First tonight, the chancellor Phillip Hammond has announced

a 90 million pound cash injection for this region.

:01:10.:01:14.

The move, to boost our economy, has been widely welcomed.

:01:15.:01:16.

It's predicted thousands of jobs could be created.

:01:17.:01:18.

The money will go on a variety of projects, including

:01:19.:01:21.

regenerating Derby City Centre, creating a space park in Leicester,

:01:22.:01:23.

improving road links around Loughborough and improving town

:01:24.:01:25.

In a moment we'll have local reaction to the news,

:01:26.:01:34.

but first Sarah Teale looks at exactly where the

:01:35.:01:36.

The Chancellor's visit to the Midlands today may have been

:01:37.:01:44.

overshadowed by the uproar over national insurance

:01:45.:01:45.

But Philip Hammond was here to shine the spotlight

:01:46.:01:52.

on a ?390 million pound investment into the Midlands Engine -

:01:53.:01:55.

the equivalent to the Northern Powerhouse, it's the government's

:01:56.:01:58.

plan for boosting economic growth in the region.

:01:59.:02:00.

From that pot the East Midlands will receive ?90 million pounds.

:02:01.:02:09.

Pal tell you the good news, I used to live in Nottingham, I don't just

:02:10.:02:15.

think about the West Midlands, I know the East Midlands as a

:02:16.:02:19.

powerhouse small business. Across the East Midlands, Nottingham,

:02:20.:02:23.

Leicester, huge centres of successful entrepreneurial small

:02:24.:02:25.

businesses and we're backing them the way.

:02:26.:02:26.

The cash is being spread across the region.

:02:27.:02:34.

One of the biggest spends, almost ?13 millions,

:02:35.:02:36.

will go towards developing a Space Park in Leicester

:02:37.:02:38.

which will become a national hub for for research and learning.

:02:39.:02:41.

And ?12 million will be spent on improving roads around

:02:42.:02:43.

Loughborough including the A512 and the M1 junction 23.

:02:44.:02:45.

That will unlock land for 4,000 new homes.

:02:46.:02:49.

Derby is set to receive more than 11 million pounds to regenerate

:02:50.:02:52.

the city centre and fund a replacement performance venue

:02:53.:02:54.

And two million pounds has been allocated towards

:02:55.:03:00.

a new museum and attraction at Derwent Valley Mills

:03:01.:03:02.

In Nottinghamshire, some ?8 million pounds is going towards regenerating

:03:03.:03:09.

town centres and redeveloping Nottingham Castle.

:03:10.:03:14.

And ?10 million is being spent on refurbishing

:03:15.:03:16.

the Broadmarsh car park and bus station.

:03:17.:03:18.

While those are the headline figures, many more millions

:03:19.:03:20.

are being pumped into other projects around the region.

:03:21.:03:22.

Quentin Rayner has spent the day gathering reaction

Sherwood Forest's heroes became legends by handing out bounty to the

:03:25.:03:37.

needy. This afternoon the local clothes than it was walking in the

:03:38.:03:42.

outlaws footsteps with with ?63 million on his back pocket to boost

:03:43.:03:45.

growth in Nottinghamshire, Derbyshire. Half a million quid to

:03:46.:03:49.

help the new visitor centre in the forest on the boat will go towards

:03:50.:03:53.

regenerating sites across the two counties. Big vote of confidence, it

:03:54.:03:59.

will help us create over 6500 jobs, ?150 million of private investment,

:04:00.:04:05.

over 6000 homes and 2000 learners. It's a good result for other local

:04:06.:04:08.

enterprise partnership, one of the biggest allocations in the country

:04:09.:04:11.

and I think that demonstrates the government have confidence we can

:04:12.:04:15.

deliver the jobs and growth they want. The East Midlands's is less is

:04:16.:04:19.

only a quarter of the overall growth fund for the Midlands but the

:04:20.:04:23.

minister doesn't swallow the idea that this side of the region is the

:04:24.:04:26.

poor relation. The idea that the government picks winners between

:04:27.:04:29.

different regions of the country is nonsense. We are investing in the

:04:30.:04:33.

East Midlands and the Midlands and Yorkshire and Humber and the Midwest

:04:34.:04:37.

because we're absolutely genuine when we say we want to create an

:04:38.:04:43.

economy that works for. His colleague, Marcus John says space

:04:44.:04:48.

technology with Leicester at its hub was crucial to the UK's growth, so

:04:49.:04:52.

there was ?1 million for an extension of the National space

:04:53.:04:55.

centre and ?30 million for a space park in the city. Another million

:04:56.:05:00.

pounds is available for road improvements. We have to look at the

:05:01.:05:05.

enterprise last month and it's backed up with some real substantial

:05:06.:05:10.

funding, ?26 million, so I really significantly because we have money

:05:11.:05:13.

to be behind things. Sherwood Forest's new centre should be built

by next spring, it's unclear when other projects will get going.

I think so because if you look at the figures, ?90 million is quite a

lot when you take what each individual area gets. Derbyshire are

:05:39.:05:44.

Nottinghamshire and Derby and Nottingham, they get more than any

:05:45.:05:47.

other part of the Midlands as a whole, more than Greater Birmingham.

:05:48.:05:53.

And the Leicester and Leicestershire partnership, they get more than

:05:54.:05:56.

Stoke and Staffordshire, so if you look at it like that, we've done

:05:57.:05:59.

quite well and also remember that the chairman of the Midlands engine

:06:00.:06:04.

is John peace, he's from Nottingham, so he will have the East Midlands's

:06:05.:06:08.

interests at heart. This funding announcement is for four years but a

:06:09.:06:12.

lot of these projects will last a lot longer than that. They've got

:06:13.:06:17.

money to spend on where the project should go and we're talking about

:06:18.:06:21.

infrastructure in particular roads and transport. Midland Main line

:06:22.:06:24.

electrification is still on their list. We haven't had a confirmation

:06:25.:06:27.

from the government yet that is going ahead but still on their list.

:06:28.:06:33.

Many road schemes, not just the ?12 million near junction 23 because the

:06:34.:06:36.

roads do need some work doing to them. There are so many pinch

:06:37.:06:40.

points. I was out today filming for Sunday politics at a haulage company

:06:41.:06:46.

and they are saying it causes them so many problems because they never

:06:47.:06:49.

know when the delays will happen and it costs them time and money. Thanks

babies died after heart operations in the 80s and 90s. The hard-hitting

report that followed led to demands for fewer bigger centres bringing

:10:56.:11:04.

expertise together and controversial choices were avoided. A review is

:11:05.:11:08.

being carried out across England and there is speculation that at least

:11:09.:11:13.

four on the country's 11 children's heart units may stop operations. In

:11:14.:11:17.

Leicester, this intent to the streets and they went to the top.

:11:18.:11:21.

Their wares celebrity backing, thousands of people filled in

:11:22.:11:28.

consultation forms. With the world-famous service alongside the

heart unit, they felt upbeat but other cities were fighting two.

been under threat for so many years, we've come to expect the unexpected

in this saga. The meeting which is happening out there in one of the

rooms at Leicester Tigers is being streamed live on the Internet. Spent

quite a lot of time explaining the ground rules. One of the reasons for

that is because there is always the risk of temper is becoming a little

:12:56.:12:59.

bit frayed in all of this. I've been to speak to one family at Coalville

in Leicestershire and I told to the mother of a little boy who is in the

meeting behind me and she explained why she cares so much about the

future of the hard service in Leicester. I'm Jess Whitehouse, my

son was born 11 weeks ago and we discovered he had down syndrome and

:13:19.:13:21.

as a direct result of that he also had a heart condition where he had

:13:22.:13:25.

two large holes in his hand. Glenfield heart unit, I'm eternally

:13:26.:13:31.

grateful to them and without them we wouldn't be here today. I'm

:13:32.:13:33.

disgusted there is a threat to the heart unit. The standard of care

:13:34.:13:37.

there is absolutely fantastic from start to finish. I'm very passionate

:13:38.:13:40.

about this, so much so that last month myself I were to donate 50

:13:41.:13:48.

hand a petition. I do feel the campaign will be successful because

:13:49.:13:51.

I think if it goes to a fair panel there is no way they can justify

:13:52.:14:00.

closing the unit. A short time ago I spoke to someone from NHS England

:14:01.:14:03.

and ask them what they were trying to achieve by all of this. The

:14:04.:14:07.

reason why we're here today is that we've developed initial proposals to

:14:08.:14:12.

the consequences of how services should be delivered. We are now out

:14:13.:14:16.

to consultation and we are here in Leicester very much to listen to the

:14:17.:14:20.

public and very interested to know whether these proposals make sense.

Campaigners don't think they make sense and many suspect this process

:14:24.:14:28.

is rigged. I would definitely say this process is not rigged. There

:14:29.:14:31.

are no predetermined numbers of centres with NHS England. What we

:14:32.:14:37.

remain very firm about is that having spent a lot of time in

:14:38.:14:44.

consultation with charities, with patients, with professionals in

:14:45.:14:48.

developing the standards, we do need to implement them so that we can

:14:49.:14:54.

provide the best possible care. Let's have a chat with some of the

:14:55.:14:58.

people who haven't got tickets, they are not at the meeting but they are

:14:59.:15:03.

outside making their point. Sally, you went to the unit at Glenfield a

:15:04.:15:08.

few years ago. Our twin sons were eight weeks premature on one of them

:15:09.:15:11.

had a suspected hole in their hearts so he was referred to Glenfield and

:15:12.:15:15.

had a couple of visits. Thankfully everything was OK? Fantastic

:15:16.:15:22.

treatment and fantastic care. Do you not buy the argument that fewer

:15:23.:15:26.

bigger centres would save more lives. The fact it was local for us

:15:27.:15:32.

took some concern out of it and it was a fantastic unit. Some deals

:15:33.:15:37.

here is Tom, why are you here? I oppose the closure of the heart

:15:38.:15:42.

unit. Out here right now standing in solidarity with all of the people

:15:43.:15:45.

that have been unable to register for this event. They called it a

:15:46.:15:50.

public consultation. You're not impressed with the organisation?

There was a demonstration a few weeks ago that had two dozen people

:15:55.:15:57.

just in Leicester, the fact they have a room for 150 people is not

:15:58.:16:02.

stay? Of course, the distances would be too great if this unit is closed

and it's a symptom of a wider problem to privatise the NHS. We

don't want to see patients go to Birmingham, that's the message from

people here. Two men have been found guilty

of conspiring to commit fraud by telling businesses

:16:24.:16:26.

they were selling them halal lamb Mahmudur Rohman and Kamal Rahman

:16:27.:16:28.

imported the cheaper They sold it to dozens of customers

in the East Midlands for almost double the price,

:16:33.:16:37.

making a profit of hundreds These two men were involved in

:16:38.:16:52.

selling meat on a big scale. In court today, Kamal Rahman and

:16:53.:16:57.

Mahmudur Rohman were found guilty of running a fraudulent operation. They

:16:58.:17:03.

were based in Peterborough but it sold meat to restaurants, takeaways

:17:04.:17:07.

and butchers here in Leicestershire and beyond. The men told customers,

:17:08.:17:14.

like this butchers, that the meat was boneless leg of lamb but it was

:17:15.:17:19.

actually Turkey, much cheaper, which they then sold for double the price.

:17:20.:17:22.

There maybe some people watching this at home who are thinking, hang

:17:23.:17:26.

on a minute, he's a butcher, how could you not tell the difference

:17:27.:17:30.

between what is lamb meat and what turkey meat, what would you say to

:17:31.:17:36.

that? We never chop them, we never cut them for customers. We don't

:17:37.:17:40.

know what the meat looks like and it's very young but the colour of

:17:41.:17:45.

the meat is different. If you look at it, it's just read lamb meat. You

:17:46.:17:55.

can't tell. This is actually some of the turkey meat that was sold off to

:17:56.:18:02.

a local butchers as halal lamb meat. Authorities raised concerns when

:18:03.:18:06.

meat was tested in the East Midlands area in 2013 after the horse meat

:18:07.:18:10.

scandal. That testing revealed that meat in the region was not what it

:18:11.:18:16.

had been labelled as. Leicester City Council's investigation linked the

:18:17.:18:24.

need to the company. Any reaction? No. The judge told the men their

crime was a serious matter. They will be sentenced next month.

Believe it or not today is the 13th anniversary

was re-named as part of NET Tram's Community Hero Award.

It's only the second time this award has been given and it went

to a couple whose charity is helping parents across the East Midlands.
