :08:04.
hour for. Civil liberty researchers are | :08:04. | :08:07.
claiming Leicestershire has the highest number of CCTV cameras in | :08:07. | :08:17.
:08:17. | :08:18. | ||
Britain. It has got three times as many as Manchester, with 2,000. | :08:18. | :08:23.
Nottingham is not far behind. But the City say that the cameras are | :08:23. | :08:29.
not watching the general public are told, but are making council | :08:30. | :08:34.
property safer. Big Brother Watch ing a source | :08:34. | :08:38.
safeguarding society? Here, the residents are asking for more | :08:38. | :08:43.
surveillance. This one, were really desperate the need. We have got a | :08:43. | :08:50.
local shop, where shoplifters would gather at the day. Gangs of about | :08:50. | :08:58.
30 people hanging around here. It was really intimidating. We could | :08:58. | :09:08.
:09:08. | :09:12. | ||
not go to town, so it was really has worked. It really has changed | :09:12. | :09:17.
here. The report says Nottingham has 1120 CCTV cameras, but of those, | :09:17. | :09:22.
only 200 are in the public space. That is watching areas like the | :09:22. | :09:25.
city centre. The rest of them, about 800, are in housing | :09:25. | :09:33.
accommodation. With Big Brother Watch, maybe they have got their | :09:33. | :09:39.
figures confused and amalgamated. - - amalgamated their number has. | :09:39. | :09:42.
Leicester City Council says the figures are misleading. We have | :09:42. | :09:47.
given the full range of cameras used for all sorts of different | :09:47. | :09:51.
purposes. Other cities may have just given the ones for their city | :09:51. | :09:54.
centre, or the ones on the outer estates. They have not included the | :09:54. | :09:59.
full range of figures. Leicester have given a comprehensive answer, | :09:59. | :10:02.
whereas some other councils have said that certain cameras do not | :10:02. | :10:07.
count because they are in these homes. We think it is important to | :10:07. | :10:11.
discuss all public surveillance, because if your neighbour once a | :10:11. | :10:14.
security camera, or what responsibility do you have to say | :10:14. | :10:18.
that you would prefer not to have your front door watched? This is | :10:18. | :10:22.
where they do the watching, a secret location in Nottingham. The | :10:22. | :10:26.
cameras certainly work. They caught my cameraman filming this very | :10:26. | :10:30.
story this morning. They recorded it in case we were acting | :10:30. | :10:35.
suspiciously. Of course we were not. But Cynthia says, to touch those | :10:35. | :10:45.
who are, the cameras need to keep moving. -- to catch those. All that | :10:45. | :10:49.
has happened is people have moved halfway down the street. They are | :10:49. | :10:55.
not silly. Some of them know the law better than you. | :10:55. | :10:59.
So, you went to the secret location. What more can you tell us about | :11:00. | :11:05.
what was on their? They have got two big banks of cameras, they are | :11:05. | :11:09.
watching the screens constantly. One looks at housing estates, and | :11:09. | :11:13.
one looks at the city centre. They told me today that those cameras | :11:13. | :11:16.
are not just looking out for people committing crime, but they seem to | :11:16. | :11:21.
be having another effect, keeping things like tower-blocks, corridors | :11:21. | :11:28.
and lifts Tavey. That sounds all right, but not everyone likes CCTV. | :11:28. | :11:31.
I know, and they are certainly keeping their eye on the councils. | :11:31. | :11:36.
Let us see what they want to happen now. You think it is important for | :11:36. | :11:43.
residents to last, while the council's spying on us? They are | :11:44. | :11:48.
using taxpayers' money. Ultimately we do not want people to be victims | :11:48. | :11:53.
of crime, and have to rely on CCTV afterwards. We want the crime to be | :11:53. | :11:59.
stopped before it happens. Nick Pickles is also asking for a review | :11:59. | :12:03.
of CCTV, and wants to know where all the cameras are, and to see | :12:03. | :12:06.
there are being used in the most efficient way possible for. Thank | :12:06. | :12:11.
you. The NHS has agreed to fund the | :12:11. | :12:15.
later stage of treatment for an autistic boy who refuses to eat any | :12:15. | :12:19.
food. It means Daniel Harrison from | :12:19. | :12:22.
Nottingham will be able to go back to a specialist clinic in Austria | :12:22. | :12:31.
He has refused to eat food for most of his young life. But now, Daniel | :12:32. | :12:36.
Harrison will drink and milk for Milan and water. His family wants | :12:36. | :12:40.
to return to a specialist clinic in Austria, so that the staff can help | :12:40. | :12:47.
to get the five-year-old who has autism to each. | :12:47. | :12:52.
Lots of meetings with different people, where they all try separate | :12:52. | :12:54.
therapies on him. He will be surrounded by food all day long, | :12:54. | :12:58.
and hopefully within two weeks we would get a break through. | :12:58. | :13:03.
family had to raise 20,000 for the trip last year, and this time the | :13:03. | :13:09.
NHS will pay. They are funding the hospital treatment in Austria. I | :13:09. | :13:13.
think he is the first child who has gone who has been funded this way. | :13:13. | :13:18.
And Daniel will be six in September. His family is hoping that by then | :13:18. | :13:24.
he will be able to eat a slice of A Nottinghamshire construction | :13:24. | :13:27.
company has been ordered to pay nearly two thousand pounds after | :13:27. | :13:33.
its lorries twice broke weight restrictions on an historic bridge. | :13:33. | :13:35.
North Midland Construction from Huthwaite were prosecuted after two | :13:35. | :13:37.
of its vehicles were caught crossing the Swarkestone Causeway, | :13:37. | :13:45.
near Derby in July last year. The bridge is officially listed as an | :13:45. | :13:48.
ancient monument and is covered by a weight restriction to protect it | :13:48. | :13:51.
from damage. The concept of a new war memorial | :13:51. | :13:54.
in Leicestershire's been revealed today. Four life-size bronze | :13:54. | :13:58.
soldiers will be 'standing at ease' at County Hall as part of a new | :13:58. | :14:01.
sculpture honouring Leicestershire's Armed Forces. It | :14:01. | :14:04.
commemorates servicemen and women who have lost their lives in | :14:04. | :14:08.
conflicts around the world since 1945. The statues will be | :14:08. | :14:13.
officially unveiled this autumn. And hundreds of people have been | :14:13. | :14:15.
taking part in the annual Royal Shrovetide football game in | :14:15. | :14:20.
Ashbourne. The Down'ards appear to have had most of the play so far | :14:20. | :14:24.
today but neither team has yet scored. The two day event got | :14:24. | :14:27.
underway at two o'clock this afternoon when Dr Paul Kirtley, a | :14:27. | :14:36.
local GP, turned up the ball. Play will continue tomorrow. | :14:36. | :14:41.
A whole new language all of its own. We live in an age where it seems | :14:41. | :14:44.
there's a pill for every ill. But it's estimated that, in the UK, | :14:44. | :14:47.
well over a hundred million pounds worth of dispensed medicines goes | :14:47. | :14:52.
to waste every year. Well that's not good enough for one Leicester | :14:53. | :14:55.
based charity, so they're collecting them up and sending them | :14:55. | :15:03.
to people who really need them. Jim Harris reports. | :15:03. | :15:08.
Another delivery of unwanted medicines for the charity. | :15:08. | :15:14.
Medicines that we have thrown away but could save someone's life. | :15:14. | :15:20.
million worth of medicines go to waste each year. We are trying to | :15:20. | :15:27.
tackle some of the waste and we have the cycled 10 million worth. | :15:27. | :15:34.
The drugs are destined for Africa in clinics, schools and orphanages. | :15:34. | :15:36.
Some of the staff are medically qualified and make sure the drugs | :15:36. | :15:41.
are safe and appropriate for the diseases they hope to combat. | :15:41. | :15:46.
main one is a general infections, the antibiotics are helpful. Many | :15:46. | :15:50.
other conditions as well, they require drugs would diabetes, in | :15:50. | :15:59.
the near and HIV. There are many different types which are healthful | :15:59. | :16:04.
which we receive from doctors all over the country. We are trying to | :16:04. | :16:08.
help them with the resource, the vital things we take for granted in | :16:08. | :16:14.
this country and we throw away. And really it is using the resources to | :16:14. | :16:20.
help them continue the amazing work they do. The medicines are | :16:20. | :16:24.
collected through GPs all over the country. It has grown rapidly | :16:24. | :16:29.
recently and around 950 practices are on the books. The success | :16:29. | :16:39.
:16:39. | :16:41. | ||
We do not want the Medicines to be on the shelves, they need to be in | :16:41. | :16:46.
Africa. Many charities need more money. If it was not for the | :16:46. | :16:53.
volunteers, the drugs will be in landfill. | :16:53. | :16:57.
It is surprising what you find in the back of the medicine cabinet. | :16:58. | :17:02.
It seems like a brilliant idea. Still to come on the programme. The | :17:02. | :17:05.
treasure hidden in a box at the back of a garage. Old cine film not | :17:06. | :17:10.
even developed. But when it was, what a treat for the residents of | :17:10. | :17:20.
:17:20. | :17:26. | ||
See if you can spot anyone you know. Talking of treats, the sport. | :17:26. | :17:30.
Keith Curle says he can't wait to get stuck into his new job as | :17:30. | :17:33.
manager of Notts County and he's promising to play fast flowing, | :17:33. | :17:37.
attractive football. The former Mansfield Town boss has taken over | :17:37. | :17:41.
from Martin Allen who was sacked at the weekend. Jeremy Nicholas has | :17:41. | :17:49.
been to meet the latest in a long line of managers at Meadow Lane. | :17:49. | :17:54.
Notts County unveiling another new manager, something they are good at. | :17:54. | :17:59.
Let's compare them with Man United. When Alex Ferguson became manager | :17:59. | :18:07.

Slade. Howard Kendall, Murphy, Thompson, Allardyce and basil. | :18:21. | :18:28.
Billy Dearden and Ian Richardson. Then, Thomson, Steve Cottrill, | :18:28. | :18:35.
Craig Short, Paul Ince and now Keith Curle. I want a relaxed | :18:35. | :18:39.
atmosphere where the football is free-flowing and entertaining and | :18:39. | :18:44.
expansive and attack-minded. I want an air of organisation and | :18:44. | :18:50.
discipline and professionalism. career ends in three England caps | :18:50. | :18:55.
taking him to Mansfield. Now he takes over from Martin Allen he was | :18:55. | :19:00.
sacked at the weekend after a defeat at Hartlepool. When there is | :19:00. | :19:06.
a change in management, it is sensitive. Martin has admirers and | :19:06. | :19:10.
people but did not see eye to eye with him. But his management. You | :19:10. | :19:15.
cannot please everyone all of the time. He had to get them into the | :19:15. | :19:23.

lot of experience. I use my experience to get the best out of | :21:14. | :21:20.
the partnership. As for Chris, he and imaging have this as a trump | :21:20. | :21:28.
card. A triumphant silver in the Olympic venue. We both know we have | :21:28. | :21:35.
improved. Our confidence and belief is through the roof. Nobody has won | :21:35. | :21:38.
gold for Great Britain in the Olympics before. I believe we can | :21:38. | :21:47.
win. Two couples, one target. What will the pair do? Most athletes who | :21:47. | :21:55.
do not qualify, you find them on a beach somewhere. That will be the | :21:55. | :22:01.
case for us. We will be in the Caribbean somewhere if we do not | :22:01. | :22:07.
qualify. And you can understand that. The first stage towards the | :22:07. | :22:13.
competition goes on next month. It is happening in Birmingham, a huge | :22:13. | :22:17.
competition and I think imaging and Chris have the tougher draw. We | :22:17. | :22:27.

would see how it pans out. -- in We are about travel back in time to | :22:29. | :22:32.
the 1960s and Derbyshire. Norman Mellor, a local film projectionist | :22:32. | :22:35.
recorded many events around the area, all of them keenly viewed by | :22:35. | :22:40.
family friends. Now they form part of a film project designed to bring | :22:40. | :22:43.
them to a much wider audience, as Teresa Mikula reports in her series, | :22:43. | :22:53.
:22:53. | :23:01. | ||
Home movies in the 50s and 60s never seemed complete without a | :23:01. | :23:06.
parade or two. This one was no exception. It was filmed by Norman | :23:06. | :23:11.
Mellor. There would be a parade of floats through the town, events | :23:11. | :23:16.
people really looked forward to. His job in a local cinema led to | :23:16. | :23:21.
his passion for filming anything and everything where he lived. | :23:21. | :23:28.
Family and close friends get what the films. We looked forward to | :23:28. | :23:34.
Christmas Day. We used to sit and watch the films during the course | :23:34. | :23:40.
of the afternoon. It was thought the film so disappeared until | :23:40. | :23:47.
Alison's husband cleared a garage. We sent into the garage to clear it | :23:47. | :23:52.
out. He came back with his box with the films. We had never seen them | :23:52. | :23:58.
for years. We were so excited to see the box a film. Without a | :23:58. | :24:06.
project, they were unable to view them. We contacted a project called | :24:06. | :24:12.
Full Circle which enables you to pass over any old films and they | :24:12. | :24:18.
were in a position to preserve them for the future. They make them | :24:18. | :24:24.
available for wider viewing. Thanks to full circle, after 40 years | :24:24. | :24:29.
Stephen and Alison were able to see the films once again. Along with a | :24:29. | :24:33.
packed auditorium at the Ritz cinema in Belper. It was so long | :24:33. | :24:39.
since we had seen the films, it was really nice. Seeing films again | :24:39. | :24:45.
brought sheltered memories flooding back. There are an awful lot of | :24:45. | :24:52.
people around of our age he will find looking back at that period of | :24:52. | :24:59.
history with a lot of interest. It brings it to live. Thanks to the | :24:59. | :25:01.
full circle projects may be more people are now able to enjoy the | :25:01. | :25:10.
films. And hopefully people will see them in years to come. | :25:10. | :25:16.
They are lovely. I love seeing all of the cars. Fantastic. | :25:16. | :25:25.
You recognise yourself there. Over the next couple of days, the | :25:25. | :25:29.
temperatures are rising. By Thursday, the East Midlands could | :25:29. | :25:37.
be the warmest part of the UK. Tonight, cloudy and breezy and mild. | :25:37. | :25:45.
Not sure where this swarm of thinks it is flying off to. We are | :25:45. | :25:49.
starting to see the introduction of mild air coming in from the Azores. | :25:49. | :25:57.
Before that, rain pushing in tomorrow, the wind picks up up to | :25:57. | :26:02.
35-40 mph. It would turn the weather quite unsettled for a time. | :26:02. | :26:08.
Before that, back to today, cloud around, thick enough to produce | :26:08. | :26:13.
drizzle in places. For most, a dry night. The cloud will increase | :26:13. | :26:21.
through the night. The cloud acts like a bank it. -- blanket. Six | :26:21. | :26:25.
Celsius is the minimum night-time temperature. It remains breezy | :26:25. | :26:30.
throughout the night. A frost-free nights to come. Wednesday morning, | :26:31. | :26:38.
cloud around, best of brightness further south. The rain will moved | :26:38. | :26:43.
south east through the afternoon, we expect heavy bursts of rain. The | :26:43. | :26:51.
wind speed is 20-25 mph. Gusts of up to 35-40. Fairly mild for | :26:52. | :26:57.
February, 11 Celsius. With the wind, it will not feel as warm as that. | :26:58. | :27:02.
Thursday, the rain clears the way, a really lovely day in the East | :27:02. | :27:07.
Midlands. Plenty of sunny spells, the wind will ease off. | :27:08. | :27:13.
Temperatures reaching 16-17 Celsius. The mild weather is a brief spell | :27:13. | :27:16.
because the cold front sinks through on Friday and when it moves | :27:16. | :27:22.
through, temperatures dropping a little bit towards the weekend. By | :27:22. | :27:26.
Saturday, back to where they should before February. The mild weather | :27:26. | :27:32. |
