This is East Midlands Today. Tonight: Does your partner have a | :00:08. | :00:15.
violent past? Now you can find out. Knowing the truth could have saved | :00:15. | :00:21.
her life. Now Clare's law is coming to the East Midlands. | :00:21. | :00:28.
Per Test in it Nottingham about council cuts that will see 200 jobs | :00:28. | :00:31.
go and a rise in council tasks -- attacks. | :00:31. | :00:37.
Plus, keeping the Queen safe in Leicester. | :00:37. | :00:41.
And by royal appointment, the school choir getting ready to sing | :00:41. | :00:51.
:00:51. | :01:01. | ||
for the Queen on Thursday. Welcome to Monday's programme. | :01:01. | :01:04.
First tonight, could a check on a partner's history help to protect | :01:04. | :01:09.
women and men from domestic violence? A scheme that allows | :01:09. | :01:12.
people to check for relevant convictions is to be tried in | :01:12. | :01:15.
Nottinghamshire. It is one of four police force areas taking part in a | :01:15. | :01:19.
pilot scheme. It is being called Clare's Law after a woman who was | :01:19. | :01:22.
killed by her former boyfriend in Manchester. But there have been | :01:22. | :01:32.
:01:32. | :01:34. | ||
similar cases here. This woman was beaten to death by | :01:34. | :01:39.
her former boyfriend. Her murder prompted huge changes in the way | :01:39. | :01:43.
the police to deal with violent partners. But in the last year they | :01:43. | :01:48.
have dealt with five more killings related to domestic violence. Now | :01:48. | :01:54.
be forced has volunteered to test a radical new approach. It is going | :01:54. | :01:58.
to start releasing information about the violent partners. It will | :01:58. | :02:02.
enable victims to make an application to the police and then | :02:02. | :02:08.
the police can make a disclosure where appropriate. Once the victim | :02:08. | :02:12.
has the information that they would not normally have, they can make an | :02:12. | :02:19.
informed decision. The head of Nottingham's Women's Aid centres is | :02:19. | :02:27.
happy but is cautious. Not all perpetrators of domestic violence | :02:27. | :02:31.
are known to the police. The largest majority of them are not. | :02:31. | :02:38.
It might give a sense of false security. Be please get around 500 | :02:38. | :02:42.
complaints -- the police get around 500 complaints about domestic | :02:42. | :02:47.
violence in Nottinghamshire. Sometimes it is just about noise | :02:47. | :02:53.
but sometimes it is over serious crimes. The police are hoping these | :02:53. | :03:00.
new regulations will make a serious difference. | :03:00. | :03:03.
Thousands of people and dozens of businesses in a Derbyshire town | :03:03. | :03:05.
have been severely affected by a water shortage today. Severn Trent | :03:05. | :03:08.
says a faulty ball valve at a reservoir caused the problems that | :03:08. | :03:16.
have affected Long Eaton all day. The signs say it all. Businesses | :03:16. | :03:20.
and schools have had to close today in Long Eaton after a fault | :03:20. | :03:26.
developed in a reservoir that feeds much of the town. I went to see the | :03:26. | :03:32.
reservoir, an underground storage facility. There was some flooding | :03:32. | :03:36.
of a golf course which meant that engineers had to initially shut out | :03:36. | :03:42.
the output. During the night we had a problem with the ball valve. | :03:42. | :03:47.
big would that be? It is bigger than the one in the toilet. It is | :03:47. | :03:52.
the size of a football. It operates in a very serious way -- a similar | :03:52. | :03:57.
way. Once the water gets to a certain level, the valve | :03:57. | :04:01.
automatically start to fill the reservoir. Unfortunately it did not | :04:01. | :04:05.
in this instance and it began to flag. Thousands of properties have | :04:05. | :04:15.
:04:15. | :04:16. | ||
been affected in long even today. So have businesses small and large. | :04:16. | :04:22.
All I can do is apologise for the inconvenience. Severn Trent says | :04:22. | :04:25.
that what a surprise in Long Eaton should be getting back to normal | :04:25. | :04:35.
:04:35. | :04:38. | ||
about now. -- water supplies. Still to come on the programme: | :04:38. | :04:41.
Swimmer Rebecca Adlington qualifies in the 200 metres. All eyes are on | :04:41. | :04:47.
the 800 now. She was overcome with emotion when she won the race, but | :04:47. | :04:54.
Rebecca Adlington has booked horse but -- her spot in London 2012. | :04:54. | :04:57.
This evening Nottingham City Council will have set its budget | :04:57. | :05:02.
for the coming year. A budget that includes a 20 million cut in | :05:02. | :05:05.
spending. It will mean nearly 200 job losses and a rise in council | :05:05. | :05:07.
tax. As councillors mulled the figures inside the debating chamber, | :05:07. | :05:10.
protestors outside voiced their anger. They say council services | :05:10. | :05:20.
:05:20. | :05:27. | ||
are being cut to the bone. Their message was loud and clear. | :05:28. | :05:33.
Fight the cuts. These protesters were demonstrating outside | :05:33. | :05:37.
Nottingham's Town Hall, where inside, councillors were agreeing | :05:37. | :05:43.
to 20 million of cuts to the overall 277 million budget. One of | :05:43. | :05:49.
the coolest cat is the proposal to close -- one of the cruellest cuts | :05:49. | :05:55.
is to close two old people homes. Imagine if your mother and father | :05:55. | :06:00.
could not spend their days in a home like that. That is shocking. | :06:00. | :06:03.
The campaigners protesting today say that the spending cuts are | :06:03. | :06:08.
avoidable. But inside the council house, the Budget will be rubber- | :06:08. | :06:13.
stamped, and that means that 200 jobs will go and not the them city | :06:13. | :06:21.
residents will see their council tax go up. -- Nottingham City. | :06:21. | :06:24.
believe they could freeze the council tax this year and we also | :06:24. | :06:29.
feel that there are a number of savings in the next few years that | :06:29. | :06:34.
would enable the council tax to be frozen in subsequent years as well. | :06:34. | :06:39.
Next year there will be a big hole in the Budget if we do not put the | :06:39. | :06:43.
council tax up this year. That will mean double the number of cuts in | :06:43. | :06:51.
next year. We are talking about compassionate conservatism. Not a | :06:51. | :06:56.
gum City Council says that it is being unfairly penalised. -- and | :06:56. | :07:00.
Nottingham City Council. It warns that more cuts will come. There | :07:00. | :07:08.
will be a total of 24 million in cuts over the next two years. | :07:08. | :07:13.
Very close to those deliberations. Nottingham City Council is to begin | :07:13. | :07:16.
legal proceedings to remove a group of protestors from the Old Market | :07:16. | :07:19.
Square. The authority will go to court tomorrow after the anti- | :07:19. | :07:22.
capitalist campaigners ignored an eviction notice that was served on | :07:22. | :07:25.
them a week ago. Officials will apply for the powers to remove all | :07:25. | :07:29.
the tents from the site. Newark police station is to house a | :07:29. | :07:32.
regional one stop shop in the fight against metal thefts. The crime is | :07:33. | :07:35.
costing the region hundreds of thousands of pounds. Thieves have | :07:35. | :07:38.
stolen lead from churches, train lines and even war memorials. Now | :07:38. | :07:40.
police officers from the East Midlands will work with other | :07:40. | :07:50.
:07:50. | :07:59. | ||
You are watching East Midlands today. | :07:59. | :08:03.
According to charities helping the homeless it is a very bad time to | :08:03. | :08:06.
be out on the streets. But that is where more and more people are | :08:06. | :08:09.
finding themselves. There has been a sharp increase in the number of | :08:09. | :08:12.
rough sleepers in the East Midlands. And yet, many of the organisations | :08:12. | :08:15.
and services which offer support have problems of their own. It is | :08:15. | :08:18.
one of the issues featuring on tonight's Inside Out for the East | :08:18. | :08:22.
Midlands. For almost a year, the woods next | :08:22. | :08:26.
to an old quarry in Mansfield has been where Martin sleeps, rather | :08:26. | :08:31.
than the town centre. If I sleep in town I get kicked in the back or | :08:31. | :08:37.
urinated on or sometimes you get a glass bottle thrown at you. This is | :08:37. | :08:41.
the Beacon Centre. They provide food and somewhere to wash. But | :08:41. | :08:46.
from April, funding has been caught. One person in for food today has | :08:46. | :08:50.
her own bad news. Teresa got a housing association place in | :08:50. | :08:54.
September which meant she could stop sleeping rough. But she has | :08:54. | :08:59.
now got an eviction notice because of cuts to the supporting people | :08:59. | :09:03.
budget. Tonight on Meet The Author, see the human consequences of the | :09:03. | :09:13.
:09:13. | :09:17. | ||
cuts, Agassi -- and see why the cuts have led to losses of hundreds | :09:17. | :09:21.
of pounds a month. That's Inside Out, at 7:30pm here | :09:21. | :09:25.
on BBC One. It's going to be one of the biggest | :09:25. | :09:29.
days in Leicester for years so preparations are well underway. If | :09:29. | :09:33.
you did not already know, the Queen, Prince Philip and the Duchess of | :09:33. | :09:36.
Cambridge will all be visiting the city on Thursday. Locals, shop | :09:36. | :09:44.
owners and the Mayor cannot wait. With just three days to go and tell | :09:44. | :09:49.
the royal visit, excitement is mounting. Flags and bunting and | :09:49. | :09:55.
even the China are flying off of the shelves. I think it is really | :09:55. | :10:00.
nice. It is a really nice picture of her. We cannot get enough of it. | :10:00. | :10:05.
We have sold the lot of flags. Hundreds of flights are with the | :10:05. | :10:10.
Union Jack and with the Queen's picture. We are hoping to sell | :10:10. | :10:15.
thousands of them before she comes. Over at the cathedral, hundreds of | :10:15. | :10:19.
flowers have been arriving. At the city centre, police have been | :10:19. | :10:24.
making security checks. We have been checking the street furniture | :10:24. | :10:28.
and drains and those kinds of things to make sure that things are | :10:28. | :10:35.
nice and Secure and ready for a Thursday. The royal party will come | :10:35. | :10:40.
here to the clock tower after a visit to a university. People in | :10:40. | :10:47.
Leicester are very excited. We are looking forward to it. It is a | :10:47. | :10:53.
great opportunity for the city. represents independence and | :10:53. | :10:58.
democracy and all of that. It will be good. It will brighten up the | :10:58. | :11:07.
place. It is going to be amazing. I am really excited about! We have | :11:08. | :11:13.
10,000 Union Flags for people to wait on the day. It will be red, | :11:13. | :11:17.
white and blue on Thursday. Leicester might be the first stop | :11:17. | :11:22.
in the Queen's tour of the country, but people here are hoping it will | :11:22. | :11:29.
be one she will never forget. Young people will very much be at | :11:29. | :11:32.
the heart of the city's welcome to Her Majesty and the other Royal | :11:32. | :11:35.
guests. Two groups have been busy getting their acts together. We | :11:35. | :11:45.
:11:45. | :11:46. | ||
have been to see how they are getting on. | :11:46. | :11:52.
At one end of Leicester, they are singing their hearts out. At | :11:52. | :11:58.
another, they are slugging it out. Both groups have a royal | :11:58. | :12:04.
appointment to keep on Thursday. The Churchill Junior School Choir | :12:04. | :12:08.
was chosen by Leicester Cathedral to perform at a special service for | :12:08. | :12:16.
the royal party. This song is an adaptation of a hem, and is a | :12:16. | :12:20.
celebration of anniversaries. not think it can get any better | :12:20. | :12:25.
than this. It is a delight. For the children to say that they have sung | :12:25. | :12:29.
before the Queen is something that I will never forget. I feel really | :12:29. | :12:33.
happy and really proud that we have been chosen. You are you looking | :12:33. | :12:39.
forward to seeing the most? Duke of Edinburgh. Why? Because | :12:39. | :12:46.
there are lots of songs about him and I would like to meet him. | :12:46. | :12:53.
Middleton might as well be the future Queen. I am really proud for | :12:53. | :12:57.
our school because we are going to sing to them as well. At New | :12:57. | :13:01.
College, it is robot war. Students are priming their machines to | :13:01. | :13:06.
impress the Duke of Edinburgh. He has taken interest in the | :13:06. | :13:10.
university's idea to offer its expertise to 40 projects in a | :13:10. | :13:16.
square mile of the inner-city. can take some of our expertise and | :13:16. | :13:20.
research and take it out into the local community for its benefit. | :13:20. | :13:28.
am excited to meet them. I am scared. The Diamond Jubilee is just | :13:28. | :13:38.
:13:38. | :13:41. | ||
around the corner, and Leicester is No a lot of practising going on. | :13:41. | :13:45.
You have probably heard of blue plaques marking locations where a | :13:45. | :13:51.
famous person lived or worked. Now there are Red Wheels that are | :13:51. | :13:55.
awarded to places linked to the history of transport. A | :13:55. | :13:59.
surprisingly, there are quite a few around the East Midlands, more so | :13:59. | :14:03.
than in any other region in the country. The latest one has been | :14:04. | :14:09.
unveiled in AGM and by our very own Kylie Pentelow. | :14:09. | :14:14.
In its heyday in the mid- 19th century, this was the place to | :14:14. | :14:19.
begin your journey to London. Now the people in it are going nowhere | :14:19. | :14:23.
fast but using the London Road station as their GM. The building | :14:23. | :14:30.
has now been awarded a Red wheel, which with a bit of muscle power, I | :14:30. | :14:39.
unveiled. Why has a gym been given a will? It is quite fun messed | :14:39. | :14:43.
about with and so it shows what a railway station of that era looked | :14:44. | :14:49.
like. When this was billed, many of the things Victorians did was not | :14:49. | :14:55.
by halves. They said, we are here and important. When I was young | :14:55. | :15:01.
this sort of thing was on the go and used by railways. We were all | :15:01. | :15:06.
well spotters. The youth of today will not recognise this for what | :15:06. | :15:15.
it's worth. It was vandalised by juveniles. This is British heritage. | :15:15. | :15:20.
Another equally impressive side has been awarded Red Wheels in the East | :15:20. | :15:25.
Midlands. Many in Derbyshire like the Derby round House, the canal | :15:25. | :15:31.
port, the National Tramway Museum. And in Leicestershire, Foxton Locks | :15:31. | :15:37.
has been given a red will. None of those have been converted into | :15:37. | :15:41.
swimming pools and housing one in an old railway station comes with | :15:41. | :15:48.
its own challenges. We do have some issues with maintenance or the | :15:48. | :15:53.
building features because there is limited work you can do with it but | :15:53. | :15:57.
they are all challengers and I would not change it. Training might | :15:57. | :16:02.
have replaced the trains but it has still worked out the best way to | :16:02. | :16:10.
knock this building into shape. A lovely old building that has not | :16:10. | :16:17.
been demolished. Lovely! Still to come: after a perfect start to the | :16:17. | :16:22.
week, what does the weather hold for the next four days? | :16:22. | :16:32.
:16:32. | :16:51. | ||
I am with Amy-Lou who is getting Time now for the sport. We are | :16:51. | :16:56.
going to start with the British Olympic swimming trials because | :16:56. | :17:00.
already five East Midlanders have qualified to the games. The Bill | :17:00. | :17:06.
story has been Mansfield Becky Adlington. A brilliant performance | :17:06. | :17:10.
in the 400 metres last night but she pulled out of the 200 metres | :17:10. | :17:18.
freestyle. We found out why. It is here where you can sense the | :17:18. | :17:24.
emotion and what it means to people to make London 2012 even someone as | :17:24. | :17:29.
seasoned as Rebecca Adlington. She was due to compete this morning but | :17:29. | :17:36.
she pulled out for emotional reasons and physical ones. She got | :17:36. | :17:40.
a rapturous reception as she took to the simple to compete in the 400 | :17:40. | :17:44.
metres. She led from start to finish but she admitted she was | :17:44. | :17:50.
terribly nervous. She had four years of thinking of reaching | :17:50. | :17:56.
London 2012 and when she finally got there, the emotion was too much. | :17:56. | :18:03.
I do not want to cry again but I am so happy, relieved, excited! So | :18:03. | :18:11.
much love for Joe as well. I know we can come here and stand there | :18:11. | :18:15.
strong and proud of to be British and work together. A tearful | :18:15. | :18:20.
Rebecca Adlington talking about her colleague and friend Jo Jackson. | :18:20. | :18:23.
What about the rest of those simmers? | :18:23. | :18:31.
Four others are, Joe ejection did qualify it as well as Fran Halsall | :18:31. | :18:35.
who rather strangely, her goggles snapped on the start-line. She had | :18:35. | :18:42.
to borrow a pair and she just sneak in under the Lion. Five East | :18:42. | :18:51.
Midlands winners of two London 2012. Before a ball was kicked, Leicester | :18:51. | :18:54.
were favourites for promotion but things have not gone to plan so far | :18:54. | :18:59.
this season. Inconsistent form has left them trailing the leading pack | :18:59. | :19:04.
in the championship and with games running out, the and 69 Derby | :19:04. | :19:10.
against Coventry is the perfect place to pick up some points. | :19:10. | :19:15.
on Leicester! War paint at the ready, the big question was whether | :19:15. | :19:22.
Leicester had left it too late. have not had back-to-back wins. We | :19:22. | :19:27.
are waiting for a run of games. the best of starts for the home | :19:27. | :19:32.
team. Just six minutes in and a chance to go ahead when the Foxes | :19:32. | :19:36.
were awarded a penalty but Neil Danns failed to find the net. They | :19:36. | :19:40.
kept the pressure on and eventually it paid off. Jermaine Beckford's | :19:40. | :19:45.
shot was saved but Dave Nugent was there for the rebound. Chances | :19:45. | :19:48.
galore came and went for a Leicester team desperate for points | :19:48. | :19:52.
to close the gap on the leading pack and Beckford combined with | :19:52. | :19:56.
Nugent again to double the home side's lead. But Coventry were not | :19:56. | :20:01.
done yet. They were handed a lifeline when Wes Morgan was judged | :20:01. | :20:09.
to have fouled outside the box. They ended the game with 10 men | :20:09. | :20:12.
when a red card was awarded for a dangerous tackle but this was all | :20:12. | :20:17.
about victory and three valuable championship points. Back-to-back | :20:18. | :20:21.
wins for Leicester for the first time. They push for the play-offs | :20:21. | :20:25.
is on. The with the number of games left in the league we are running | :20:25. | :20:31.
out of time, but it just keeps us in the race and that is the | :20:32. | :20:37.
important thing. A good day for Leicester. And a decent weekend for | :20:37. | :20:41.
other teams to. Draws for Derby and Forest and another win for Notts | :20:41. | :20:47.
County. Derby County must have feared the | :20:47. | :20:54.
worst when they went 2-0 down to Birmingham. They doubled their lead | :20:54. | :20:58.
after the break but Derby's fightback began with a Stephen | :20:58. | :21:02.
Davies header. It was his first start since fracturing his skull | :21:02. | :21:05.
and the fightback was complete thanks to this goal from the | :21:05. | :21:12.
Robinson. Coming here shows what team spirit we have got. We do not | :21:12. | :21:16.
fear coming to any place. We are a team, a young gang of lads who | :21:17. | :21:22.
loved playing football. No pot of gold at the end of the rainbow for | :21:22. | :21:27.
Forest but at least they grabbed another point. Gareth McCleary but | :21:27. | :21:31.
the Reds in front. Barnsley were a different side after the break and | :21:31. | :21:37.
got their equaliser. Forest always -- almost grabbed a late winner | :21:37. | :21:42.
towards the end but it was saved. Four points of the relegation zone. | :21:42. | :21:47.
Four we were beaten last year, and the year before so it has not been | :21:47. | :21:51.
too much of a happy hunting ground for us. Before the game we might | :21:51. | :22:01.

More on those games plus a feature on Leicester player and web | :22:13. | :22:18.
entrepreneurs Neil Danns on tonight's Late Kick Off on BBC One | :22:18. | :22:24.
at 11:05pm. Not to be messed. Rugby, Leicester Tigers still in the hunt | :22:24. | :22:29.
for a top to finish after their 10th win of the season. At times it | :22:29. | :22:32.
looked like mud wrestling but Leicester mastered the conditions | :22:32. | :22:38.
much better that their opponents cluster. Tiger slid five tries to | :22:38. | :22:43.
keep up their run of form that has seen them climb the table. They are | :22:43. | :22:48.
four points behind second-placed Saracens with Richard Cockerill | :22:49. | :22:56.
praising his players mental status. Any chance Nottingham Panthers | :22:56. | :22:59.
winning the Elite League title came to an end at the weekend. They came | :22:59. | :23:05.
from behind to beat 54-3 on Saturday but defeat by 5-3 at | :23:05. | :23:10.
Coventry yesterday it ended any possibility of a title. And does go | :23:11. | :23:20.
to Belfast for the first leg of their Challenge Cup final. We will | :23:20. | :23:24.
be of to see them from the airport tomorrow. | :23:24. | :23:30.
Thank you, Colin. As we are talking about quite a lot this week, it is | :23:30. | :23:35.
going to be a very busy time for lots of people preparing for that | :23:35. | :23:39.
royal visit. Among them is a Leicestershire girl who has a | :23:39. | :23:43.
really important duty to carry out on the big day. Carol Hinds has | :23:43. | :23:49.
been to meet her. The family have been fouled -- they | :23:49. | :23:51.
are raising to refurbish a children's cancer were that the | :23:51. | :23:55.
Leicester Royal Infirmary since their son died in January. They say | :23:55. | :23:58.
he would have been proud of his sister Amy-Lou who will be | :23:58. | :24:02.
presenting flowers to the Duchess of Cambridge when she visits | :24:02. | :24:08.
Leicester on Thursday. A secret her parents have kept for weeks. Just | :24:08. | :24:15.
before half term, we were asked to keep it quiet for security reasons | :24:15. | :24:20.
and we were careful that we did not say anything to anybody. It is | :24:20. | :24:25.
really exciting. I cannot wait to do it. What would you say to her? | :24:25. | :24:31.
do not know. George loved sport and through him the family from Stoney | :24:31. | :24:34.
Stanton has met a number of celebrities but the duchess will be | :24:34. | :24:42.
the first royal. Very exciting and very -- Amy-Lou is very excited. | :24:42. | :24:47.
had been practising my curtsy. Duchess is recognised as one of the | :24:47. | :24:51.
world's best-dressed women. Amy-Lou will be wearing a new pair of shoes | :24:51. | :24:57.
and sporting a special hairdo when she meets her. I will have my hair | :24:58. | :25:02.
curled with lots of pretty flowers in. Not only will this six year old | :25:02. | :25:07.
be presenting a Posy, she will also be joining the royal party for | :25:07. | :25:14.
lunch. Thursday will be a memorable day. | :25:14. | :25:21.
She is so placed. Lovely! Curls and flowers fit for a princess - | :25:21. | :25:30.
fantastic! Time for the weather. We have seen a bit of a mixture | :25:30. | :25:35.
weather-wise over the last few days. We got away rain yesterday and the | :25:35. | :25:38.
We got away rain yesterday and the weather front is still affecting us | :25:38. | :25:44.
tonight. A lovely picture to show you sent in by Alan of a squirrel. | :25:44. | :25:48.
Keep your pictures coming in. What we have got this evening is low | :25:48. | :25:52.
pressure that brought all the wet weather yesterday still sitting | :25:52. | :25:58.
across the south-east corner and it could start to pep itself out a bit | :25:58. | :26:03.
through the evening. The further west you travel, the temperature | :26:03. | :26:08.
soon starting to drop. A widespread frost and the temperatures within | :26:08. | :26:13.
the towns and cities around one or two Celsius but in rural areas it | :26:13. | :26:19.
could do go down to minus three. The cloud starting to come back in | :26:19. | :26:26.
through the eastern side in the early hours. It will be quite a | :26:26. | :26:30.
bright start, the cloud thinning in the afternoon and lambing a bit of | :26:30. | :26:35.
sunshine across most of the East Midlands. Daytime temperatures of | :26:35. | :26:41.
nine Celsius. We start to lose the cloud overnight, a weather front | :26:41. | :26:45.
working its way down from the north-west. The isobars tightening, | :26:45. | :26:50.
so it will not only be wet overnight on Wednesday but it will | :26:50. | :26:55.
become quite windy. High pressure pushing up from the South, playing | :26:55. | :26:59.
its part towards the end of the week but what we will see on | :26:59. | :27:04.
Wednesday is a once one band of rain goes three, quite a few | :27:04. | :27:08.
showers following behind. Thursday we are left with a lot of cloud | :27:08. | :27:13.
cover, the wind starting to ease. For a daytime temperature of eight | :27:13. | :27:17.
or nine Celsius on Thursday. Towards the end of the week as the | :27:17. | :27:23.
high pressure builds up, we start to see the milder air back in. | :27:23. | :27:27.
Friday could be a bit on the cloudy side but temperatures above | :27:27. | :27:31. |
