And now the news for the East Midlands - | :00:07. | :00:08.
A little earlier than usual, we are joined by Alex on the sofa because | :00:09. | :00:19.
there are things happening out there? Yes, Storm Doris is coming on | :00:20. | :00:22.
Thursday, we have an amber warning in place for wind on Thursday, gusts | :00:23. | :00:28.
potentially a 50-80 mph, we are crossed that at the moment and the | :00:29. | :00:32.
full forecast is later in the programme. Thank you. | :00:33. | :00:39.
But first tonight - a new specialist team could be set | :00:40. | :00:42.
up to handle young unaccompanied refugees across the East Midlands. | :00:43. | :00:44.
Councils are struggling to cover the cost of caring for the children | :00:45. | :00:47.
and teenagers who reach these shores as refugees. | :00:48. | :00:51.
Here's our Social Affairs Correspondent, Jeremy Ball. | :00:52. | :00:56.
Scattered across Europe in winter, tens of thousands | :00:57. | :00:58.
of unaccompanied children, many fending for themselves. | :00:59. | :01:02.
The Archbishop of Canterbury says Britain must do more and has warned | :01:03. | :01:05.
that child refugees face being exploited or even killed | :01:06. | :01:07.
after the Government announced one relocation programme | :01:08. | :01:09.
This man told me his 16-year-old brother was stranded | :01:10. | :01:16.
in the notorious Jungle near Calais but he has been refused permission | :01:17. | :01:21.
to bring Solomon to Nottingham under family reunion rights, | :01:22. | :01:23.
so now he is offering to take a DNA test. | :01:24. | :01:26.
TRANSLATION: All his friends have left. | :01:27. | :01:28.
Like most unaccompanied children, he does not have a family | :01:29. | :01:43.
here so he was age assessed to check he is under 18 and taken into care. | :01:44. | :01:50.
Today this report from the campaign group Nottingham Citizens has urged | :01:51. | :01:53.
the city and county councils to take in more teenagers. | :01:54. | :01:55.
It wants them to reach the Government's maximum limit | :01:56. | :01:57.
for unaccompanied children - one for every 1400 youngsters | :01:58. | :02:01.
It also want those children to get school or college | :02:02. | :02:06.
We really believe that we are up for this challenge, working together to | :02:07. | :02:24.
make a difference for these young children. This is one way they are | :02:25. | :02:30.
helping, this course starting at Nottingham University, there are | :02:31. | :02:31.
seven unaccompanied children here. The Home Office says it bought more | :02:32. | :02:35.
than 900 unaccompanied children from the continent last year, | :02:36. | :02:38.
but it needs to balance their needs with local | :02:39. | :02:40.
councils capacity to cope. There will be more calls | :02:41. | :02:42.
for Government action Well, around ?100 a day | :02:43. | :02:44.
from the Government for every one of the 150 unaccompanied youngsters | :02:45. | :02:50.
adds up to ?5 million Earlier, I spoke to Stuart Young | :02:51. | :02:52.
from the group representing councils in our region and asked him | :02:53. | :02:56.
whether that money really isn't We don't know. Because, within that | :02:57. | :03:16.
?100 roughly per day, you need to pay for the fostering costs, | :03:17. | :03:23.
education, health, and also hiring social workers because all of these | :03:24. | :03:27.
vulnerable young people need looking after, and with it comes a | :03:28. | :03:30.
significant amount of cost. ?100 per day is not enough. We've done some | :03:31. | :03:35.
work and the terror from the government barely covers half of the | :03:36. | :03:36.
costs. -- Pete -- the tariff. The government need | :03:37. | :03:49.
to understand the true cost of looking after these children. Local | :03:50. | :03:54.
authorities are looking at ways of driving down costs like joint | :03:55. | :03:59.
procurement of places potentially, or advanced purchasing of the | :04:00. | :04:01.
placements, that's another way of driving down costs. Alongside that, | :04:02. | :04:07.
we are looking at potential joint arrangements, because the more | :04:08. | :04:10.
arrangements you Johnny procures another way of driving down costs. | :04:11. | :04:14.
Looking at different options in terms of can we do this more | :04:15. | :04:19.
effectively and efficiently to get down costs? What happens to these | :04:20. | :04:22.
children in the end, do they ultimately go back to where they | :04:23. | :04:25.
came from or are they here for keeps? It's another question in | :04:26. | :04:30.
terms of seeking clarity from the government. We have an obligation to | :04:31. | :04:33.
look after them for a number of years but in terms of long-term | :04:34. | :04:40.
arrangements for these child refugees, and refugees coming over | :04:41. | :04:44.
for the serious game, what are the long-term expectations of | :04:45. | :04:47.
government, and how will authorities be expected to look after them? Many | :04:48. | :04:51.
questions that would take a long time to answer, thank you for | :04:52. | :04:52.
speaking to us. You are welcome. People in the village of Kegworth, | :04:53. | :04:58.
near East Midlands Airport, have been meeting tonight | :04:59. | :05:00.
to voice their views on the new The change to the high speed train's | :05:01. | :05:03.
route has now brought it a lot closer to the village | :05:04. | :05:07.
and could threaten the plans Our reporter Navtej Johal's been | :05:08. | :05:10.
in Kegworth tonight. It's the village which is no | :05:11. | :05:13.
stranger to big transport projects, located near East Midlands Airport | :05:14. | :05:15.
and the M1, but Kegworth wasn't supposed to be | :05:16. | :05:18.
significantly affected by HS2. Original plans showed the line | :05:19. | :05:20.
would go under the airport, but in November it was changed | :05:21. | :05:22.
and will now go around it and threw but in November it was | :05:23. | :05:29.
changed and will now go One of the casualties of the change | :05:30. | :05:32.
could be two proposed new housing developments, | :05:33. | :05:36.
based here, providing 300 The plans for HS2 run straight | :05:37. | :05:38.
through the two developments. No idea what impact that will have, | :05:39. | :05:49.
but it puts them at risk, I guess. At this meeting, held by the parish | :05:50. | :05:52.
council tonight, villagers came to express their views | :05:53. | :05:55.
on the new route for the final time. People need places to live, | :05:56. | :05:58.
that will be a much better use Then, all of a sudden, they've | :05:59. | :06:01.
decided to swap it to our side, what impact will it have | :06:02. | :06:10.
on the village? I think it's a bad thing, | :06:11. | :06:12.
they should be creating homes. It will be going through | :06:13. | :06:15.
housing, proposed housing, I've spoken today to the developer | :06:16. | :06:17.
behind most of those planned new homes but it says that it | :06:18. | :06:30.
will not be commenting on the change of route until after | :06:31. | :06:33.
the consultation is over, Next - flytippers have poured two | :06:34. | :06:35.
lorry loads of rubbish on the side These piles were dumped | :06:36. | :06:41.
near Hinckley, just off the A47. The local council believes | :06:42. | :06:47.
its commercial waste. The eyesore was called | :06:48. | :06:54.
in to the council on Saturday morning and officials think it | :06:55. | :06:56.
will cost about ?6,000 They want anyone with | :06:57. | :06:59.
information to get in touch. A group of tenants at a Derbyshire | :07:00. | :07:02.
caravan park have been told to leave immediately and take their holiday | :07:03. | :07:05.
homes with them. Some tenants are angry at the way | :07:06. | :07:07.
they were told to go. The owners said the park | :07:08. | :07:10.
wasn't safe - though it This small caravan site is used by | :07:11. | :07:27.
about 50 people as a getaway but out of the blue last week, they received | :07:28. | :07:30.
a letter from the owners telling them to remove their holiday homes | :07:31. | :07:34.
and possessions with immediate effect. It was shocking, that anyone | :07:35. | :07:39.
could treat anybody like that, not just ask all these people, but to | :07:40. | :07:44.
treat anybody like that. An abrupt letter like that. Most of these | :07:45. | :07:49.
caravans have been here 30 years or more, some of them. I'm afraid that | :07:50. | :07:54.
if they were moved, most of them would collapse. Many people here | :07:55. | :07:56.
have already cleared out the have already cleared out the | :07:57. | :08:00.
caravans, afraid that otherwise their belongings could be lost. For | :08:01. | :08:04.
people like Pat, this site holds happy memories. We've been coming | :08:05. | :08:09.
here for years, the grand kids love it. We spend a lot of time here, | :08:10. | :08:14.
it's been a second home. Residents say that they struggled to get | :08:15. | :08:18.
answers from the new owners, Countrywide Park homes, but in a | :08:19. | :08:20.
statement they told us... Furious! Why can they contact... Why | :08:21. | :08:48.
was there no contact with us? Why have they let us go through all | :08:49. | :08:49.
this? Onto sport and Derby County hosted | :08:50. | :08:54.
Burton Albion for the first time A return to Pride Park | :08:55. | :08:57.
for Nigel Clough who was sacked by the Rams four years ago - | :08:58. | :09:04.
and the final score. So, it's goodbye from me - | :09:05. | :09:08.
but with your weather As we go through the next 48 Hours | :09:09. | :09:21.

brightness in the weather. Beautiful pictures, thank you Weather | :09:35. | :09:37.

warning is in force for the wind, take care and be prepared. We are | :10:20. | :10:24.
