And now the news for the East Midlands, I'm Dominic Heale. | :00:18. | :00:20.
After days of passionate speeches on both sides MPs have finally voted | :00:21. | :00:24.
on the bill which paves the way for Britain's exit | :00:25. | :00:26.
The outcome was never in doubt with the government winning | :00:27. | :00:30.
A short time ago I spoke to our political editor | :00:31. | :00:35.
I asked him who from the East Midlands didn't toe the party line. | :00:36. | :00:44.
Well as you would expect Ken Clarke the Conservative MP for Rushcliffe | :00:45. | :00:50.
was the only conservative to vote against the bill. For Labour Graham | :00:51. | :00:54.
Allen and Lee Greenwood both followed what they did in their | :00:55. | :01:00.
first vote a week ago and voted against. And when the votes came | :01:01. | :01:05.
through there were some sarcastic remarks from Graham Allen who voted | :01:06. | :01:08.
against and said because the government had not accepted any of | :01:09. | :01:13.
the Labour amendments, the government plan for Brexit must | :01:14. | :01:18.
indeed be perfect. Chris Leslie expressed his frustration at the | :01:19. | :01:22.
fact he had 35 amendments to be considered a parliament today and | :01:23. | :01:28.
none of them were he called it, a farce. What happens now? It's full | :01:29. | :01:34.
steam ahead but in two years. The bill now goes to the House of Lords | :01:35. | :01:39.
and if there are no objections there, which seems unlikely because | :01:40. | :01:42.
the House of Lords made that there are in existence in danger if they | :01:43. | :01:49.
were to vote this down, then the PM will be able to stick to her plan | :01:50. | :01:53.
and an act bill and go for a Brexit at the end of March. | :01:54. | :01:56.
A hospital has admitted it was to blame for the death | :01:57. | :01:58.
of a woman who died 16 days after giving birth. | :01:59. | :02:01.
Alison Taylor from Syston in Leicestershire had a blood clot | :02:02. | :02:03.
Now her husband has been awarded a six figure sum in compensation. | :02:04. | :02:07.
Our Health correspondent Rob Sissons reports. | :02:08. | :02:18.
Darren and his daughter who will never know his mother. He was left | :02:19. | :02:23.
with three children to bring a .29 with three children to bring a .29 | :02:24. | :02:28.
yard Alison died in 2010. She had been sent to the Leicester Royal | :02:29. | :02:31.
Infirmary were a junior doctor hadn't followed procedures. He | :02:32. | :02:35.
should have anything, if it's written on paper and someone comes | :02:36. | :02:38.
in to set the problem, that should be looked at before they are let | :02:39. | :02:44.
out. Simple really. You take a car to a garage and you don't drive it | :02:45. | :02:47.
away until it's fixed or you know what is wrong. No blood test, no | :02:48. | :02:54.
ultrasound was done. The blood clot was diagnosed. The family solicitor | :02:55. | :03:00.
frustrated it has taken six years to get justice. What's hard is that in | :03:01. | :03:05.
2011 we had an inquest and the pathologist concluded that it | :03:06. | :03:11.
probably, if a scan had been done, it probably would have picked up the | :03:12. | :03:15.
blood clots. And had it been picked up Alison would have been given | :03:16. | :03:20.
anticoagulation which probably would have saved her life. I think it's | :03:21. | :03:24.
desperate. It's desperately tragic for Mr Taylor and his family. I can | :03:25. | :03:29.
understand his distress being a father and husband myself. It's | :03:30. | :03:33.
difficult to comprehend how he's dealing with the circumstances of | :03:34. | :03:39.
not having his wife. Mr Taylor says this case feels like it was defend, | :03:40. | :03:44.
deny and delay. Why did it take six years? Unfortunately the legal | :03:45. | :03:49.
process revolves around a claim process revolves around a claim | :03:50. | :03:55.
having to be made and then quite an exhaustive process. Darren says the | :03:56. | :03:59.
pay-outs mean he can spend more time with his family. I could be at home | :04:00. | :04:05.
for my children and the mum and dad. It won't bring Alison back and I | :04:06. | :04:10.
would give all the money to have her back and the kids would say the | :04:11. | :04:13.
same. The hospital stresses lessons have been learnt. | :04:14. | :04:16.
Lincolnshire's new Chief Constable has been talking about his | :04:17. | :04:18.
Bill Skelly was previously Deputy Chief Constable | :04:19. | :04:24.
He says he will talk to communities first before committing resources. | :04:25. | :04:27.
Lincolnshire is one of the lowest funded forces in the country, | :04:28. | :04:30.
but he believes the service is sustainable and a case can be | :04:31. | :04:33.
Two big things we want to see in the new arrangements are really haven't | :04:34. | :04:45.
featured too much in the past are plurality, the sparse geography area | :04:46. | :04:50.
we have two cover and seasonal population increases. So I'm | :04:51. | :04:54.
optimistic that this time around those two arguments of rurality and | :04:55. | :04:57.
seasonal increases will be listened to. Whether or not they will | :04:58. | :05:02.
translate into increased funding is another challenge. | :05:03. | :05:03.
Nottinghamshire's Police Commissioner has told us that major | :05:04. | :05:05.
internet firms should be prosecuted, if they don't do more | :05:06. | :05:08.
It's after a so-called "survivalist" called Roger Smith downloaded | :05:09. | :05:11.
He was jailed under terrorism laws at Nottingham | :05:12. | :05:14.
Paddy Tipping says online retailers should also be held responsible | :05:15. | :05:18.
This is Roger Smith who saw himself as a modern-day crusader. | :05:19. | :05:29.
They are providing material that is dangerous and it is, if they not | :05:30. | :05:36.
perverts to take it down voluntarily through code of practice then | :05:37. | :05:42.
ultimately we will get to the position where companies can and | :05:43. | :05:45.
should be prosecuted and I think companies like Amazon will face | :05:46. | :05:48.
prosecution for providing dangerous material. | :05:49. | :05:50.
An investigation by this programme has found that more than 11 thousand | :05:51. | :05:52.
drivers have been fined in the course of a year | :05:53. | :05:55.
at a camera-enforced bus lane in Nottingham that isn't used by ANY | :05:56. | :05:58.
One highways expert says the signs for motorists need to be clearer, | :05:59. | :06:02.
but the city council says all the fines ARE enforceable. | :06:03. | :06:04.
Shakespeare Street in Nottingham, outside this university, | :06:05. | :06:13.
a camera enforced bus lane were more than 11,200 drivers were fined | :06:14. | :06:18.
The bus lane isn't used by any public bus services. | :06:19. | :06:25.
There are specific powers in relation to bus lanes | :06:26. | :06:27.
and they are appropriate in certain circumstances but if the bus isn't | :06:28. | :06:30.
running through the area then you have to question why there is no | :06:31. | :06:33.
The council say the ?60 fines are enforceable. | :06:34. | :06:42.
They say the bus lane is used by student buses to take them | :06:43. | :06:53.
to things like sports events and to protect up pedestrian zones. | :06:54. | :06:56.
The number of bus lane fines rose to more than 60,000 last year. | :06:57. | :06:59.
Bringing in ?1.7 million for transport related spending. | :07:00. | :07:04.
On Shakespeare Street there appears to be some confusion over | :07:05. | :07:06.
the sign which alerts people there is a bus lane enforcement. | :07:07. | :07:19.
The tribunal has upheld a fine from a GP from Liverpool. | :07:20. | :07:38.
They said the signage was inadequate and they had concerns of the limited | :07:39. | :07:42.
It would be more cost-effective to improve the signage rather | :07:43. | :07:52.
than spending a lot of money the legal process. | :07:53. | :08:00.
This expert told me that the camera signs in Nottingham should be | :08:01. | :08:03.
People across the country should understand what the signing | :08:04. | :08:12.
is about and therefore there is a clear duty. | :08:13. | :08:15.
That has not been done and I think they are on dodgy ground. | :08:16. | :08:20.
The council says the policy complies with the Department. | :08:21. | :08:40.
On to football and Leicester City have beaten Derby County to move | :08:41. | :08:42.
The Scores were level at 1 each after 90 minutes. | :08:43. | :08:47.
But Leicester went on to win 3-1 in extra time. | :08:48. | :08:49.
Mark Shardlow reports from the King Power Stadium. | :08:50. | :08:57.
With 18 team changes between them both teams clearly had more than an | :08:58. | :09:04.
eye on the coming league games. And on a cold night, it showed. The game | :09:05. | :09:10.
fired up in the second half when Andy King fired the game for | :09:11. | :09:17.
Leicester. Derby's repast had a touch of luck as the shot was | :09:18. | :09:22.
deflected just enough to leave the keeper helpless. Extra time was | :09:23. | :09:25.
needed, and moment of magical four and it came supplied by the | :09:26. | :09:32.
substitute for Leicester. Derby were competitive throughout but the match | :09:33. | :09:35.
was sealed as the game neared the end. Gray who had been impressive | :09:36. | :09:39.
throughout the night sending Leicester into a fifth round tie. | :09:40. | :09:50.
And that's the news, goodbye from me but with the weather forecast now | :09:51. | :09:55.
here's Simon. -- Sara. It's cold enough for the next few days and | :09:56. | :09:59.
that cold wind has been with us to day and we have seen the odd sort of | :10:00. | :10:04.
break in the cloud capped by weather watcher. Where the holes in the | :10:05. | :10:07.
cloud appeared tonight it mean to the lowest temperatures are likely | :10:08. | :10:10.
to be, we have high pressure starting to be in charge of our | :10:11. | :10:13.
weather so it is keeping any France at bay and all that wet and windy | :10:14. | :10:16.
stuff will be sitting out staying there. We do have a weak weather | :10:17. | :10:22.
fronts with us so is that cold air starts to come in it will be meeting | :10:23. | :10:25.
with the weather fronts and will start to produce one or two snow | :10:26. | :10:29.
showers for us. Overnight and into the early hours of tomorrow a lot of | :10:30. | :10:33.
it really is confined into the eastern part of the region and we | :10:34. | :10:36.
will see a widespread frost developing overnight and | :10:37. | :10:39.
temperatures within the towns and cities only just hovering around | :10:40. | :10:46.
freezing. -1 or two in rural areas so cold and frosty start tomorrow, | :10:47. | :10:49.
the easterly breeze starts to strengthen a bit more into the | :10:50. | :10:52.
afternoon and it gives it a stronger chance overnight into the early | :10:53. | :10:55.
hours of bringing in a few wintry showers may be a light dusting for | :10:56. | :10:59.
some of us and a cold day tomorrow with a temperature of no higher than | :11:00. | :11:01.
two or three. cloudy and Ben Rich will take you | :11:02. | :11:03.
through the bigger picture. Good evening. Over the next few days | :11:04. | :11:13.
I suspect it's going to feel like we have been plunged into the deep | :11:14. | :11:20.
freeze. Cold weather on the way and not necessarily crisp cold weather, | :11:21. | :11:23.
with blue skies. A lot of cloud, there was some sunshine today across | :11:24. | :11:28.
parts of west Wales, for instance. That lifted temperatures up to | :11:29. | :11:29. |
